A Case Study on the Education Framework and Process for IT Human Resource Competency Development (IT 인적자원 역량 개발을 위한 교육체계 프레임워크 및 프로세스 도출에 관한 사례연구)

  • The speed of change on information technology is very fast, so it demands a continuous competency development in IT human resource management. If the competency development for IT personnel can not keep up with the change of Technology, IT personnel cannot accomplish their IT job under new IT environment. For this reason, many companies have tried to manage IT organization separately and IT job system on the technology basis. Although the training of IT is different from that of other field in feature, few studies about IT human resources system have been conduced. Therefore this study focuses on the training system of IT personnel and suggests the framework for institutionalizing the operation policy and the individual process through a case study methodology. This paper chose one company as a case study which implemented the training system of IT personnel recently, and the proposed framework based on the literature review from this study applied to a company. The study shows that IT job system needs to be reasonably established, job descriptions should be appropriate to IT job, and there exist two training paths according to two career path - Specialist and Generalist. For the purpose of high performance in IT division, the training manager should understand IT job system, the people who need training, and keep an eye on the IT trends and new IT skills.

  • As the gas is manufactured, handled and used more often due to the continuous increase of gas, the related facility gets expanded and more complex causing small and big accident which causes economic loss including damage for humans and materials. The gas pipeline, the most common gas facility, has the biggest risk of accidents. Especially in the urban area and densely populated areas, the accident due to the high pressure pipeline may cause even more serious damages. To prevent the accident caused by the buried pipeline, it is required for the relevant authorities to evaluate the damage and risk of the whole pipeline system effectively. A risk is usually defined as a possibility or probability of an undesired event happening, and there is always a risk even when the probability of failure is set low once the pipeline is installed or under operation. It is reported that the accident caused by the failure of the pipeline rarely happens, however, it is important to minimize the rate of accidents by analyzing the reason of failure as it could cause a huge damage of humans and property. Therefore, the paper rated the risk of pipelines with quantitative numbers using the qualitative risk analysis method of the Scoring Model. It is assumed that the result could be effectively used for practical maintenance and management of pipelines securing the safety of the pipes.

A Study on the Situation and Management Method of Rural Informationization Village(Invils,) (농촌 정보화 마을 실태와 효율적인 운영방안)

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. A Threshold Controller for FAST Hardware Accelerator (FAST 하드웨어 가속기를 위한 임계값 제어기)

  • Various researches are performed to extract significant features from continuous images. The FAST algorithm has the simple structure for arithmetic operation and it is easy to extraction the features in real time. For this reason, the FPGA based hardware accelerator is implemented and widely applied for the FAST algorithm. The hardware accelerator needs the threshold to extract the features from images. The threshold is influenced not only the number of extracted features but also the total execution time. Therefore, the way of threshold control is important to stabilize the total execution time and to extract features as much as possible. In order to control the threshold, this paper proposes the PI controller. The function and performance for the proposed PI controller are verified by using test images and the PI control logic is designed based on Xilinx Vertex IV FPGA. The proposed scheme can be implemented by adding 47 Flip Flops, 146 LUTs, and 91 Slices to the FAST hardware accelerator. This proposed approach only occupies 2.1% of Flip Flop, 4.4% of LUTs, and 4.5% of Slices and can be regarded as a small portion of hardware cost.

  • IEEE 802.15.6 standard, a Wireless Body Area Network, aims to transfer not only medical data but also non-medical data, such as physical activity, streaming, multimedia game, living information, and entertainment. Services which transfer those data have very various data rates, intervals and frequencies of continuous access to a medium. Therefore, an efficient anti-collision operations and medium assigning operation have to be carried out when multiple nodes with different data rates are accessing shared medium. IEEE 802.15.6 standard for CSMA/CA medium access control method distributes access to the shared medium, transmits a control packet to avoid collision and checks status of the channel. This method is energy inefficient and causes overhead. These disadvantages conflict with the low power, low cost calculation requirement of wireless body area network, shall minimize such overhead for efficient wireless body area network operations. Therefore, in this paper, we propose a medium access scheduling scheme, which adjusts the time interval for accessing to the shared transmission medium according to the amount of data for generating respective sensor node, and a priority control algorithm, which temporarily adjusts the priority of the sensor node that causes transmission concession due to the data priority until next successful transmission to ensure fairness.

The Review of KDAB Agriculture Project for the Rural Development in Bangladesh (방글라데쉬 농촌 개발을 위한 케이디에이비 농업 개발사업의 평가)

  • Bangladesh that is known as the poorest country of the world has the large land of fertile soil and very good environment to live, even though we think she may be very bad to live. People being habituated to that good environment, the population explosion made the people to be starven, but the treatment has been simple support without deep analysis of the root of poverty. As the result it is general that the poverty is severer and severer in spite of continuous support. For the last century Korea changed from the country of poverty and despair to that of development and hope, to be model mid vision of under development countries including Bangladesh. At this point it is necessary to look back the way of development to help them to solve their poverty problem. That is the goal of this project, and this thesis is the result of it. It is evaluated for the 1st 5 years work of the project to apply the result to the next 5 years plan. This project had been proceeded from 1. Jul. 1990 to 30. Jun. 1995 at Chilmari area of Bangladesh, with teaching and training to wake up the mentality of the people, demonstration farming and cooperative association. It was proceeded as the Agriculture project of KDAB(Korean Development Association in Bangladesh, an NGO registered to Bangladesh) supported by Good Neighbors, KOICA and many churches and individuals. Especially the teaching and training work was proceeded as the branch of the Canaan Farmer`s School of Korea with instruction and support. After the basic survey for project, the confirmation of working place and the preparation of training facility, 10 times of long term training(3 months worse, boarding) was completed, with many times of short term training, informal training, demonstration farm, various demonstrating works. The results of the work are understanding of the not of problem by participatory observation, making plan to solve it, getting the trust from the people and beginning the practical work with the trainees for development of economy and living situation. The biggest problem of Bangladesh is being understood losing the desire to solve the poverty problem and the self-confidence to be able to do it. It is the conclusion that after solving the problem of thought and mentality, the education, technology and money can be effective for development. So the 1st 5 year project is evaluated as the basic work to analyse the root of problem, to chance mentality of people and to search income source. The next goal is to promote practical living level of people. For that it is necessary to develope die mentality of people including responsibility and self-confidence by teaching and training, to educate cooperative association and technology for economical development, to proceed integrated rural development work with economical development, educational improvement and reformation of environment. It is very important result that they decided to grow poultry for main economical source of Chilmari area, to do economical development work by joint operation of poultry through cooperative association.

Converged Influencing Factors on the Stages of Exercise Behavior Change of Nurses in Shift Work Using Transtheoretical Model (범이론적모델을 이용한 교대근무 간호사의 운동행위 변화단계에 미치는 융합적인 영향요인)

  • The purpose of this study was to analyze the converged influencing factors on the stages of exercise behavior changes in shift work nurses. The subjects were 120 shift work nurses working in hospitals who understood the purpose of the study and agreed to participate in the study. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, $X^2$ test, and multiple logistic regression analysis. The exercise motivation factors of shift work nurses had a significant effect on stages of exercise behavior change (${\beta}=2.480$, p=.022), health status perceptions(${\beta}=1.151$, p=.013). Social support factors (${\beta}=1.819$, p=.002) and marital status (${\beta}=-1.820$, p=.004) also had significant effects on the stages of exercise behavior change of shift work nurses. In other words, subjects with change in exercise behavior had 11.9 times higher motivation and 3.1 times higher health status perception than those without change in exercise behavior, social support was 6.1 times higher, and unmarried subjects showed 16 times showed higher than that of married subjects. Therefore, it is important to develop a strategy to practice continuous and regular exercise in consideration of the exercise motivation, social support, and health status perception of the nurses in shift work.

Removal of Ionic and Non-ionic Pharmaceuticals Using Granular Activated Carbon (입상활성탄을 이용한 이온성 및 비이온성 의약품의 제거)

  • Adsorbability of ionic and nonionic pharmaceuticals was studied using granular activated carbon(GAC). In a batch adsorption test of muticomponent solution, 500 mg/L of GAC dose removed all target compounds between 94 and 98% at initial concentration of 10 ${\mu}g/L$. Adsorption of ionic pharmaceuticals increased as pH was lowered toward to pKa, however adsorption capacity of nonionic pharmaceuticals showed insignificant variation with the changing pH. The enhanced adsorption capacity of ionic pharmaceuticals at lower pH was attributed to the corresponding increase in the molecular form of ionic pharmaceuticals with carboxylic group at low pH. In addition, decrease of pH increased hydrogen ion concentration in the bulk solution and the protons bound to the available sites on the carbon enhanced the removal of the ionic pharmaceuticals from solution. After 40 days of continuous operation, GAC column showed the removal of target compounds were removed by $93{\sim}99%$ at 15 min of EBCT mainly due to adsorption mechanism of GAC. At shorter EBCT than 15 min, breakthrough of CA, IBP and GFZ occurred earlier than the other ionic and nonionic pharmaceuticals. effect of EBCT on adsorption of nonionic pharmaceuticals was greater than ionic ones. This study showed that persitent pharmaceuticals found in drinking water treatment could be effectively controlled by adsorption in GAC process.

Reduction of NOx by CO on the Lanthanoid Perovskite-type Catalysts for Hot Gas Cleanup (고온 배가스 처리용 Lanthanoid계 Perovskite 형 촉매상에서 CO에 의한 NOx의 환원)

  • Perovskite oxide catalysts doped on porous alumina beads are prepared in a citric acid solution. To investigate the applicability of the catalysts to the hot gas cleanup, a series of experiments on the reduction characteristics of $NO_x$ by CO as a reducing agent are carried out in a packed bed reactor containing the catalysts. Parameters tested are the operating temperature and $CO/NO_x$ molar ratio. It is found that mixed complex oxides of $La_{0.5}Sr_{0.5}CoO_3$, $SrAl_{12}O_{19}$ and $LaAl_{11}O_{18}$ are uniformly distributed on the alumina beads. The conversion efficiency of $NO_x$ by CO sharply increases with the operating temperature up to $700^{\circ}C$ and then approaches 100% when $CO/NO_x$ molar ratio is greater than 1.0. The conversion efficiency of $NO_x$ is maintained by over 98% during a continuous operation for 23 hours at $800^{\circ}C$ and space velocity of $10700hr^{-1}$.

Characteristics of Marine Litters Distribution on the Sea-bed of the East China Sea (동중국해의 해저 폐기물 분포특성)

  • This study evaluated the composition and distribution of marine litters on the sea-bed of the East China Sea. Surveys have been conducted by a benthic trawlnet of Dong-baek training ship of Yosu national university during the cruise of 2002-2004. Distribution density showed high value in C5 (north-western area of Jeju Island) with $110.3kg/km^2$ and those of annual mean were about $31-43kg/km^2$. Fishing gears such as nets, pots, octopus jars and etc. were about 42-72% of debris collected in the East China Sea. Composition ratio of rubber, vinyl. metal, plastic, glass, wood, cloth and etc. were within 25% except C5. Rope and drum showed strong fluctuations with 0-30% according to the trawling sites. Some vinyls and nets made in Korea, China and Japan were much collected. It is estimated that fishing gears were discarded to the sea by fishing operation, deliberately or not. An comprehensive program including continuous research, monitoring for marine litters in the Korean sea were necessary.
