This paper deals with the legal meaning and issues of street performances. The key elements in the legal sense of street performances (or artistic performances) are 'public places' and 'artistic activities'. Therefore, as far as belongs to "artistic activities in public places", we can call them in principle as street performances regardless of its level of art, whether they are paid or not, size of performances or genre of artistic activities. Street performances are a way for anyone to freely participate and enjoy art by being performed on open places. In addition, street performances can be seen as more popular and democratic artistic acts than mainstream art culture in that anyone can become street performers. Although street performances are in vogue and becoming a universal cultural phenomenon, they do not appear to be legally organized yet. However, we don't have to strictly regulate street performances on the grounds that they are something different and special. Instead, they should let their street performances be freely performed and enjoyed in accordance with the constitutional law that guarantees the freedom of art or the freedom of artistic expression. Of course, it is necessary to modify the relevant laws on key issues raised regarding street performances. Finally, for street performances to be well established as cultural phenomenon, it should be harmonized that efforts to observe the law and orders by street performers, mature rituals and cultural tolerances of citizens who enjoy street performances, and efforts to realize the purpose of cultural countries and to promote street performances by governments.
The present study examined the overall receptivity of community members to migrant wives in Korea. A total of 23 community members from two regions, Ansan, an urban area and Youngam, a rural area, were selected for the interview based on their prior experience with migrant wives. Data were collected via a semi-structured interview method. The participants provided their personal feelings and thoughts on a variety of issues involving migrant wives, such as how they perceive migrant wives' original culture and lifestyles, the nature of their interaction experience with migrant wives, their overall evaluation of migrant wives, their opinions about migrant wives' cultural adaptation, and their opinions about the on-going transformation of the Korean society into a multi-racial, multi-cultural society. Interview results indicated that, although the participants' attitude toward migrant wives was positive, the overall receptivity to migrant wives was largely based on the traditional sex-role stereotypes typically found in the Korean society. Moreover, the vast majority of the participants endorsed a narrow-minded, uni-directional perspective on cultural adaptation which puts far greater emphasis on migrant wives' assimilation into the host culture than reciprocal influence process between the two cultures. Implications of the study and directions for future research were discussed.
International circulation of cultural assets involves numerous countries thereby making an approach based on international law essential to resolving this problem. Since the end of the $2^{nd}$ World War, as the value of cultural assets evolved from material value to moral and ethical values, with emphasis on establishing national identities, newly independent nations and former colonial states took issue with ownership of cultural assets which led to the need for international cooperation and statutory provisions for the return of cultural assets. UNESCO's 1954 "Convention for the Protection of Cultural Property in the Event of Armed Conflict" as preparatory measures for the protection of cultural assets, the 1970 "Convention on the Means of Prohibiting and Preventing the Illicit Import and Transfer of Ownership of Cultural Property" to regulate transfer of cultural assets, and the 1995 "Unidroit Convention on Stolen or Illegally Exported Cultural Objects" which required the return of illegally acquired cultural property are examples of international agreements established on illegal transfers of cultural assets. In addition, the UN agency UNESCO established the Division of Cultural Heritage to oversee cultural assets related matters, and the UN since its 1973 resolution 3187, has continued to demonstrate interest in protection of cultural assets. The resolution 3187 affirms the return of cultural assets to the country of origin, advises on preventing illegal transfers of works of art and cultural assets, advises cataloguing cultural assets within the respective countries and, conclusively, recommends becoming a member of UNESCO, composing a forum for international cooperation. Differences in defining cultural assets pose a limitation on international agreements. While the 1954 Convention states that cultural assets are not limited to movable property and includes immovable property, the 1970 Convention's objective of 'Prohibiting and preventing the illicit import, export and transfer of ownership of cultural property' effectively limits the subject to tangible movable cultural property. The 1995 Convention also has tangible movable cultural property as its subject. On this point, the two conventions demonstrate distinction from the 1954 Convention and the 1972 Convention that focuses on immovable cultural property and natural property. The disparity in defining cultural property is due to the object and purpose of the convention and does not reflect an inherent divergence. In the case of Korea, beginning with the 1866 French invasion, 36 years of Japanese colonial rule, military rule and period of economic development caused outflow of numerous cultural assets to foreign countries. Of course, it is neither possible nor necessary to have all of these cultural properties returned, but among those that have significant value in establishing cultural and historical identity or those that have been taken symbolically as a demonstration of occupational rule can cause issues in their return. In these cases, the 1954 Convention and the ratification of the first legislation must be actively considered. In the return of cultural property, if the illicit acquisition is the core issue, it is a simple matter of following the international accords, while if it rises to the level of diplomatic discussions, it will become a political issue. In that case, the country requesting the return must convince the counterpart country. Realizing a response to the earnest need for preventing illicit trading of cultural assets will require extensive national and civic societal efforts in the East Asian area to overcome its current deficiencies. The most effective way to prevent illicit trading of cultural property is rapid circulation of information between Interpol member countries, which will require development of an internet based communication system as well as more effective deployment of legislation to prevent trading of illicitly acquired cultural property, subscription to international conventions and cataloguing collections.
Pansori has been passed down over several generations and over time have undergone continued change in accordance with the times, as well as the skills and ability of the singer. Policies regarding intangible cultural treasures were established to preserve and promote the continuing tradition of art forms including Pansori and thus must spare no effort in supporting and preserving the genre. As such, for proper implementation of the newly legislated law, it is necessary to review the agents who pass down the tradition of Pansori and whether there are any areas that need to be changed in terms of our perception of culture in general. Pansory in the $21^{st}$ century features both contemporary aspects and mass appeal and have undergone many changes in how it is enjoyed. It is our responsibility therefore, to establish how the art and universality of Pansori should be promoted. From this perspective, this study reviewed the evolution of law on intangible cultural treasures, the current status of intangible cultural treasures being passed down with a focus on national treasures and those of Jeonbuk Province to shed light on issues. Diversification is needed in the number of those who carry this intangible cultural treasure, as well as the number of categories. To that end, a survey index or practical ability index must be taken into account for the application and designation of intangible cultural treasures. The study also noted issues of the categories for designation as intangible cultural treasures and discussed directions for improvement. In the case of Pansori, suggestions for improvement were presented for the designation of skilled artists by school, regular surveys and regular application, increased role of artists for increased mass appeal, survey of regional singers, supervision and monitoring of skilled artists and establishment of a manual for the education on how to pass down the art form. In doing so, efforts should be made to make the passing down of Pansori more active and related education more systematic. Since we are in the early years of the law on intangible cultural treasures being implemented, areas of improvement will continue to be identified. It is however certain that the proper support for the art form to be handed down should be done in a way where law and culture are complementary given that Pansori is not just a Korean tradition, but a tradition of mankind.
The summit meeting of the South North Korean leaders was a turning point in the relationships between the two countries. It was followed by the Red-Cross Meeting, Minister-Level Meeting, economic agreements, which have increased the relationship more colorful in both quantities and qualities. However, the half-century period for separation was too long to overcome all the problems by only one event. The two countries have quite different social systems; one politically strong person is governing the North, while many interest groups are involved in political decision making processes in the South. In short, it would take a long time to settle down all the problems residing between the two countries. A system dynamics model is developed to describe the long term dynamics of the relations between the South and North Koreas. As a first attempt, the model focuses only on the diplomatic meeting issues between the South and North. The model aggregates diplomatic issues into 5 categories; economic issues, security issues, infrastructure, cultural issues, and past problems. It assumes that there would not be any dramatic changes between the two countries. It is a conceptual model composed of around 200 variables, and should not be used as a forecast tool. However, it captures most of the logics discussed in the papers and conferences concerning the South and North Korea relations. Many sensitivity studies and Monte Carlo simulations have shown that the simulation results matches with mental models of experts; that is the model can be used as a learning tool or as a secondary opinion until the data required by the model is collected. In order to analyze the current situation, five scenarios are simulated and analyzed; the functional approach, the conditional approach, the balanced approach, the circumstantial approach, and the strategic approach. The functional approach represents that the South makes efforts in the area where the possibility of agreement is high for the next 10 years. The conditional approach is a scenario where the South impose all difficult issues as conditions for resolving other diplomatic issues. The balanced approach is resolving the five issues with the same priorities, while the circumstantial approach is resolving issues which seem to be resolved easily. Finally, another optimum approach has been seek using the system dynamics model developed. The optimum strategy (it is named as the strategic approach) was strikingly different from other four approaches. The optimum strategy is so complicated that no one could find it with mental model(or by just insights). Considering that the system dynamic model used to find the optimum is a simplifind (maybe over simplified) version of the reality, it is concluded that a well designed system dynamics model would be of great help to resolving the complicated diplomatic problems in any kind.
The purpose of this essay explores a critical review of the Korean critical communication studies focused on the problematic of cultural studies and political economy in 2000s. The findings are as follows; The 'consumer turn' or 'audience turn' in new revisionism modelling John Fiske's cultural studies has been interpreted not to complement but to substitute the necessary criticism of the post-authoritarian media establishment of Korea at that time, arising identity crisis of Korean cultural studies as one of the critical camp. On other side, however, some political economy studies close to the unilinear theses of orthodox marxism has been appraised to neglect the complex process and structure of media and cultural production as well. While the press war between the market-dominant dailies and some progressive dailies has given rise to a whole debate as expected in consolidating period of Korean emerging democracy, the conjucturalism as modelled by Hall's 'authoritarian populism' failed to initiate a new theo tical practice in Korea. Finally, this review essay propose the some new research issues that would converge cultural studies and political economy, modernism and postmodernism; citizenship vs 'cultural citizenship'(valuing the private identity and gender) or Habermasian public sphere vs 'cultural public sphere', the culture of production, (modern)citizen/(postmodern)consumer(recently debated in English media policy), 'differentiation' in capitalist production and 'difference' in consumer sovereignty, 21c future vision of public service broadcasting as one of the 20c institutions.
This paper presents the problems and improvement methods in estimating demand and benefit, which have been controversial in the feasibility study of building cultural facilities. Although there are justifications for supplying cultural facilities by expanding leisure time and increasing income, the economic burden from the insolvent operation after construction is high. Feasibility studies can prevent these problems in advance. In order to estimate the demand for cultural facilities, similar facilities were selected and the gravity model was used to estimate the demand. In the future, it is necessary to prepare the criteria for setting the reference facility to increase the accuracy of the demand estimation. In addition, in the case of cultural facilities constructed through feasibility study, it is necessary to induce and enforce the disclosure of operational data and information, and to establish a database so that it can be used as a reference facility for demand estimation in future feasibility study on cultural facility. Accurate benefit estimation requires multiple CVM surveys. In addition to the current CVM survey, this paper suggest that supplementary online non-face-to-face surveys is considered. Furthermore, this research suggests that the use of video media for explanation of alternative materials for cultural facilities to be constructed because the WTP may be excessive due to lack of alternatives for survey respondents in the current CVM survey.
This study is performed to understand and resolve psychologically the issue of North Korea-South Korea's cultural heterogeneity which is treated importantly in unification debates. We collected data from 181 North Korea Defectors through survey, and found out that the North Korea Defectors perceived cultural heterogeneity so much especially at the early settlement stage. However, this fact itself didn't give a serious suggestion, What is significant was how much South Korean cultural orientation they had as a coping strategy. When they coped with South Korean cultural orientation, they showed high level of self-efficacy, and furthermore they demonstrated high level of psychological adaptation. By the way, this psychological adaptation level was not significantly correlated with positive index such as life satisfaction, but correlated with negative index such as depression. That is, low self-efficacy group showed high level of depression and 43% of them could be classified as a depression-symptom group. Thus, we can conclude that it is rather helpful for the North Korean Defectors to have South Korean cultural orientation for overcoming North Korea-South Korea's cultural heterogeneity, and coping strategy is more important than cultural heterogeneity itself.
This paper attempts to present critical issues of the information society and an alternative research addressing the challenges of ensuring that ICT is applied in ways that are enabling and responsive to social contexts in which people live their lives. Drawing the question of why insights arising from the mainstream vision are rarely useful in policies, the study highlights some developmental paradigms linked to ICT. It explores how ICT is seen as a means to development, and elaborates on the limitations of how current issues are related to the quality of life. The results indicate that ICT reduces quality of life while economic growth entails the opposite. The research framework here involves some meaningful components of cultural residues: independence, risk-taking, government responsibility by mapping how the level of ICT is distributed in the topology of values around the world. Moving to the next phase, ICT policy design and implementation need to be set up practically in a broad perspective that can be pursued by those concerned with social and technological innovation.

This study conducted a topic modeling and semantic network analysis of 'korean wave' and its meaning in Korean society from 2000 to 2019 by applying an agenda setting theory. For this purpose, a total of 197,992 newspaper articles which reported 'korean wave' issues were analyzed by applying topic modeling and semantic network analysis. As a result, first, the word 'korean wave' mainly appeared in korean-related regions in the korean press. culture and economy. second, a total of 9 topics related to korean wave issues appeared. This was followed by 'broadcast', 'export', 'domestic and foreign affairs', 'education', 'beauty and fashion', 'music and performance', 'tourism', 'media(platform)', and 'region'. Lastly, korean wave was mainly discussed at the cultural and economic ares. In addition, it was clustered into five characteristics: 'cultural hallyu', 'business hallyu', 'education', 'environment', and 'geography'.
