High temperatures and humidity in summer strongly affect conditions of construction workers. These could lead to safety accidents and results in fatal accidents. This study, based on 3 years of weather and fatal accident data, explains the association between fatal accidents in summer and discomfort index and proposes management directions.
The main purpose of this study is to present the strategies for strengthening the leadership of field supervisors to effectively prevent construction accidents. To this end, first, this research study reviewed the meanings, functions, types and characteristics of the leadership of field supervisors in safety management activities on construction sites through the literature review. Second, the researcher investigated the types of supervisors' leadership and the level of field safety management activities through questionnaires. Third, the types of supervisors' leadership are categorized by that level. Fourth, the leadership type of field supervisors is suggested to effectively prevent construction accidents. Finally, the strategies to promote supervisors' leadership are developed.
Construction accidents occur reiteratively in similar fashions. There have been several attempts to develop a safety program for preventing construction accidents on sites. It will be very effective to use previous accident cases for establishing proper safety plan and managing safety process. This research develops a case-based construction safety management system which enables construction managers or safety managers to prevent potential accidents during the construction process. The case-oriented approach is performed through the representation of previous accident cases in accordant with the similarity to the conditions of current site. It uses a case-based reasoning which is one of the reasoning methods of an expert system. A prototype system for the reasoning model was implemented using one of the case based system development tools. The system was applied to a real construction site to verify its capability and validity. It was founded that the causes of accidents were successfully removed, so the proposed model proved to be reasonable. Additional research is needed to resolve the technical problem how to adapt the countermeasures for accident prevention provided by the reasoning model.
건설업은 타 산업에 비해 높은 사망사고율을 보이고 있으며, 최근 사망사고에 대한 기업의 법적 책임이 강화되고 있다. 이는 건설사에게 큰 부담이 되고 있으며, 건설 사망사고에 대한 선제적 예측과 관리의 필요성을 증대시키고 있다. 본 연구의 목적은 의사결정나무를 활용하여 건축공사에서 발생할 수 있는 사망사고를 사전에 예측할 수 있는 모델을 개발하는데 있다. 본 연구에서 의미하는 사망사고 예측모델이란 건축공사의 조건에 따라 공종별로 발생할 수 있는 사망사고의 가능성(확률)을 예측하는 모델을 의미한다. 예측모델의 활용을 통한 사망사고에 대한 사전 예측과 선제적 대응은 법적 처벌을 예방하고 건축공사의 성공적인 수행이라는 측면에서 중요한 의의를 지닌다.
Recently, carelessness on safety management in construction sites has caused a sharper upward trend in accidents and disasters, compared to the past. Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2007, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.
Recently, the number of accidents reported involving foreign laborers has risen, and the need to prevent accidents at construction sites has become more urgent. It has been found that 90 percent of construction accidents are caused by unsafe work practices, and various studies have been conducted on these practices with the aim of preventing accidents at construction sites. However, the tendency with previous studies was to average the results of survey responses, and as a result it is impossible to consider the potential risk of how many foreign laborers feel unsafe in relation with the unsafe practices. Therefore, in this study, importance-performance analysis (IPA) was improved in order to assess the potential risk of the unsafe practices of foreign laborers at construction sites in Korea. To verify the applicability of the improved IPA, a survey was carried out, and then the results were compared with those of the IPA. Through the use of the improved IPA, unsafe practices that were not found in the previous IPA but have potential risk were identified. The method proposed in this study is expected to contribute to the prevention of construction accidents of foreign workers by enabling a more efficient management.
건설 사고재해의 가장 큰 원인은 인적요인이므로, 건설공사에서 휴먼에러를 감소시켜 사고재해를 감소시키는 것이 중요하다. 그러나, 휴먼에러는 조직적 상황의 연속적인 흐름이 배후 요인으로 작용한다. 따라서, 휴먼에러의 배후 요인을 파악할 수 있는 m-SHEL 모델을 사용하여 건설 중대 사고재해를 분석하였다. 분석 결과, 건설 중대 사고재해 유형에 따라 휴먼에러를 일으키는 배후 세부 요인이 차이가 있다는 것을 파악하였으며, 휴먼에러 배후 요인 중 L-m 요인, L-H 요인, L 요인 순으로 많이 차지하고 있는 것을 알 수 있었다. 본연구는 건설공사에서 휴먼에러를 줄이기 위해서는 조직적 상황을 파악하고 대응하는 것이 중요하다는 것을 사례를 통해서 확인하였다는 점에 의의가 있다.

Construction safety remains an ongoing concern, and project managers have been increasingly forced to cope with myriad uncertainties related to human operations on construction sites and the lack of a skilled workforce in hazardous circumstances. Various construction fatality monitoring systems have been widely proposed as alternatives to overcome these difficulties and to improve safety management performance. In this study, we propose an intelligent, automatic control system that can proactively protect workers using both the analysis of big data of past safety accidents, as well as the real-time detection of worker non-compliance in using personal protective equipment (PPE) on a construction site. These data are obtained using computer vision technology and data analytics, which are integrated and reinforced by lessons learned from the analysis of big data of safety accidents that occurred in the last 10 years. The system offers data-informed recommendations for high-risk workers, and proactively eliminates the possibility of safety accidents. As an illustrative case, we selected a pilot project and applied the proposed system to workers in uncontrolled environments. Decreases in workers PPE non-compliance rates, improvements in variable compliance rates, reductions in severe fatalities through guidelines that are customized according to the worker, and accelerations in safety performance achievements are expected.
건설업은 사고로 인한 사망자의 비율이 타 산업에 비해서 매우 높으며, 이는 안전이 점차 중요시되고 있는 현실에서 개선할 필요가 있는 문제이다. 안전의식과 관련된 사항이 건설 안전사고 발생의 주요 원인이므로, 건설근로자의 안전의식을 향상시킬 필요가 있다. 이를 위해서 본 연구에서는 건설관리자와 건설근로자의 안전의식을 비교분석하였다. 비교분석 결과 건설관리자보다 건설근로자가 안전의식이 낮으며, 안전에 대한 인식에서도 서로 차이가 있다는 것을 확인할 수 있었다. 또한 분석 결과를 토대로 건설근로자 안전의식을 향상시키기 위한 방안을 제시하였다. 이는 건축공사 안전사고를 감소시키는데 도움을 줄 수 있을 것이다.
The fall accidents have been occurred continuously although the efforts to prevent fall accidents have been made constantly. On the other hand, the U.S.A executes the policy improvements and various prevention system then, as a result, the fall accidents of the U.S.A. construction industry are greatly decreased. Therefore, the objective of this study is to investigate the causes and prevention system regarding fall accidents between South Korea and U.S.A. The findings of this study can be utilized to decrease fall accidents of South Korea as a basic material.
