A Study of Programs Operation within all the Related Agency Provides Services for Married-Immigrant Families in Korea (결혼 이민자 가족 관련기관의 프로그램 운영 현황에 관한 연구)

  • The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.

  • This study is phenomenological qualitative research about lived experience of recovering alcoholic homeless who had completed Therapeutic Community program. The meaning which is revealed through this study is as in the followed. First, Moving to recovering space. In Therapeutic Community, they have a turning point for new life and new connection with people who watch him carefully. Second, Physical recovery. They are no more lying down on the street. Analogy of Standing can be viewed as being most active in recovery. Third, Positioning on time flow. The recovering of time is represented by accepting past and present as well as looking ahead into the future. Fourth, Settling into network of a relation. They tried to reconnect with society by network of a relation. Their social place is located in a network, not a position. From this present study, the social work implications for the alcoholic homeless are deducted.

A Study on the Type of and Barriers to Social Network Interventions : Cases of the Social Workers in the Domiciliary Service Centers (사회적 관계망 개입의 유형과 장애요인 연구 : 지역사회복지관 재가복지센터를 중심으로)

  • This study attempted to identify the type of social network interventions and barriers to implement them. Few empirical studies have been conducted concerning social network interventions as professional activities. Although social support and social network interventions have been noted as important practice concepts, the existing studies ten us little about how social workers perceive and experience social network interventions. This study used seven types of social network interventions identified in the previous studies. And based on "obstacles to social network interventions scale" developed by Biegel, Tracy & Song (1995), a twenty-two item scale was developed by the authors. The results from this study show that social workers little implement social network interventions such as community empowerment, family caregiver enhancement, and support group, and that they perceive organization characteristics and profession-oriented culture as important obstacles to implement social network interventions. The findings from this study suggest various strategies to address these barriers.

The Situations and Challenges for Enhancing Participation in Social Welfare Activities of the Rural Women′s Organization in rural Korea : Case Study of Kimpo Living Improvement Group (농촌여성단체의 사회복지활동 -김포시 생활개선회를 중심으로-)

  • This paper studied the present condition of social welfare activities of Living Condition Improving Committee of Kimpo City in order to activate the social welfare services of women agricultural organizations. The main results are as follows; First, the general characteristics of the respondents in this study are forty or fifty years of age with above high school education with main income source of agriculture and middle class women living in agricultural communities more than 10 years. Second, considering the present and future planned activities of the Living Condition Improving Committee of Kimpo City this study finds that there is high expectation of helping poor people and joining voluntary services. Third, the members of the Living Condition Improving Committee of Kimpo City have actively participated in the local welfare service programs however, there is significant difference among people according to the age, living standard and joining period. Fourth, out of social welfare activities managed by the Living Condition Improving Committee of Kimpo City the welfare service activities for old people and local community are most active and the participants in the welfare service activities for women and the youngsters are small. Thus, according to this study the Living Condition Improving Committee of Kimpo City should consider the following three points in order to activate the social welfare service activities; First, as the members are expecting to expand the individual activities and to enhance the private improvement, the social welfare service activities should meet with the demands to improve self satisfaction of the participants. Second, new programs should be developed after reviewing the current programs in order to meet with the need of the members. Third, as the committee has not established a network system with government administrative organizations and relating institutions, and as its activities are concentrated in particular areas the committee should establish a new system to provide more efficient services in line with the cooperation with public organization and welfare resource suppliers.

Neighborhood Networks, Identity as a Neighborhood Member, and Volunteering (지역연결망 및 지역성원으로서의 정체성이 자원봉사 참여에 미치는 영향)

  • Volunteering has been defined as a form of altruistic helping behavior directed at improving other's welfare. Volunteering is, however, also identified as a type of collective action for community welfare. In this regard, this study tests whether neighborhood member's network and collective identity are more important determinants to explain participation in volunteer work than altruistic or normative motivation. This study estimates a model in which volunteering is determined by empathy, normative beliefs, neighborhood networks(friendship, contacts, and integration), and identity as a neighborhood member. This study shows that empathy, normative beliefs, and collective identity as a neighborhood member have significant impacts on participation in volunteer work. In addition, this study reveals that neighborhood member's network has an indirect impact on volunteering through identity as a neighborhood member. These results suggest that neighbor-hood community member's ties and collective identity are important sources for community welfare and collective volunteer work.

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

Factors Influencing Social Capital through the Enhancement of a Lifelong Learning City: Youngcheon and Andong City Case Study (평생학습도시 관련변인의 사회자본 영향에 관한 연구: 안동시와 영천시의 사례)

  • This study examines the factors influencing social capital within a lifelong learning city as discussed in the Youngcheon and Andong City case study. Data was collected from 205 leaners in Andong City and 194 learners in Youngchun City. The data was then analyzed by the SPSS WIN 12.0 program. The statistical techniques used for this study were frequency, percentile, 1-test, and regression. The major findings of this study were as follows: To begin with, the learners in LLC were more likely to have positive attitudes toward the construction of a lifelong learning city. Second, the leaners in LLC were more likely to have social capital including norm and network. Furthermore, the learning opportunity had a positive effect in increasing the trust between learners. Learning support and support systems also had influence in increasing the social network between learners. Finally, support systems had a positive effect in improving the norm between learners.

Educational Needs Analysis on NCS Based In the Field of Social Welfare (사회복지 분야 NCS기반의 교육요구 분석)

  • This study conducts an analysis on the relative significance and urgency of competence factors for jobs in the field of Social Welfare through a demand analysis on the vocational training of the K Human Resource Development Institute regarding the National Competency Standards (NCS) in the field of Social Welfare, which was developed in the year 2014. The aim is to derive competence factors with high demands in education and high necessity of curriculum development based on the analysis. The data of 1,227 persons: 583 public officials and 644 private employees, was analyzed by using SPSS 18.0 and Microsoft Excel 2013. Results of the demand assessment on vocational training are as follows: for public officials, 4 competences in social development jobs (social area analysis, needs assessment, community resource building, community network, social assessment, community organizing, and welfare planning), 2 competences in public welfare jobs (management of unusual complaints in welfare and civil cooperation in resource development), and 2 competences in social welfare administration jobs (financial management in social welfare organizations and welfare planning) had high urgency in competence development. Implications were suggested based on the results.

Barriers of community networking practices in the context of family-centered case-management (가족사례관리 중심 지역사회협의체 운영의 장애요인 및 발전 방안)

  • The main purposes of this study are to appraise the family-centered case-management (FCCM) practices in terms of building the community networking efforts, and to propose the practical improvement suggestions to overcome the barriers in practicing the current Healthy Families Policy, FCCM. The blended methodology was employed by collecting the quantitative and qualitative data sets including an staff's on-line survey, in-depth interviews(site case studies), and FGIs. As results, the authors found, despite the building and maintaining functional community networks was the essential and critical condition for the FCCM policy deliveries, many staffs have faced hardships in FCCM practices such as building a new network or finding an available and apt network within their communities. The lack of previous experiences in case-management exaggerated the functional difficulties thus, the new staffs were more prone than the staffs with 2 or more years experiences to the misunderstanding about the missions and tasks related to FCCM. Authors suggested that various on-the-job-training should be provided to eliminate those obstacles to build and/or maintain the community network for FCCM. Also, it is necessary for the each institution's director or managers to understand the FCCM and its relation to community networking, and to support FCCM staff members.

The Disaster Welfare and Community Response in Japan (일본의 재해복지와 지역사회의 대응방안)

  • This study examined the trends and practices of disaster welfare in Japan, particularly with the point of view of the community response. This study summarized the experiences and implications of Japan's disaster welfare. First, it is necessary to establish a foundation and linkage of support networks. In case of a disaster, the linkages among administrations, social work institutions, and community residents are required to understand the accurate situation and needs, and to develop resources. In particular, the constitution of DWAT was submitted for initial intervention. Second, the establishment of a manpower dispatching system is needed for emergency situations. In addition, the methods to cover the entire areas by system are needed. Third, the intervention of psychological treatment was shown have a low agreement rate among specialists. Fourth, it is necessary to have guidelines so that privacy protection is compatible with disaster support in a disaster welfare practice process.
