A Study on the Characteristic of Architectural Planning Elements of Child Care Support Apartment in Japan - Focused on the Cases Located in Yokohama City - (일본 육아지원 공동주택 인증사례의 계획요소 특성에 관한 연구 - 일본 요코하마(橫浜)시의 사례를 중심으로 -)

  • The purpose of this study is to analyze the contents and assessment items in the certification criteria for Child Care Support Apartment program in Japan that is implemented mainly by local authorities with a view to provide information that could be used as reference in enhancement of the residential environment. For this purpose, the architectural planning elements for individual residence units and the public spaces of the Child Care Support Apartment Certification programs in effect in Yokohama city were identified and analyzed. In spite of the recent trends in Korea, in which the residential services are more diversified and segmented in consideration of the needs of the residents and the increased interest in child care in general, the literatures that addressed the direct relationship between childbirth and residences are scarce, and it is anticipated that the result of this study would be of contribution to provide a hint in direction for improvement of residential environment with child support programs.

A Study on Child Care Allowances (양육수당 도입에 대한 어머니와 보육시설장의 인식)

  • While child care policy has mainly focused on the financial support for child care centers, the Ministry of Health, Welfare and Family Affairs recently announced the introduction of a child care allowances. The purpose of this study is to investigate how mothers and directors of child care centers perceived this child care allowance. One hundred and seventeen directors and one hundred and fifty six mothers in the Seoul, Kyunggi-Do, and Cheonbuk-Do areas participated in the survey. The results demonstrated that both the mothers and the directors of child care center exhibit more differences than similarities in terms of their views of child care allowances. Moreover, the perception on some issues of child care allowance differed significantly depending on the types of child care center in question, the mother's economic participation or family income. Issues of importance to the successful introduction of a child care allowance system were also discussed.

A Study on the Process to Amend Laws Concerning Employer-Supported Child Care and the Improvement of Its Service (직장보육 관련법의 변화과정 및 직장보육서비스의 개선방안)

  • This study analyzes the amendment history of Educare Law of Infants and Children, the Equal Employment Opportunity Law, and Employment Insurance Law, and also examines the present status of the employer-supported child care service through secondary analysis of other policy studies. The three laws concerning employer-supported child care can be said to hold in itself two main concepts: employers' obligations to provide child care, and government's financial support and administrative management. In terms of the first concept, laws have been amended to enlarge the number of enterprises legally-responsible for child care service and to relieve the financial burden from them. In terms of the second, laws have been amended to gradually extend the magnitude of government's financial support and to establish the systematic administrative management. Approximately a half of the policy target enterprises, however, is not complying the laws. In addition, employer-supported child care centers are only occupying less than 1% of the whole child care market. Thus, this study evaluates the current employer-supported child care service system and suggests several principles for its improvement.

Correlation of 'The Period of Child Care Support Agency' and 'Child Language·Cognitive Development' (육아지원기관 이용기간과 아동의 언어·인지 발달 정도의 상관관계)

  • This study is to investigate the correlation of the period of child care support agency and child language cognitive development and to lead the development of the child in a positive side. For this purpose, Korea Children's Panel's 2012 data by the Korea Institute of Child Care and Education (KICCE) were used, selected 913 children of total 1703 parts. The result was derived from the results of frequency analysis, t-test, one-way ANOVA and multiple linear regression analysis. Analysis result, there was significant correlation between the period of child care support agency and child language cognitive development, and the longer the period of child care supper agency was the better child language cognitive development. Applying this results in health policy to expand the 'Free Childcare Policy', it will be higher for young child language and cognitive development.

The Effect of the Child Care Environment on Child Care Efficacy of Child Care Teachers (어린이집 보육환경이 보육교사의 보육효능감에 미치는 영향)

  • Objective: The purpose of this study is to examine the effect of the childcare environment on childcare efficacy of childcare teachers. Methods: The participants in the study were 274 childcare teachers working at childcare centers. The childcare environment was divided into physical environment and the work support environment. Results: The results of this study are as follows. First, there was a significant difference in childcare efficacy depending on the age and career of the childcare teacher. Second, the childcare environment of the childcare center showed a static correlation with the childcare efficacy of the childcare teacher in both the physical environment and the work support environment. Third, the physical environment of the day care center had an affect on child care efficacy. Among the subfactors, furniture for routine care, play and learning had a significant impact. Fourth, the work support environment of the childcare center had an affect on childcare efficacy of the childcare teacher. Among the subfactors, staff interaction and cooperation, and opportunities for professional growth had a significant impact. Conclusion/Implications: In order to enhance childcare efficacy of childcare teachers, a high quality childcare environment should be established.

The Effects of Universal Child Care Subsidy on Female Labor Supply and Fertility (보편적 보육료 지원정책이 여성 노동공급과 출산율에 미친 영향)

  • This paper investigates how the provision of full child care subsidy to infants and toddlers differently affected female labor supply and fertility rate depending on the level of supply of child care centers in the place of residence. Our results on labor supply show that the higher the supply rate of childcare centers in residential areas, the higher the probability of career maintenance for multi-child mothers who are more likely to be admitted to a childcare facility. The results on the fertility rate show that the first child's fertility rate has increased since the support of childcare expenses in areas with higher rates of childcare centers. In the places where the supply rate of publicly-funded childcare centers is high, the second child's fertility rate has also increased significantly since the support of childcare expenses. This suggests that the quality of child care is an essential factor in determining the birth rate. Our results suggest that the effects of child care support on women's labor supply and fertility rate may differ depending on the priority of entering child care centers according to birth order and the degree of quantitative and qualitative supply of child care centers in the place of residence.

Providing and Utilizing Child Care by Grandmothers in South Korea : Grandmothers' and Employed Mothers' Relationship Experiences (손자녀 양육지원에 따른 조모와 취업모의 관계 경험 : 세대 간 지원 제공 및 수혜의 의미)

  • The purpose of this study was to understand the lived experiences of grandmothers who provide child care services to their grandchildren and employed mothers who utilize child care by grandmothers, with regards to their relationships while exchanging the specific type of intergenerational support. The data for this study came from 42 in-depth, individual interviews with 21 pairs of employed mothers who had at least one child younger than elementary-school age and their mothers or mothers-in-law who had provided child care on a daily basis for their grandchildren. Our phenomenological analysis revealed that the grandmothers felt uncomfortable and overwhelmed when caring for their grandchildren and that they considered this activity to be different from caring for their own children by nature. However, the grandmothers wanted to help their adult children based on their feeling of "boo-mo-ma-eum" (meaning parental heart, i.e., love or care). The employed mothers perceived that they were substantially dependent on the grandmothers by receiving help with child care and housework. Reliance on grandmothers was inevitable and beneficial to these mothers. Dynamic intergenerational living arrangements enabled the dependent relationships. The grandmothers set specific boundaries pertaining to current and future child care so that they would not take on too much responsibility for child care. The mothers used various strategies that contributed to stable child care support from the grandmothers. Providing financial remuneration was an important strategy that had symbolic relational meanings, such as expressing gratitude, rather than financial meanings.

Present Status, Difficulties and Support Needs of Multi-cultural Families Raising Children under 3 Years Old Enrolled at Child Care and Education Centers (어린이집 재원 다문화 가정 영아의 양육 현황과 어려움 및 지원요구)

  • Objective: This study intended to analyze parenting characteristics, difficulties and support needs of multi-cultural families that had children under 3 years old, in order to develop their supporting resources. Methods: This study performed semi-structured interviews with 7 mothers from multi-cultural families that had their young children enrolled at child care and education centers in Gyeonggi Do. The interview data transcribed were analyzed using the successive contents analysis, and led to 4 themes and 12 sub-themes. Results: First, the mothers from multi-cultural families were married without understanding the Korean language and culture. Second, the multi-cultural mothers didn't properly respond to their children's needs in interaction and language aspects. As a result, the multi-cultural support centers and child care and education centers gave help to them. Third, in the view of the difficulties facing mothers, parenting problems caused by the lack of information concerning child education, the biased burden of parenting, and the different parenting values of Korean families were all expressed by the mothers. Fourth, regarding support needs, providing individual professional support for children and child-raising support for mothers, customized language and employment support for mothers and parenting education for fathers and family education on multi-culturalism are needed. Conclusion/Implications: Suggestions for decreasing the difficulties facing multi-cultural families that had children under 3 years old were discussed.

An Analysis of Needs for Community Space and Child-care Supporting Services in Urban Dual Low-income Families (도시 저소득층 맞벌이 가정의 공유공간과 육아지원서비스에 대한 요구 분석)

  • Although the number of dual low-income families continues to increase, working mothers are suffering from difficulties from housework and child rearing due to the economic difficulties and poor residential environment. By understanding the needs about community space and child-care support services, this study will look into planning cooperative child-care environments for dual low-income families with infants and children. Through purposive sampling this research targeted 151 dual income families with an average monthly income level of 1-3 in Seoul. The collected data was analyzed by frequency analysis, descriptive statistics, and independent sample t-test using SPSS. The research results are as follows: According to the review, respondents responded positively to cooperative child-care. Out of the 20 general community spaces, the need for an indoor playground, recreation room, day nursery, separate garbage and reading room ranked high. Overall, 21 child-care community spaces and 11 child-care support services were generally rated highly.

A Study on the Policy for Supporting Child Care and Education in Korea (육아지원)

  • The purpose of this study is to review the characteristics of the policy for supporting child care and education in Korea. In order to suggest the theoretical and practical issues for child care and education policy, it is necessary to evaluate the existing policies. Based on the review of the literature, the legal system, and the policy, the child care support system in Korea is evaluated to be fragmentary and inconsistent. And Korean child care policy is a mixture of the conservative and the liberal one. In order to meet the needs of the family and children of Korea, more progress approach to child care policy is needed. The suggestions of this study are to have Korean government give more weight on societal care of children, introduce children's allowance, integrating child care and education system and developing policy monitoring systems in Korea.
