The use of economic incentives to improve H&S performance in the construction industry in general, has been investigated by various scholars. However, few studies have looked at the impact of economic incentives on construction clients especially in the developing world. Therefore it was necessary to investigate specifically the impact of the economic incentive on client's H&S performance. Economic incentives are considered to be a proactive way of improving H&S performance. The investigation was conducted using a Delphi technique to determine the impact significance of the economic incentive or disincentive on construction clients' H&S performance. Findings from the study were that the economic factor had critical impact significance on clients' H&S performance. Further clients were 'very likely to' implement various H&S elements as a result of the economic incentive and disincentive. The paper will report on the findings from an analysis of impact significance of the economic incentives on clients. It will underscore the point that economic incentives or disincentives on construction clients are necessary to encourage them to actively participate in H&S performance improvement.

The duty of construction clients in WSH (Workplace Safety and Health) system was included in the amendment of Occupational Safety and Health Act (enforced on 16 January 2020), which was estimated the shift of paradigm in the prevention of construction accidents. The purpose of this paper is to introduce the analysis results of construction clients' role in the construction project, which were performed by authors over the recent years in order to impose the duty on construction clients, and to suggest their role according the plan, design, and construction stage. Utilizing the systematic literature review process based on Meta analysis, the related papers were selected. For the selected papers, related domestic and foreign regulations, and other prominent report, the construction clients' role was analyzed by reflecting the experts' advice. Results show that the construction clients should control the designer and contractor for implementing the WHS system during the whole process of the construction project. They should supply sufficient source and time to ensure the workers' safety. In the plan stage, the key role of construction clients is to identify intensively controlled hazard and risk reduction plan and to transfer the results. In the design stage, their key role is to select the designer with the capacity in WSH and to assist the designer for the safety design. The main key role of construction clients in the costruction stage is to select the contractor with specialty in WSH including a contract reflecting the WSH requirement and to check implementation of WSH plan, WSH cost, WSH education, and accident report. In addition, it is thought that the construction clients' participations in the site WSH activity and adjustment of safety and health problem among contractors can be effect in the prevention of construction accidents.

The aim of this study is to develop elements for assessing safety management capability of construction clients. To this end, it is investigated theoretical concepts of the organizational safety management and successful construction management factors of construction clients. From which, the elements appropriate to assess the safety management capability of the construction clients are proposed. Questionnaire survey targeting construction safety management experts have been carried out to adjust the proposed model more eligible for field application. Finally, relative importance of each element is analyzed using analytic hierarchy process method. The developed model elements are expected to use effectively for assessment of the safety management capability of the clients.

This paper represents a partial outcome of a doctoral research undertaken at the University of Tokyo, Japan. The doctoral research looked on the phenomenology of innovation and its implications for the construction industry in Japan. This paper focuses on the perception of innovation by major Japanese construction clients and major Japanese construction firms. Among construction researchers innovation is a popular topic and no conference will miss covering the issue. After a period of very critical judgment on the ability of the construction sector to innovate and partially even frustration on the inflexibility of the sector, a much more positive attitude was taken. At present, most construction researchers would agree that the construction sector clearly is very innovative. That stands in contrast with how construction practitioners perceive their own sector. This paper presents the results of and empirical research in how construction clients and contractors in Japan perceive the issue of innovation. In fact the perceptions differ largely and give interesting insights on particularities of the Japanese construction sector and on the mismatch of clients and contractors perceptions.

Intense competition existing in construction market creates an industry that is dominated by the client groups. Numerous studies dealing with private clients' needs and expectations from contractor firms exist in the literature. However in the unique construction industry, in addition to clients, consultants as representatives of clients will almost always have very important roles to play as well. By presenting survey findings of 50 consultant firms, this study provides insights into consultants' general needs and expectations from contracting organizations on behalf of their clients by using the data from Northern Cyprus private building construction market.

This study investigated the recognition difference among construction work participants for the assignment of the safety and health management responsibility to a client by survey. Recently, there were some studies for the client's responsibility and duty and they suggested the client-initiative safety and health management system in order to prevent construction accidents. To supplement the existed studies, this study surveyed various construction participants such as clients, safety managers, construction managers, supervisors, others. The clients and construction managers considered the contractor as most important person to prevent construction accidents, but the safety managers and supervisors considered the client. For the opinion that the assignment of the safety and health management duty to a client is helpful, safety managers were agreed with the most. However, the clients showed the lowest agreement. The reasons that the negative opinion for the assignment of client's the safety and health management were different between clients and other construction parties. Since, clients showed large difference to other construction participants for the recognition of works' safety and health, the education about the works' safety and health management should be continuously performed for clients to have correct recognition for works' safety and health.

Recently clients requirements and social requirements are complex and large sized in construction projects. Futhermore, processes and steps are more complexed than before. Unsuitable reflection of clients brings mistaken opinions. A phase of middle change makes delay and change. It brings problems of waste expense and time. 80, first stage of planning and schematic design processes have to reflect of clients opinion actively. by increasing of constructions project competitiveness. Recently, BIM(Building Information Modeling is being researched frequently. Through visualization of information proceed step by step and it helps cognition of adapting information. 80, this paper finds and suggests solution of reflecting clients opinion and requirements and non professional clients and positively support of client participation watching based on BIM.

Construction clients are the key player in that they initiate construction projects and are in a position to influence the efficiency and productivity of the projects. Construction projects by nature require team-working so clients's leadership is the crux of project success. The objective of this paper is to suggest characteristics of construction clients' leadership in terms of best practice based on the analysis of project success cases. Four key elements of construction clients' leadership are identified and best practice from the case studies were related to the elements.

Lack of client involvement in construction of public projects has been identified as the main cause of many operational problems. Clients need to perform their roles and responsibilities effectively and efficiently at the right time and through the use of correct methods in order to have the optimum involvement required during all the construction project phases, namely, the planning, design, construction, handover, and operation and maintenance phase. This paper investigates the influence of clients' individual factors on their involvement in construction project delivery. A questionnaire survey was distributed to various government agencies of the Kingdom of Saudi Arabia (KSA). Explanatory Factory Analysis was performed to group nineteen individual factors. The factor analysis result suggests that the individual factors that can involve clients' involvement in construction projects can be grouped into five, which are: adequacy of knowledge and experience for decision making in the early stage of design; ability to communicate clearly; job satisfaction; personal skills; and expertise in design and construction.

In 1994, the house construction work was separated from design part to prevent incomplete work and to improve quality. During that time, the supervision in the house construction work has made a great development in the quantity phase, but there is no study case about the satisfaction degree of clients on the supervision job. This study presents the improvement schemes of the supervision job rationality, the revision of supervision system and supervisor's improved construction management ability. also, This paper aims at advancing our construction field and enhancing competitive power by seeking for solutions to problems and improving current system to a reasonable supervision in the house construction work comparing and analyzing by questionnaire in Taegu, Kyungbuk area. The further study will be needed about the whole Korean construction market.
