As the number of precariats grows, their poor labor rights and working conditions are becoming issues of major concern all over the world but how to represent their interests is still controversial. Basically, the union is the institutional mechanism for representing the labor rights. However, it is difficult for workplaceand enterprise-based unions to fully represent the labor rights of precarious workers. Recently, so-called community unions have emerged in the United States, the United Kingdom, and Japan as independent organizations representing the rights of non-standard workers. Community unions refer to labor unions which organize precarious workers across firms at the regional level. They are known to be suitable for covering the unemployed, job seekers, indirect employment workers, short-term contract workers, and small-firm workers. In South Korea, since the financial crisis in 1997, a dramatic increase in the number of precariats leads to emergence of new types of trade unions such as the Youth Community Union, the Arbeit Workers' Union, the Artist Social Union and the Korea Musician's Union. They have engaged in various activities to guarantee the labor rights of precariats. Recently, researchers have also tried to identify defining characteristics of these new forms of unionism. To expand research on trade unionism in South Korea, this study compares two different types of community unions: the Youth Community Union and the Arbeit Workers' Union. We believe that this attempt can contribute to the research on the alternative labor movement. For this purpose, this study starts with theoretical discussions on community unions, and compares the Youth Community Union with the Arbeit Workers' Union based on the five characteristics of community unionism: membership and organization structure, the recognition struggle, the type or scope of interest, solidarity with other civic organizations, and the repertoire of resistance strategies. Based on this comparative analysis, this study seeks to foresee the possibility of how community unionism will develop in South Korean in the future.
Chinese society faces increasing outbreaks of labor disputes, may of which are usually characterized as 'the highest level since the establishment of PRC'. Guangdong Province is the hottest place for increasing labor disputes as well as for flexible responses by the local government and labor agencies. Interest-pursuit bargaining model becomes one of the outstanding characteristics for recent labor disputes in Guangdong Province. Chinese central government promulgated well-managed policy package for labor dispute settlement in 2015. Guangdong Province government went one step further by introducing to institutionalize labor dispute settlement. To channel labor dispute conflicts into manageable direction, reliability and capacity of bottom level trade unions become much more essential for the authorities than before. Guangdong Confederation of Trade Unions leads some important experiments of trade union reforms. Employment of 'social cadres' of trade unions by local trade union organizations is the most outstanding experiment to satisfy increasing needs from bottom level ordinary workers who don't have efficient union organizations. It needs to be seen whether changing labor policies go beyond the limits of 'security priority principle'.
The mandatory police system, which plays a pivotal role in securing security and securing social safety as a security assistant, is expected to face difficulties in supplying the mandatory police manpower and securing absolute police manpower in the future according to the Ministry of Defense's abolition of the conversion service system. In this situation, this study intends to provide a concrete plan to replace the mandatory police officers as security assistants, recruiting contractors from civilians who are not military service resources or regular police officers, and using them for security assistance. More ultimately, this study goes beyond securing obligatory police to reduce or abolish mandatory police, which has been dealt with in previous studies. It aims to present the rescue and operation directions so that the police can provide quality public security services. In order to achieve the purpose of this study, this study 1) analyzes the current situation of police personnel, derives the necessity and justification of securing the police personnel or increasing the number of police personnel due to changes in security demand and security environment, and 2) After discussing the necessity and direction of reorganization, 3) deriving policy implications through analysis of foreign cases operating similar systems to derive specific plans for the introduction of security contractors for private contract workers in Korea. This study reviewed the specific operation plan and legal and institutional maintenance plan of private contract workers. In order to achieve these research objectives, this study 1) analyzes the current status of the police manpower and derives the necessity and justification of securing an absolute police manpower or increasing the manpower of the police in response to changes in security demand and security environment, and the current security aid system. 2) After discussing the necessity and orientation of reorganization of exinsting system of assistant police officer, 3) derive policy implications through analysis of foreign cases utilizing security aids similar to Korea, and 4) The specific operation plan and legal and institutional maintenance plan were presented. including security aids for private contract workers in Korea, from recruitment procedures to activities.

Recently, the proportion of overseas orders of domestic construction companies is increasing, and the global market demands management transparency on corporate social responsibility activities. Therefore, domestic companies are faced with the need to systematically prepare for social responsibility activities. The purpose of this study was to examine whether CSR activities have a moderating effect on the relationship between organizational trust, job satisfaction, turnover intention and contract type. This study analyzed the effect of CSR activities on organizational trust, job satisfaction and turnover intention. The study targets regular and irregular workers in construction companies who promote CSR activities through the homepage, public service ad, and media. The questionnaire distributed 300 copies online. The final valid sample is 255 (145 Regular and 110 Irregular). Empirical analysis used a structural equation model. The results of the study are as follows. First, in CSR activities, economic responsibility, philanthropic responsibility and ethical responsibility had a positive (+) effect on organizational trust. Second, organizational trust had a positive (+) effect on job satisfaction in CSR activities. Finally, the magnitude of the Moderate effect of the type of labor contract according to the group classification showed that the CSR activity on organizational trust had many regular employees with economic responsibility. This study focuses on whether non-standard workers are matched by voluntary contract with employers in the labor market and analyzes the factors of involuntary choice of non-standard employees that are diverse by firm size. For the analysis I consider non-standard employees as either voluntary or involuntary according to the push/pull theory based on labor mobility. The Economic Activity Census Added Survey data 2016 show that the proportion of involuntary non-standard employees is greater than voluntary ones as the firm size is smaller. As a result of the analysis, involuntary non-standard employees are not significantly discriminated from voluntary non-standard employees in large firms. However, in small and medium-sized firms and micro small-sized firms, workers are more likely to be involuntarily non-standard if they are older or less educated. In addition, they are more likely to be employed involuntarily in micro small-sized firms than in small and medium-sized firms. Therefore, we should take into account the mismatching problems of compensation, specialty, and career in order to establish policies on non-standard workers. In addition to the financial support for small and medium-sized and micro small-sized firms, it is necessary to provide workers with job information that matches their job skills and career experiences.
The purpose of this study is to examine the job characteristics of care workers in elderly care voucher service emphasizing a social service quality management approach. The study sample was composed of randomly-selected 233 centers which dispatched care staffs to clients' home. Descriptive analyses were performed for examining the unique aspects of relationship-based labor of care staffs, and logistic regression analyses were performed for investigating the association between service quality structure and human right violation against staffs. As the first empirical study focusing on staff-side service quality factors, this study found out that human right violation against staffs was mainly influenced by record-keeping and document management capacity of center, risk protection under insurance, compliance of standard contract procedure, and regular supervision. These results suggest particular policy attention should be given to basic protection for and set-up of core activity boundaries of care workers as well as clients-centered rights both for preventing human right violation and improving overall social service quality.
Through the improvement of the Labor Relations Act, the Social Insurance Act, and the Artists Welfare Act for occupational status and rights of artists, the character of workers, joining exception in the Employment Insurance Act, and applying exception in the National Health Insurance Act and the National Pensions Act should be recognized. For this, the scope of workers should be expanded through the interpretation of the court and legislation of the Labor Relations Act, and supporting range of social insurance should be expanded by applying exception in the National Health Insurance Act and joining exception in the Employment Insurance Act for artists who are currently excluded. Artists' compensation insurance that is an optional entry system and paid entirely by artists need to have effectiveness of the system through insurance support. The Artists Welfare Act also needs to be revised to strengthen legal protection for artists and it is important to secure finances for artists' welfare projects. The standard contract should be mandatory and a career certification system for artists should be established so that artists who need welfare benefits can not be omitted.

This study aimed to propose the approach to identify and solve the problems by analyzing the present occupation index of librarians and the future occupation index of librarians after 10 years through the comparison with other jobs. In accordance with the investigation on the LIS students and librarians, the present wage level and the estimated wage level after 10 years were lower than that for other jobs and the employment demand was also lower. Both the students(58.4%) and the librarians(64.2%) considered that the number of full-time employment and the turnover were lower than other jobs. As a result of the analysis, first, this paper proposed to change part-time workers into full-time workers for improving the low wage issue of librarians. Second, '1 public library per 50,000 citizen' was suggested to increase the employment of librarians. Finally, it is proposed to cancel the project to contract out the operation of public libraries and BTL implementation.
The purpose of this study was to explore the perception of the extension of the retirement age perceived by corporation top leaders who are the main agents of employment. As a result of analyzing the interview data by qualitative content analysis, companies centered on manufacturing and construction preferred the elderly to foreign workers and leaders of social service organizations suggested that healthy and capable elderly people should be able to continue to work. However several opinions were also presented against the extension of the retirement age uniformly without considering the circumstances of the company. The passion for work of older workers with higher salary decreased, which concerns that the absence of a retirement system would reduce the vitality of the organization and increase the burden of labor costs. As an alternative to this, there is the opinion that employment can be extended even after the retirement age with the contract and in the form of a commissioned job according to an agreement with the company. Furthermore, it was also suggested that it would be easier not only to maintain employment but also to create jobs for the elderly given the employment flexibility.
