Recently, companies and organizations are becoming increasingly dependent on external resources to keep their competitive advantages under the turbulence of global business environmental changes. Therefore, they focus on the paradigm 'Open Innovation (OI)' which is reported as a convincing strategy to improve competitive advantage in terms of budget and time-to-market. The management of Incheon International Airport Corporation (IIAC) also considers the introduction of Open Innovation not only to adapt the business environmental changes but also to be devoted its social role as a public corporation. In this paper, we describe how we derived the promotion tasks for the introduction of OI and prioritized the tasks, performing our research on the IIAC Open Innovation. For these purposes, this research conducted the following three steps; the first stage for the analysis of current situation on the IIAC Open Innovation, the second stage for the elicitation of promotion tasks, and the last stage for the prioritization of the promotion tasks. In the first stage, critical success factors (CSFs) for open innovation introduction were derived from different research papers and case studies. In the following stage, promotion tasks were elicited from the IIAC based on the CSFs. In the last stage, the promotion tasks were evaluated on the base of criteria by using Analytic Hierarchy Process (AHP). And then the promotion tasks were grouped by the result of the evaluation. In this case, thirteen promotion tasks were derived for open innovation, ten promotion tasks except three inevitable promotion tasks were evaluated, and then they were grouped into four categories based on the importance-possibility analysis.

Most automated vehicle evaluation scenarios are developed based on the typical driving situations that automated vehicles will face. However, various situations occur during actual driving, and sometimes complex judgments are required. This study is to define a situation that requires complex judgment for safer driving of an automated vehicle as a dilemma situation, and to suggest a driving strategy necessary to secure driving safety in each situation. To this end, we defined dilemma situations based on the automated vehicle ethics guidelines, the criteria for recognition of error rate in automobile accidents, and suggestions from the automated vehicle developers. In addition, in the defined dilemma situations, the factors affecting movement for establishing driving strategies were explored, and the priorities of factors affecting driving according to the Road Traffic Act and driving strategies were derived accordingly.
The technological development in the era of the 4th industrial revolution is changing the paradigm of various industries. Various technologies such as big data, cloud, artificial intelligence, virtual reality, and the Internet of Things are used, creating synergy effects with existing industries, creating radical development and value creation. Among them, the logistics sector has been greatly influenced by quantitative data from the past and has been continuously accumulating and managing data, so it is highly likely to be linked with big data analysis and has a high utilization effect. The modern advanced technology has developed together with the data mining technology to discover hidden patterns and new correlations in such big data, and through this, meaningful results are being derived. Therefore, data mining occupies an important part in big data analysis, and this study tried to analyze data mining techniques that can contribute to the logistics field and common logistics using these data mining technologies. Therefore, by using the AHP technique, it was attempted to derive priorities for each type of efficient data mining for logisticalization, and R program and R Studio were used as tools to analyze this. Criteria of AHP method set association analysis, cluster analysis, decision tree method, artificial neural network method, web mining, and opinion mining. For the alternatives, common transport and delivery, common logistics center, common logistics information system, and common logistics partnership were set as factors.
Background: As the government has recently been discussing the expansion of the disaster health expenses support project, we would like to confirm the characteristics of beneficiaries of the support project, particularly those of high-cost beneficiaries. Methods: Using the database of catastrophic health expenditure support project from 2019-2020, this study aims to confirm the characteristics of high-cost beneficiaries focusing on the overlap of the relieved out-of-pocket systems, known as the out-of-pocket ceiling system and the system for rare incurable diseases. Logistic regression analysis is used to examine this issue. Results: In order to analyze the factors influencing high-cost beneficiaries, five models were created and analyzed, including the status of duplicated beneficiaries for relieved out-of-pocket systems, sociodemographic and economic factors, and individual health status as sequential independent variables. All five models were statistically significant, of which economic factors had the greatest impact on the model's predictions. The main results indicated that those who benefited from multiple systems in duplicate were more likely to be high-cost beneficiaries, and there is a higher probability of incurring high health expenses among the underage. In addition, within the beneficiaries of catastrophic health expenditure support project, it was observed that higher health insurance premium percentiles are associated with a higher proportion of high-cost beneficiaries. Conclusion: This study examined the characteristics of high-cost beneficiaries by encompassing reimbursement and non-reimbursement. According to this study, it is expected to be used as basic data for setting priorities and improving the current criteria of catastrophic health expenditure support project, aiming to sequentially expand the program.

Academic information providers are working on developing and establishing new types of content in response to the diverse academic content needs of researchers. To efficiently build and manage a wide range of content, these institutions are establishing digital curation platforms. These platforms apply digital transformation technologies to automate the collection, construction, and management of academic content, supporting researchers' activities by providing necessary content. To operate these platforms efficiently, it is essential to establish criteria that can effectively address the diverse content needs of users. We developed indicators for selecting new content and applied these selection priorities on a trial basis to the digital curation platform. The indicators for new content selection include content value, user demand and satisfaction, and the ease and efficiency of content collection, construction, and management. These indicators can be utilized during the acquisition and selection stages of the digital resource lifecycle.

This study has been conducted at a time when Korean government continues to extend support for youth startups as part of its policy to create jobs and the focus moves from career and employment to youth startups with a growing interest in the field of youth startups. Against this background, this study aims to identify difficulty factors of youth startups in areas besides the Seoul Metropolitan Area, seek ways to overcome difficulty factors, and propose policy implications. To this end, this study set five criteria and 25 sub-criteria to evaluate the difficulties of youth startups by reviewing previous studies and conducting literature review, and performing brainstorming method. The empirical analysis of the evaluation criteria was performed, using the analytic hierarchy process (AHP) method, on youths aged 19 to 39 in Gunsan area. The analysis results showed that the largest difficulty factors facing local youths include business model establishment, business administration and management, and startup funding in the criteria. As for sub-criteria, the largest difficulty factors are market information acquisition, technology commercialization, project feasibility, technology development, and new market pioneering in descending order. Local youths have much difficulty about the process of turning a business item into a product and commercializing it. According to a comparative analysis by gender, men were a relatively high difficulty in commercializing business models than women. men were a relatively high difficulty in commercializing business models than women. On the other hand, women were higher than men in all factors (management management, entrepreneurship, improvement of entrepreneurship system, and improvement of entrepreneurship awareness) except for factors affecting business model. In addition, the factors of entrepreneurship were found to be relatively different among young people (college students, prospective entrepreneurs, entrepreneurs). In conclusion, it was suggested that in order to revitalize youth entrepreneurship in the region, it is necessary to actively resolve the difficulties of business model commercialization rather than entrepreneurship funds. In addition, it is necessary to strategically support customized entrepreneurship support and situational administrative services because gender and hierarchical difficulties are different than general solutions. This study presented practical priorities and derivation methods for the entrepreneurship difficulties faced by local youth, and suggested measures and improvements for vitalizing local youth entrepreneurship in the future.
SISP(strategic information system planning) is an important part of IS management. Through it, organizations establish effective long-term use of IS and ensure their support of organizational objectives. This entails establishing priorities for implementation of new applications, developing policies and procedures for managing the IS function and IS services, and construction of information architecture. Many studies have tried to improve SISP practice by discussing planning problems, identifying factors critical to the success of planning efforts, and providing methodologies for carrying out the process. Others tested the appropriateness of formal SISP under varying contextual circumstances and examined a number of contextual variables for their effects on SISP practice and its effectiveness. In this paper, the two criteria(the improvement of planning capabilities and the fulfillment of planning objectives) of successful SISP will be given and the relationship between organizational variable(IS-present role, IS-future role, formalization, time horizon) and improvement of planning capabilities will be analyzed. And then the relationship between improvement of planning capabilities and fulfillment of planning objectives will be examined. Specific description about the purpose of this study is as follow: (1) What are the determinants of successful SISP? (2) Which contextual factors are important and how strong are their influences to the improvement of planning capabilities? (3) How important is the improvement of planning capabilities to the fulfillment of planning objectives?
Korea's agricultural reservoir is one of the country's major infrastructures and plays an important role in people's lives. However, aging reservoirs are a risk for life and property. Currently, large and small dams and reservoirs have been constructed nationwide for more than 40 years of aging. Dams and reservoirs built nationwide are managed by various institutions. Therefore, it is difficult to manage all dams and reservoirs due to cost and time. Managers in the field with less management personnel and lack of expertise should be able to quickly identify risk factors for multiple reservoirs. In this study, risk factors such as seepage, leakage, settlement slide, crack and erosion were selected. To assess the risk of the items, we used the analytical hierarchical process (AHP), one of the Multi-Criteria Decision Making (MCDM) methods. The analysis showed that seepage has the greatest impact on reservoir collapse. It is judged that the priority of detailed diagnosis can be determined by evaluating the risk of dam reservoir collapse in a convenient way in advance using the calculated weight.

This study analyzed the priorities of the cross-compliance items of public-benefit direct payment using an Analytic Hierarchy Process and Fuzzy Decision Making Analysis. The valuation criteria are policy efficiency, farm acceptability, and feasibility, and the valuation targets are the basic and additional cross-compliance items. The survey was performed by targeting 50 experts from each class, and conducted for about a month starting from the beginning of July 2019. The results show that the weight of the valuation criteria is higher in the order of farm acceptability, feasibility, and policy efficiency. Compliance with PLS standards, compliance with disposal standards of waste vinyl and pesticides, soil testing, compliance with toxic substance standards, education, etc. are comparatively evaluated to be higher cross-compliance items in basic cross-compliance. Disposing of an abandoned well, jointly collecting and disposing of agricultural by-products, common area care and cleaning, maintenance of empty houses and poor facilities, growing green manure crops during the fallow period, etc. are comparatively evaluated to be higher cross-compliance items for the additional cross-compliance. The results of this study are expected to contribute to the government's policy related to the cross-compliance of public-benefit direct payment.
In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.
