A Study on Institutional Foundation on the Korea Counter-Terrorism System (한국 테러대응 시스템의 제도적 구축방안)

  • This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

  • Internet related crimes are a crime which is inter-related with high specialization ${\cdot}$ technicality ${\cdot}$ leakage of information ${\cdot}$ intellectual-offence and deviant behavior. Without the accurate countermeasure, we can't achieve the desired end. So we should find out multilateral and general measure. Always crimes go in advance of the measure, so the counter measures against, computer crime can not be final. Nevertheless, we can't be careless in making the measure, but we should always consider a counter measure. 1995. 12. 29. our country revised criminal law and consolidated direct provisions, especially on the computer-hacking. But, inspite of the revision, especially on the computer-hacking. But, inspite of the revision, we have many problems'. So, first of all, through the positive and empirical study, we should revise criminal law and computer crime related provisions systematically. As the aspects and techniques of internet related crimes are always changing with the development of computer technology, there will be many problems with principle of legality, when we apply the existing abstract provisions to the new crime. We can not be lazy in studying the emerging internet related crimes and taking concrete shape of the provision. And it will be a big help to that desirable to import the foreign provision without consideration of our reality. Without the positive and empirical study on internet related crimes, sometimes important crime will be out of reach of the punishment. Due to these day's development of computer and technology of communication, the personal computers are widely supplied and especially PC communication and exchange of the informations became the most important function. With the advent of internet, new aspects of crimes are appearing. Up to now, the fraud by using the computer or the interference in the execution of duty by the illegal operation of computer was the leading aspects of computer crime, but nowadays with the advent of internet, database crime or network crime like the computer hacking became the important aspects of internet related crimes. These new aspects of internet related crimes are defusing into domains of traditional crimes. Nevertheless to follow and punish the acts on the internet is not technically easy, and as it is emerging international shape, to settle it by international law is not that easy. Harmful acts in the information-oriented society are very diverse in kinds and aspects, and it is difficult to enumerate. The point is that among the new acts in the information-oriented society we should decide which acts are to be punished and which acts are not to be punished. It is needless to say that the criminal law should be the last resort. But owing to the characters of the characteristics of the information-oriented society, when the traditional standards can be applied, the question of what is the basis and how it can be applied in a concrete way is not settled. And if it cannot be applied, how can we make new standard is also an unsettled question.

Simulation of Spinning Concentric Annular Ring Reticle Seeker and IRCCM using Correlation Coefficient (회전 동심원 레티클 탐색기의 시뮬레이션 및 상관계수를 이용한 반대응기법)

  • Reticle systems, which are widely used in infrared (IR) missile seekers, are considered to be the classical approach for estimating the position of a target in the field of view (FOV). This paper presents an effective simulation tool that gives tracking results of the concentric annular ring reticle seeker. We construct the concentric annular ring reticle seeker on Matlab-Simulink for a dynamic simulation. Our simulation model provides tracking results in various cases, and is applicable to the study of the development of the advanced seekers. While false targets such as flares are presented in the FOV, simulation results show that the existing seeker cannot determine a precise target location. In order to decrease the susceptibility to countermeasures such as flares, we propose an efficient counter-countermeasure using the correlated relationship of modulated signals and the references. We have ascertained that the reticle seeker using our technique make more effective target tracking than previous seekers.

  • Cyber Attack have evolved more and more in recent years. One of the best countermeasure to counter this advanced and sophisticated cyber threat is to predict cyber attacks in advance. It requires a lot of information and effort to predict cyber threats. If we use Open Source Intelligence(OSINT), the core of recent information acquisition, we can predict cyber threats more accurately. In order to predict cyber threats using OSINT, it is necessary to establish a Database(DB) for cyber attacks from OSINT and to select factors that can evaluate cyber threats from the established DB. We are based on previous researches that built a cyber attack DB using data mining and analyzed the importance of core factors among accumulated DG factors by AHP technique. In this research, we present a method for quantifying cyber threats and propose a cyber threats prediction model based on artificial neural networks.

  • Most recent trend reveals broader state of provision of NFC service as NFC technology was applied on smartphones which has become core communication tools by providing integrated services such as payment, medical, and personal authentication. Moreover, with integration of original service and NFC technology, new service providers now can handle personal information of original service or can handle other personal information with transition of previous service provider to NFC service provider. Considering current state of security industry along with NFC technology and service, we would like to analyze current stage of security threats and plan the counter strategies to create NFC service structure.

  • As differential computation analysis attack(DCA) which is context of side-channel analysis on white-box cryptography is proposed, masking white-box cryptography based on table encoding has been proposed by Lee et al. to counter DCA. Existing higher-order DCA for the masked white box cryptography did not consider the masking implementation structure based on table encoding, so it is impossible to apply this attack on the countermeasure suggested by Lee et al. In this paper, we propose a new higher-order DCA method that can be applied to the implementation of masking based on table encoding, and prove its effectiveness by finding secret key information of masking white-box cryptography suggested by Lee et al. in practice.

  • In this study, the basic data were collected for improving the amenity of indoor environment of a super yacht and the performance of indoor environment was analyzed by utilizing measured data during summer period. Through the results of examination, the following conclusions are drawn. 1) It is estimated that, in case of closing the door of Saloon connected with outside, there is little inflow of exhaust gas, but when the door is open, the indoor-air might be polluted so fast. Therefore, it is necessary to make a counter plan about the method of ventilation and amount of ventilation to keep the indoor aerial environment agreeable. 2) It is urgent to conceive countermeasure against engine noise because the noise level of all rooms exceeds 60dB, which is regulation of noise for protecting crew established in ship's classification, during the sailing. 3) State cabin and Guest cabin are super cooled by operating air conditioner exceeding agreeableness extent and it is needed to prevent them.

  • Digital Transformation and the Fourth Industrial Revolution, electronic financial services should be provided safely in accordance with rapidly changing technology changes in the times of change. However, telecommunication finance fraud (voice phishing) accidents are currently ongoing, and various efforts are being made to eradicate accidents such as legal amendment and improvement of policy system in order to cope with continuous increase, intelligence and advancement of accidents. In addition, financial institutions are trying to prevent fraudulent accidents by improving and upgrading the abnormal financial transaction detection system, but the results are not very clear. Despite these efforts, telecommunications and financial fraud incidents have evolved to evolve against countermeasures. In this paper, we propose an intelligent over - the - counter financial transaction system modeled through scenario - based Rule model and artificial intelligence algorithm to prevent financial transaction accidents by voice phishing. We propose an implementation model of artificial intelligence abnormal financial transaction detection system and an optimized countermeasure model that can block and respond to analysis and detection results.

Weight Recovery Attacks for DNN-Based MNIST Classifier Using Side Channel Analysis and Implementation of Countermeasures (부채널 분석을 이용한 DNN 기반 MNIST 분류기 가중치 복구 공격 및 대응책 구현)

  • Deep learning technology is used in various fields such as self-driving cars, image creation, and virtual voice implementation, and deep learning accelerators have been developed for high-speed operation in hardware devices. However, several side channel attacks that recover secret information inside the accelerator using side-channel information generated when the deep learning accelerator operates have been recently researched. In this paper, we implemented a DNN(Deep Neural Network)-based MNIST digit classifier on a microprocessor and attempted a correlation power analysis attack to confirm that the weights of deep learning accelerator could be sufficiently recovered. In addition, to counter these power analysis attacks, we proposed a Node-CUT shuffling method that applies the principle of misalignment at the time of power measurement. It was confirmed through experiments that the proposed countermeasure can effectively defend against side-channel attacks, and that the additional calculation amount is reduced by more than 1/3 compared to using the Fisher-Yates shuffling method.

  • The rosette-scan seeker, mounted on the infrared guided missile, is a device that tracks the target It can acquire the 2D image of the target by scanning a space about target in rosette pattern with a single detector Since the detected image is changed according to the position of the object in the field of view and the number of the object is not fixed, the unsupervised methods are employed in clustering it The conventional ISODATA method clusters the objects by using the distance between the seed points and pixels So, the clustering result varies in accordance with the shape of the object or the values of the merging and splitting parameters In this paper, we propose an Array Linkage Clustering Algorithm (ALCA) as a new clustering algorithm improving the conventional method The ALCA has no need for the initial seed points and the merging and splitting parameters since it clusters the object using the connectivity of the array number of the memory stored the pixel Therefore, the ALCA can cluster the object regardless of its shape With the clustering results using the conventional method and the proposed one, we confirm that our method is better than the conventional one in terms of the clustering performance We simulate the rosette scanning infrared seeker (RSIS) using the proposed ALCA as an infrared counter countermeasure The simulation results show that the RSIS using our method is better than the conventional one in terms of the tracking performance.
