In engineering hydrology, an estimation of precipitation loss is one of the most important issues for successful modeling to forecast flooding or evaluate water resources for both surface and subsurface flows in a watershed. An accurate estimation of precipitation loss is required for successful implementation of rainfall-runoff models. Precipitation loss or hydrological abstraction may be defined as the portion of the precipitation that does not contribute to the direct runoff. It may consist of several loss elements or abstractions of precipitation such as infiltration, depression storage, evaporation or evapotranspiration, and interception. A composite loss rate model that combines four loss rates over time is derived as a lumped form of a continuous time function for a storm event. The composite loss rate model developed is an exponential model similar to Horton's infiltration model, but its parameters have different meanings. In this model, the initial loss rate is related to antecedent precipitation amounts prior to a storm event, and the decay factor of the loss rate is a composite decay of four losses.

In this paper, we develop a new statistical model to forecast the PM2.5 level in Seoul, South Korea. The proposed model is based on the extreme quantile regression model with lasso penalty. Various meteorological variables and air pollution variables are considered as predictors in the regression model, and the lasso quantile regression performs variable selection and solves the multicollinearity problem. The final prediction model is obtained by combining various extreme lasso quantile regression estimators and we construct a binary classifier based on the model. Prediction performance is evaluated through the statistical measures of the performance of a binary classification test. We observe that the proposed method works better compared to the other classification methods, and predicts 'very bad' cases of the PM2.5 level well.

Flash flood is a dangerous weather phenomenon, affecting humans and the economy. The identification, forecast of the changing trend and its characteristics are increasingly concerned. In the world, there have many methods for determining the characteristics of flash floods, in which flash flood guidance (FFG) is a fast, effective and widely used method. The main source of flash floods is short-term rainfall. In this study, we used the data of cross-sectional measurement at the tributaries and the hourly rain data from the automatic rainfall measurement stations in the Geum river basin. Besides, we use a combination of the flash flood guidance and the best fit distribution function to estimate the repeatability of flash floods for head-water catchments in Geum river basin. In which, FFG determines the threshold of rainfall for flash floods. The study has determined the best hourly rainfall distribution function for the Geum river basin and estimated the maximum rainfall of 1hr according to the return periods.

Demand forecasting is essential in establishing national and corporate strategy as well as the management of their resource. We forecast demand for multi-generation product using discrete choice model combining diffusion model The discrete choice model generally captures consumers'valuation of the product's qualify in the framework of a cross-sectional analysis. We incorporate diffusion effects into a discrete choice model in order to capture the dynamics of demand for multi-generation products. As an empirical application, we forecast demand for worldwide DRAM (dynamic random access memory) and each of its generations from 1999 to 2005. In so doing, we use the method of 'Technological Forecasting'for DRAM Density and Price of the generations based on the Moore's law and learning by doing, respectively. Since we perform our analysis at the market level, we adopt the inversion routine in using the discrete choice model and find that our model performs well in explaining the current market situation, and also in forecasting new product diffusion in multi-generation product markets.

Recently, a number of researchers have produced research and reports in order to forecast more exactly air quality such as particulate matter and odor. However, such research mainly focuses on the atmospheric diffusion models that have been used for the air quality prediction in environmental engineering area. Even though it has various merits, it has some limitation in that it uses very limited spatial attributes such as geographical attributes. Thus, we propose the new approach to forecast an air quality using a deep learning based ensemble model combining temporal and spatial predictor. The temporal predictor employs the RNN LSTM and the spatial predictor is based on the geographically weighted regression model. The ensemble model also uses the RNN LSTM that combines two models with stacking structure. The ensemble model is capable of inferring the air quality of the areas without air quality monitoring station, and even forecasting future air quality. We installed the IoT sensors measuring PM2.5, PM10, H2S, NH3, VOC at the 8 stations in Jeonju in order to gather air quality data. The numerical results showed that our new model has very exact prediction capability with comparison to the real measured data. It implies that the spatial attributes should be considered to more exact air quality prediction.
Since solar power generation is intermittent depending on weather conditions, it is necessary to predict the accurate generation amount of solar power to improve the efficiency and economical efficiency of solar power generation. This study proposes a short - term deep learning prediction model of solar power generation using meteorological data from Mokpo meteorological agency and generation data of Yeongam solar power plant. The meteorological agency forecasts weather factors such as temperature, precipitation, wind direction, wind speed, humidity, and cloudiness for three days. However, sunshine and solar radiation, the most important meteorological factors for forecasting solar power generation, are not predicted. The proposed model predicts solar radiation and solar radiation using forecast meteorological factors. The power generation was also forecasted by adding the forecasted solar and solar factors to the meteorological factors. The forecasted power generation of the proposed model is that the average RMSE and MAE of DNN are 0.177 and 0.095, and RNN is 0.116 and 0.067. Also, LSTM is the best result of 0.100 and 0.054. It is expected that this study will lead to better prediction results by combining various input.

Current status and future direction of air quality modeling for monitoring and forecasting air quality in East Asia were discussed in this paper. An integrated air quality modeling system, combining (1) emission processing and modeling, (2) meteorological model simulation, (3) chemistry-transport model (CTM) simulation, (4) ground-based and satellite-retrieved observations, and (5) data assimilation, was introduced. Also, the strategies for future development of the integrated air quality modeling system in East Asia was discussed in this paper. In particular, it was emphasized that the successful use and development of the air quality modeling system should depend on the active applications of the data sets from incumbent and upcoming LEO/GEO (Low Earth Orbit/Geostationary Earth Orbit) satellites. This is particularly true, since Korea government successfully launched Geostationary Ocean Color Imager (GOCI) in June, 2010 and has another plan to launch Geostationary Environmental Monitoring Spectrometer (GEMS) in 2018, in order to monitor the air quality and emissions in/around the Korean peninsula as well as over East Asia.

Social media is a massive dataset in which individuals' thoughts are freely recorded. So there have been a variety of efforts to analyze it and to understand the social phenomenon. In this study, Twitter was used to define the moments when negative perceptions of the Korean Meteorological Administration (KMA) were displayed and the reasons people were dissatisfied with the KMA. Machine learning methods were used for sentiment analysis to automatically train the implied awareness on Twitter which mentioned the KMA July-October 2011-2014. The trained models were used to validate sentiments on Twitter 2015-2016, and the frequency of negative sentiments was compared with the satisfaction of forecast users. It was found that the frequency of the negative sentiments increased before satisfaction decreased sharply. And the tweet keywords and the news headlines were qualitatively compared to analyze the cause of negative sentiments. As a result, it was revealed that the individual caused the increase in the monthly negative sentiments increase in 2016. This study represents the value of sentiment analysis that can complement user satisfaction surveys. Also, combining Twitter and news headlines provided the idea of analyzing the causes of dissatisfaction that are difficult to identify with only satisfaction surveys. The results contribute to improving user satisfaction with weather services by efficiently managing changes in satisfaction.

Wind power is rise and fall depending on weather conditions and difficult to predict the output for efficient power production. Wind power is need to reliably linked technology in order to efficient power generation. In this paper, distributed power generation forecasts to enhance the predicted and actual power generation in order to minimize the difference between the power of distributed power short-term prediction model is designed. The proposed model for prediction of short-term combining the physical models and statistical models were produced in a physical model of the predicted value predicted by the lattice points within the branch prediction to extract the value of a physical model by applying the estimated value of a statistical model for estimating power generation final gas phase produces a predicted value. Also, the proposed model in real-time National Weather Service forecast for medium-term and real-time observations used as input data to perform the short-term prediction models.
