A Study on the Observer Training and Implementation for Effective Normal Operation Safety Survey (NOSS)

  • Normal Operation Safety Survey (NOSS) is a safety management tool used by air traffic control organizations to measure data related to threats and errors to proactively prevent accidents before they occur. NOSS was developed to be applied to the air traffic control field according to the concept of Line Operation Safety Audit (LOSA) conducted by airlines to reduce human errors in the cockpits. Safety management based on data is crucial for the prevention of control-related accidents, and the competency of observers for this is important for the successful implementation of NOSS. Based on LOSA implementation experiences and expert interviews, this paper introduces the international NOSS methods and discusses the key factors required for effective observation and the implementation methods and implications of NOSS observer training.

2015 개정 교육과정의 역량 구현 양상과 실천 요인에 관한 교육과정 선도교원의 의견 분석 및 논의 (An Analysis of Curriculum Leading Teachers' Opinions on Competencies of the 2015 Revised National Curriculum and its Implications)

  • 본 연구의 목적은 2015 개정 교육과정이 제시하고 있는 핵심역량과 교과역량에 대한 교육과정 선도교원들의 의견을 분석하고, 교육과정 개발과 역량교육 구현을 위한 시사점을 도출하는 데 있다. 연구 결과, 선도교원들은 핵심역량의 도입, 담당 교과의 교과역량 설정과 구현 가능성에 대해서는 전반적으로 긍정적이었으며 총론의 핵심역량이 각 교과의 교과역량과 높은 관련성을 지니고 있는 것으로 인식하였다. 그러나 핵심역량과 교과역량이 교육과정 문서의 면면에 잘 구현되지는 못한 것으로 판단하였다. 또한 역량교육의 구현에 있어서는 역량중심의 교과서 개발이나 컨설팅 장학과 같은 외부적 지원보다는 교사 공동체의 자발적 연구 노력을 가능하게 하는 문화 속에서 학생 참여 수업을 진행할 수 있는 교사 능력을 개발할 수 있도록 지원하는 것이 가장 큰 관건이 될 것으로 인식하였다. 연구 결과를 바탕으로, 결론에서는 교육목표를 안내하는 항목들과 핵심역량의 관계 정비, 교과역량 설정의 재고, 교육내용-방법-평가에 역량교육의 구체화, 역량중심의 교과서 개발보다는 교사 역량 강화와 교과간 협력을 위한 자발적 노력을 가능하게 하는 지원과 정책의 필요성 등을 제안하였다.

제 4차 산업혁명시대의 공과대 여학생 역량분석을 반영한 교수법 모델 (A Pedagogical Model Reflecting on Competency Analysis of of the Female Engineering Students in the Fourth Industrial Revolution)

  • The purpose of this study is to develop an educational model based on the capacity analysis of college students. In order to measure the learning ability of female science and engineering students, we used various tools to derive core competencies. The competency element of human resources implementation, the element of learning achievement area in the undergraduate education actual condition survey, and the analysis of the learning achievement elements of the engineering certification program were analyzed and the development of teaching method was searched to find ways to increase the competence of female students. In addition, we developed a model that can apply the development of pedagogy in the curriculum to the liberal arts, majors, and comparative courses, and presented the internship in field experience area, the improvement of on the spot learning, and teaching method and guidance to enhance the female students' competence. Also, as a case study of the proposed teaching method, new curriculum of 'Understanding of Big Data' which is the basis of the fourth industrial revolution technology in the second semester of 2016 was developed and applied to the education model. The results of this study are very positive, and we can expect the effectiveness of the new education model to enhance the learning ability and capacity of female students.

보건학 전공 대학생 대상 금연교육 프로그램 개발 (Development of Smoking Cessation Education Program for University Students Majoring in Health Sciences)

  • Objectives: This study aimed to develop a smoking cessation education program and to provide basic data for evaluating program for university students majoring in health sciences. Methods: The education program was developed based on the instructional system design model(ADDIE), that was based on literature review, brainstorming, and interviews of related experts. Education program was implemented for 2 sessions of 3 hours to the 82 university students majoring in health science. Knowledge, competency, and self-efficacy for performance of smoking cessation were analyzed. One group pre- & post-test design was used for evaluation of this program. Results: In the analysis stage, a total of 5 duties, 16 tasks, and 55 task elements were derived. In the design and development stage, based on job analysis, education program contents were composed of understanding tobacco, planning and implementation of smoking cessation program, smoking cessation counseling and drug treatment. After this education program, students achieved remarkable improvement in increasing knowledge, competency, and self-efficacy for smoking cessation counselling and program. Conclusions: It is needed to be included the smoking cessation education in department related to health science regular course.

  • Purpose: The study was done to analyze the concept of accountability. Method: This study adopts a methode of Walker and Avant(1995) for analysis. Result: The defining attributes of accountability are obligation(competency, implementation) of justification, explanation, reporting and disclosure one's action to whom, acception of the evaluation and sanction against results of one's action. The antecedents of accountability are competency, knowledge, skills, values, duty, obligation, authority, empowerment, responsibility, autonomy. The consequences are public safety, improvement of professionalism & healthcare quality, partnership and stress & strain. Conclusions: It is required to develop the ethical concept and theory construction for accountability.

  • 학습자 능력 중심의 교육으로부터 학습자 중심적인 교육의 필요성과 학습자간의 협동 활동의 의미가 점차 증대되고 있다. 프로젝트 교육 시스템은 학습자와 학습자 및 학습자와 교수자의상호 참여를 통하여, 수행하게 될 직무를 이해하고 능력의 점증적인 발전을 도모하게 된다. 시대적 요구에 부응하여 컴퓨터 및 인터넷이 대중화되어 가는 시점에서 프로젝트 수행을 효율적으로 진행할 수 있으므로 본 논문에서는 산업체의 업무 처리 체계를 실현 목표로 한 프로젝트 교육 학습체계를 제시한다.

시스템엔지니어링에 기반한 효과적인 리스크 관리 (An Effective Project risk Management Based on Systems Engineering)

  • SE generally defines approaching ways of conducting identification, verification and integration of an optimized product and process solution to meet customer's needs by leveraging organizational competency in engineering and management. To successfully develop a new product under mass production contract, it is important to efficiently carry out the program by ensuring that three major competencies are secured; core technology, system integration, and program management. For successful implementation of tasks in the three areas, systematic execution is called for, which requires identifying risk factors in advance. In particular, comprehensive risk management role and responsibility is required for program management. Success of a development program is determined by complex elements of human resources, organization culture, and overall competency of an organization in technology and program management, including capability of the program manager. In this paper, a risk management solution is suggested to lead a program to success with a more efficient way through actual risk management by the concept of SE around the above three areas.

  • In order to improve business competency by the IS(Information Systems), every enterprise needs to evaluate the current level of IS performance and their utilization. The evaluation that measures the performance of enterprise information systems and diagnoses their effectiveness of business goals and efficiency of resources should represent the useful informations based on sustainable goal-oriented viewpoints to managers. This work develops an integrated evaluation system for continuous maturity of information systems performance, enabling enterprises to achieve their goals of information systems and related business strategies. The integrated evaluation system has been applied to performance measurement of information systems with a huge set of real data from domestic industries for three years, and proven reliable and practical.

보건교사의 자연재난 관리에 대한 심각성인식과 관리핵심수행능력 (Awareness of Severity of Natural Disasters and Nursing Core Competencies in School Health Teachers)

  • Purpose: The purpose of this study is to assess school health teachers' awareness of the severity of natural disasters and nursing core competencies related to disasters. Methods: This cross-sectional study asked 119 school health teachers to complete structured questionnaires sent by email and mobile phones from Feb to Aug, 2017. Data were analyzed using t-test, ANOVA and multiple regression analysis with SPSS 21.0 statistical program. Results: The predictor that had a significant effect on school health teachers' core competency was the experience with natural disaster safety education. Its explanatory power was 14.3%. Conclusion: The finding of this study suggests a strong need for the implementation of disaster-related education targeting school health teachers in order to improve their disaster management ability.

Strategic Model Design based on Core Competencies for Innovation in Engineering Education

  • As the direction of education in the fourth industry in the 21st century, convergence talent education that emphasizes the connection and convergence between core competency-based education and academia is emerging to foster creative talent. The purpose of this paper is to present the criteria for evaluating the competency of learning outcomes in order to develop a strategic model for innovation in engineering teaching-learning. In this paper, as a study to establish the direction of implementation of convergence talent education, a creative innovation teaching method support system was established to improve the quality of convergence talent education. Firstly, a plan to develop a teaching-learning model based on computing thinking. Secondly, it presented the development of a teaching-learning model based on linkage and convergence learning. Thirdly, we would like to present educational appropriateness and ease based on convergence learning in connection with curriculum improvement strategies based on computing thinking skills. Finally, we would like to present a strategic model development plan for innovation in engineering teaching-learning that applies the convergence talent education program.
