문화체육관광부 1차 소속기관으로 격상된 국립장애인도서관이 현 단계 가장 주력해야 할 과제는 독립청사 확보와 함께 전국장애인서비스를 총괄·선도하기 위한 전제조건으로서의 국내외 장애인자료를 전략적으로 수집하는 것이다. 본 연구는 국립장애인 도서관의 독립청사 건립 준비 및 외연 확대를 위하여 수집할 자료의 기초목록을 제시하였다. 법적 제약과 현실적 한계로 인하여 국립장애인도서관이 장애인자료를 수집하기 위해서는 연차적으로 자료구입비를 투입하여 구입에 주력해야 하며, 교육·학술자료와 미소장 및 소급 장애인자료의 망라적 수집을 위한 전략 수립이 요구된다. 이에 본 연구는 국립장애인도서관의 현행 장서개발정책을 기반으로 장애인자료를 포괄적으로 수집하기 위한 기초연구를 수행하였다. 구체적으로 국가도서관 및 주요 대학도서관의 소장자료를 대상으로 장애인 및 장애 관련 자료의 발행 및 수집동향을 분석하고 국립장애인도서관이 앞으로 확보할 현행 및 소급자료의 규모, 실물자료 및 다운로드 혹은 아카이빙 대상 자료군을 설정하기 위한 기초목록을 구축하였다.

수집정책은 기록관리기관에서 장서를 구축하는 데 있어 법적 당위성과 내용적 일관성을 위해 반드시 필요한 문서다. 특히, 구조적, 재정적 지속성이 부족한 디지털 아카이브에서는 장서 구축의 가이드라인이 절실하다. 하지만, 디지털이라는 태생적 특성과 대다수 프로젝트 형식으로 이루어지는 디지털 아카이브의 특이성으로 인해 수집정책의 요소와 내용은 실물 기록물을 수집하는 기관의 수집정책과는 달라지게 된다. 본 연구는 노근리 디지털 아카이브를 위한 수집정책을 마련하기 위해 시작되었다. 선행연구와 이론적 배경의 분석을 바탕으로 기존의 디지털 아카이브 수집정책 사례를 조사하고, 노근리사건과 노근리 디지털 아카이브의 성격과 특성을 분석하였다. 이렇게 탐구된 내용을 기반으로 노근리 디지털 아카이브의 수집정책을 구축하였다.

본고에서는 네트웍 환경에서 매체변화와 장서개발 이론의 향후관계에 대해서 연구하였다. 도서관에서, 취급하고 있는 정보가 인쇄매체에서 전자매체 중심으로 비중이 커짐에 따라서 장서개발전략이 물리적 대상이나, 배가, 보관등 형식 중심의 전통적인 장서관리 개념에서 벗어나서, 다양한 매체가 담고 있는 메시지인 '내용(content)' 을 관리하는 방향으로 전환되어야 할 필요성을 제시하였다. 도서관이 '내용'을 가지고 있는 '패키지(package)'로서 간주되어 왔던 기존의 기능으로는 이제 다양한 정보욕구를 가지고 도서관에 접근하는 이용자 중심의 정보제공을 충족시켜주기에는 한계가 있다. 따라서 미래의 장서개발은 기존의 장서 관리 (collection management)에서 매체가 담고 있는 내용중심의 내용관리(content management)로의 패러다임 전환이 필요함을 규명하였다.

국가도서관은 한 국가의 지식문화유산인 국가장서를 집중적으로 개발·보존하고 제공해야할 책무가 있다. 특히 국립중앙도서관의 사명을 완수하기 위한 4대 목표 가운데 '국가지식자원 접근·보존 기반 고도화'를 이루기 위해서는 외연적 범위를 국내자료뿐 아니라 외국자료로도 확대하여 국가지식자원을 강화할 필요가 있다. 즉, 국내에서 생산되는 최신자료와 소급자료를 최대한 수집·제공·보존하는 기능은 물론이며 외국에서 생산·유통·보존되고 있는 고품질 학술자료 및 한국과 관련된 자료를 가능한 한 많이 수집하여 국가지식정보센터로서의 기능을 수행해야 한다. 본 연구는 선진국 국가도서관의 외국자료 수집 및 서비스 현황을 조사·분석하여 시사점을 도출하였다. 이를 바탕으로 현재 국립중앙도서관의 외국장서 수집수준을 비교·평가한 다음 고품질 학술자료 및 한국 관련 외국자료를 최대한 확보하기 위한 전략을 제시하는데 본 연구의 목적이 있다.

The role of Community Health Practitioner(CHP) should be continuously adapted to the social changes and the needs for health care services. That is the reason CHP needs to be retrained through the continuing education program. This paper showed CHP's roles to be reinforced by analyzing his present . task performance and ability in seven task areas as well as the changes of the social environment. In addition, this paper presented retraining areas needed for the reinforcement of the CHP's role in the future, and the development strategy of related continuing education package. The major results are as follows: 1. CHP's main practice area is health care services and management & guidance, whereas the development of health information system is neglected. 2. As a result, CHP plays a role mainly as a health care supplier, a consultant and a health instructor. Therefore CHP's roles to be reinforced are management of the community health system, act as a spokesman and a team member, promotion, assessment, collection & maintenance of information, coordination and research. 3. The areas to be reinforced in CHP's continuing education are (]) aged people's health, (2)?drinking & smoking, (3)?young people's health(including drug and sexualissues), (4) rehabilitation, (5)?administration and management for community health, (6)?partnership & membership, (7) local residents' participation and community development, (8) collection & treatment of health information and (9) environmental issues for community health. 4. The priority in developing continuing education package should be given to the area, which is encountered often in rural area but important, and has a good opportunity to be resolved. The health management of aged people was selected as a top priority by members of the Community Nursing Academic Society. 5. It is recommended that the instruction materials be accommodated to the small scale workshop or seminar in order that CHPs can participate actively in the continuing education program.

본 논문은 미국이 추진하고 있는 국방 인공지능 관련 정책 및 3차 상쇄전략의 주요 과제와 경과를 살펴봄으로써, 미국 국방전략의 핵심 지향점 및 추진 동향 등을 분석하고, 미래 국방환경에서 우리나라의 안보를 담보하기 위한 유효적절한 정책적 시사점을 도출하였다. 이에, 미래 국방환경을 위한 첨단 무기체계에 대한 개발 능력 및 핵심기술 확보를 위한 대응방안을 미국의 국방 인공지능 정책과 연계하여 다음과 같이 모색하였다. 인공지능 기반의 국방혁신을 성공적으로 추진하기 위해서는 첫째, 무인·로봇, 자율무기체계 전력 운용을 위한 장기적인 추진전략이 마련되어 져야 한다. 둘째, 국방 데이터의 안전한 수집·저장·관리, 알고리즘 개발 및 컴퓨팅 능력을 확보하기 위한 인공지능 플랫폼 개발이 필요하다. 마지막으로, 한미 동맹에 기반하여 우리나라가 참여 가능한 첨단부품 및 핵심기술을 식별하고, 미국과의 기술협력을 강화해 나가야 한다.

대학도서관의 장서개발에 있어 희망도서는 이용자의 직접적인 정보요구를 해결하는 수서방식이다. 이 연구에서는 대학도서관의 효율적인 장서개발을 위해 희망도서를 신청하는 이용자 집단간의 주제 선호도를 파악하고자 대학도서관의 10년치 희망도서를 분석하였다. 장서개발에 있어 이용자의 희망도서 신청이 활발한 영역을 파악하는 것은 사서가 장서개발의 핵심 영역을 파악하고 균현있는 장서개발 정책을 수립하는데 필요한 사항이다. 이용자별 주요 주제영역을 파악하기 위하여 KDC 주제분류를 매핑한 분석결과 모든 신청자 집단에서 '사회과학'이 주요 대주제 영역에 해당하는 것으로 나타났으나 중주제 분석에서는 대학원생의 주요 주제 분야로 '의학'과 '심리학'이 나타나 다른 신청자 집단과 차별화되는 것으로 나타났다. 대학원생의 희망도서 영역이 다른 집단과 차별화된 요인은 A대학에서 대학원이 가장 활성화되어 있는 전공영역을 중심으로 희망도서 신청이 활발하게 일어나고 있지만 여가용으로는 희망도서 신청이 이루어지고 있지 않긴 때문에 이와 같은 현상이 나타난 것으로 분석되었다. 주제 네트워크 분석에서는 학부생은 공무원, 취업과 진로 등 다른 신청자 집단에서는 나타나지 않는 주제들이 주요 주제 클러스터로 나타났고 대학원생은 소수 전공 주제에 집중되어 주제 클러스터가 형성되는 것으로 분석되었다.

The purpose of this study was to understand how consumers perceive the costs of using certain types of sales-promotions and to suggest ways in which sales-promotions should be developed to contribute to the consumers' welfare and the development of Marketing Strategy. The sufficiency of the consumers' desire was essential to new and creative sales-promotion strategy. This study investigated the perceived costs of using timely opportunity costs, extra expenses, substitution costs, uncomfortable feeling, regrets and economical and psychological satisfactions on certain types of sales-promotions such as off line, coupon, packed items, collection and on line, and event. In the study results on the perceived costs of using certain types of sales-promotions, off line sales-promotions were perceived more than substitution costs, extra expenses, regrets and on line sales-promotions were perceived more than timely opportunity costs. These results were caused by immediately using off line sales-promotions and becoming a member of on line sales-promotions. In the research result on the perceived costs of using certain types of sales-promotions and economical satisfactions, off line sales-promotions exhibited positive relations with substitution costs of coupon and extra expenses, regrets of packed items and collection about economical satisfactions. On line sales-promotions exhibited positive relations with extra expenses and regrets about economical satisfactions. The research results on the perceived costs of using certain types of sales-promotions and psychological satisfactions, off line sales-promotions exhibited positive relations with timely opportunity costs of coupon and collection about psychological satisfactions. On line sales-promotions exhibited positive relations with substitution costs about psychological satisfactions. These results were caused by the feeling of leisure time as the consumer played games or hobbies. This study proposes an approach in the context of sales-promotion with some suggestions and thoughts.

We discuss the paper by Cho, Shin, Lee, and Han on the "information-relate" undergraduate statistics major program from the following perspectives: Recently, Korean universities are under re-structuring turmoil. To effectively confront the situation, we need both the vision and the strategy for statistics and statistics departments. For undergraduate statistics major program, our visions are 1) it should not be preliminary education program targeted for the graduate degrees, 2) it should be responsive to future social demand, and 3) it should incorporate the progressive identity of statistics as information and data science. As strategies, we propose 1) the effective integration and due balance among data collection, management and analysis, 2) the harmony and role development of computers and mathematics as statistical tools, 3) the statistics education through task-oriented problem solving, and 4) the emphasis of team work and communication skills.on skills.

본 연구에서는 국립세종도서관이 '정책정보 수집 및 서비스 중심의 국립중앙도서관 지역분관'이라는 기본적 정체성을 정립하고 미래지향적인 중장기 발전방안을 제시하고자 하였다. 정책정보 중심의 특화도서관이라는 정체성을 기반으로 현실적 존재가치를 제고시킬 수 있는 중장기 로드맵(비전과 핵심가치, 전략적 목표 및 기능수행, 핵심 추진과제 및 실행전략, 조직 및 인력구성, 모체기관인 국립중앙도서관과의 정책정보서비스 역할분담, 공동사업 추진 및 교류협력)을 제시함으로써 조직의 안정과 발전, 내적 핵심역량의 강화, 그리고 국가 및 사회에 대한 기여도를 높이는 논거를 제시하는데 목적이 있다.
