The investigation of driving mechanism for the formation of tropical night in the coastal region, defined as persistent high air temperature over than 25$^{\circ}C$ at night was carried out from August 14 through 15, 1995. Convective boundary layer (CBL) of a 1 km depth with big turbulent vertical diffusion coefficients is developed over the ground surface of the inland basin in the west of the mountain and near the top of the mountain, while a depth of thermal internal boundary layer (TIBL) like CBL shrunken by relatively cool sea breeze starting at 100 km off the eastern sea is less than 150 m from the coast along the eastern slope of the mountain. The TIBL extends up to the height of 1500 m parallel to upslope wind combined with valley wind and easterly sea breeze from the sea. As sensible heat flux convergences between the surface and lower atmosphere both at the top of mountain and the inland coast are much greater than on the coastal sea, sensible heat flux should be accumulated inside both the TIBL and the CBL near the mountain top and then, accumulated sensible heat flux under the influence of sea breeze circulation combined with easterly sea breeze from sea to inland and uplifted valley wind from inland to the mountain top returning down toward the eastern coastal sea surface should be transported into the coast, resulting in high air temperatures near the coastal inland. Under nighttime cooling of ground surface after sunset, mountain wind causes the daytime existed westerly wind to be an intensified westerly downslope wind and land breeze further induces it to be strong offshore wind. No sensible heat flux divergence or very small flux divergence occurs in the coast, but the flux divergences are much greater on the top of the mountain and along its eastern slope than on the coastal inland and sea surfaces. Thus, less cooling down of the coastal surface than the mountain surface and sensible heat transfer from warm pool over the coast into the coastal surface produce nocturnal high air temperature on the coastal inland surfaces, which is not much changed from daytime ones, resulting in the persistence of tropical night (nocturnal thermal high) until the early in the morning.
The impact of midlatitude synoptic system (upper-level trough) on typhoon intensity change was investigated by analyzing the spatial and temporal characteristics of vertical wind shear (VWS), relative eddy momentum flux convergence (REFC), and potential vorticity (PV). These variables were computed over the radial mean $300{\sim}1,000km$ from the typhoon center by using GDAPS (Global Data Assimilation and Prediction System) data provided by the Korea Meteorological Administration (KMA). The selected cases in this study are typhoons Rusa (0215) and Maemi (0314), causing much damage in life and property in Korea. Results show that the threshold value of VWS indicating typhoon intensity change (typhoon to severe tropical storm) is approximately 15 m/s and of REFC ranges 6 to 6.5 $ms^{-1}day^{-1}$ in both cases, respectively. During the period with the intensity of typhoon class, PVs with 3 to 3.5 PVU are present in 360K surface-PV field in the cases. In addition, there is a time-lag of 24 hours between central pressure of typhoon and minimum value of VWS, meaning that the midlatitude upper-level trough interacts with the edge of typhoon with a horizontal distance less than 2,000 km between trough and typhoon. That is, strong midlatitude upper-level divergence above the edge of the typhoon provides a good condition for strengthening the vertical circulation associated with the typhoons. In particular, when the distance between typhoon and midlatitude upper-level trough is less than 1,000 km, the typhoons tend to weaken to STS (Severe Tropical Storm). It might be mentioned that midlatitude synoptic system affects the intensity change of typhoons Rusa (0215) and Maemi (0314) while they moves northward. Thus, these variables are useful for diagnosing the intensity change of typhoon approaching to the Korean peninsula.
A least-square regression analysis is applied for the estimation of velocity streamfunction field based on discretely sampled current meter data. The coefficients of a streamfuunction that is expanded in terms of trigonometric basis function are obtained by enforcing the horizontal non-divergence of two-dimensional flow field. This method avoids Interpolation and gives a root-mean-square (rms) residual of fit which Includes the divergent part and noisiness of oceanic data. The Implementation of the method Is done by employing a boundary-fitted, curvilinear orthogonal coordinate which facilitates the specification of boundary conditions. An application is successfully made to the Texas-Louisiana shelf using the 32 months current meter data (31 moorings) observed as a part of the Texas-Louisiana Shelf and Transport Processes Study (LATEX). The rms residual of the fitting is relatively small for the shelf, which indicates the field Is Ivell represented by the streamnfunction.

The numerical simulation of heavy precipitation event occurred in the central Korean Peninsula on July 26-28, 1996 was performed using the fine mesh model. ARPS (Advanced Regional Prediction System) developed by the CAPS (Center for Analysis and Prediction of Storms). Usually, the heavy rainfalls occurred at late July in the Korean Peninsula were difficult to predict, and showed very strong rainfall intensity. As results, they caused a great loss of life and property. As it usual, this case was unsuccessful to predict the location of rain band and the precipitation intensity with the coarse-mesh model. The same case was, however, simulated well with fine-mesh storm-scale model, ARPS. Moisture band at 850 hPa appeared along the Changma Front in the area of China through central Korea passed Yellow Sea. Also the low-level jet at 700 hPa existed in the Yellow Sea through central Korea and they together offered favorable condition to induce heavy rainfall in that area. The convective activities developed to a meso-scale convective system were observed at near the Yangtze River and moved to the central Korean Peninsula. Furthermore, the intrusion of warm and moist air, origninated from typhoon, into the Asia Continent might result in heavy rainfall formation through redistribution of moisture and heat. In the vertical circulation, the heavy rainfall was formed between the upper- and low-level jets, especially, the entrance region of the upper-level jet above the exit the region of the low-level jet. The low level convergence, the upper level divergence and the strong vertical wind were organized to the very north of the low level jet and concentrated on tens to hundreds km horizontal distance. These result represent the upper- and low-level jets are one of the most important reasons on the formation of heavy precipitation.
Variability of sea surface temperature (SST) in the Japan/East Sea (JES) was studied using complex empirical orthogonal function (CEOF) analysis. Two daily data sets were analyzed: (1) New Generation 0.05o-gridded SST from Tohoku University, Japan (July 2002-July 2006), and (2) 0.25o-gridded SST from the Japan Meteorological Agency (October 1993-November 2006). Linkages with wind stress curl were revealed using 6-h 1o-gridded surface zonal and meridional winds from ancillary data of the Sea- WiFS Project, a special National Centers for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR) product (1998-2005). SST anomalies (SSTA) were obtained by removing the seasonal signal, estimated as the leading mode of the CEOF decomposition of the original SST. Leading CEOF modes of residual SSTA obtained from both data sets were consistent with each other and were characterized by annual, semiannual, and quasi-biennial time scales estimated with 95% statistical significance. The Semiannual Mode lagged 2 months behind the increased occurrence of the anticyclonic (AC) wind stress curl over the JES. Links to dynamic processes were investigated by numerical simulations using an oceanic model. The suggested dynamic forcings of SSTA are the inflow of subtropical water into the JES through the Korea Strait, divergence in the surface layer induced by Ekman suction, meridional shifts of the Subarctic Front in the western JES, AC eddy formation, and wind-driven strengthening/weakening of large-scale currents. Events of west-east SSTA movement were identified in July-September. The SSTA moved from the northeastern JES towards the continental coast along the path of the westward branch of the Tsushima Current at a speed consistent with the advective scale.

The eastern coast of northeastern Brazil (NEB), a coastal land-strip up to 300 km wide and stretching out from Rio Grande do Norte $(5^{\circ}S)$ State down to the south of Bahia State $(17^{\circ}S)$, experiences different rain producing systems, such as distrubances in the south-east trade winds, frontal systems penetration, land-sea breeze circulation and local convection associated with the topography and moisture flux convergence. The annual total rainfall ranges from 600 inland to 3000 mm on the coast. Rainfall totals 5 to 12 times the focal climatic means were recorded in various regions of Alagoas state in January 2004. It was estimated that 46,000 people were homeless, with material damages exceeding US$10 million as a consequence of the ensuing floods. GOES infrared images analysis showed that the main weather system responsible for this anomalously high rainfall totals was an Upper Troposphere Cyclonic Vortex (UTCV), which formed at about a $27^{\underline{\circ}}W\;e\;12^{\underline{\circ}}S$ and remained active for the entire month of January over NEB.
An advanced anaerobic expanded granular sludge bed (AnaEG) and an internal circulation (IC) reactor, which were adopted to treat starch processing wastewater (SPW) and ethanol processing wastewater (EPW), were comprehensively analyzed to determine the key factors that affected the granules and microbial communities in the bioreactors. The granule size of $900{\mu}m$ in the AnaEG reactor was smaller than that in the IC reactor, and the internal and external morphological structures of the granular sludge were also significantly different between the two types of reactors. The biodiversity, which was higher in the AnaEG reactor, was mainly affected by reactor type. However, the specific microbial community structure was determined by the type of wastewater. Furthermore, the dominant methanogens of EPW were mainly Methanosaeta and Methanobacterium, but only Methanosaeta was a major constituent in SPW. Compared with the IC reactor, characteristics common to the AnaEG reactor were smaller granules, higher biodiversity and larger proportion of unknown species. The comparison of characteristics between these two reactors not only aids in understanding the novel AnaEG reactor type, but also elucidates the effects of reactor type and wastewater type on the microbial community and sludge structure. This information would be helpful in the application of the novel AnaEG reactor.
A large number of MJO skill metrics and process-oriented MJO simulation metrics have been developed by previous studies including the MJO Working Group and Task Force. To assess models' successes and shortcomings in the MJO simulation, a standardized set of diagnostics with the additional set of dynamics-oriented diagnostics are applied. The Global Coupled (GC) model developed for the operation of the climate prediction system is used with the comparison between the GC2 and GC3.1. Two GC models successfully capture three-dimensional dynamic and thermodynamic structure as well as coherent eastward propagation from the reference regions of the Indian Ocean and the western Pacific. The low-level moisture convergence (LLMC) ahead of the MJO deep convection, the low-level westerly and easterly associated with the coupled Rossby-Kelvin wave and the upper-level divergence are simulated successfully. The GC3.1 model simulates a better three-dimensional structure of MJO and thus reproduces more realistic eastward propagation. In GC2, the MJO convection following the LLMC near and east of the Maritime Continent is much weaker than observation and has an asymmetric distribution of both low and upper-level circulation anomalies. The common shortcomings of GC2 and GC3.1 are revealed in the shorter MJO periods and relatively weak LLMC as well as convective activity over the western Indian Ocean.
International circulation of cultural assets involves numerous countries thereby making an approach based on international law essential to resolving this problem. Since the end of the $2^{nd}$ World War, as the value of cultural assets evolved from material value to moral and ethical values, with emphasis on establishing national identities, newly independent nations and former colonial states took issue with ownership of cultural assets which led to the need for international cooperation and statutory provisions for the return of cultural assets. UNESCO's 1954 "Convention for the Protection of Cultural Property in the Event of Armed Conflict" as preparatory measures for the protection of cultural assets, the 1970 "Convention on the Means of Prohibiting and Preventing the Illicit Import and Transfer of Ownership of Cultural Property" to regulate transfer of cultural assets, and the 1995 "Unidroit Convention on Stolen or Illegally Exported Cultural Objects" which required the return of illegally acquired cultural property are examples of international agreements established on illegal transfers of cultural assets. In addition, the UN agency UNESCO established the Division of Cultural Heritage to oversee cultural assets related matters, and the UN since its 1973 resolution 3187, has continued to demonstrate interest in protection of cultural assets. The resolution 3187 affirms the return of cultural assets to the country of origin, advises on preventing illegal transfers of works of art and cultural assets, advises cataloguing cultural assets within the respective countries and, conclusively, recommends becoming a member of UNESCO, composing a forum for international cooperation. Differences in defining cultural assets pose a limitation on international agreements. While the 1954 Convention states that cultural assets are not limited to movable property and includes immovable property, the 1970 Convention's objective of 'Prohibiting and preventing the illicit import, export and transfer of ownership of cultural property' effectively limits the subject to tangible movable cultural property. The 1995 Convention also has tangible movable cultural property as its subject. On this point, the two conventions demonstrate distinction from the 1954 Convention and the 1972 Convention that focuses on immovable cultural property and natural property. The disparity in defining cultural property is due to the object and purpose of the convention and does not reflect an inherent divergence. In the case of Korea, beginning with the 1866 French invasion, 36 years of Japanese colonial rule, military rule and period of economic development caused outflow of numerous cultural assets to foreign countries. Of course, it is neither possible nor necessary to have all of these cultural properties returned, but among those that have significant value in establishing cultural and historical identity or those that have been taken symbolically as a demonstration of occupational rule can cause issues in their return. In these cases, the 1954 Convention and the ratification of the first legislation must be actively considered. In the return of cultural property, if the illicit acquisition is the core issue, it is a simple matter of following the international accords, while if it rises to the level of diplomatic discussions, it will become a political issue. In that case, the country requesting the return must convince the counterpart country. Realizing a response to the earnest need for preventing illicit trading of cultural assets will require extensive national and civic societal efforts in the East Asian area to overcome its current deficiencies. The most effective way to prevent illicit trading of cultural property is rapid circulation of information between Interpol member countries, which will require development of an internet based communication system as well as more effective deployment of legislation to prevent trading of illicitly acquired cultural property, subscription to international conventions and cataloguing collections.
