본 논문은 대학도서관의 지역사회 개방 현황을 파악하고자 도서관 홈페이지를 조사하여 24개의 도서관을 선정하고 각 대학도서관의 특별이용자제도와 대출정책을 조사, 분석한 것이다. 또한 외부이용자를 위한 특별이용자제도 도입시 고려할 사항을 다루었다.

The purpose of this study is to compare and analyze each government's ICT SME support policies to cope with changes in the ICT ecosystem paradigm. In particular, the core policies and policy trends of the Moon's government are presented through keyword network analysis and cognitive map analysis. As a result, core technologies such as ICT(Information Communication Technology), AI(Artificial Intelligence), Big Data, and 5G, which have high values of betweenness centrality and closeness centrality, are major keywords with high propagation power. The cognitive map analysis shows that the opportunity factors for the 4th industrial revolution are being activated through the ICT infrastructure circulation process, the domestic market circulation process, and the global market circulation process. This study is meaningful in terms of cognitive map analysis and utilization based on scientific analysis.

본 연구의 목적은 다문화 이용자 밀집지역에 있는 도서관의 장서와 대출데이터를 정량적으로 분석하여 이용자들의 소장장서에 대한 장서활용도를 살펴보고 이를 토대로 다문화 도서관을 위한 정책적 시사점을 제시하는데 있다. 안산다문화작은도서관을 대상으로 2016년부터 2022년까지 장서·대출 이용 데이터를 분석하였다. 연도별, 언어별, 주제별로 소장도서수, 대출수, 비중, 장서회전율과 이용계수를 산출하여 장서이용도를 파악하였다. 개별도서별 누적대출수를 기준으로 누적 합계를 산출하여 대출 분포와 장서이용율 추이를 살펴보았다. 다문화 장서의 평가와 장서활용도를 기반으로 증거 기반의 장서개발 지침에 활용할 근거를 제공하고 다문화 도서관을 위한 정책을 제안하였다.

According to the increase of demand for human organs such as kidney, heart, pancreas, joint, and cornea for therapeutic transplantation, the production of alternative organs based on Gnotobiotic Pigs gains a lot of concerns all over the world. However, it is not common to design and build Gnotobiotic Pigs' facility, and there are only a few those facilities and planning principles for them. Considering the situation above, this paper tries to develop planning guidelines for space organization and circulation system of standardized Germ Free Pig's facility on the bases of case analysis. The results of this study are as follows. At first, four swine farms including a Gntobiotic Pig's facility has been analysed from the point of space organization and circulation system. Secondly, the space zoning of Gnotobiotic Pigs' facility has been proposed into 5 groups : pigs' area, adminstration area, operating room and laboratory, service area, and mechanical area. Space components of each group have been presented also. Finally, circulation system of Gnotobiotic Pigs' facility has been explored from a operational point of view. This, also, includes human circulation, pig's circulation, and goods' circulation. This study has some limitations because it does not consider the SOPs(standard operational policies) of that facility to the fullest measure and does not suggest space area of each part, either. Despite of some weaknesses, it is expected that this study can give some useful guidelines for the design and planning of Germ Free Pigs' facilities.

본 연구의 목적은 지난 20년 이상 지리정보기반을 구축하고 활용해왔던 영국의 사례를 바탕으로 영국의 지리정보구축과정, 시장구조, 정부정책을 고찰하고, 한국의 지리정보사업을 위한 정책적 시사점을 논의하는 데 있다. 영국의 경우, 정부기관 주도로 지리정보 구축사업이 진행된 이후 구축기관의 에이젼시화 과정을 거쳐 현재는 민간으로의 지리정보 이용 및 활용 확산단계에 와 있다. 이러한 변화과정을 통해서 영국의 지리정보유통시장은 지리정보 공급자와 수요자들간에 지리정보 부가가치를 목표로 하는 다양한 형태의 지리정보 가공 판매자가 나타났으며, 영국지리정보원 주도로 민간과의 파트너쉽 형성이 활발하다. 이를 토대로 민간부문에서는 지리정보의 상업화 성공을 경험하고 있으며 영국지리정보원에 의한 주요 수요자층과의 장기공급계약은 수요자층의 확대를 유도하고 있다. 이러한 영국의 사례를 바탕으로 본 연구의 제안 내용은 향후 우리나라의 지리정보사업을 위한 정책적 제안으로써 민간부문의 시장참여를 유도하는 정책 개발이 무엇보다 필요하며, 부가가치 창출을 위한 지리정보 재판매자의 자율성 확대 및 지리정보 공급자 및 기관의 고객 중심의 경영마인드 확산, 연구개발 장려를 위한 국가지리정보의 무료 혹은 저가의 지리정보이용 정책이 시급히 개발, 시행되어야 한다는 점이다.

화물자동차는 국가경제의 근간을 이루는 요소로서 물류효율 측면에서 중요한 역할을 수행하고 있음에도 불구하고, 도시내 화물자동차 의 통행으로 파생되는 교통측면의 소통, 안전 및 환경측면으로 인하여 화물자동차 통행관리제도에 있어 우대정책과 제한정책이 공존하고 있는 현실이다. 이러한 화물자동차 통행으로 인한 지역사회의 양면적 파급영향이 있음에도 불구하고 화물자동차 통행관리제도에 대한 평가방법이 단편적인 물류효율 측면이나 교통소통 측면으로만 이루어지고 있는 한계를 인식하고, 보다 다각적인 측면에서의 지표개발을 포함한 평가방법을 정립하고자 하였다. 평가지표로서 기존의 물류효율과 교통소통 측면의 평가지표를 재정리하고, 추가적으로 초등학교 등하교 통행과 화물자동차 통행과의 마찰지수 및 화물자동차로 인한 대표적 대기오염물질인 질소산화물 배출에 따른 직접영향권내 인구와의 대기오염 노출지수를 새로운 교통안전 및 환경 측면 지표로 제시하였으며, 이에 대한 평가방법을 정립하였다. 사례분석 결과, 물류효율이나 교통소통 측면에서는 화물자동차 통행관리제도의 시행전이 유리한 것으로 나타났으나, 교통안전 및 환경 측면에서는 시행 후가 효과적인 것으로 분석되어 새로운 평가지표 도입에 따라 평가가 달라질 수 있음을 확인할 수 있었으며, 이는 향후 화물자동차에 대한 통행관리정책 결정시에 보다 다양한 시각에서의 합리적인 의사결정을 하는 데에 효과적인 지표로서 활용될 수 있으리라 기대한다.

이 연구는 해외 공동보존서고의 자료이관지침과 자료제공지침을 분석하여 향후 국내 공동보존서고 운영에 참고할 수 있는 실질적인 데이터를 제공하기 위해 실시되었다. 이를 위해 해외 대학도서관을 중심으로 운영되고 있는 공동보존서고 7개관의 홈페이지와 관련 자료를 분석하였다. 자료이관지침은 이관자료의 유형과 수량, 자료유형별 이관기준, 자료의 소유권 처리, 자료의 폐기 등을 중심으로, 자료제공지침은 보존서고 관내이용과 자료대출/전송서비스 등 관외서비스 등을 중심으로 살펴보았다. 이 연구의 결과는 향후 국내 공동보존서고 운영지침 수립에 기초데이터로 활용할 수 있을 것이다.

This research focuses on examining the mobilization of Public Procurement for Innovation (PPI) in South Korea as a case study in technology innovation. By using the lens of policy mobility and qualitative research methodologies, it emphasizes the circulation of PPI is an outcome of an assemblage of multiple actors who are responsible for the introduction of PPI. The Public Procurement Service in South Korea has actively sought to understand and adopt the concept of PPI from developed countries. This initiative has been localized under the umbrella of 'innovative technology and product.' Throughout the mobilization, a cadre of technocrats, the Innovation Procurement Competence Center plays a pivotal role, and particularly encourages Small and Medium Enterprises to bolster their export capabilities, resulting in a reciprocal circulation of policies and programs from South Korea to foreign countries as well as within intra-urban area. Consequently, the above findings, revealing the nuanced evolution of policy mobility in local contexts, hold practical significance as they provide valuable insights and lessons for urban studies.

What are main contents of Balanced National Development Five Years Plan? We will study for contents and policies of the plan's six themes. Six themes of the plan are the drive strategy, the rearing of the worldwide progressive cluster, the local promotion in the strategic industry, the formation of the square national circulation road network, the consolidation of the metropolitan area and the independent drop-out region, and the fund and raising plan. And especially, we will study the details of the national land-structure network formation.

This study analyzed regular transportation costs between port warehouses and processing plants and between processing plants and central distribution centers and further transportation costs relations according to empty transfer rates in each circulation by examining the distribution routes of imported grain including wheat, barley, corn, and soybean, namely port warehouses, processing plants, and central distribution centers. Based on the results, the study compared and reviewed the logistics transportation costs. The analysis results of the alternative model show that logistics operational costs could be considerably cut down by introducing a flexible vehicle transportation operational method, which is to change the vehicle loading parts for proper substitute transportation after unloading and transport them to other locations such as central distribution centers instead of returning empty, as an alternative to high operational costs deriving from empty vehicle operation in each circulation after unloading items in case of transportation of imported grain and processed items. The results allow for a more realistic approach to general problems with large-scale distribution network operation and provide a theoretical foundation to serve as a guide to establish policies for corporate operation of imported grain logistics systems.
