A Comparative Study of International Norms and Korea Legal system related to the Concept of Spatial Safeguarding in Cultural Heritage (국제규범과 국내 법제도의 문화재 공간 보호개념 비교연구)

  • From the "Recommendation on the Safeguarding of the Beauty and Character Landscapes and Sites"(1962) to the "ICOMOS-IFLA Document on Historic Urban Public Parks"(2017), 'the spatial safeguarding Concept of Cultural Heritage' in International Norms has manifested in various types. In this article, 24 types of International Norms that reflect 'the concept of Spatial Safeguarding in Cultural Heritage' and Korea legal system such as 'Historical and Cultural Environment' were analyzed in the following two aspects. The first aspect is 'Object Type to safeguard' and analyzed in four types such as 'Groups of buildings(A type)', 'Surrounding, Environment, Setting(B type)', 'Cultural landscape(C type)', 'Historic area and Historic towns(D type)'. The second aspect is 'Safeguarding value(analysis elements)' and analyzed in the following tree elements ; 'Landscape value' such as skyline, 'Intangible value' such as the functions of cultural customs, and 'Ecological value' that should preserve life itself. As a result of the study, 'the concept of Spatial Safeguarding in Cultural Heritage' including C and D type and three value which are trends of International Norms are reflected in Korea legal system, and concrete safeguarding methodology is also implemented systematically in case of ecological value. However, intangible values are not specific to the methodology in both International norms and Korea legal systems, and should be developed in the future.

A Study on Types and Characteristics of 'Cultural Landscapes' with Big Data Analysis: Focusing on the Case of Shinan-gun, Jeollanam-do (빅데이터 분석을 통한 '문화경관' 유형과 특성 연구: 전라남도 신안군 사례를 중심으로)

  • The World Heritage Committee decided to make "cultural landscapes" a world heritage category in the 16th Session of the UNESCO General Conference. The decision was made from a recognition of the importance of interactions between human beings and the natural environment or between cultural heritage and natural heritage. Many countries have created policies and institutions to protect their own cultural landscapes along with the changing times. Korea, however, has not obviously defined the concepts and categories of its cultural landscapes, but manages policies and institutions based on the concept of a scenic spot, which has some similar meanings. In addition, it even borrows the "list of landscape adjectives," one of the representative methods for managing landscapes, from foreign countries. With this background, this paper suggested how to define cultural landscapes according to the global development flow. It created a list of cultural landscape adjectives by gathering the adjectives that can properly express local cultural landscapes in Korea. In particular, it collected 4,556 articles from a local newspaper by focusing on the case of Shinan-gun, Jeollanam-do, and analyzed key words and adjectives included in them by using big data analysis. The results suggested by this paper, such as the "classification table of cultural landscape types," "list of cultural landscape adjectives" and "network map of nouns/adjectives" can be applied to research on other localities, and furthermore, used as basic data for finding and protecting the characteristics of local cultural landscapes in Korea.

Research on the Visual Historical & Cultural Resources of Seongbuk-dong (서울 성북동 역사문화자원 주변경관의 시각적 특성연구)

  • In this study, Seongbuk-dong historical & cultural resources of the surrounding landscape were analyzed by the visual characteristics of the landscape adjective analysis. Research was investigate to the relationship between visual characteristics and preferences and Research in the following way. Selected historical and cultural resources in the surrounding area are located in Seongbuk-dong 30 slices the survey was conducted. Landscape preference factors to identify the scale of 16 adjectives and then factor analysis was conducted. Lastly, Analysis of variance and regression analysis were conducted in order to determine the impact of the last image factors on visual preferences. Firstly, The results can be summarized as follows. Officer for 30 pictures appear in Seongbuk-dong in the historical and cultural resources, and distributed around the target preference for the 16 adjectives analysis yielded an average result of overall preference were analyzed and that is a 3.72 average. In these photos, VP8, VP9, VP10, VP12, VP15; 4.5 points more than one order higher. The reason is limit of altitude by the Seoul landscape plan for the historical and cultural resources around. It also judged important reason that history and Culture are in harmony with the surrounding cultural property in the conservation area. Secondly, Important factors are factor 1(aesthetic factors), factor 2(cultural factors), factor 3(physical factors) and three factors could be identified. Results of the analysis of variance and regression analysis about factors for visual preference and image shows value of psychological factor is most significant to explain for nearby history &cultural resources of Seongbuk-dong of scenery around. As a result, the state can not view historical and cultural resources for analysis will be located in a residential area near the historical and cultural resources for aesthetic factors. Third, the negative side of the argument is a residential area which is not arranged surrounding landscape maintenance of historical and cultural resources has emerged. Historical and cultural resources in harmony with the phenomena of the physical, cultural, and aesthetic characteristics of the three areas is a positive factor in the high incidence. Factors from that are expressed in this study by analyzing multi-dimensional analysis to derive a factor to be considered important in the management of historical and cultural resources, landscape around is required.

A Study on the Order Status of the Cultural Properties Repair Works in Seoul (서울시 문화재 수리공사의 발주 실태에 관한 연구)

  • This is a study on the ordering status of the cultural property repair work in Seoul, centered on the cultural property construction orders from each local government and affiliated institutions. The scope of this study is spatially based on the city of Seoul. The time range is from October 2015 to September 2017. We can grasp the scale of the cultural asset construction by recognizing the status of the cultural asset of the city and the budget available for repairing the cultural asset. By analyzing the actual situation of the cultural property construction over two years, we were able to learn the total number of orders, the ordering period, the order size and the associated order type. By analyzing the detailed data, we could grasp the actual state of each cultural property type mixing. As a result of that, it was found that one cultural property corporation had difficulty completing construction without the involvement of other types. This suggested the better contract way to a cultural property construction. This study suggests an appropriate ordering method analyzing the tendency of construction orders of cultural properties, which can be utilized as basic data for the placement of cultural property repair technicians in the field. In particular, landscape architecture is an important aspect of the cultural property construction. Despite the need to establish the status of landscaping, there are no papers describing the actual status of contract way to a cultural property construction and the status of the landscape architecture associated with them. This paper empirically reveals the facts for Seoul, and then makes a proposal to establish a complete analysis of the landscape construction business. Specifically, landscape architecture is in a position to take responsibility for the landscape of cultural asset. It is possible to propose the establishment of the status of landscape architecture and to contribute to the securing of business areas that are part of repairing cultural properties.

The Development of Valley Scenic Site Zoning Method for the Effective Landscape Protection (계곡 명승의 효과적인 경관보호를 위한 구역 설정기법 개발)

  • Since Scenic Sites, heritages to protect the value of landscapes, include valleys and mountains, the cultural heritage protection zones and historical and cultural environments preservation districts are designated extensively. So the landscape protection effects of the designation of scenic sites should be examined. Accordingly, the purpose of this research is to present the methods of efficient institution of district for landscape protection of scenic sites. As the research subject, Cheongamjeong Pavilion and Seokcheongyegok Valley in Bonghwa (Scenic Site No. 60), which has the highest designation rate, was selected. The results of this research using the cumulative visibility technique of GIS are as follows. First, the method of selecting the viewpoint by preparing the reverse cumulative visibility from important landscape resources of the valley was presented. The reverse cumulative visibility can be utilized for rational selection of the viewpoint with regard to scenic sites. Second, the landscape analysis method in consideration of human viewing angle and the visibility of the background of landscape resources was developed. Third, the hierarchical landscape protection method of scenic sites utilizing cumulative visibility was presented. Fourth, it was established through on-site inspections that the method of institution of district is the practical method.

  • The paper examines the recent criticism from various viewpoints on landscape research in 'New cultural geography' focusing on the representation and duplicity of landscape as one of the key theoretical basis of the landscape school. The paper argues that landscape theories in new cultural geography should be considered as what is constantly changing over time and composed of various theoretical and genealogical elements rather than internally homogeneous, fixed, and closed system of knowledge. Through the recent 'phenomenological turn' of geography, landscape researchers explores a possibility of alternative approach to the existing theories and methods, which is so called NRT(Non-representational theory). The research objectives of the paper is to examine the theoretical and practical implications of such significant criticisms, which put emphasis on the idea of landscape as performance and practice rather than landscape as representation in cultural geography.

Design Proposal of Ttukseom-Sup in Seoul (뚝섬 숲 조성 계획)

  • This landscape design proposal was presented to a design competition for the master plan of Ttukseom Sup, which was held by the City of Seoul in March, 2003. The site is located at 1-685, Sungsu-dong, Sung-dong-gu and has an area of 1,156,498$m^2$. The judging criteria for landscape design set by the City of Seoul could be articulated as follows: first, the proposal should be nature-oriented with groves that can be accessed easily by citizens; second, the proposal should not be facilities-oriented but plants-oriented groves that utilize existing plants; third, the proposal should present its own identity reflecting its historical aspects and geographical location. This proposal has been approached first by redefining the meanings of the old Korean village groves and second, by proposing new cultural infrastructures with the groves corresponding to recent cultural trends.

Conservation and Restoration of Historical and Cultural Landscape on Seochon in Seoul (서울 서촌지역의 역사문화경관 보존 및 복원)

  • Seochon('West Village') is located in the west side of Gyeongbokgung(Gyeongbok Royal Palace) inside the old city wall of Seoul. Seochon has beautiful scenic view surrounding Mt. Inwang and has been known as the representative historical and cultural landscape region in Korea that historical and cultural resources are rich. But when the figure of Seochon which has repeated the changes with the ones of the times is considered, values of beauty of natural landscape that Seochon had and its own placeness have not been gradually recognized as it has been swept away in logic of the development on the strength of economics. This study tries to examine the original form of landscape on Seochon which can be the standard of landscape change, the causes and process of its change and possibility to conserve and restore it to recognize potential value about historical culture of Seochon landscape and conserve and protect it. For this, this study compared and analyzed literature including poems and Yusangi, paintings and names of the scenery of the seasons as the landscape texts with the current status. The study result has found that Pilwundae should rehabilitate cultural assets to secure the prospect right and protect neighboring bedrock, Suseong-dong should expand the restoration areas focusing on the projects to make parks which are now being restored, Cheonghwigak and Cheongpunggye areas should restore waterways including historicity which is connected to figures and Seshimdae and Baekun-dong green zone should set the protective area for conservation.

  • This study aims to examine various discourses of the urban landscape discussed in the fields of new cultural geography, spatial political economy, and landscape architecture in order to propose a theoretical framework for the interpretation of a contemporary urban landscape. The notion of landscape is a modern idea that separates humans, especially the bourgeois subject, from nature, and then achieves the visual possession of nature. New cultural geographers have studied the political aspects of landscape. According to them, landscape as materialized discourse is "a way of seeing" which includes the vision of the upper class, the imperialistic view, and the masculine and voyeuristic gaze. In addition, spatial political economists have paid attention to the economic aspects of landscape. They have emphasized that the material production of landscape is indispensable in the production of surplus values in the capitalistic system. Thus, we insist focusing dialectically on both the materiality and ideology of landscape.

  • The purpose of this study is to analyze the characteristics of landscape for historical areas in Italy and suggest a planning directions and consideration points for historic landscape in residential complex. This study is consisted of four areas as followings: The first part, as a theoretical study, reviews the research method of this study. The second part, the concept of historic cultural landscape and its scope. The third part, focalizes the characteristics of landscape management and concept of the historic area. The last part, as a field planning, analyses the characteristics of urban landscape planning and architecture. The result of analytical reviews is synthesized and used to suggest the major strategies and guidances for the future landscape in terms of physical, socio-cultural, and institutional aspects under consideration of Korean situations.
