Policy Development on Health Administration System in the Era of Local Autonomous Government (지방자치제에 따른 보건의료사업을 위한 보건소 모델개발연구)

  • As the WTO system launches through the agreement of Uruguay Round, the Government has to revise the office regulations or reform the system. Also, Integrating and Coordinating the like affair in health care (i. e., children's home, industry health, school health, health manpower, the administration of health center, the administration on food hygiene, health environmental education, and so on.) which is now scattered into some government departments like the Ministry of Labor, the Ministry of Education, the Ministry of Home Affairs, the Ministry of Agriculture, and the Ministry of Environment, the Government has to prevent unspecialty, inefficiency, inconsistency, and uneconomy. The Government has to review and adopt above suggested the Proposal 1),2),3),4) of the Health Centers on the basis of the local autonomy law and it will help the successive settlement of the local autonomy system in Korea. According to the suggested proposal, the Central Government mainly takes charge of the Macro affairs as hardware, and transfer the Micro affairs as software into the Local Governments to attempt the appropriate functional allocation. To achieve it successfully, the Central Government also has to do the financial support, manpower training and technical support, allocation of health care resources, direction and control, research and development and the health care plan on the macro level. Local Governments which divided into the wide local government and basic local government also have to do their best for health improvement of the community societies like plan of health care program, implementation of health care service program, taking charge of the affairs of health insurance, activation of community residents' participation and security of health care resources etc. To achieve this goal, the Government have to be more active and reformative, the related social and health agencies and educational agencies have to cooperate and support for the goals, and especially, the community residents have to participate actively and voluntarily, When all these conditions promote, local health care administration will be developed, and health level of community residents will be secured. And going one step forward, the country and people will be more healthy

The Structural Relationships of Workplace Characteristics, Burnout, Health Condition and Turnover Intention Among Teachers in Early Childhood Educational Centers (영유아교육기관 교사의 근무환경, 소진 및 건강상태가 이직의도에 미치는 영향의 구조적 관계)

  • Objective: Studies have shown that turnover intention of teachers' in early childhood educational centers tend to negatively affect the quality of child care and children's adjustment. However, few studies have examined the underlying mechanism that increases teachers' turnover intention and have barely focused on environmental factors. We aimed to test whether workplace characteristics may affect teachers' turnover interntion through personal factors (i.e., burnout and health). Methods: A sample of 262 teachers participated in the study. Workplace characteristics, burnout, health and turnover intention were assesed through self-report questionnaires. Data were analyzed through SEM using Mplus and the significance of mediation effects were estimated by the bootstrapping confidence intervals. Results: Finidngs indicated that a poor workplace enviornment directly predicted high turnover intentions of teachers and indirectly predicted through their high burnout and poor health contidion. Conclusion/Implications: These findings contriubed to provide better understaning about an effective future direction for policies and intervention programs in order to decrease teachers' turnover intention and subsequently increase the quality of early childhood educational centers.

Base Study for Improvement of School Environmental Education with the Education Indigenous Plants - In the case of Mapo-Gu Elementary School in Seoul - (자생식물 교육을 통한 학교 환경교육 개선에 관한 기초연구 - 서울시 마포구 초등학교를 중심으로 -)

  • Due to the urbanization, concentrated population, and limited land exploitation in the modern society, the environment surrounding that we live in is getting polluted more and more, and it has become hard even to let urban children experience the nature. This research was conducted to help people recognize the importance of our natural resources through the environmental education of elementary school and to use school's practical open-space for the Indigenous Plants education. The results of this study are as follows : First, the status of a plant utilization in our institutional education : There were 362 species totally of 124 species of Trees, 156 species of Herbs, 63 species of Crops, and 19 species of Hydrophytes which appear in the elementary school text book. Of all, the most frequently appearing species of tree were the Malus pumila var. dulcissima, Pinus densijlora, Citrus unshiu, Diospyros kaki. Second, the effect of plant education using the land around schools : The result of research on the open-space of the 19 elementary schools located in Mapo-gu showed that most of the species planted are the Juniperus chinensisrose, Hibiscus syriacus. Pelargonium inquinans in the order of size, and the plants appearing in text book were grown in the botanical garden organized in 7 schools. Especially most of the Indigenous Plants were being planted in botanical garden, and Pinus densijlora, Abeliophyllum distichum, Polygonatum var. plurijlorum, Liriope platyphylla and so on. Last, the result of this research on recognition of Environment, Planting education and Indigenous plants : It showed that educational necessity of students and teachers about environment and Indigenous Plants was more than 80%. The management of botanical garden was conducted by some teachers and managers. The results of this study suggested that we needed the reconstruction of curriculum, the efficient application of plant education for effectiveness of using school environment and monitoring continually and construction information sources for the better environment education in the elementary schools.

The Longitudinal Relationships between Infant's Negative Emotionality, Mother's Reactive Parenting, and Infant's Problem-solving Ability (영아의 부정적 정서성, 어머니의 반응적 양육, 영아의 문제해결력의 종단적 관련성)

  • The purpose of this research is to examine the causal relationships between an infant's negative emotionality, the mother's reactive parenting, and the infant's problem-solving ability. This research used a Panel Study with Korean Children's 1st-3rd year data, and the subjects were 1789 infants and their mothers. To process the results, descriptive statistics, reliability verification, Pearson's product moment correlation analysis, and path analysis were conducted. The results of this research are as follows: First, the infant's negative emotionality had significant negative effects on the mother's reactive parenting. Second, the mother's reactive parenting had significant positive effects on the infant's problem-solving ability. Third, the infant's negative emotionality had indirect effects on the problem-solving ability. Through the results of this research, it could be interpreted that the path, the infant's negative emotionality, which is a personal factor, and the mother's reactive parenting, which is an environmental factor, had effects on the infant's problem solving ability. Furthermore, basic data to explore the ways of promoting the infant's problem solving ability could be introduced.

A Study on the Actual Conditions of School Food Service in Japan (일본 학교급식 실태에 관한 연구)

  • The school food service system has been an important national policy in Korea. To find out the reference data of the school food service system, we surveyed four primary schools, one middle school, and one food service center in Nara, Japan. The results are as follows; 1. The school food service was carried out in 99.4% of primary school children and in 82.5% of middle school students. 2. The central commissary school food service system was utilized at 49.0% of primary schools and 68.5% of middle schools. 3. The expense of the system is supported partially by the student's parents and partially by the government, of which the support rate was noticed by the law of school food service. 4. The dietary content of school food service was laid down by 'The rule of the operation basis of school food service'. The menu was chosen by the 7 kinds of stepwise meetings. 5. The teachers emphasized on the food etiquette, the appreciation to the food and the personal relationship during meal, as well as on the nutritional balance. 6. We found other problems in Japanese food service system, such as the sanitary problems, the problems of the new tableware, and whether the central kitchen had less advantage than the individual school kitchen. We can conclude that the school food service system is becoming the essential part in school education, and hope to design not only economical but also educational system in Korea, with the consideration of Japanese system.

Studies on the Food Hygiene & Safety Knowledge, Attitudes, and Practices of Kitchen Employees in School Food-Service Programs-Part 1 (학교급식 조리종사자의 식품위생안전성에 대한 지식, 태도 및 실천에 관한 연구-제1보)

  • The purpose of the present study was to assess food hygiene and safety knowledge, attitudes, and practices of food-service personnel in school food-service programs and to find factors affecting their knowledge, attitudes, and practices. A self-administered questionnaire was offered to a random sample of 40 kitchen employees in elementary schools in one region of Korea, with 37 completing the survey, a response rate of 92.5%. The survey was carried out over a two-month period (April-May, 2001). Knowledge score of the employees was high with a mean/standard deviation of 4.75/0.32 on a 5.0-point scale. They had significantly lower attitude score (4.55$\pm$0.33) and practice score (4.55$\pm$0.45) compared to the score of knowledge (p<0.05). Logistic regression analysis showed that (1) the employees' education level and work experience in school food-service programs affected their knowledge, (2) age, level of living, monthly income, and housing type affected their attitudes, and (3) monthly income, level of living, housing type, and work experience in school food-service programs affected their practices. Pearson's correlation analysis confirmed that the knowledge and attitude scores were significantly correlated (r=0.598, p<0.001). The results indicate that the knowledge, attitude, and practice levels of the employees regarding the food hygiene and safety were better than expected, however, the results suggest a need for the adoption of approaches which take account of socio-economic and environmental influences on behavior to improve and maintain their practice level. The food-handling practices of school food-service employees need to be monitored routinely in order to ensure that safe food is served to our school children.

Health Concern Survey of Parents of School Children (건강문제에 관한 의견조사 -우리나라 학부모의 인식도를 중심으로-)

  • Obtaining an available information on health concerns of parents of school-age children and furthermore developing the sound policy for the public on health education, this study was conducted during Nov.-Dec. 1985 in the four selected areas; Seoul, large, middle and small city, and farming and fishery villages for 3,337 parents of schoolchildren in Korea. In this study, parents complected a questionnaire containing 34 items related to health concerns(e.g. drinking alcohol, air pollution, cancer, etc. see Table 4 and Fig. 2). For each health items, respondents were asked to indicate a choice between three levels of concern; 'Very high concern,' 'Moderate concern,' 'Little concern', and 'No opinion'. An analysis of responses indicated that most of the top ten health concerns identified by parents as cancer, abortions among high school students, medical malpractice, water pollution, traffic accidents, air pollution, suicide of parents and homicide of offspring, heart disease, venereal diseases, and high blood pressure in that order. Those health problems about which respondents were least concerned were more closely related to the individual, such as drinking alcohol, smoking, tooth decay, gum disease, underweight, overweight. Of greater concern were more such as water pollution, abortions among high school students, air pollution, accidents, medical malpractice. For cancer, heart disease, high blood pressure, various accidents, environmental pollution, parents showed high concern, however, for health issues which contributed as causative influences such as lung cancer from smoking and liver cirrhosis and traffic accidents from drinking alcohol showed less concern. Relationship between parent's residential areas, educational level and sex distribution and health concern showed little difference, however, for these issues parents identified as relatively high concern. Most parents stowed more concern in sex-related of family-related health issues such as abortions among high school students, suicide of parents and homicide of offspring.

Analysis on Characteristics and Determination Factors of Risky Drinking of University Students (대학생 위험음주자의 특성 및 결정요인에 관한 분석)

  • This study examined drinking status, knowledge regarding drinking, and drinking behaviors between non-risky drinking and risky drinking groups and found out the factors determining risky drinking. Data were collected from 355 college students in Gyeongbuk region by a self-administered questionnaire. T tests, ${\chi}^2$ tests and logistic regression analysis were conducted by SPSS Windows V.20.0. Almost 30% of the respondents were categorized as the risky drinking group. The respondents in the risky drinking group showed greater drinking frequency per month, subjective drinking quantity, frequency of resolution not to drinking per month, and drinking expenditure than the non-risky drinking group. There was no statistically significant difference in the percentage of correct answers for knowledge regarding drinking between non-risky drinking group and risky drinking group. However, the respondents in the risky drinking group showed more undesirable drinking behaviors than the non-risky drinking group. Finally, according to the result of logistic regression analysis of the factors determining risky drinking, monthly allowance, major, circle activity status, drinking frequency per month, drinking motive and drinking behaviors were significant.

An Analysis of Pediatric Emergency Nursing Practice and Nursing Competence among Emergency Department Nurses (응급실 간호사의 소아응급간호 업무 및 간호수행자신감 분석)

  • Purpose: The purpose of this study was to examine the frequency, perceived importance and competence of pediatric emergency nursing practice (PENP) in nurses who cared for pediatric patients in the emergency department. Methods: This cross-sectional descriptive study analyzed 175 emergency department nurses caring for pediatric patients at 7 university hospitals with more than 500 beds, located in Seoul and Gyeonggi Province. The measurement tool was modified from the Classification of Standard Nursing Activities to measure the frequency, importance of PENP, and nursing competence. It comprised 143 items in 16 domains of PENP. Results: The most frequent nursing practice was the domain of 'nursing records and environmental management' and the least frequent practice was the 'research and consulting' domain. The nursing care domain perceived to be most important by nurses was 'specialized intensive nursing care'. The nursing care domain with the highest level of nursing competence was 'hygiene care', and the domain with the least level of nursing competence was the 'research and consulting'. Conclusion: These results will be utilized as basic data for future pediatric emergency nursing education initiatives and for establishing priorities of nursing policy to improve health care for children admitted to the emergency department.

The Effects of School Forests on Mental Health and Cognition of Elementary Students (초등학교 내 학교숲 조성이 아동의 인지·정신건강에 미치는 효과)

  • The aim of the present study was to examine the effects of school forests on the cognition and mental health of elementary school students. Data were obtained through the surveys of sixth graders in an elementary school in Seoul that took part in the School Forest Project run by Korea Post, the Korea Forest Welfare Institute, and the Seoul Metropolitan Office of Education. Students were surveyed before and after the creation of green spaces in their schools, and changes in their environmental sensitivity, attitude toward forests, depression, anxiety, and aggression were analyzed. The findings indicated that the creation of green spaces showed significant effects on the students in terms of encouraging them to strengthen their environmental sensitivity, helping them develop more positive attitudes toward forests, and reducing anxiety and physical aggression, which are the subfactors of aggressive behavior. In other words, creating school forests had positive effects on cognition and mental health, reduced bad behavior, and improved attitudes toward nature in children. The findings of this study are significant in that they reinforce the requirement of school forests by indicating the positive effects of school forests on children's cognition and mental health.
