Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.
Socio-medical survey was carried out on six hundred and thirty Korean households in the cities of Tokyo, Osaka, Kyoto, and Nagoya in Japan from Nov. 1972 to Dec. 1972, and following results were obtained. 1. Age distribution of households showed the highest occurence in the group of 40 to 49 years of age in the both sexes. Families with five members showed highest occurence, and the average number of familial members was 5.7 persons per one household. 2. More than half of the householders were some independent enterprisers rather than to be the employees and most of the household had one familial member engaged in more or less liberal profession. 3. 19.4% of households moved into these cities from 1941 to 1945. 4. 40.5% of all the households had their own houses. The possession rate of one's own house was higher in the households which had long period of residence in Japan. 5. 83.5% of all households had various medical insurances. And the 6.2% of the household which had no insurance stated that the reason for not being affiliated was 'because to be the foreigner'. Household of shorter dwelling period had less tendency to be affiliated to the various insurances. 6. In 41.3% of all the households, average medical expenditure amounted to 1000-5000 Yen per month. And only 25.6% of household stated that they do not worry about the medical expenditure for the futures. 7. 66.3% of households were consulting to medical doctors for their sickness, such as toothache, severe coughing, profuse sputum, children's fever and stomach pain etc. 8. 59.4% of households were using the facilities of health center services. The health center service was used mainly for individual health service rather than the environmental aspect. And 19.8% of households were not aware of health center activities. 9. It was found that 23.5% of households received the screening test of the tuberculosis and adult diseases. Especially, the rate of screening test of the adult diseases showed as following ; stomach cancer, 8.9% ; hypertension, 7.9% ; diabetes mellitus, 2.1% ; and uterus cancer, 1.6%. 10. Birth control was carried out in 17.3% of households but not in 52.5%. The chief reason of birth control was 'because of poor maternal health' (40.0%) or 'should not be done' (5.4%). 11. Most of them are obtaining the knowledges and informations on family plannings. public nuisance problems and nutritions etc. by means of the mass communications, while those no preventing diseases and the environmental hygiene through the administrative organizations.
The purpose of this study is to suggest the revision direction of the Korean Child Welfare Law based on the results of the comparative analysis on the Korean Child Welfare Law and the Japanese Child Welfare Law. The main results are: Both laws have only two provisions about children's participation right. The child protective system in Japan secures the swiftness of within-two-months period of temporary protection through the child consulting center, the investigation right by the child welfare worker, publicity, enforcement on the parents' rights, and the network with the nearest child supporting center. Furthermore, those provisions with the notifying obligation by a finder of the child who needs protection and the limit of protection period are guaranteed in order to ensure the effectiveness of law enforcement. However, Korean child protective system functions only as pre-substitutive service. While the provisions for the disability children account for 21.2% of the total Japanese law, there is no provision on that in the Korean law. The Japanese law is substantially different from the Korean law in a sense that it obligates the minimum quality criteria of child service and national financial burden on the child welfare. While the Japanese law clearly stipulates the national responsibility in relation to the degree of the rights, the Korean law does not directly touch upon it. Furthermore, the Japan's law guarantees that not only children but also protectors retain the right to choose and apply for services.

In this study, we conducted a comparative study on user's perception and behavior on public system service (PSS) using institutionalism theory and MGA (multi-group analysis) methodology. In particular, this study focuses on how institutional isomorphism is applied to public system services and how MGA can be implemented correctly in a variance based SEM (structural equation model) such as PLS (partial least square). A data set of 496 effective responses was collected from pubic system users and an empirical research was conducted using three segmented models categorized by public proximity theory (public firms = 113, government contractors = 210, private contractors = 173). For rigorous group comparisons, each model was estimated by the same indicators and approaches. PLS-SEM was used in testing research hypotheses, followed by parametric and non-parametric PLS-MGA procedures in testing categorical moderation effects. This study applied novel procedures for testing composite measurement invariance prior to multi-group comparisons. The following main results and implications are drawn : 1) Partial measurement invariance was established. Multi-group analysis can be done by decomposed models although data can not be pooled for one integrated model. 2) Multi-group analysis using various approaches showed that proximity to public sphere moderated some hypothesized paths from quality dimensions to user satisfaction, which means that categorical moderating effects were partially supported. 3) Careful attention should be given to the selection of statistical test methods and the interpretation of the results of multi-group analysis, taking into account the different outcomes of the PLS-MGA test methods and the low statistical power of the moderating effect. It is necessary to use various methods such as comparing the difference in the path coefficient significance and the significance of the path coefficient difference between the groups. 4) Substantial differences in the perceptions and behaviors of PSS users existed according to proximity to public sphere, including the significance of path coefficients, mediation and categorical moderation effects. 5) The paper also provides detailed analysis and implication from a new institutional perspective. This study using a novel and appropriate methodology for performing group comparisons would be useful for researchers interested in comparative studies employing institutionalism theory and PLS-SEM multi-group analysis technique.
This study set the research model to examine the correlation between Word-of-Mouth constraint factors, efforts to negotiate pertaining to these, Flow and Word-of-Mouth intent based on the theory of leisure constrain when it comes to the correlation between consumers' Word-of-Mouth constraint factors and Word-of-Mouth. Correlation among the variables were verified in an empirical manner. Results of this study are summarized as follows. After verifying the hypotheses, all the hypotheses were adopted excluding the hypotheses of two results (Hypothesis 1, hypotheses 5). Detailed results regarding this are as follows. First, the following is the effect of the Intrapersonal Constraint and Word-of-Mouth constraint factors on the Word-of-Mouth constraint negotiation effort. Interpersonal Constraint and Structural Constraint exert positive (-) effect on the Word-of-Mouth constraint negotiation effort. In case of Intrapersonal Constraint, negative (-) effect was demonstrated. Thus, this was statistically significant although dismissed from hypothesis verification. Second, the following is the result of examining the structural correlation between Word-of-Mouth constraint negotiation effort, Flow and Word-of-Mouth. Word-of-Mouth constraint negotiation effort exerts positive (-) effect on the Flow, but it was not statistically effective in case of the Word-of-Mouth. Lastly, it is possible to see that the Flow plays the role of a medium since it exerted positive (-) effect on the Word-of-Mouth. Results of this study are expected to provide key theoretical and working level implications as well as general understanding of the Word-of-Mouth constraint factors, consumers' Flow and Word-of-Mouth.
Since 2005 KICE - TLC has focused on the development of supporting programs for teaching consultation and pedagogical content knowledge(PCK). The purpose of this year's research was to explore types of pedagogical content knowledge(PCK, hereafter) for effective teaching mathematics topics drawn from the amended national mathematics curriculum announced in February, 2007. Based on this year's PCK research, we will develop mathematics teaching consulting program from 2009 research by field testing of developed mathematics PCK. The major source of data for this study was transcripts of audiotapes of the group discussions that took place during the regular weekly meetings where we compared and analyzed three teachers' classes. We also conducted open-ended interviews with the three teachers and collected reflective notes written by participants. This research provided teachers with an opportunity to think about what is important in the teaching of a topic and why, and to consider possibilities for future development. This research highlights the importance of teacher meetings where teachers share their expertises and insights through reflection and dialogue. By introducing the concept of PCK, examining, analyzing and modelling it in pre-service and in-service teacher education practice, we can contribute to extend teachers' professional learning. Finally, just like quality student learning, quality teaching and teacher education practices require critical reflection and careful scaffolding.
The purpose of this study was to determine the hierarchical linear relationship among receptivity to organizational change, individual variables of professors and organizational variables in junior colleges. The population for this study was 12,920 professors in 139 junior colleges. Using random sampling method considering subject, 800 professors in 40 colleges were sampled for this study. The data were collected from May 26 to June 13. A total of 445 out of 800 questionnaires were returned of which 441 of 40 junior colleges were used for analysis after data cleaning. These data were analyzed by both descriptive statistics and One-way ANOVA with Random Effects, Ranmdom-Coefficients Regression Model, and Intercepts-and Slopes-as-Outcomes Model of hierarchical linear model(HLM). All data analysis was accomplished using the SPSS 20.0 for windows program and the HLM 6.0 for windows program. An alpha level of 0.05 was established priori for determining the significance. The findings of the study were as follows: First, the level of receptivity to organizational change of professions in junior college was 3.94. Second, 56.5% of total variance in receptivity to organizational change was individual level variance. 43.5% of total variance in receptivity to organizational change was organizational level variance. Third, personal valence about organizational change, psychological ownership, experience of assignment, years of service and job security had positive effects on receptivity to organizational change while years of service had negative effects on receptivity to organizational change. The effect of personal valence about organizational change was highest, and the effect of job security was lowest. Fourth, degree of organizational change, participative decision-making, group culture and accessibility of information related to organizational change had positive effects on receptivity to organizational change. The effect of degree of organizational change was highest, and the effect of accessibility of information related to organizational change was lowest.

This study was conducted to expand the distribution of new technology efficiently by analyzing the structure relationship based on the innovation resistance model and partial least square structural equation model (PLS-SEM). This study selected innovative propensity, relative advantage, compatibility, complexity, trialability, risk, and extension service consisting of educational, technical, and funding services as factors affecting innovation resistance. This study constructed a questionnaire that measured 11 factors including acceptance intention of new technology using 33 indicators. Data was from April to October, 2017, targeting 180 farmers who did not join in projects to spread new technologies of the Rural Development Administration. Results showed the factors positively and significantly affecting innovation resistance include complexity and risk. Innovative propensity did not have any effect on innovation resistance. However, it positively affected acceptance intention of new technology. The service of the extension organizations had a negative effect on innovation resistance, but did not affect acceptance intention of new technology. This study suggests that extension services should promote activities such as education, consulting, publicity and pilot projects related with new technologies in order to minimize the antipathy toward new agricultural technologies.

Recently, product design innovation to improve user experience has been perceived as a core element of enterprise competitiveness due to the fierce market competition and decrease of the technological gap between companies, but there is insufficient services to support the product experience evaluation of small and medium-sized companies (SMCs). The aim of this study is to develop a web-based product user experience evaluation and certification system supporting product design practices for SMCs. For system interface design, we conducted systematic functional requirement elicitation methods such as user survey, workflow analysis, user task definition, and function definition. Then main functions, information structure, navigation method, and detailed graphic user interfaces were developed with consideration of user interactions and requirements. In particular, it provides the databases for evaluation efficiency to support the evaluation process above a certain level of performance and efficiency, and knowledge databases to utilize in the evaluation and product design improvement. With help of the developed service platform, It is expected that the service platform would enhance SMCs' product development capability with regard to the user experience evaluation by connecting the consulting firms with SMCs.
The purpose of this study is to verify the influence relationship of digitally converted services on consumers' intention to use since traditional services are being converted to digital services due to technological development and increase in non-face-to-face services. The study consisted of a program development procedure and a program effectiveness verification procedure, and bootstrapping was performed to verify the mediating effect adjusted along with multiple regression analysis. The subjects of this study were 323 university (graduate) students and the general public residing in Korea. Results. First, it was found that the three perceived interaction factors (perceived communication, perceived control, and perceived reactivity) of digital transformed services had a positive effect on perceived usefulness and perceived ease of use, respectively. Second, the relationship of influence of technology acceptance intention was verified. Third, it was confirmed that the effect of the three perceived interaction factors of digital transformed services on intention to use was mediated by perceived usefulness and perceived ease of use. Fourth, the mediating effect mediated by digital disparity was confirmed. As a result, it was confirmed that the three perceived interaction factors of the digitally converted service are important factors in the intention to use the digitally converted service. This suggests that efforts are needed to minimize the digital divide.
