The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. Therefore, ubiquitous echo city construct ion becomes realized as static spatial informal ion construct ion and dynamic mobile based ubiquitous lives operable by the information infrastructure and IT839 policy items operation. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

Construct ion sector government policies are targeted towards regulation than facilitation and management. This approach often fails to integrate different segments of the public and private and seems to be inadequate in encouraging the private sector to achieve better quality construction. This situation suggests a need for a better and systematic approach for construct ion policy making. This paper suggests a model-based approach to public policy making using system dynamics approach. Singapore government's policy making efforts to encourage the use of prefabrication are discussed as an application example. This paper presents system models which discuss strengths and weaknesses of the current construction system in Singapore using casual loops, and highlights the feedback processes that would be useful in decision making for the government. Based on these system dynamics models, this paper identifies four major potential policy interventions policy interventions.

Muan Enterprise City is a mega-project that has an investment worth up to $3 billion only in the construction of infrastructure. The project's success will largely depend on the success of its construction management. This study sets out to establish a construction management plan for Muan Enterprise City by defining the core objectives and organizational structure and its supporting system. Project outline and core objectives were analyzed, and necessity of construction management and processes evaluated. Based on this analysis, implementation strategy for the achievement of project goals was defined and developed, and organizational structure and its support system to execute established. This study strives to support the project's construction management being carried out under proper planning and possibly set an example for construct ion management of mega-structures in the future. With the increased demand on housing quality and effective urban redevelopment, a new paradigm in reconstruction project is in need. Especially, the Urban and Residential Environment Improvement Law which initiated on July 1, 2003 has become a significant turning point. This code is expected to function as a consistent and systematic measure. This study will examine the code's major concepts and methods to progress reconstruction projects effectively. The application of construction management is examined carefully since the new code requires renewal project consulting firms to function as a professional complement rather than simply perform administration work, as in the past. Also, construction managing methods that can be related to renewal project consulting are examined and speculated. Lastly, methods to improve efficiency in reconstruction projects are introduced through case study and analysis on applicability and expected results.

Battlefield management systems are operated by the Public Key Infrastructure (PKI) and cryptographic equipment is distributed through the personal delivery to the enemy has deodorizing prone to structure. In addition, Per person each battlefield management system (C4I) encryption key operate and authentication module to manage multiple encryption so, encryption key operating is restrictions. Analysis of the problems of this public key infrastructure(PKI), Identity-Based Cryptosystem(IBC) and Attribute-Based Cryptosystem(ABC) to compare construct the future of encrypt ion and authentication system were studied. Authentication method for the connection between the system that supports data encryption and secure data communication, storage, and communication scheme is proposed.

A river space means the river related environments such as rIver and floodplain. Because river space data include two-dimensional and three¬dimensional characters. geographic informat ion system is an effect ive tool to manage the data. The objective of this study is to construct the pilot system called RSDB '93 and to simulate the system in practical aspects. The local area for the study was limited about 12km from Jamsil cheolgyo to Dongjak daegyo of the Han River. PC ARC/INFO was selected which can be used on PC 386DX. The Graphic data in an establ ished database contain river layer. floodplain layer. road layer. profile site and hydraulic structure site8 layer. Attributes include water prof i Ie. ut i I i ty status. ecological data. landmark data. hyd¬rology data. water quality data. aerial photo and other photos. RSDB '93 is a system presenting the potentials for the effective river space management which can be applied to all the domestic rivers.

It is important to integrate an enterprise application for automating of the business process, which is responded by a flow of market environment. There are two categories of method that integrate enterprise applications. One is Synchronous Integration, and the other is Asynchronous Integration. EAI(Enterprise Application Integration) and Web service which of the asynchronous integration is focused in the automating method of the business process. After we construct the application integration for automating of the business process, we have to concern about managing of the business transaction. Many Organizations have proposed the process method of business transaction based on 2-phase commit protocol. But this method can't supply the phase that classify the transaction by transaction weight. In this paper, we propose an efficient method of transaction process for business transactions, which is composed by "Classify Phase" that classify transactions. We called this model "3-Phase Commit Method Applied by Classify Phase, " we design this model to manage an resource of enterprise efficiently. The proposed method is compared by the method based on 2-Phase commit that could be a problem of management the resource of enterprise, and the advantage of this method is certified to propose the solution of that problem.ion of that problem.
