A Model of the Construction Risk Management System for Site Personnel in the Construction Project (건설현장 실무자를 위한 건설공사 위험관리시스템 모델)

  • Although the construction industry has been rapidly increased at its size and technologies as a locomotive of the economy development in Korea, most construction companies have not paid their attention on the construction risks seriously. However, they have been experienced a lot of business deterioration and project instability during the IMF crisis and WTO entry, and trying to figure out a way to manage the construction intrinsic risks systematically. Some top ranked construction companies have already developed and been implementing a risk management system for the oversea construction projects applying for the marketing and bidding stage, but not for the domestic construction projects during construction phase yet. This paper proposes a construction risk management system model for the site personnel to understand and manipulate very easily in the construction project.

Analysis on Risk Factors of Reactor Containment Building Construction using Analytic Hierarchy Process (계층 분석 방법을 이용한 원자로 격납 건물 시공의 리스크 요인 분석)

  • Since the construction of Kori 1 was completed in 1978, the construction projects for nuclear power plant are increasingly expanded into domestic and foreign sites. However, some of construction sites of nuclear power plant have the problems of process delay and cost loss due to lack of ability of risk management. The construction of reactor containment building in nuclear power plant is especially dotted with many risk factors because it needs professional skills and large-scale resources due to long duration compared with different construction phase. Therefore, it needs the study that analyzes risk factors expected in construction of reactor containment building and suggests way of stable performance of projects. So, this study assesses risk factors of construction of reactor containment building. For the objectives, this study uses survey for group of minority specialists of 36 experts. The risks of 24 factors is classified by criterions of process, cost, safety, and quality and the results of assessment is analyzed by analytic hierarchy process. As the results, the importance and priority of risk factors classified by each criterion were calculated and the applicability of analytic hierarchy process was identified to analyze risk factors of nuclear power plant construction. These will be baseline data for risk management in construction phase of reactor containment building.

  • In the construction industry, risk management has gained constant attention as the factor not only to evaluate global competitiveness of the country but also to secure competitiveness of public institutions and private companies. For effective construction risk management, the specific work process improvement that can be employed in the field in terms of risk management of the entire corporation such as financial, insurance and safety management is necessary. To manage construction risks, what is important is the step to identifying inherent risks in the construction project. The identification of risks will be followed by the step to seeking ways to establish and manage strategies responding to the risks. This study suggests ways and processes to make a checkslit to identify risks through case studies. To that end, the focus will be placed on working process improvement of risk identification among stages to manage construction risks such as risk identification and analyses, planning to respond to risks, risk monitoring and management. The case study checklists show that setting up the system to classify risks by stage is helpful to figure out causes of risks to reduce or eliminate risk factors. The checklist making process that considers features of the project is expected to contribute to successful completion of the project by enabling effective risk identification and systematic risk management.

  • This paper investigated the qualitative introduction status of domestic major construction company. And that focused on a point of suggestions about CM at Risk introduction. The survey analysis showed that three importan suggestions. First, the biggest obstacles factors to CM at Risk introduction that related laws is lagging amendment. Second, we have to improve the available hands ability in domestic major construction company. And last, we have to do that using uncomplicated design and standard design form. Consequently, environmen analysis for the introduction and example project is urgently required.

Improving Qualification of Safety Manager at Construction Site (건설현장 안전관리자의 자격기준에 관한 연구)

  • As shown in the accident analysis from 2007, it has been found that causes of accidents on large-scale projects are different from those found in general construction projects. A 300-question survey regarding systematic and practical aspects of safety problems at construction sites was distributed to ten (10) different companies. Participants were to respond subjectively, so that the results could be used to assemble the first formal questionnaire survey. They were collected and compiled by an advisory committee for this study. The resulting surveys were then sent to the division chiefs of the top 100 construction companies in Korea, in order to improve the response rate. The Department of Safety & Health Direction, and the :Ministry of Labor, ROK sent the same sheets to medium and small construction companies that placed within 101-200th of all Korea construction companies. The above safety engineers were classified into four (4) levels, from 1st to 4th, followed by the project dollar amount and risk level. Formulae were developed to assign safety engineers to construction sites by engineer level, the project dollar amount, and the project risk level. Conclusions are summarized as follows: 1) Reviewing the assignment system of experienced safety engineers to large scaled projects - The more experienced the engineers assigned to a project, the higher the level of accident prevention. 2) Enforcing the assignment of advanced level safety engineers to large-scaled sites - At least one advanced-level safety engineer should be assigned to construction sites with projects valued at $15million USD (15,000,000,000). 3) For assigning safety engineers by risk level - Twenty models have been developed to calculate the number of safety engineers to be assigned by risk level. In the future, risk level for each job should be established by the government (as is now the practice in Germany).

Risk-based Decision Model to Estimate the Contingency for Large Construction Projects (리스크 분석에 기초한 대형건설공사의 예비비 산정에 관한 연구)

  • Nowadays the rapid change in construction environment getting more globalized and complicated has caused lots of unexpected risks from inside and out of the country, so more sophisticated construction management strategies are being strongly needed. This paper suggests a risk management model with which we can estimate the appropriate contingency by quantifying the amount of probable risks immanent in large construction projects, which have a high degree of uncertainty in the anticipation of the total construction cost. To develop the model, the risk factors that make cost variations are elicited based on the real data of the contingencies assigned to the past projects. Furthermore, the influential relationship of risk factors is structured by applying the CRM(Cost Risk Model) which is the synthetic model of Monte Carlo Simulation, Influence Diagram and Decision Tree. The ultimate outcome of this research can by validated by tile case study with a large construction project performed.

  • Accident prevention plan it a construction site should be analyzed and made with risk evaluation and management, from recent year, in Korea. Accidents occurred in construction site are related to all parties such as owner, main and subcontractor, labour. But analyzing some relationship between main and subcontractor is very important to estimate what risk between then are existed in a site. There are some different aspects concerning with risk management between them. Everywork has its own risk in there, This is the reason why everywork which are made by subcontractor himself should be evaluated for risk level. And main contractor should provide for subcontractor to prevent each risk at the work, all the time.

  • Little attention has been focussed on a precise definition and evaluation mechanism for project management risk specifically related to contractors. When bidding, contractors traditionally price risks using unsystematic approaches. The high business failure rate our industry records may indicate that the current unsystematic mechanisms contractors use for building up contingencies may be inadequate. The reluctance of some contractors to include a price for risk in their tenders when bidding for work competitively may also not be a useful approach. Here, instead, we first define the meaning of contractor contingency, and then we develop a facile quantitative technique that contractors can use to estimate a price for project risk. This model will help contractors analyse their exposure to project risks; and also help them express the risk in monetary terms for management action. When bidding for work, they can decide how to allocate contingencies strategically in a way that balances risk and reward.

  • The purpose of this study is to develop a supporting tool for efficient management, at preconstruction phase, of the schedule risk that is able to generate at construction phase. The main contents of this study to develop a practical tool are as follows. First steel work was selected as a relevant trade and a risk breakdown structure focused on the process of steel work having large effect on total construction process was made. Secondly, the work flow considering schedule risk factor was made and schedule risks that must be managed preferentially through analyzing the grade of importance for risk was selected. Finally, based on above two procedure, the management form for schedule risk was developed It is necessary to accumulate abundant data for schedule risk for other construction process and to develop a manual and a schedule risk management system.

Analysis and Quantitative Estimation of Risk Factors of Design-Build (턴키 프로젝트에서 리스크요인 분석 및 정량적 평가)

  • The Risks in undertaking a construction project comes from many sources and often involves many participants in the project. This study has identified various kinds of risks, assessed the risk factors quantitatively and suggested risk management method for response pertinent in Design Build(Turn Key)type of projects in Korean context. A questionnaire was designed comprising of 145 possible risks in all types of construction projects. The population from owner, consultant and contractor groups was asked to indicate the risks applicable in DB projects. 25 numbers of critical risks in DB projects were identified and further analyzed for reveling inherent relationship between them through factor analysis. Factor analysis revealed 8 risk factors in DB projects. Construction site related, contract related and design related risk factor consisted about 72% of total risk weight. It has been found out about 6%, while considering the mutual dependency, it is about 10% of total cost of DB project. Therefore, It is suggested that 6% to 10% of construction amount as contingency has to be made provision for risk responses in the DB projects.
