Considering the network externality and spill-over effects, this paper constructs the theoretical model for analyzing the financial policies focusing on the credit guarantee system for Creative Economy, which has been set as the new policy paradigm for the Korean Economy. The analytical results show that it is as much as important to improve the efficiency of the financial markets and construct the infrastructure for reducing the information asymmetry problem which would be more serious in the creative finance. Although it is important to fill the gap due to the market failure it is also crucial to construct the appropriate financial schemes for the various stages of the innovative firms growth. Without these, the impacts of current public funding policies may crowd out the amount of private market funds for the innovative firms or reduce the possibility of commercialization of new technologies in these firms. Based on the evaluation of current related public policies from the perspectives of creative finance, we imply that the current financial policies appear to be quantity oriented not the quality based. Although the policy goals would be appropriately set for vitalizing the Creative Economy in Korea, they appear to be still unsuccessful to address the information asymmetry issue which is the major concern in vitalizing the creative economy. Thus we emphasize the market friendly policies, risk-sharing between the various market participants, revitalizing the relationship banking and efficient management of credit guarantee system in Korea based on the analytical model as well as the evaluation of related policies regarding the creative economy.
Many international transactions involve the use of security devices, commonly referred to as "guarantees", "bonds", or "standby credits", designed to protect one of the parties from a breach by its counter-party. These security mechanisms may be provided by banks, insurance companies, specialized surety companies, or other financial service firms. Although some legal systems distinguish between "guarantees", "bonds", and "indemnities", these terms are often used as synonyms in the everyday language of international traders. It may therefore be necessary to examine the particular characteristics and nature of the guarantee obligation in order to properly classify the guarantee. Two main categories of guarantee are demand and suretyship. Under a demand guarantee, the guarantor must pay on first demand by the beneficiary. The beneficiary only has to demand payment under the guarantee - there is no need to prove that the principal has actually defaulted on a contractual obligation. Under a suretyship or conditional guarantee, the obligation of the guarantor is triggered by the actual default or contractual breach of the principal, as evidenced in a document such as a court judgement or arbitral award against the principal. Guarantees have been widely used in the international business transactions. Main uses of guarantees are as follows : Performance Bonds/Guarantees, Bid(or Tender) Bonds/Guarantees, Advance Payment or Repayment Bonds/Guarantees, Retention Bonds/Guarantees, Maintenance(or Warranty) Bonds/Guarantees etc.
The purpose of this study is to verify the factors affecting corporate bankruptcy by using non-financial information of companies invested by credit guarantee institutions. In this study, 594 companies (525 normal companies, 69 insolvent companies) invested in by the Korea Credit Guarantee Fund from March 2014 to the end of December 2022 were selected as samples. Non-financial information of companies was divided into founder characteristics information, company characteristics information, and corporate investment information, and cross-analysis and logistic regression analysis were conducted. As a result of the cross-analysis, personal credit rating, industry, and joint investment were selected as significant variables, and logistic regression analysis was conducted for those variables, and two variables, personal credit rating and joint investment, were selected as important factors for bankruptcy. In business management, the founder's personal credit and the importance of joint investment in investment support were found out. It will help to minimize bankruptcy if institutions that support investment in SMEs reflect these results in their screening and systematically build cooperative relationships with private investment institutions. It is hoped that this study will provide an opportunity to pay more attention to the factors that affect the bankruptcy of companies that receive direct investment from public institutions.
A non-documentary conditions is a condition contained in the credit without reference to the presented document in compliance therewith, thereby causing many problems to all parties involved in letter of credit transactions. The purpose of this study is to examine the regulations on the non-documentary conditions under Uniform Customs and Practice for Documentary Credits: UCP, International Standby Practices: ISP98, United Nations Convention on Independent Guarantee and Stand-by Letters of Credit: CIGSLC and Uniform Commercial Code: UCC and also the opinions on the effect of non-documentary conditions through the analysis of several cases on the non-documentary conditions. The result of this study can be summarized as follows: First, UCP, ISP98, CIGSLC and UCC stipulate that banks will deem non-documentary conditions as not stated and will disregard them. Second, courts used to permit the effect of non-documentary conditions. Finally, all parties should not attempt to put in any non-documentary conditions in order to prevent disputes on the effect of non-documentary conditions.

Recently, financial supervisory authority of Korea and international credit rating agencies have been concerned about a stand-alone rating that is calculated without incorporating guaranteed support of parent companies. Guaranteed by parent companies, most foreign subsidiaries keeps good credit rate in spite of weak financial status. However, what if the parent companies stop supporting the foreign subsidiaries, they could have a probability to go bankrupt. In this paper, we have validated a credit rating model through statistical measurers such as performance, calibration, and stability for Korean companies owning foreign subsidiaries.

We examine a mortgage bank's incentive distortion problem when the bank sells its existing loan through MBS(Mortgage-Backed Security), considering the mortgage market structure and varying investors' risk attitude. Main findings in our comparative statics are the followings. The bank's monitoring incentive on the loan sold is distorted downwards when the deposit interest rate is lower than the coupon rate of MBS. Credit enhancement associated with the loan sale may mitigate the incentive distortion problem. However, the downward distortion of monitoring incentive does not disappear unless the credit enhancement, a loan guarantee, is provided up to 100%. Finally as the investors' risk preference changes from risk-neutral to risk-averse type, the incentive distortion problem becomes more severe. At the end, we recommend the introduction of covered bond in order to mitigate the incentive distortion problem, which is inevitable to current pass-through MBS.
In this study, I analysed the influence of the Korean Officially Supported Export Credit System upon Improvement upon Korean Export, investigated Korean Officially Supported Export Credit System focussing on the Short-term Export Loan System & Medium and Long-term Export Loan System in Korea Eximbank and sought for the measures overcoming problems therewith. In my research I started from a basic model analyzing Short-term Export Loan & Medium and Long-term Export Loan using added several variables that have effect on export such export relative price, world income and the amount of post-shipment credit bank guarantee. As a result, amount of Short-term Export Loan & Medium and Long-term Export Loan, world income and export relative price showed expected responses and Short-term Export Loan was significant. In case of amount of Short-term Export Loan System was statistical significance.
Export Credit Agency(ECA) plays a role of importance in international trade and investment flows. The first ECA, the Export Credits Guarantee Department(ECGD) of the United kingdom, was established in 1919. Its original purpose was to encourage and support exports that would not otherwise have taken. Similar motivations led to the establishment, most of those in operation today. Their traditional role is to support and encourage exports and outward investment by insuring international trade and investment transactions, and in some cases by providing trade finance directly. ECA come in all shapes and sizes, and there in no such thing as a typical ECA model. Most of them insure both political and commercial risks on exports and until the last decade. They operated as government entities or on the account of their government, and many of them have changed and are still changing. This study focuses and analyzes the changes of those four major countries' ECAs, which are the U.S.A.(EXIM), France(COFACE), Japan(JBIC), and Canada(EDC).
This study conducted an empirical analysis through the Kaplan-Meier method, which is mainly used for clinical experiment analysis, on the survival rate and the survival duration of small and medium-sized enterprises using B2B e-commerce guarantee provided by credit guarantee institutions for activating B2B e-commerce transactions. The variables presented in this study are analyzed by the subdivision of the survival characteristics of enterprises using B2B e-commerce guaranteee by year, enterprises attribute, representative attribute, and guarantee use amount based on the variables tested through previous studies. According to the empirical analysis, SMEs using B2B e-commerce guarantees have a higher survival rate compared to general enterprises Simply by year and have a variety of survival characteristics, and most of the variables have a significant effect except for some variables. The implication of this study is that the researches conducted on enterprises participating in B2B e-commerce for a long period of time to support the establishment of stable business environment of SMEs and the results of empirical analysis on the survival characteristics are useful information to the stakeholders of B2B e-commerce And it can contribute to enhance the survival rate of related enterprises.
The aims of this study is to analyze the effectiveness of firms financial status quo and the scale of financial support on SMEs overall performance. We have gathered the financial guarantee data from 1998 to 2013, provided by Korea Credit Guarantee Fund (KODIT), to analyze the effectiveness of Financial policy. To classify both financial status quo and scale of financial support, we utilized the following variables; Interest Coverage Ratio (ICR) and newly guaranteed amount ratio. To take the measurement of the overall performance, we employed profitability, growth ratio and activity index. To minimize the effect of repeated financial support (redundancy benefits), firms were selected based on the following criteria: firms that receive no financial support prior to implementing such policy over the last 3 years and no new financial support over the last 2 years. Results suggest that firms with higher ICR and large newly guaranteed amount influence on financial performance in terms of profitability index. Firms with lower ICR and large scale financial support showed a better performance compare to firms with small-scale financial support. Firms with large-scale financial support, irrespective of ICR inclined to have better performance to those of small-scale financial support in terms of growth index. For activity index, however, firms with large scale support led to higher performance in the short term. In turn, our analysis presents objective perspective with respect to the effectiveness of financial policy through credit guarantee on overall performance of SMEs. This study, therefore, implies that well-balanced SMEs supporting policy may lead to better directions.
