A Handover Scheme for Seamless Service Support between Wired and Wireless Networks over BcN (BcN 환경에서 유선망과 무선망간의 끊김없는 서비스를 지원하기 위한 핸드오버 절차)

  • This paper proposes low latency handover procedure for seamless connectivity and QoS support between wired (e.g. Ethernet) and wireless (e.g. WLAN, WiBro(802.16-compatible), CDMA) networks by the mobile-assisted and server-initiated handover strategy. It is assumed that the server decides the best target network considering network status and user preferences. In this algorithm a mobile terminal associates with the wireless link decided at the server In advance and receives CoA as well. When handover occurs without the prediction in wired networks, the server performs fast binding update using physical handover trigger through the MIH(media independent handover) function. As a result, a mobile terminal does not need to perform L2 and L3 handover during handover so that this procedure decreases handover latency and loss.

A Study on Fatigue Strength in the Friction Welded Joints of HSS-Co to SM55C Carbon Steel(II) (HSS-Co와 SM55C 이종 마찰용접재의 피로강도에 관한 연구(2))

  • The fatigue strength and fracture topography in the friction welded interface of high speed steel (HSS-Co) to SM55C carbon steel have been investigated through the fatigue test, SEM fractograph and EDS (energy dispersive spectrometer) analysis. Three kinds of specimens used in this research are the friction welded joints, HSS-Co and SM55C carbon steel with circumferential notch, saw notch and smooth, respectively. The notch sensitivity factor, .eta. of the friction welded joints is lower than that of the base materials, and that represents a superiority of the joint performance of FRW. Fracture topography of the FRW specimens with a notch showed a cleavage or brittle appearance, while that of the FRW smooth specimen appeared to be ductile. Furthermore, although fatigue crack likely initiated near the weld interface of the FRW smooth specimen, crack propagation continued into the HAZ of SM55C steel. Finally, fatigue fractures of the base materials were associated primarily with the inclusions located at the outer periphery of the specimen.

  • The graft copolymerization of methyl methacrylate(MMA) onto natural rubber latex(NRL) initiated by t-butyl hydroperoxide(t-BHPO) was investigated in aquous medium. The grafting percentage, grafting efficiency and total conversion were observed in various reaction conditions such as monomer, initiator and emulsifier concentration, reaction temperature, reaction time and agitation speed. The optimum conditions for the graft copolymerization onto natural rubber latex were as follows ; At given monomer concentration of $3{\times}10^{-2}mole/l$, the maximum grafting percentage was appeared in the case of grading in initiator concentration of $4{\times}10^{-2}mo1e/l$ and emulsifier concentration of 0.2wt.% at $40^{\circ}C$ for 5hrs.

Fatigue Properties of Sinter-hardened Fe-Ni-Mo-Cu Materials

  • Fe-4Ni-0.5Mo-1Cu powder was selected as raw material, pressed and sinter-hardened at $1135\;^{\circ}C$ for 30 min with rapid cooling. The density varies in the range of $7.24-7.29\;g/cm^3$. Its fatigue properties have been tested in axial loading of alternating tensile/compressive stress at R=-1 with a servo-pulse pump. The fatigue endurance limit was measured to be 260 MPa. The microstructure showed more homogeneous bainite and martensite. Fractography displayed the fatigue cracks initiated from the pore areas near the surface. A non-typical ductile fatigue striation was found. More dimples occurred on fracture surface due to the plastic deformation, which can prohibit cracking propagation and improve its fatigue properties.

Effects of particle size and loading rate on the tensile failure of asphalt specimens based on a direct tensile test and particle flow code simulation

  • This study, it was tried to evaluate the asphalt behavior under tensile loading conditions through indirect Brazilian and direct tensile tests, experimentally and numerically. This paper is important from two points of view. The first one, a new test method was developed for the determination of the direct tensile strength of asphalt and its difference was obtained from the indirect test method. The second one, the effects of particle size and loading rate have been cleared on the tensile fracture mechanism. The experimental direct tensile strength of the asphalt specimens was measured in the laboratory using the compression-to-tensile load converting (CTLC) device. Some special types of asphalt specimens were prepared in the form of slabs with a central hole. The CTLC device is then equipped with this specimen and placed in the universal testing machine. Then, the direct tensile strength of asphalt specimens with different sizes of ingredients can be measured at different loading rates in the laboratory. The particle flow code (PFC) was used to numerically simulate the direct tensile strength test of asphalt samples. This numerical modeling technique is based on the versatile discrete element method (DEM). Three different particle diameters were chosen and were tested under three different loading rates. The results show that when the loading rate was 0.016 mm/sec, two tensile cracks were initiated from the left and right of the hole and propagated perpendicular to the loading axis till coalescence to the model boundary. When the loading rate was 0.032 mm/sec, two tensile cracks were initiated from the left and right of the hole and propagated perpendicular to the loading axis. The branching occurs in these cracks. This shows that the crack propagation is under quasi-static conditions. When the loading rate was 0.064 mm/sec, mixed tensile and shear cracks were initiated below the loading walls and branching occurred in these cracks. This shows that the crack propagation is under dynamic conditions. The loading rate increases and the tensile strength increases. Because all defects mobilized under a low loading rate and this led to decreasing the tensile strength. The experimental results for the direct tensile strengths of asphalt specimens of different ingredients were in good accordance with their corresponding results approximated by DEM software.

A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio (지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

  • In designing three phase enclosure type EHV class gas insulated bus (GIB), it is essential to estimate the magnitude and the position where the maximum electric field strength occur. The improvement of insulation design can only be initiated after those informations have been obtained. In this paper, the calculated electric field strength for three phase GIB of HICO 362kV 63kA GIS is presented. The result shows that the designed insulator has enough margin compared with the design criteria.

  • In the end of 2014, Changwon National University and TECHSTEEL Co., Ltd. had initiated a project on the development of a 300 kW-class HTS DC Induction Furnace(HTS DC IF) for preheating non-ferrous metal billets funded by the Korea Institute of Energy Technology Evaluation and Planning for 3 years. This is the one of the most realistic commercial machines applying the coated conductors. In this paper, the development progress of a 300 kW-class HTS DC IF was introduced. The major characteristics of the furnace including its capacity, structure and operation scheme were presented. For ensuring the successful design, a pre-validation study was performed through the electromagnetic, heat transfer and solid mechanical analysis using a multi-physics FEM tool. The aluminum billet was heated up to $540^{\circ}C$ under 1 T of the magnetic flux density at the center of the billet, and the simulation results were described in detail.

Structural Changes during Oxidation Process of Anisotopic Mesophase Carbon Fibers(II)-Surface Texture Observation by Scanning Electron Microscopy (산화반응에 의한 이방성 메조페이스 탄소섬유의 구조 변화(II)-주사전자현미경을 이용한 표면구조 관찰)

  • Anisotropic mesophase carbon fiber(AMCFs) was exposed to isothermal oxidation in air and $CO_2$atmosphere, and burn-off rates have measured by TGA. The microstructure changes of oxidized carbon fibers, were observed by SEM. It was observed that oxidation rate in the air is over 100 times faster than that in $CO_2$atmosphere. The activation energy obtained in air was about 43.4 Kcal/mole in the temperature range of $600∼800^{\circ}C$, and in $CO_2$was about 55.2 Kcal/mole in the temperature range of $950∼1200^{\circ}C$. Therefore, the oxidation reaction in both atmospheres was under chemical reaction regime in the above temperature ranges. It was shown that the oxidation of the AMCFs is initiated at the end of fibers at high temperature($1100^{\circ}C$) with developing the large pores, and the small pores are developed on the fiber surface at low temperature($900^{\circ}C$). In conclusion, the oxidation of the AMCFs is progressed through the imperfection.
