Effect Analysis of the Inter-Organizational Cooperation on the Achievement level of Jointed Goal and Its Simulation Model (조직간 협력의 조건이 공동목표 달성에 미치는 영향 분석과 시뮬레이션 모델에 관한 연구)

  • Inter-Organizational Cooperation is the most common and important strategy in modern public and privet sectors managerial activities. In this paper the concepts of inter-organizational cooperation means not selfish cooperation as in the game circumstance and theory, but general collaborative action between organizations, they have share same goal. The achievement level of jointed-goal of inter-organization is depended upon the performance of cooperation, which resulted from the conditions and circumstances of cooperation. This paper analyses the effect of inter-organizational cooperation on achievement level of the jointed goal between two organizations with computer simulation model of the system dynamics approach. In the computer simulation model, three factors, goal perception, communication, and control, are considered as a key conditions of cooperation, which impact on the performance of cooperation. Simulation model was constructed with focus on the dynamic interactions between these three factors and the achievement level of jointed-goal. Consequently, the results found in this paper may provide further grounds for reducing the time delay that included in the conditions of cooperation.

  • Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.

A Study on Designing an Education Cooperation Model for HRD in Asia-Pacific Region: Focusing on Education Project of APEC

  • The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.

  • In this paper has been developed a process model for the international technical cooperation. Model consists of five steps: Beginning phase, Partner search phase, contract phase, execution phase and exit phaseInthe beginning phase. The industries need to know about their own require and in the partners search phase they have difficulty navigating partner and to find the fit partner. In agreement phase the industries have problme with international law and in the execution phase they have cultural difficulties. Therefore, the government may need to seek support programs for each step.

  • This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

The impact of firm's intra-cooperation practice on NPD performance: with focus on the moderating effect of environmental uncertainty (기업 내부 부서간의 협력이 신제품 개발성과에 미치는 영향: 환경적 불확실성의 조절효과를 중심으로)

  • Purpose: This study aims to explore the relationship between the focal firm's interdepartmental cooperation and new product development (NPD) performance with focus on the moderating effect of environmental uncertainty. The basic hypothesized model is that there are positively associated relationships. Methods: The proposed research model was tested using structural equation modeling with 601 responses from multi-functional and multiple respondents in Korean manufacturing firms. Multi-group SEM analyses were conducted to explore the degree to which the hypothesized model was equivalent for different levels of environmental uncertainty. Results: Interdepartmental cooperation between R&D and production is positively associated with NPD performance under both higher and lower environmental uncertainties, while one between R&D and marketing is positively associated under only higher environmental uncertainty. Conclusion: This paper determined that NPD performance is positively correlated with R&D-production cooperation in a focal firm, and the relationship between R&D-marketing cooperation and NPD performance is positively moderated by level of environmental uncertainty. Consequently, this study suggests that it is always important for firms to put much effort on R&D-production cooperation for a better NPD performance, while R&D-marketing cooperation should be enhanced especially under higher environmental uncertainty than lower.

System Dynamics Approach to Ability of the Police for Solving Crime : Testing the Effect of Civic Cooperation with the Police

  • The purpose of the present study is to examine the effect of civic cooperation with the police on the number of crime that the police must solve by conducting simulation based on system dynamics. The study sets police oriented-policing model and police-citizen cooperative model to investigate the effect of civic cooperation with the police. As a result of the simulation, the police oriented-policing model shows that the number of crime that police must solve is increasing over time, while the police-citizen cooperative model shows that the number of crime that must be solved by the police is keeping it stable in the increase of crimes. Comparing both models, civic cooperation with the police is more effective in reducing or deterring crime than police oriented-policing activity. The study proves that building cooperative relationship between citizens and the police can become a strategic method for controlling crime effectively without a rapid increase in police finance. It is meaningful in terms of presenting a dynamic change of interaction for reducing crimes between civic cooperation with the police and policing activity of the police over time.

Analyzing the Influence Factors on Efficiency in Open R&D by Tobit Model (Tobit 모형을 활용한 개방형 R&D 효율성 영향요인 분석)

  • In this study, the factors affecting the efficiency of 48 projects of private R&D institutes were analyzed using the Tobit model. Influencing factors were selected as open R&D network size, IT industry, interaction between R&D network size and IT industry, and type of R&D network cooperation. As a result of Tobit analysis, the R&D network size, the IT industry, and the type of R&D network cooperation were found to be significant. The larger the open R&D network size, the lower the efficiency, and the IT industry showed lower R&D efficiency than other industries. In addition, cooperation with universities and research institutes showed lower R&D efficiency than cooperation with companies. As a result of these studies, companies will be able to select and focus on cooperation with the outside in relations and investment allocation.

  • The non-existence and existence of the positive solution for the generalized cooperation biological model for two species of animals $${\Delta}u+u(a-bu+g(v))=0\;in\;{\Omega}\\{\Delta}v+v(d+h(u)-cv)=0\;in\;{\Omega}\\u=v=0\;on\;{\partial}{\Omega}$$ are investigated. The techniques used in this paper are elliptic theory, upper-lower solutions, maximum principles and spectrum estimates. The arguments also rely on some detailed properties for the solution of logistic equations.

  • In this paper, we consider a cooperation between firms and universities based on KOITA's and KIET's research results which is a research organ about the obstacle factors of the cooperation between firms and universities. Also, we consider the motivation of a cooperation with a technology innovation based on STEPI's research results. From the basis on the results, we will suggest a new cooperation strategy between firms and universities. We will propose a new development cooperation model(strategy) which is included the infra(hardware), that is implemented for the company's support, and the networking between cooperation components and expert management man-power.
