Strategic Development and SWOT Analysis for IT/ICT Programs in Universities of Mazandaran in Iran Using Digital Indices

  • The rapid growth of information and communication technologies prompted the need for developing the strategic implementation framework of IT/ICT programs in universities. Here, we propose a strategic framework for the development of the IT/ICT programs in the universities of the province of Mazandaran in Iran. We use the SWOT analysis to assist the formulation of the strategy, where the Analytic Hierarchy Process (AHP) is applied to weigh the SWOT factors and the fuzzy TOPSIS is used to evaluate the strategic plans. Based on Iran and Mazandaran Digital Indices (DI) and considering the SWOT matrix, four strategies are identified. Finally, an analytical concept, namely the strategy shooting, is considered to show the role of SWOT factors and strategic plans on the performance of the system.

  • The spatial property of contemporary library is now rapidly changing through the spatial expansion of knowledge and information, the reduction of information storing facility, the variation of approaching methods by digital shift and the transition of social recognition as a cultural facility. Also the spatial characteristics with referring characters have developed such as, decentralization, de-construction, de-boundary, individual space, erasing of boundary, flow of space which extends infinitely. The main process of library origination, the systematic classification, and the storage system concluding with the demand and value of the information by changing social demands and the role of the widest ranged facility. And 5 themes, such as, hierarchy, center, storage, boundary, and symbol, as a changed spatial concept and analyzed in the case of library plans and libraries which are actually built. The significant purpose of this research is to propose that rhizomatous intellectuality and hypertext could be a theoretical background of the contemporary architecture and could be a viewpoint of the transition of spatial structure in libraries. A future library should have spatial property embracing various social changes and needs and for this respect, it is necessary to approach and analyze through the architectural explication from diverging points of view.

  • The process of semiconductor(IC Package) manufacturing usually includes lots of complex and sequential processes. Many kinds of equipments are installed with the mixed concept of serial and parallel manufacturing system. The business environments of the semiconductor industry have been changed frequently, because new technologies are developed continuously. It is the main reason of new investment plan and layout consideration. However, it is difficult to change the layout after installation, because the major equipments are expensive and difficult to move. Furthermore, it is usually a multiple-objective problem. Thus, new investment or layout change should be carefully considered when the production environments likewise product mix and production quantity are changed. This paper introduces a simulation case study of a Korean company that produces packaging substrates(especially lead frames) and requires multi-objective decision support. $QUEST^{(R)}$ is used for simulation modelling and AHP(Analytic Hierarchy Process) and DEA(Data Envelopment Analysis) are used for weighting of qualitative performance measures and solving multiple-objective layout problem, respectively.

  • The purpose of this study is to provide a decision support to select an appropriate layered manufacturing(LM) machine that suits the application of a part. Selection factors include concept model, form/fit/functional model, pattern model far molding, material property, build time and part cost that greatly affect the performance of LM machines. However, the selection of a LM is not an easy decision because they are uncertain and vague. For this reason, the aim of this research is to propose hybrid multiple attribute decision making approaches to effectively evaluate LM machines. In addition, because subjective considerations are relevant to selection decision, a fuzzy logic approach is adopted. The proposed selection procedure consists of several steps. First, we identify LM machines that the users consider After constructing the evaluation criteria, we calculate the weights of the criteria by applying the fuzzy Analytic Hierarchy Process(AHP) method. Finally, we construct the fuzzy Technique of Order Preference by Similarity to Ideal Solution(TOPSIS) method to achieve the ranking order of all machines providing the decision information for the selection of LM machines.

  • In concurrent object-oriented languages, inheritance and concurrence are the primary features. But concurrent objects and inheritance have conflicting characteristics thereby simultaneously use of them causes the problem, so called inheritance anomaly, which requires code redefinition of inherited methods to maintain integrity of objects. In this paper, to solve this inheritance anomaly without broken of encapsulation, we introduce the state abstraction concept and map internal states of the encapsulated object into abstract slates. And also, we design the inheritance interface for efficient inheritance. Through the inheritance interface containing abstract state set, though redefinition of the method is incurred, we can remove the influence of other classes in inheritance hierarchy. And also, we can solve the inheritance anomaly problems.

  • Mobile IP is the basic solution to provide host mobility, whereas network mobility refers to the concept of collective mobility of a set of nodes. In a network mobility scenario, mobile networks can be nested in a hierarchical form. That situation is referred to a nested mobile network Nested mobile networks exhibit the pinball routing problem, which becomes worse in proportion to the number of nested levels in the hierarchy. In this paper, we propose a routing optimization scheme having backward compatibility to the basic network mobility protocol and concerning heterogeneity of nested mobile network, also we perform comparison and analysis of proposed schemes.

Development of an Integrated Management System for Maintenance Parameters and Rotary Machine of Hydro-power Plant (수력발전소 정비변수 및 회전체 통합관리시스템 개발)

  • Condition-based maintenance(CBM) has been used as a useful concept for optimizing maintenance plan and decreasing maintenance cost in several kinds of plant sites. This study introduced an example that developed an integrated management system for maintenance parameters and hydraulic turbine of hydro-power plant in order to improve its maintenance strategy as applying CBM techinique. The integrated management system consists of three parts. One is a hardware part including PDA inspection system and several kind of precision measuring instruments. Another is a vibration monitoring system on hydraulic turbine. The other is a software part that takes charge of making hierarchy tree of maintenance parameters and their inspection route, managing accumulated database, assessing health condition of components, and supporting interface with other enterprise management system. The system has been installed at Chuncheon hydro-power plant for test and demonstration. It is expected that the system can contribute database construction for diagnostics and prognostics on facility health condition and systematic accumulation of know-how on operation and maintenance of plant.

  • The concept of network memory was introduced for the efficient exploitation of main memory in a cluster. Network memory can be used to speed up applications that frequently access large amount of disk data. In this paper, we present a memory a management algorithm that does not require prior knowledge of access patterns and that is practical to implement under the web server cluster, In addition, our scheme has a good user response time for various access distributions of web documents. Through a detailed simulation, we evaluate the performance of our memory managment algorithms.

  • Entity normalization, or entity linking in the general domain, is an information extraction task that aims to annotate/bind multiple words/expressions in raw text with semantic references, such as concepts of an ontology. An ontology consists minimally of a formally organized vocabulary or hierarchy of terms, which captures knowledge of a domain. Presently, machine-learning methods, often coupled with distributional representations, achieve good performance. However, these require large training datasets, which are not always available, especially for tasks in specialized domains. CONTES (CONcept-TErm System) is a supervised method that addresses entity normalization with ontology concepts using small training datasets. CONTES has some limitations, such as it does not scale well with very large ontologies, it tends to overgeneralize predictions, and it lacks valid representations for the out-of-vocabulary words. Here, we propose to assess different methods to reduce the dimensionality in the representation of the ontology. We also propose to calibrate parameters in order to make the predictions more accurate, and to address the problem of out-of-vocabulary words, with a specific method.

From 'Self-realization' to Interdependent Arising -- Seeking an Alternative to Deep Ecology (통각에서 연기론으로 -- 심층생태론의 대안 모색)

  • Arne Naess' ecocentrally-oriented worldview of 'Self-realization' has been continually attacked by sociocultural critics since it was launched in the early 1970s. Especially ecofeminists and social ecologists criticize that the concept of Self-realization cannot accept social & cultural particularity enough. In other words, they assert that Deep Ecology cannot efficiently resist interpersonal hierarchy. Concentrating their criticism on compassion just for nonhuman beings, the interpersonal equality-oriented critics claim that Deep Ecology should incorporate voices of marginalized humans within their eco-centered world view. Even if Naess recently recognizes necessity to draw more attention to sociohistorical particularity, still unchanged remains essentialism in his neological term 'Self-realization.' Compared to exclusiveness in Naess' Self-realization, the Buddhist worldview of Interdependent Arising(pratityasamutpada) favors both intraspeciel egalitarianism and interpersonal equality as well. The very insight that all beings dependently co-originate reasons compassion for historically marginalized humans as well as nonhuman beings. Accordingly, today's environmentalism might better its efficiency as it goes toward the inclusive Buddhist world view of interdependent arising. For the human being tends to respond more readily to his or her individually urgent problems than their remote social matters.
