Cost-Effectiveness Analysis on On-line and Off-line Extra Curricula Education (온라인과 오프라인 과외교육의 비용-효과 분석)

  • The purpose of this study is to analyze the cost-effectiveness analysis on on-line and off-line extra-curricula education(ECE). Based on a review of relevant literature, on-line ECE is defined as internet based learning, and off-line ECE is defined as on-site learning out of school such as private cram schools and private tutoring. The results of this study are as follows: First, sixty nine percent of the subjects were received ECE. Off-line ECE is more dominant than on-line ECE. Second, cost for off-line ECE is more expensive than on-line ECE. Third, off-line ECE is more effective than on-line ECE, when cost is ignored. Fourth, on-line ECE is more cost-effective than off-line ECE.

Effectiveness of a Cost Management Education Program for Nurses: Focused on Differences between a Web-based Group and a Mobile-based Group (간호사를 위한 원가관리 교육프로그램의 효과: 웹기반 그룹과 모바일기반 그룹 간의 차이를 중심으로)

  • Purpose: This study was conducted to verify the effectiveness of a cost management education program, focusing on the differences between a web-based group and a mobile-based group. Method: This was a quasi-experimental study using a two-group pretest-posttest design. Participants were 74 nurses in a web-based group and 69 nurses in a mobile-based group. Data were collected between January 2 and February 10. The cost management education program was configured such that the participants studied eight modules over four weeks. The after-program post-test was conducted for one week. Results: Both the web-based group and the mobile-based group showed significantly higher values for cost management knowledge (S=5.98, p<.001 and S=2.76, p=.006, respectively). The web-based group had statistically significantly higher values for cost management knowledge (S=4,461.50, p<.001) than the mobile group. Conclusion: The cost management education program showed improvement in knowledge in both the web-based and mobile-based groups; however, the web-based approach was more effective for nurses. A cost management education program which can be implemented effectively across all range of nurses is recommended.

The Analysis of Private Education Cost for the Elementary, Middle, and High School Students in Korea (초,중,고 사교육비 영향요인 분석)

  • This paper studies what affects the private education cost for the elementary, middle, and high school students. It is a big issue now because there can be a problem in the equal opportunity for education if the portion of private education cost is very high in the total education cost. If we spend more time and money on the private education than the school education, it can cause the polarization among the classes and regions. The excessive private education also can deteriorate the school system. we use various regression and classification methods to analyze the cost of private education and find the important variables in the models. we found that large cities spend more money on the private education than small cities. We also found that high school students spend more than middle school students and the elementary students and the household with more income spend more money on the private education.

The Trend-analyses of Studies on Estimation of Cost for Early Childhood Education and Child-care Services (유아교육비·보육비 산정연구 동향분석)

  • This study aimed to analyze the trends of studies on estimation of cost for early childhood education and child-care services provided by both the kindergarten and child-care centers. A total of 21 papers including academic journals and policy research reports were collected. The papers were analyzed with the annual trends, research contents, and estimation methods of cost for early childhood education and child-care services. The main results of this study were as follows. Firstly, the studies on estimation of cost for early childhood education were performed earlier than the ones on estimation of cost for child-care services. The research contents were composed of analyzing operating expenses and estimating cost for early childhood education and child-care services. Secondly, there were similarities in the estimating processes of cost for early childhood education and child-care services, but the definition of operating expenses used for the estimation of cost differed. Thirdly, there were differences in the items of operating expenses inputted to estimate cost and in the calculation procedures of items in studies. Finally, based on the results, this study suggested what future studies and policy should consider in the estimation of cost for early childhood education and child-care services.

The Development and Simulation of Training Cost Estimating Model for the Operation of the Nurse Residency Program (신규간호사 교육 프로그램(Nurse Residency Program) 운영을 위한 교육비용 산출 모형 개발 및 모의 적용)

  • Purpose: This study aims to develop a cost model for NRP (Nursing Residency Program) operation and ultimately provide evidence for financial factors for NRP operation in the future by simulating a cost model. Methodology: This study developed a model for the NRP education cost calculation model based on the review of Hansen's model, which has systematically reported on the development and operation of NRP, and discussions with nursing education experts at a university-affiliated hospital. With the simulation, it was intended to predict nurses' supply and demand in the long term and to calculate changes in long-term education costs. Findings: Firstly, turnover model, term model, cost model necessary for calculating a model for the NRP education cost calculation model was set up. Secondly, the simulation showed the following results; 1) the proportion of newly graduated nurses less than 5 years of working decreases gradually over time, which will make the composition of nurses more balanced. 2) In the first year of the partial introduction of NRP, the cost of training new nurses was about 2.1 times higher than before. After the introduction, the training cost in the 13th year began to be lesser than before the introduction, and in the 25th year, it decreased by 28.1% compared to before the introduction. Practical Implications: Firstly, NRP would be an effective way to solve the higher turnover and frequent departure of new nurses and the imbalance of nurses' composition. Secondly, although the costs of NRP are incurred in the early stages, in the end, NRP training costs are reduced compared to before the introduction of NRP. It is necessary to systematically understand the contribution effect of NRP by analyzing the economic value of NRP considering financial and non-monetary returns in the future and providing a basis for decision-making related to NRP implementation.

Factors Associated with Use and Types of Multiple Concurrent Care and Education Arrangements in Early Childhood in South Korea

  • This paper explores factors associated with multiple concurrent care and education arrangements in early childhood in South Korea. It draws on a subsample from the Korean Longitudinal Survey of Women and Families. Results show that about one-fifth of the families utilized multiple arrangements for their first preschool child. The primary non-parental option in multiplicity was nurseries or kindergartens. Home care and education options such as home study materials were found to be most prevalent secondary non-parental option, followed by services at private institution as well as relative care. Children's age, care cost, non-parental care time and time constraints were found to be positively related to the incidence of multiplicity for the first preschool child while family income and cost constraints were negatively associated. As a secondary option in the multiplicity, services at private institutions increased with children's age, care cost and when the grandparents live far from the parents' house. Home care and education utilization was found more among mothers with low degree of time constraints. Utilization of relative support decreased with the children's age and meant lower care cost and increased with mother's employment, fathers' education, family income, cost constraints and when grandparents live nearby. This paper, based on the associated factors, suggests how issues of children enrichment and constraints might be related to the multiplicity.

  • Human African Trypanosomiasis (HAT) also known as sleeping sickness, is a neglected tropical vector borne disease caused by trypanosome protozoa transmitted by bites of infected tsetse fly. The basic reproduction number, R0 derived using the next generation matrix method which shows that the disease persists in the population if the value of R0 > 1. The numerical simulations of optimal control model carried out to determine the control strategy that can combat HAT under the minimum cost. The results indicate that, the use of both education campaign, treatment and insecticides are more efficient and effective to eliminate HAT in African community but too costly. Furthermore, the cost-effectiveness of the control measures (education campaign, treatment and insecticides) were determined using incremental cost-effectiveness ratio (ICER) approach and the results show that, the use of education and treatment of infected people as the best cost effective strategy compared to other strategies.

  • Korea has introduced the levy-grand system in the vocational learning finance. The standard unit price system of training cost was utilized in the distribution of training budget and the reimbursement system including total or partial training cost return has been operated in the corporate training after completing the learning course particularly. The standard unit price was calculated in the base of analyzing on supporting budget by the government per training institutions and corporate payment decision to learning institutions. The proposing standard unit price system of training cost was analyzed in the current standard price unit of training cost and then an improvement policy and the implication are derived from it. At the result of this study, the current government supporting level to e-learning and postal distance learning indicates good status.

  • For the relationship between conformance cost and the individual elements of non-conformance, an analysis was made of the relationship between inspection cost and training cost and scrap cost. As a result it was explained that there was all a positive correlation between training cost and scrap cost, and between inspection cost and scrap cost. Like this, training and inspection cost and scrap cost have a positive correlation. Judging from the fact that the coefficient of inspection cost is lower than that of training cost in the comparison of the coefficient of each cost, it can be analyzed that the change in scrap cost is influenced by the change in training cost more greatly than the change in inspection cost. If doing so, it can be interpreted that scrap cost and rework cost do not still decrease in spite of increasing in education and training cost and prevention cost. This result may represent the problem as to whether education and training cost is effectively expended for prevention activity. Accordingly, to cope with this situation, it is thought that scrap cost should be cut by establishing the effective prevention measure for causing the increase of scrap cost.

  • The Republic of Korea Army (ROK Army) is trying to improve the effectiveness of education and training. On the other hand, there are many restrictions in actual training, limiting their practical education and training. Virtual reality technology is being used to overcome these limitations. Virtual reality technology is developing in various types, and the ROK Army needs to introduce a virtual reality training system for cost-effective education. The ROK Army mainly uses high-cost simulator-types that are similar to real equipment. Recently, a low-cost immersive-type virtual reality training system wearing an HMD is also being used. This study analyzed the cost education effectiveness of simulator-type and immersive-type virtual reality training systems in operation at the ROK Army air defense school. First, the research method used AHP to analyze the educational effects. Second, the cost was applied to the production cost of the virtual reality training system to analyze the cost-effectiveness of the education. The immersion-type was 3.4 times higher than the simulator-type in terms of cost effectiveness. These results can be used as basic data for analyzing the cost-effectiveness of a virtual reality training system.
