Analysis of the Effect of Korea's Environmentally Harmful Subsidy Reform in the Electric Power Sector : Mainly on its Industrial Cross-subsidies Reform (우리나라 전력부문의 환경유해보조금 개편 효과분석 : 산업용 교차보조금 개편을 중심으로)

  • Since the Republic of Korea is highly dependent on fossil fuels despite high oil prices, it urgently needs to renew its economic and social system to cut carbon emissions and achieve green growth. Therefore, reforming or eliminating subsidies related to the use of fossil fuels is a timely and oppropriate policy recommendation for Korea. It would be a win-win deal for Korean society as it would not only reduce the use of environmentally harmful fossil fuels but also enhance economic efficiency. In particular, cross-subsidies for industrial, agricultural and night thermal-storage power services make up more than 80 percent of all subsidies provided to the entire electric power industry sector of Korea. Of these cross-subsidies, this paper analyzes the electricity subsidy for industries, which takes up the largest share (about KRW 1.6583 trillion yearly), among the environmentally harmful subsidies in the electric power sector. Thus, the paper focuses on the analysis of ripple effect anticipated when this is reformed. To examine the effects of this subsidy reform, price elasticities were estimated using the ARDL (autoregressive distributed lag) model and quarterly data from 1990 to 2007. The main results of this study show that 1) annual energy demand for electric power in the industrial sector would drop by 12,475,930MWh and 2) $CO_2$ emissions would plummet by 2,644,897 tons per year if the subsidy were reformed. We can deduct from this that the abolition of environmentally harmful subsidies in the electric power sector in the Republic of Korea would considerably contribute to $CO_2$ emissions abatement in the country.

  • In a situation where worldwide free trade between countries has expanded recently, our country is being rapidly pushed FTA agreements with the financial developed countries such as United States, EU. According to the agreement, the user information of foreign financial companies in Korea is expected to be transfered overseas. In this paper, we need to define the scope and the definition about the transfer of information and analyze the relating domestic and foreign laws preparing for Cross Border Financial Information Transfer. Also, we review the expected issues about the transfer of information divided into institutional and technical sectors and arc presented the policy implication such as differentiation of regulatory information, enactment and amendment of Personal Information Protection Law(Draft) and related regulations, ensuring the safety of financial companies, raise the standard guidelines of the transfer of information. We refers to the needs for policy formulation to differentiate our privacy information from financial information to protect the privacy of users. The proposed countermeasures in this paper is expected to be helpful the measures to prepare for other institutions such as banks and supervisory authorities prepare for the future Cross Border Financial Information Transfer according to PTA.

A Analysis on Preference of Funeral Type by Socioeconomic Characteristics using Nested Logit Model (네스티드로짓모형을 활용한 사회경제적 특성에 따른 장사유형 선호 분석)

  • The purpose of this study is to identify determinants for preferred funeral methods depending on socio-economic characteristics. In South Korea, the Act on Funeral Services, Etc. categorizes funeral methods into burial, inurnment, and natural burial. This study empirically analyzes how and what socio-economic characteristics affect choices among these three categories. Data is collected from Social Survey 2017 and funeral facilities in the country. The data to be analyzed is developed in terms of a hierarchy which puts the burial and cremation methods in an upper class and the inurnment and natural burial methods in a lower class. Based on this data, a nested logit model is employed to conduct empirical analysis. The analysis indicates that those characteristics that have a statistically significant influence on preferred methods include gender, age, householder, marriage, satisfaction with life, class awareness, monthly income, housing type, housing tenure type, and living in city area. Each variable's modulus of calculated direct and cross elasticity need to be used to analyze the outcome of a nested logit model. In this study, the modulus of direct and cross elasticity are determined for the significant variables. The calculated direct elasticity is applied to analyze the likelihood of choosing each funeral method when there are changes in the significant variables. When a particular method has been selected, on the other hand, the cross elasticity is utilized to analyze changes to the likelihood of choosing the other methods. One of the most notable results is related to natural burial. In order to meet the demand for natural burial, it is necessary to provide more burial sites and raise awareness of natural burial. This will facilitate the efficient use of national territorial space.

  • The sensing of a stack coolant deficiency is very important in that cooling performance of a fuel cell, overheating prevention of a stack or coolant heater. This paper explains the performance comparison between the coolant contact/noncontact level sensors and coolant deficiency sensing logic using the pressure sensor in a stagnant or circulating flow. Throughout the comparison, the pressure sensor is more suitable than the other sensors in terms of the precision, fast response, sensing frequency. After the experiment, the pressure sensor is equipped to an FCEV(Fuel Cell Electric Vehicle) to verify sensing definitely. There was no miss-sensing using pressure sensor while FCEV runs in the conditions of the paved road and cross country road.

  • In recently site investigations, the need for the determination of dynamic soil properties such as dynamic modules of rigidity, elasticity, dynamic poison's ratio and damping ratio etc. is increasing for the astigmatic designs of the civil structures. To obtain some of the dynamic properties, measurement of elastic waves velocity, both P and S wave, is required. Among various methods to measure elastic wave velocity such and Down Hole, Cross Hole and Refraction etc., Suspension P.S. Logging has an advantage to use for the off-shore investigation where generation of the shock wave and traveling of the wave is difficult. In suspension P.S. logging, specially designed prove equipped with source of shock wave, two 3-channel receivers, departing 1m distance, and other auxiliary facilities is inserted down in a bore hole bottom and raised in predetermined interval, usually 1m or 2m, and measurement is conducted. P.S. logging have been conducted in a off-shore construction project near InChon in the west coast for the first in the country, and form the result, potential of the liquefaction of the subsoil was evaluated and compared with the conventional method.

Development of Revised Korean Version of ICF (ICF 한글개정판 개발)

  • Purpose: The purpose of this study was to translate and culturally adapt the International Classification of Functioning, Disability and Health (ICF) into the Korean language. Methods: The process of translation and adaptation of the ICF used here followed the translation guidelines of WHO. Implementation of this procedure comprised of four steps; forward translation, expert panel back-translation, pre-testing and cognitive interviewing, and final adaptation. The translators included health professionals with knowledge of ICF and non-health professionals blinded to the ICF. Clinical academics with significant experience in the use of disability survey, medical doctors, special educators, related policy makers, clinicians, architecture professionals, and international experts in ICF were invited to integrate all versions of the ICF for testing; 151 clinicians volunteered from 19 medical institutes across the country. Four different core-sets and a questionnaire were used for testing its practical usability and adaptation. Results: All translations were reviewed and a consensus was reached on any discrepancy from the earlier versions. Over 90% of the newly translated version of K-ICF was found to be different from the 2004 K-ICF version in the ICF language. Understanding of K-ICF language was responded difficult and very difficult by 50% of participants, whereas its practical use was responded 'useful' by more than 50% of subjects. Conclusion: It can be suggested that the new version of K-ICF should be widely used for final adaptation in the field of areas. Future studies will be required for implementation of K-ICF.

  • The 21st century is witnessing the explosive increase in the usage of internet and international electronic transactions. Due to the unique characteristics of the electronic information, substantial part of such transaction can and do take the form of cross-border transactions. However, there have not been settled appropriate set of rules applicable to the international electronic transactions. Currently, in respect to e-L/C transactions in international trade, there are laws such as Electronic Transaction Basic Act in our country, E-Trade Promotion Act, E-Signature Law, Act on Promotion of Information and Communication Network Utilization and Information Protection and Marine Charter 5 in the Commercial Law. Nevertheless, a complete legislation, that is a uniform rule for e L/C which could support e L/C transactions fully hasn't been established yet. Accordingly, those laws concerned need to improve to regulate e-L/C transactions. The purpose of this paper is to look into the national status for law readjustment to prepare for a new electronic environment and to use appropriately the e-L/C issued by electronic means, and to conduct a comparative analysis on the related regulations to introduce a pertinent laws and propose related regulations to contribute to the making of effective laws to regulate e-L/C.

Process of Cross-border Marriage and Marital Satisfaction: Cases of Korean Men and Foreign Wives

  • The advancement of information and transportation technologies in the context of economic and cultural globalization facilitates international marriages. However, it is ironic that image and fantasies play a significant role in the actual process of these marriages. Using data from a national survey conducted in 2006 (Survey for the Conjugal Life of the International Marriage Families) this study examines the experiences of Korean men and foreign wives. The findings confirm the negative impacts on marital satisfaction of the spousal image of hypergamy (i.e., imaginings of a high-earning husband and a submissive wife) and abbreviated marriage processes (i.e., broker-mediated marriage and incorrect information about a future spouse), but the detailed patterns differ by gender and by the ethnic origin of the wife. Korean Chinese (and to a lesser extent Han Chinese) wives are more negatively affected by the marriage process and spousal imaginings than are Southeast Asians and 'other' wives. While Southeast Asian wives are more likely to have received incorrect information about their husbands, they show significantly more flexible attitudes toward the marriage and spouses. Unification Church members are excluded from the analysis because their marital lives are distinctive enough to warrant separate research. As previous qualitative findings suggested, some Korean Chinese wives seem to perceive that returnees to the home country deserve an improvement in economic status as opposed to the disappointing reality. Imagining a submissive wife hurts the marital satisfaction of husbands regardless of the ethnic origin of the wife.

A Cross-National Investigation into the Filial Piety and Motivations for Parenthood among Vietnamese and Korean College Students (베트남과 한국 대학생의 효의식과 부모됨의 동기에 관한 비교국가연구)

  • This study empirically examined the effects of filial piety on motivations for parenthood among Vietnamese and Korean college students, who represent a generation of young adults and prospective parents in both countries. The Vietnamese data were collected from 325 college students enrolled in three universities located in Hanoi and Korean data were collected from 216 students from a single large university in Seoul. Student respondents were asked to complete the self-administered questionnaire including 'Filial Piety Scale' and 'Motivations for Parenthood Scale.' The results revealed that the Vietnamese students reported a significantly higher level of 'general filial piety' than their Korean counterparts. Vietnamese and Korean participants showed no significant difference in total motivations for parenthood. Among the five sub-factors of motivations for parenthood, however, the Vietnamese students were more likely to place a value on the expansion of self-motivation while their Korean counterparts considered the motivation to strengthen biological family ties to be more salient. Finally, after controlling for sociodemographic characteristics, hierarchical regression analysis revealed that the more filial Vietnamese and Korean college students were towards their parents, the more child-related motives they held in general. The results are discussed in relation to each country's degree of modernization and to recommend prospective family planning and population policies in Vietnam based on the experiences of Korea industrialization.

A study on EU listing Korea as yellow-card non-cooperating third countries against IUU fishing and Korean countermeasures (EU의 IUU 어업 예비 비협력 제3국 지정에 대한 대응방안 연구)

  • In the results of analyzing Korean corrective action for what are required to be improved according to EU listing Korea as yellow-card non-cooperating third countries against IUU fishing, in order to establish advanced fishery order, it is thought that the following additional improvements are required. (1) The introduction of integrated management system of fishing vessel sailing route, fishing activity, fish catch, and inshore fishing vessel must be considered. (2) It is necessary to establish a system to cross check catch transaction, catch landing, and fish catch report submitted by fishing vessel. (3) Catch transshipment approval system shall be introduced. And a system of reporting and checking catch transshipment at sea shall be reinforced. (4) Punishment shall be strengthened to the extent of making people to perceive that loss due to punishment is larger than profit made from illegal fishing. (5) It shall be so improved that more than a certain percentage of all vessels with fish and fish products caught in waters outside Korea's judicial waters shall be arbitrarily chosen and searched besides a case of being suspected to be IUU fishing. In conclusion, on being listed by EU as yellow-card non-cooperating third countries against IUU fishing, Korean fishery management system shall be generally reexamined, and it shall serve as an occasion to exterminate IUU fishing and to advance fishery management system.
