A Study on The Collecting Policies of Civil Domain Digital Archives (민간 디지털 아카이브 수집정책 연구)

  • The study aims to provide a strategies for managing collecting policies through an analysis of issues on it. For the purpose, it conducts literature review and theoretical studies on characteristics, roles, and importances of civil domain digital archives' collecting policies. As a case study, the study selects 4 archives, such as Queer Archives, Seotaiji Archives, iCoop Archives, and Sori Archives, and discusses basic status and elements of their collecting policies. Furthermore, it interviews 9 civil domain digital archives for analyzing their collecting policies' making processes, usages, copyrights issues, cooperation with other institutions. As a result, this article presents alternative strategies for awareness campaign, independency, essential elements of the efficient collecting policy management.

Documentation Strategy of Missing Archives in BUMA Democratic Uprising : Focusing on MASAN Uprising (부마민주항쟁 결락기록의 도큐멘테이션 전략 마산항쟁을 중심으로)

  • This study reviewed the archival collecting methodology so that the documentation method such as collecting about missing archives in BUMA Democratic uprising is prepared for and it progressed the pre-analysis by applying to working models of 'documentation strategy' that Larry Hackman and Joan Warnow-Blewett suggested. First of all, I generally examined BUMA Democratic Uprising and narrowed the scope into MASAN Uprising in order to deduce the effective documentation method, performing the pre-analysis centering on MASAN Uprising. In succession, by analyzing the type and activity of an action group of MASAN Uprising, I organized the area of MASAN Uprising documentation. Finally, by selecting some action groups of MASAN Uprising, I investigated archives in person. Based on this, I suggested the investigation and analysis of the present-condition of missing archives, the preparation for collecting policies, active collecting, the establishment of management policy of collecting archives and the detailed management strategy about integrated management.

A study on collecting and classifying the Chosen literatures and archives of Chosen General Government (조선총독부의 '조선도서 및 고문서'의 수집·분류 활동)

  • Chosen General Government initiated the activities of collecting and managing the archives from Chosen Dynasty because of necessity to push positively for its colonial policies. Particularly, such efforts of the regime resulted eventually in boosting their understanding on the Korea cultures, as well as contributed to their reigning Korea to an extent. Some aspects that reflect it are as follows. In 1910 Chosen General Government took over, and began to arrange and classify huge volumes of archives that were held by the royal family. During this period, they collected and arranged literatures that they took over from the earlier Korean government. In 1913, Chosen General Government increased enormously the varieties and volumes of the archives that they intended to collect. They started with collecting archives limited to those literatures that had existed in the civil sector before 1894. It can be noticed that just in 1913 Chosen General Government revealed their intention to collect and classify both royal archives and civil archives. With the work of collecting, classification and annotating archives, Chosen General Government commenced the compilation of Chosensa (Korean History). These efforts aimed at cultural assimilation and educating of Korean people, and in this process, the importance of Chosen Dynasty's archives was reconfirmed. One of the representative cases was a change of terminology. With the compilation efforts into full swing since 1915, Chosen General Government repeatedly started to use the term 'Saryo' (historical records) in connection with Chosen's literatures and archives. The term 'Saryo' previously had been used in Japanese literatures, and it is deemed that it was used as a term generally referring to archives of Chosen Dynasty from that time. This signifies that Chosen General Government began to involve their historical point of view in approaching to the archives of Chosen. As they broadened their understanding on Korea through the annotation of old literatures and compilation of Chosen History, they seriously set on the work of assimilating Korean people culturally aiming at gripping its reign on Korea. Archives of Chosen likewise were very crucial basic data for understanding Korea and its people, and Chosen General Government is deemed to have utilized the archives as a means to reign and assimilate Korean people.

A Study on the Collecting Policy of Oral History Archives (구술기록의 수집과 아카이브 정책에 관한 연구)

  • An interest in various description of history was increased, resolutely breaking away from the existing frame also in a historical science world, under the influence of post-modernism arisen from the mid 20th century, and for this, oral history archives and oral history methodology began to attract the attention in various academia including archival science as a method for a new writing of history. Also, under the circumstance of korea having a difficulty in performing a whole reconstruction of modern age history and a liquidation of past affairs due to an absolute lack of archives, the tendency is toward more active management of oral history archives and establishing oral history archives in the context of an excavation of new archives and a reinterpretation of history, owing to the necessity in a particular situation. This article started with a critical mind regarding an absence of a collecting policy which can help an effective development of collection from a point of view of archival science, with regard to oral history archives that recently shows a rapid increase of an interest. For this, this article intended to present an new element of a collecting policy besides the study on a collecting policy performed meanwhile by an archival science world by noticing a characteristic and a collecting method of oral history archives, this can be examined largely through 'a statement of mission and collection purpose', 'a policy of collection at large', 'a definition of maintenance and use of the holdings', and 'a guide for a development of collection', and add a proposal regarding a plan to embody the parr which should be actually applied to collection of oral history archives among the existing constituents.

An Analysis of Policies on the Acquisition of Private Records at State/Provincial Archives in the U. S., Canada, and Australia (미국, 캐나다, 호주 주립기록관의 민간기록물 수집정책 분석)

  • This study analyzed policies and guides related to the acquisition of private records at state/provincial archives in the U.S., Canada, and Australia. The purpose of this study is to examine the current status of collecting private records in the governmental archives. The analysis was made based on policies and guides from 14 state/provincial archives, including five in the US, seven in Canada, and two in Australia. From the analysis, the study examined collection areas, types of private records, and colleting methods, such as donation or deposit. It also studied the considerations on transferring copyright, placing access restrictions, and disposing of records. The study made the following suggestions for collecting private records at public archives in Korea: (1) define the collecting areas of private records relevant to the characteristics of a region; (2) determine the acquisition methods, including donation or deposit, and establish a procedure to make an agreement for the transfer of ownership, including copyright, access restriction, and disposal of records; (3) develop cooperation among the related institutions within a region.

A Study on the Online Service of Oral History Archives (구술기록의 온라인 서비스 수립방안 연구)

  • This article intends to establish a online service of oral history archives. Unlike common records, it is important to understand the contextual relation of oral history archives. The context of oral history archives can include the context of oral history contents in addition to the connection with records produced in the process of performing work function of agency which performs collecting oral history archives, and the connection between oral history archives formed in the process of collecting oral history archives. Therefore this article emphasizes that the context of oral history archives has an important role and function in on-line service of oral history archives by researching the plan for on-line service of oral history archives based on the context of oral history archives.

A Study on Methods of Collecting Records for COVID-19 Archives (COVID-19 아카이브를 위한 기록 수집 방안 연구)

  • COVID-19 Archives are some of the Disaster Archives. It is necessary to collect disaster records produced in real-time at the disaster scene rather than start collecting records after the disaster recovery. Therefore, this study summarized the definition and purpose of disaster archives to understand the current status of domestic and foreign COVID-19 archives and examined overseas disaster archive collection policies that can be referenced in establishing a COVID-19 archive collection policy. In addition, surveys and interviews were conducted on institutions that establish and operate related archives at home and abroad. As a result, record collection Improvement plans for the COVID-19 archive were proposed: Firstly, in terms of collection policy improvements, the essential elements identified in the survey were selected as additional collection policy elements. Secondly, diversification of participants' groups requires the introduction of clear definitions of collection targets, diversification of promotional methods such as recording record contents through collaboration with related departments, and improving copyright issues that limit record donation. Thirdly, participatory record collection methods with efficient questionnaires in participatory forms and privacy issues are proposed as improvement plans.

Acquisition Methods for Disaster Archives Based on the Issue Life Cycle Model (이슈 생존 주기 모형 기반 재난 아카이브 수집 방안)

  • Due to the value and the importance of preservation of disaster web records, to build disaster archives is globally becoming a national challenge. This study proposes a acquisition methods based on the issue life cycle model for collecting disaster web records. We firstly analyzed web records acquisition status, methods and period of domestic and foreign disaster archives. In addition, the issue life cycle model was derived by collecting and analyzing the disaster issues in the last 10 years. As the results of the analysis, the issue life cycle model was divided into the sudden type and periodic type according to the characteristics of the disaster. In conclusion, this study propose a method to collect web records according to each model and verify its applicability.

A Study of Local Government's Archives in Beijing, China (중국 북경지역의 구현당안관에 대한 연구)

  • Quxian Archives is the institution collecting, managing and preserving archives and historical materials of each institution, group and individual of pertinent districts and prefectures. This study investigated 16 Quxian Archives in Beijing and surrounding areas in a bid to conduct overseas case study of archives of primary local governments or municipalities. Establishment status, function and organization of Quxian Archives were studied in terms of management. And collection range, method of collection and characteristics of archives in possession were studied in terms of archives of Quxian Archives. Through this study, the construction of informatization of resources of archives and establishment of integrated retrieval system on national level are expected. It is also expected that this will contribute to the establishment of archives of Korea's primary local governments and municipalities, working as one of overseas example of operation.

A Study on the Collection Policy of Universtiy Archives: A Case Study of Hanshin Universtiy (대학기록물 수집정책에 관한 연구: 한신대학교를 중심으로)

  • This study examines the collection policy of University Archives. The establishment of collection policy enables university archives to concentrate in which memories of university to remain and provide as archives. Accordingly, this study, making a model of university archives in early sage of establishment, intends to investigate the collection policy for collecting archives in university. The first chapter defines the fields and categories of collection of archives. In order to define the collection categories, it outlines the history of the university and set up the fields and categories for documentation. In the second chapter, this study examines about the factors which forms the document of the collection policy, such as a missions statement, a guide to collection, and a guide to acceptance by items. Then, this study, applying items mentioned above, suggests a plan for a collection policy. The model presented in this study may not represent the model of collection policy in the university archives. However, it is meaningful as a study of collection policy and has purpose and significance in making a stepping stone for more developmental collection policy.
