An Empirical Study on the Management Performance of Excellent Quality Competitiveness Enterprise (품질경쟁력(品質競爭力) 우수기업(優秀企業)의 경영성과(經營成果)에 관한 실증적(實證的) 연구(硏究))

  • The 'Excellent Quality Competitive Enterprises' selection system began with the government's selection and announcement of 'Top 100 Excellent Quality Competitive Enterprises' in 1997 in accordance with Article 6 of the Quality Management and Safety Control of Industrial Products Act and Article 5 (Selection of excellent quality management enterprises, etc.) of the Act's Enforcement Decree. The content of the research and analysis results is summarized as follows: 1. The participation and confidence of enterprises in the differentiation of the assessment system for the excellent quality competitive enterprises selection system is high: from the initial year to the present, 10% of enterprises have participated in the system for over 10 years and since 2000 participating enterprises have been on a steady rise. 2. The distribution of participating enterprises is not limited to any specific region but is spread nationwide, while the participation scale and business types also are being evenly distributed. 3. From the perspective of management performance, as compared with the average of domestic manufacturing businesses or that of U.S. manufacturing businesses, an analysis found that among management results, the excellent quality competitive enterprises achieved far higher sales growth and operating profit rate on sales, however their own capital ratio and debt to equity ratio appeared to be slightly higher.

Fraudulent Financial Reporting Practices: Case Study of Satyam Computer Limited

  • Fraudulent financial reporting practices can have significant consequences for organizations and all stakeholders, as well as, for public confidence in the capital and security markets. In fact, comprehensive, accurate and reliable financial reporting is the bedrock upon which our markets are based. Keen to project a rosy picture of the Satyam to investors, employees and analysts, Mr. Raju (CEO and Chairman) fudged the account books so that it appeared to be a far bigger enterprise, with high profits and fast growth rate, than it actually was. The Satyam fraud has shattered the dreams of different categories of investors, shocked the government and regulators alike, and led to questioning of the accounting practices of statutory auditors and corporate governance norms in India. This is an exploratory study based on secondary sources of information. An attempt has been made to provide an explanation for various intriguing questions about Satyam scam. After thorough investigations by the CBI and SEBI, they have unveiled the methodology by which Satyam fraud was engineered. Finally, we recommend "Fraudulent reporting practices should be considered as a serious crime, and accounting bodies, courts and other regulatory authorities in India need to adopt very strict punitive measures to stop such unethical practices."

  • Various construction bonds and warranties critically burden the general contractor. Also, sporadic or cumulative delays of progress payment by the owner can further trap the contractor in a financial quagmire. Facing the possibility of cash flow deficiency and callous response from the banks, most construction firms may become financially incapable of market competition, and attractive project tenders become a bidding game among few deep-pocket players. The downside of such market environment is that the depth of pocket, rather than that of professional competency dictates the choice of market winners. In Taiwan, this has been a potential crisis to the construction industry after the financial crisis which started out since 2008. To encounter this problem, this research will examine the means to better manage the construction industry. Essentially, a credit guarantee system (CGS) is the prime solution to strengthen a bank's confidence in any particular construction firm. Thus establishing a national platform which evaluates and rewards a construction firm's overall credibility is pivotal, and this third-party rated credit can help a bank to render a loan more wisely. Finally, this paper will propose the ideal operating schemes of construction-specific CGS in Taiwan and a credit scoring prototype model for construction industry, as reference for the government and banks, respectively.

Analysis of Citizens' Recognition on Photovoltaic System Supply Policies in Domestic Housing Sector (국내 주택부문 태양광 보급정책에 대한 시민 인식분석)

  • This study has intended to analyze citizen's recognition on Photovoltaic (PV) System Supply Policy in Korea. To reach this goal, this study has employed a survey method and statistical analysis. We have asked 140 citizens knowing the policy to some degree to answer questionnaires including various contents related to PV supply policy driven by central government of Korea. The contents of questionnaires consist of three parts: 1) supply policies, 2) PV system and 3) expected effect from the policy. To verify any differences among the characteristics of respondents, ANOVA (Analysis of Variance) was carried out in 95% confidence level. This study has found the following results: 1) most citizens were positive about the 'Photovoltaic System Supply Policies'; 2) most citizens anticipated the policy would be helpful to cope with the environmental problems and energy crisis and 3) there exit subtle differences between residents according to the respondent's characteristics such as sex, age, occupation, and housing type.

A Grounded Theory Approach on Correctional Officers' Adaptation Process of Job Stress (교정공무원의 직무 스트레스 적응과정에 대한 근거이론적 접근)

  • Purpose: The purpose of this qualitative study is to explore the adaptation process of correctional officers' job stress. Methods: Participants collected were fourteen officers who had experienced the adaptation process of job stress. Data were collected through individual in-depth interviews until the point of theoretical saturation from May to August, 2017. Transcribed interview contents were analyzed using Corbin and Strauss' grounded theory method. Results: A total of 98 concepts, 27 subcategories, and 10 categories were identified through the open coding. As a result of axial coding based on the paradigm model, the job stress adaptation process centering phenomenon of correctional officers was revealed as 'repeat-mark hardening', and the core category was extracted as 'endurance in hardening' consisting of a three-step process: enduring, understanding prisoner management procedures, and rebuilding. The rebuilding was considered as the key phase to escape the repeat-mark hardening and the participants utilized various strategies such as finding fun elsewhere, restoring confidence, accepting values of the prison officer in this phase. Conclusion: The results of this study suggest that the adaptation process of correctional officers' job stress can be a process that endurance the hardening. Therefore, it is necessary to develop systematic practical education and vocational motivation programs.

Psychosocial Features Affecting Suicidal Ideation Among Human Immunodeficiency Virus-infected Older Adults

  • This cross-sectional design study was undertaken to determine the factors associated with suicidal ideation in human immunodeficiency virus (HIV)-infected older adults. Data from a city-wide representative sample collected by the Seoul Metropolitan Government were used. The cross-sectional survey was conducted between February and March 2013. Participants selected and included in the analysis were HIV-infected adults living in Seoul, and aged 50 years and older. The overall adjusted model showed that being unemployed (adjusted odds ratio [aOR], 3.34; 95% confidence interval [CI], 1.16-9.57), a history of depression treatment (aOR, 4.61; 95% CI, 1.02-20.66), perceived belongingness (aOR, 0.63; 95% CI, 0.41-0.99), and psychological functioning (aOR, 0.85; 95% CI, 0.73-0.99) were significantly related to suicidal ideation. Psychosocial features were found to be strongly associated with suicidal ideation among HIV-infected older adults. The findings could be useful for HIV nursing consultants to identify HIV-infected older adults who are vulnerable to suicidal ideation. Comprehensive mental health services should be provided as coping resources for HIV-infected older adults who have suicidal ideation.

Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration (협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰)

  • Network governance can be defined as collaborative process to develop a new socio-political order through civil society centered networking with government and market, and the term 'collaborative governance' can be used in a sense that the basis of governance is collaborative process. In particular, it can be stressed that collaborative governance between regions need double collaborative processes, that is, collaboration between local governments and collaboration between local government and local civil society within a region. Yet, the collaboration as a core element of collaborative governance should not be seen as a pure normativity presupposing confidence and reciprocity, but as a strategy based on competition and antagonism. The normativity implied in the concept of collaborative governance may not realized in actual process, and tends to be mobilized as a rationale for justifying neoliberal strategies. In order to overcome such limits of collaborative governance, the concept of collaborative governance should be reconstructed. This paper suggests that collaborative governance can be seen as hegemonic governing process in a Gramcian sense operating in the government plus civil society, and that, radicalizing Ostrom's concept, it also can be seen as a governing process producing polycentricity by self-regulating subjects. Finally, collaborative governance between regions needs expansion of material basis for economic complementarity and construction of infrastructure as well as a discursive process in order to enhance connectivity between them.

Research for Network on Medical Association and International Medical Tourism - Based on Centum Medical Partners - (의료협력과 국제 의료관광 네트워크에 관한 연구 - 센텀 메디컬 파트너스를 중심으로 -)

  • Purpose. Medical tourism is recently becoming a new industry with great growth potential. The South Korean government is shifting medical tourism from simple cultural tourism to a high value-added industry with a new paradigm. Methods. The government has been providing positive support and marketing policies since the introduction of the article concerning foreign patient attraction to the medical law in 2009, and various types of medical institutions around the country has participated actively in medical tourism by themselves or in cooperation of government bodies and made increasingly greater performance. Results. This study obtained the following results. The medical institutions in Korea have been making efforts to see more development and profitability in diverse ways, including medical tourism for foreign patients and the advance of the Korean medical institutions into foreign markets. However, many local governing bodies and medical institutions participating in medical tourism around the country have primarily focused on examination and treatment on the basis of foreign patients' visit to South Korea and rarely built a medical network with other countries directly for medical tourism. This study presents a case of building a local medical network and a network for international medical tourism successfully on the basis of the local medical association, CMP, which has been formed naturally in Busan. The success factors for CMP included 1) enthusiasm of the official in charge; 2) the medical level, the service level, and open-mindedness of participant medical institutions; 3) cost efficiency due to executive office management with no costs, no conflicts, and constant partnership; 4) security of non-competitive expertise for participants; 5) local factors of CMP; 6) participation of good agencies; 7) reinforcement of participation networks; and 8) post facto management and local doctor management. Conclusions. Its positive effects included patient introduction and greater profitability on an internal basis as well as construction of the collaboration system with the institutions related to medical tourism and confidence. However, there are some limitations: it is still difficult to predict performance due to the short period of their activities, and it is necessary to continue to observe their constant activities since a single medical association was involved.

  • The purpose of this study is to suggest public roles and responsibilities about Architecture Heritage under Act on Value Enhancement of Hanok and Other Architecture Asset by analyzing the Architecture Heritage System of Spain. The case study on Spain, Catalonia, Barcelona's Act of architectural heritage was conducted to analyze the laws and guidelines related to Architectural Heritage and to confirm the perspective on Architectural Heritage and roles by subjects through interviews with the department in charge. The role of the central governments is to the responsibility of preservation that can be offset by create incentives and expand programs to create consensus among citizens. The architecture asset survey, which is the responsibility of the municipal governments, should increase confidence by the detailed survey to define the authority and role of the basic local government. And the municipal governments must increase the architectural heritage more support and incentive. Excellence architectural assets must diversify the range of incentive and preservation, and ask for registration that various subjects can apply it by expanding category of application to public sector, non-governmental organization, citizens rather than an owner.

The Analysis on Promotion factors of Air Cargo Transportation in East-South Area (동남권 항공화물 활성화 요인 분석)

  • This study deals with the terms of three connection factors that promote air cargo transportation in the east-south area: a firm's subjective factors, industrial environment factors, and governmental policy factors. According to the analysis results, a firm's subjective factors (4.48) scored highest of the three promotion factors, followed by industrial environment factors (4.20) and government policy factors (3.88). Therefore, it is important to promote to air cargo transportation in the east-south area a firm's subjective factors (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to enhance aviation route development, and (4) to enhance business ability of airlines and forwarders. Next, air cargo transportation should be promoted in the east-south area by considering industrial environment factors and government policy factors.
