Planning Guidance for Snow Control Material Storage Facilities Based on Case Studies (사례조사를 통한 제설전진기지 시설기준에 관한 연구)

  • The snow control storage facilities have the physical requirements that are an anti-icing and deicing operations. They are efficiently and quickly performed, and composed of a vehicle depot for the snow removal equipment and truck, anti-icing and deicing chemical storages, and the control utilities. This study is to investigate the planning guidance of foreign countries, and the actual conditions of the snow control chemical storage facilities for expressway, the national highway and the local road, and is to suggest the planning guidelines. As some of the authorities have no fixed structures for the snow control storage, this study analyze the 5 cases constructed lately. From the result of the case studies, the operations performed in the snow control storage facilities and drawback of the facilities are analyzed with respect to layout, size, plan, and structure, and the improvement planning guidance is also suggested.

Consequence Analysis and Risk Reduction Methods for Propulsion Test Facility (추진시험설비의 사고피해영향분석 및 리스크 감소방안)

  • The Propulsion Test Facilities for the development of Korea Space Launch Vehicle-II are being built, some test facilities are completed and various combustion tests are running. The Propulsion Test Facilities consists test-stand, which carries out tests for engine development model, and various sub-systems and vessels containing LOX and Jet A-1 as propellant. There are always risks of fire and explosion at the test-stand since engine development model is conducted at test-stand with real combustion test with very high pressure, mixed propellant and high energy. In this paper, in order to establish the consequence analysis and risk reduction measures in the Propulsion Test Facilities, followings are considered. 1) a propellant leak accident scenario is assumed in test-stand. 2) TNT equivalent model equation based on blast wave of the explosion was used to analyze blast overpressure and impacts. Also, technical, systematic and managemental measure is described to ensure risk reduction for propulsion test facility.

The Component and Compositional Analysis of Trace Materials in LPG (LPG 잔류물질의 성분 및 조성 분석)

  • The composition of trace materials in domestic circulated LPG are determined. The sampling points are two cylinders of LPG cylinder re-inspection center, six vaporizer of LPG-supplying group facilities, and the compressed oil from one LPG station. In the trace materials from cylinder of LPG cylinder-reinspection center, alkene and diene derivative (No. of carbon ${\leq}9),$ aromatic compounds, and tarry chemicals(No. of carbon ${\geq}10)$ are 1.5~39.9%, 0.7%, 57.8~96.0%, respectively. While in the trace materials from LPG-supplying group facilities and in the oil from LPG station, tarry chemicals(No. of carbon>10) exceed 96.6%. Nine samples are classified into three clusters. One cluster is the sample of SE company cylinder-reinspection center(Euclidian distance between S company LPG cylinder-reinspection center and SE company cylinder-reinspection center=2.11), the other is the sample of SE company LPG cylinder-reinspection center(Euclidian distance between from samples of LPG-supplying group facilities including compressed oil from LPG station=0.110) the third is the samples of LPG-supplying group facilities(Euclidian distances among them<0.075). The compositions of samples from LPG-supplying group facilities are similar to those of oil from LPG station. Furthermore densities of samples from LPG-supplying group facilities and compressed oil in LPG station are 0.873, 0.873 [0.00798 (99% confidence limits) respectively. It was presumed that tarry chemicals had been leached from the compressed oil of LPG supplying facilities.

Study on the Management Plan for the Preparation of Chemical Terrorism in Multi-use Facilities (다중이용시설 화학테러에 대비한 관리방안 연구)

  • In modern society, the paradigm of terrorism is shifting to the form of soft targets focusing on an unspecified number of people, which is different from previous terrorist tendencies, and frequent attacks using chemicals. Therefore, this study analyzed the evacuation environment and characteristics, manual analysis of a terror response manual, and the domestic chemical management status of multi-use facilities, and proposed the following management measures for chemical terror prevention in multi-use facilities. First, a multi-use facility guideline for prompt onsite response is proposed. Second, an improvement plan is suggested through the analysis of the manual for counter terrorism. Third, integrated management is proposed through the selection of chemicals available for terrorism. Through this, it is expected that an additional improvement plan will be prepared for countermeasures against chemical terrorism in multi-use facilities. In the future, it will be necessary to analyze the problems through cases of foreign countries and take customized countermeasures.

The Safety Design of Corrosive Chemical Handling Process based on Reliability Database (신뢰도 데이터베이스 기반 부식성 화학물질 취급공정의 안전설계)

  • In a PCB factory, there is a corrosive chemical substance supply system that can causes major leakage accidents. These accidents can give rise to shut down the factory and do residents damage that cause enormous loss of properties. To mitigate these risks, it is necessary to provide a chemical disaster prevention system. Moreover, after considering the situation and environment of the production site, it is of great importance to build an optimal chemical accident prevention system by reflecting risk reduction measures from the point of process design and by assessing quantitative risk based on reliability data. However, because there was no established database of the reliability about facilities and equipment that can be used in the domestic, the business site and consulting organization had being used the reliability data such as USA CCPS(Center for Chemical Process Safety). In these days, Korean institutes are studying on reliability data utilization method of quantitative risk assessment for preventing chemical accidents and domestic utilization algorithms and storage bed of reliability data. This study presents samples of reliability database about the chemical substance supply system that constructed from the history data such as failure, maintenance for 10 years at a PCB factory. Also, this work proposes the safety design criteria for supply facilities of corrosive chemical substance by assessing quantitative risk on the basis of the reliability data.

Soil Physico-chemical Properties of Organic Grapes Farms with Different Culture Facilities and Soil Management Practices

  • Organic grape was generally produced in rainshield or plastic greenhouse culture while most of fruits were produced in open field. But little attention has been given to soil properties with different culture facilities in organic grape cultivation. This study was conducted to investigate soil physico-chemical properties of organic grapes farms with different culture facilities and soil management practices. Organic fertilizer was main resource to manage soil at organic grapes farms. Organic grapes farms were applied with total amount of organic fertilizer at one time, either at basal or additional fertilization, whereas conventional grapes farms applied with split fertilization. Bulk density and penetration resistance of soil were lower at both rainshield and green manure-applied plastic greenhouse cultures than those at clean plastic greenhouse culture. Especially, in plastic greenhouse, sod culture with natural weed after green manure application was more effective than general sod culture in improving physical properties of the rhizosphere. The contents of organic matter, available phosphate and exchangeable potassium tended to increase in the soils applied with green manure, and the difference of soil chemical properties were significant between rainshield and plastic greenhouse cultures. The optimum soil management was required in plastic greenhouse because pH, available phosphate and exchangeable cations reached over optimum range. Consequently, the ground cover management is the key factor to affect the chemical properties as well as soil physical properties extensively in plastic greenhouse. It is found that sod culture with natural weed after green manure application resulted in enhancement of utilization efficiency of nitrogen, phosphoric acid and potassium in soil in comparison with general sod culture.
