In modern society, various crimes is occurred. It is necessary to predict the criminal in order to prevent crimes, various studies on the prediction of crime is in progress. Crime-related data, is announced to the statistical processing of once a year from the Public Prosecutor's Office. However, relative to the current point in time, data that has been statistical processing is a data of about two years ago. It does not fit to the data of the crime currently being generated. In This paper, crime prediction data was apply with Naver trend data. By using the Web traffic Naver trend, it is possible to obtain the data of interest level for crime currently being generated. It was constructed a modeling that can predict the crime by using traffic data of the Naver web search. There have been applied to Markov chains prediction theory. Among various crimes, murder, arson, rape, predictive modeling was applied to target. And the result of predictive modeling value was analyzed. As a result, it got the same results within 20%, based on the value of crime that actually occurred. In the future, it plan to advance research for the predictive modeling of crime that takes into the characteristics of the season.
The study aims to examine the effects of crime on societal anxiety. For this purpose, two studies were conducted. In study 1, the data were collected from 286 students(male 160, female 126) regarding perceived seriousness of crime, estimation of crime occurrence, societal anxiety, and estimation of change in these 3 variables every 3 years from 1993 to 2011. The means of the 3 variables were higher than the midpoint of the scale. And the means of all the 3 variables gradually increased from 1993 to 2011 and the change patterns were very similar. Furthermore, the estimation of crime occurrence and perceived seriousness of crime were significant predictors of societal anxiety. Study 2 was conducted to explore the effect of frequency estimation of the criminal acts on the societal anxiety. The data from 259 subjects(male 141, female 118) were analysed. The occurrence of frequency of 7 types of crimes including 25 criminal acts were estimated and societal anxiety was measured. The results of study 2 showed that only the major crime was significant a predictor of societal anxiety, and among the major crimes, arson was a significant predictor of the dependent variable. Implications and limits of the studies are discussed.

In this paper, abnormal behavior monitoring system using YOLO AI platform was implemented and had superior response characteristics compared to the conventional monitoring system using two-shot detection by using one-shot detection of YOLO system. The YOLO platform was trained using image dataset composed of abnormal behaviors such as assault, theft, and arson. The abnormal behavior monitoring system consists of client and server and can be applicable to smart cities to solve various crime problems if it is commercialized.
In the rapidly changing current society, the Korean National Police(KNP) is facing a lot of demands from the citizens like the protection of subject/victim rights, independence of investigation authority, disclosure of actual truth, and prevention & eradication of crimes. It is widely recognized among the Korean people and the police that the KNP is always standing for the rights of the people and it is high time that the KNP should be restored as the pioneer for the protection of human right. In this situation, the tremendous emphasis is given on the importance of investment in investigative training through the long-term master-plan in order to renovate its constitution, to level up its quality, and to cope with the highly sophisticated crime patterns. Korean police have already shown its outstanding investigative skills of identification of the deceased throughout large cases like Daegu subway arson and tsunami in Southeast Asia. In addition, the skills of cyber crime investigation are highly recognized by foreign law enforcement agencies. However, the investigative skills and abilities are being degraded and the morale of the investigative personnel are falling due to the insufficiently of the finite training budget. Lack of financial support results in the lack of training program and poor training environment, which subsequently leads to the inefficiency of training. Additionally, no long-term budget for fostering specialized investigative agents is allotted. Considering the fact that more than 95% of crimes in Korea are being primarily investigated by the Korean police, we have to understand the importance of the police. By the tremendous investment in investigative training which can lead to the high-quality investigations, the Korean police can ultimately contribute to the protection of safety and life of its people.
The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.
The causes of the fire casualties were the heat burns, contacted by flame, before the period of industrialization. According to the economic has been developed drastically since 1990, residing space has been become bigger and sophistication and interior finishing materials have been diversified. Therefore, the suffocation casualties, caused by inspiration of toxic combustion gases, have been more increased than the flame casualties in recently. Also, the arson casualties have been increasing with the increasing of insurance crime to take the Insurance money. According to National Emergency Management Agency announcement, 31,778 fires was occurred nationwide in 2006 and the total casualties were 2,180 occurred. 446 persons were died among them. Because the exact investigation of fire, occurred the death, is very especially important that civil and criminal cases will be happened. Therefore, we studied about the cause of fire, the place of origin, and the group of casualties age on the axies of fires, which were occurred recently. And the identification method of fire casualties, the human behavior characteristic, the flame casualties and the suffocation casualties at fire scene.
Serial violent crimes have occurred more frequently. Additional attention is paid to relevant areas in which discussions has also increased. This study analyzed Young-cheol Yoo, serial killer case. Two of Yoo's crimes were studied for modus operandi. The cases selected were the premeditated break-in homicide of upper-class elderly people and the impulsive homicide of the Hwanghak-Dong street vendor. Crime motives, targets, times, places, means and methods were analyzed. Profiling techniques in Young-cheol Yoo cases were evaluated and the problems discovered during investigation were discussed. The followings are the findings of the analysis of the serial killer Yoo cases. Yoo exhibited a hatred toward the rich, the elderly, and women as well as a fear of diseases and death. Yoo's crime targets were the elderly residing in wealthy houses, street vendors and prostitutes. The numbers of victims were: 3 men and 5 women victims in 4 homicide cases involving the elderly residents in wealthy houses; one man in 1 street vendor homicide case 11 women in 11 prostitute homicide cases, so total 20 persons were murdered in 16 cases. The time of the crimes were between 10 am and noon in the homicide cases of the elderly and very late at night or early in the morning in the prostitute homicide cases. Means and methods facilitated include the use of a knife as a threat and a hammer made by Yoo to strike the head and face of victims. In the homicide cases involving the elderly, he attempted to disguise the crime scene as a burglary or committed arson to destroy the evidence; in the prostitute homicide cases, bodies were mutilated and buried in secret. 1) Generally each serial killer case has different characteristics, motives, and purposes; while some serial killer cases involve similar methods, others use different methods. Unlike other crimes, serial killers' characteristics and tastes are very different, so it is difficult to explain serial killings based on a specific model. It is important to accurately capture modus operandi of each serial killing and for detectives to familiarize themselves with them. The process of tracing and use of imagination which follows a serial killer's psychology and thought must be used to find out what kind of thoughts pushed the killer to commit the crime. In order to investigate and research difficult subjects such as serial killing, various methods, skills, and relevant knowledge should be studied, and institutional endeavors should go hand in hand with individual efforts.
The purpose of this study is to compare with the general and behavioral characteristics between simple and serial arsonists using the data derived from Scientific Crime Analysis System, Criminal Filing Search System, and Crime Information Management System. The analysis and findings reported here are derived from data extracted from 160 arsonists arrested by police officer. The independent variables included such socio-economic characteristic as arsonists' gender, age, occupation, education level, and previous criminal records of arsonists, and finally the general characteristics of the scene of fire settings. The dependent variable is whether or not serial fire setter. To achieve the purpose, the analysis of frequencies and cross-tab were conducted. According to frequence and cross-tab analysis, there are great differences of the general and behavior characteristics between two groups. In the comparison of simple and serial arsonists, serial arsonists are more likely to have previous criminal records, low socio-economic status, unmarried and no cohabitants than simple arsonists. furthermore, serial arsonists are more likely to use garbage papers for fire setting in the scene of the crime, to have mental or psychological problems, and to get involved in fire setting for the psychological pleasure than simple arsonists do. The present research has some obvious limitations. First, the analysis is based only on arsonists arrested by police officers. These may be considerable differences in arsonists arrested by police officers and fire setters not arrested by them. Additional research is needed to assess the extent to which these findings would apply to fire setters not arrested by police officer in Korea. Secondly, the data in this study are cross-sectional and simple cross-tab analysis are used. Potential limitation of cross-sectional data concerns the inability to specify the changes in measures as arsonists behavioral characteristics. Therefore, further studies need to use longitudinal data and more complicate statistical techniques such as correlation analysis, multiple regression analysis, or LISREL models to specify the casual relationships between dependent and independent variables for fire settings. Even if this study has some limitations, it is meaningful in which it first investigated the comparison of simple and serial arsonists focusing on the general and behavioral characteristics between two groups in Korea.
Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.
