  • Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

A Study on PN Phase Modulation Communication System in GPS (GPS 에 있어서의 의사잡음위상변조 통신방식에 대한 연구)

  • The NAVSTAR/GPS is a satellite-based navigation system that will provide extremely accurate three-dimensional position and velocity information to users anywhere on or near the earth. This system has been studied primarly for military use and thus the results of studies are seldom obtainable for civilian use up to date. Expecting this system to be opened to civilian use in the future, this paper aims to the collection of basic data of the PN phase modulated communication system adopted in the GPS system by computer simulation. The results of studies are as follows; 1) The PN phase modulation of the speed of 106b/s can be simulated by Fourier summation, the spectrum region which can be restricted is in the region of 0.5-1.5 MHz and spectrum number required is over than 270. 2) By computer simulation, it is verified that optimum r.f filter bandwidth is about 0.3 MHz for the case of $10^6$b/s PN codes phase modulated in 1.575GHz carrier. 3) In case that PN rate to data rate is between 10 and 100, the allowable minimum SNR to demodulate data signal correctly by optimum LPF is about 0.3. It is also verified that the larger the frequency ratio of PN code to the data code, the lower the allowable minimum SNR required.

  • Sanghwa (Table flower) style, the flower decoration of food table, was found in the paintings of Joseon Dynasty's event and civilian life. On the court event paining, there was always Sanghwa decorating the food, and it was found that the types of Sanghwa and the ingredients used were different depending on the status of the participants. The Uigwe recorded the type and number of Sanghwa, and the number of decorations was different depending on the purpose of the event or the status of the person being treated, and the Sanghwa was pre-loaded and transferred. In civilian life, Sanghwa was found to have been decorated not only on top of the food but also on top of the food table.

DYNAMICS OF GUN VIOLENCE BY LEGAL AND ILLEGAL FIREARMS: A FRACTIONAL DERIVATIVE APPROACH

  • Crime committed by civilians and criminals using legal and illegal firearms and conversion of legal firearms into illegal ones has become a common practice around the world. As a result, policies to control civilian gun ownership have been debated in several countries. The issue arose because the linkages between firearm-related mortality, weapon accessibility, and violent crime data can imply diverse options for addressing criminality. In this paper, we have projected a mathematical model in terms of the Caputo fractional derivative to address the issues viz. input of legal guns, crime committed by legal and illegal guns, and strict government policies to monitor the license of legal guns, strict action against violent crime. The boundedness, existence and uniqueness of solutions and the stability of points of equilibrium are examined. It is observed that violent crime increases with the increase of crime committed by illegal guns, crime committed by legal guns and, decreases with the increase of legal guns, the deterrent effect of civilian gun ownership, and action of law against crime. Further, legal guns increase with the increase of the limitation of trade of illegal guns and decrease with the increase of conversion of legal guns into illegal guns and increase of the growth rate of illegal guns. Again, as crime is committed by legal guns also, the policy of illegal gun control does not assure a crime-free society. Weak gun control can lead to a society with less crime. Theoretical aspects are numerically verified in the present work.

  • Gunshot-induced chest trauma is exceedingly rare among civilians in South Korea due to strong firearm control policies. In contrast to military reports emphasizing the use of emergent open thoracotomy to increase chances of survival, most penetrating non-cardiac injuries in civilian settings are managed conservatively, such as through chest tube insertion, as they typically result from lower-energy bullets. However, early surgical intervention for penetrating gunshot wounds can help reduce delayed fatalities caused by septic complications from pneumonia or empyema. The advent of minimally invasive thoracic surgery has provided cost-effective and relatively non-invasive treatment options, aided in the prevention of potential complications from undrained hematomas, and facilitated functional recovery and reintegration into society. We successfully treated a patient with a penetrating gunshot wound to the chest using video-assisted thoracoscopic surgery.

  • This study aims to analyze cases of drone psychological warfare in modern conflicts and examine their effects and limitations. Focusing on the cases of the United States, Israel, and Ukraine, the study investigates the impact of drone-based surveillance, attacks, and propaganda activities on the morale and combat will of enemy forces. The findings indicate that drone psychological warfare has a significant effect in pressuring the enemy psychologically and weakening their will to fight. However, it also entails serious side effects, such as civilian casualties and controversies over violations of international law, which calls for an ethical review. This study is significant in providing a foundation for in-depth discussions on the effectiveness and ethics of drone psychological warfare.

Comparative Analysis of Freshwater Fish Species in Civilian Control Zone in South Korea: A Comparison between Direct Survey Results and Indirect Assessment via eDNA (우리나라 민간인통제구역 내 수계 어류에 대한 비교분석: 직접조사 결과와 eDNA를 통한 간접조사 결과 비교)

  • South Korea is the only divided nation globally, marked by a military demarcation line establishing demilitarized and civilian control zones, ensuring national security. Consequently, these areas exhibit relatively minimal ecological disruption compared to other regions. However, the threat to safety persists due to the presence of unexploded ordnances and landmines, imposing significant constraints on ecological research. To address this, we conducted a comparative study utilizing eDNA analysis as a supplementary and alternative approach within three points of the "Road of Peace" - Inje, Yanggu, and Hwacheon courses, located within the civilian control zone. Direct surveys and indirect eDNA sampling were carried out in May, July, and September of 2022. Genetic material obtained from the samples underwent amplification, library preparation, MiSeq sequencing, and subsequent ASV generation for indirect analysis. These results were then compared with the findings of direct surveys. Our findings revealed the detection of eDNA for both observed species at the Yanggu-1 point, and for two out of four species at Yanggu-2. Hwacheon-1 displayed the detection of eDNA for one out of one observed species, whereas Hwacheon-2 yielded seven out of twelve, Hwacheon-3 showed four out of six, and all one observed species at Hwacheon-4 exhibited eDNA detection. Consequently, approximately 69% of the fish species identified through direct surveys were confirmed by indirect eDNA analysis. It is necessary to verify if certain fish species, such as the continental trout and catfish, have genetic information registered in the NCBI database. Additionally, it is believed that further marker development research utilizing different genetic sequences is essential. Given the limitations imposed by the hazardous nature of the surveyed civilian control zone, eDNA analysis proves to be a suitable supplement for fish research in the area.

  • In the past, the part of development of that is used for the military aviation target or reconnaissance is being extended to the range of application not only reconnaissance but also civilian industry as the introduction of the newest IT technology and the technical evolution. The Civilian low-cost UAV that is expected growth at the market of UAV in the world is accelerated to the extended applicability in the fields. However, The UAV study is recently focused on the Link and The Data bus because the main decision of the civilian UAV system configuration is not suitable to determinate the factory of price. In this paper is analysed the UAV data bus through the simulation in same condition both the CAN Bus which used the automobile industry and the MIL-STD-1553B which is used the aviation industry. As a comparison result, we identified that the CAN Bus of conventional configuration is possible to transmit the data without the need for a separate coupler equipment against the MIL-STD-1553B data. Thus, we identified that the CAN bus is capable to apply as a low-cost UAV internal data bus to optimize configuration and weight than 1553B.

Habitat Fragmentation by a Levee and Its Impact on Frog Population in the Civilian Control Zone (제방으로 인한 생태계 분절이 민간인통제구역 양서류에 미친 영향)

  • We examined whether an artificial levee constructed on prime amphibian habitat influences fragmentation. Four different sites on both sides of a levee in the Civilian Control Zone(CCZ) were probed. Sites 1 and 2 are rice paddies on one side of the levee, and Site 3 is the stream that locates in the same side. All the three sites have water conditions of seasonal variance. On the other side, Site 4 consists of rice paddies with a stable condition of water supply, irrigated through a canal. The research sites were frequented and the frog populations were closely monitored. The investigation identified five species. Pelophylax nigromaculatus was the most frequent (n=295), followed by Hyla japonica (n=220) and Glandirana rugosa (n=124). Three Bufo gargarizans and eight Rana coreana were also found. The amphibians, however, were found to relocate themselves according to water condition to rice paddies or stream only within one side of the levee. Despite having ample sources of water and foods, Site 4 lacked large populations of frogs, even when droughts came. Both the species dominance index and the richness index indicated a more favorable living condition of the one side of the levee (Sites 1 and 2) over the other.
