Adaptive Shot Change Detection using Mean of Feature Value on Variable Reference Blocks and Implementation on PMP

  • Shot change detection is an important technique for effective management of video data, so detection scheme requires adaptive detection techniques to be used actually in various video. In this paper, we propose an adaptive shot change detection algorithm using the mean of feature value on variable reference blocks. Our algorithm determines shot change detection by defining adaptive threshold values with the feature value extracted from video frames and comparing the feature value and the threshold value. We obtained better detection ratio than the conventional methods maximally by 15% in the experiment with the same test sequence. We also had good detection ratio for other several methods of feature extraction and could see real-time operation of shot change detection in the hardware platform with low performance was possible by implementing it in TVUS model of HOMECAST Company. Thus, our algorithm in the paper can be useful in PMP or other portable players.

  • For urban renewal projects progressing in large scale, it carries a characteristic that frequently changes the environment, subject, law, plan and the like by a demand from various participants and internal/external factors. As such large-scale urban renewal projects have a lot of possibilities of change, it requires setting a plan to recognize the possible variable factors by each project operation stage and to manage it systematically by defining the variable factors on the basis of working process of the entire project. Therefore this research has produced a factor of main variable management based on working process for systematic variable management on the projects that inherent various possibilities of change as urban environment refurbishment projects. And it also suggests the status of main variable factors characterized by project operation stages quantitatively through reflecting external and internal features for variable factors produced from utilizing ANP methodology.

The Optimum Modification of Dynamic Characteristics of Stiffened Plate Structure Including the Number of Stiffener (보강재의 수를 포함한 보강판 구조물의 동특성의 최적변경)

  • The purpose of this paper is the optimum modification of dynamic characteristics of stiffened plate structure including the number of stiffener. This paper shows the optimum structural modification method by dynamic sensitivity analysis and quasi-least squares method and considers it's validity. In the method of the optimization, finite element method, sensitivity analysis and optimum structural modification method are used. The change of natural frequency and total weight are made to be an objective function. Thickness of plate, the number of stiffener and cross section moment of stiffener become a design variable. The dynamic characteristics of stiffened plate structure is analyzed using finite element method. Next, rate of change of dynamic characteristics by the change of design variable is calculated using the sensitivity analysis. Then, amount of change of design variable is calculated using optimum structural modification method. It is shown that the results are effective in the optimum modification for dynamic characteristics of the stiffened plate structure including the number of stiffener.

  • The purpose of this study is the optimum modification of dynamic characteristics of stiffened plate structure. To begin with, using FEM, the dynamic characteristics of stiffened plate structure is analyzed. Next, rate of change of dynamic characteristic by the change of design variable is calculated using the sensitivity analysis. Generating global warming scenarios with probability weighted resampling and its implication in precipitation with nonparametric weather generator

  • The complex climate system regarding human actions is well represented through global climate models (GCMs). The output from GCMs provides useful information about the rate and magnitude of future climate change. Especially, the temperature variable is most reliable among other GCM outputs. However, hydrological variables (e.g. precipitation) from GCM outputs for future climate change contain too high uncertainty to use in practice. Therefore, we propose a method that simulates temperature variable with increasing in a certain level (e.g. 0.5oC or 1.0oC increase) as a global warming scenario from observed data. In addition, a hydrometeorological variable can be simulated employing block-wise sampling technique associated with the temperature simulation. The proposed method was tested for assessing the future change of the seasonal precipitation in South Korea under global warming scenario. The results illustrate that the proposed method is a good alternative to levy the variation of hydrological variables under global warming condition.

  • Knowing the time of the process change could lead to quicker identification of the responsible special cause and less process down time, and it could help to reduce the probability of incorrectly identifying the special cause. In this paper, we propose a MLE of the process change point when control charts with the fixed sampling rate (FSR) scheme or the variable sampling rate (VSR) scheme monitor a process to detect changes in the process mean and/or variance of a normal quality variable.

An Effectiveness Analysis of Climate Change Policy in South Korea (한국 기후변화정책의 효과분석)

  • South Korean central government has launched the first comprehensive climate change policies in 1999, and they have been renewed every three year. The third policies ended in 2007. However, it is quite rare to analyze whether the climate change policies are effective against climate change. In this context, this paper aims at analyzing the effectiveness of climate change policy which was launched for seven years from 1999 to 2007 in South Korea. The effectiveness analysis of policy can be done in terms of the individual policy and/or all policies being synthesized as a comprehensive unit. Employing the latter methodology, this paper analyzed the effectiveness on the basis of economic growth as independent variable, greenhouse gas emission as dependent variable, and energy use and its process as intervening variable. Seven analytic indicators covering the three variables were selected on the basis of two points in time before and after climate change policy having been launched. The seven indicators were analyzed in terms of three aspects. They were the change in the state of each indicator, the effectiveness of climate change policy from 1999 to 2007, and the effectiveness process from 1999 to 2007. The effectiveness process was analyzed in terms of the relational context and its flow processing path. Economic growth was advanced remarkably with increase in the total consumption of energy. As a result, greenhouse gas emission increased. However, energy efficiency increased with significant decrease in energy intensity, carbon intensity, and energy elasticity. The expansion of new and renewable energy over total energy supply was not effective significantly on the decrease in greenhouse gas emission. The processing path of climate change policy being effective advanced toward increase in energy efficiency through energy intensity rather than toward sustainable development. Such a way of the effectiveness of climate change policy implies that most policies focused on adaptation rather than on mitigation.

  • This paper represents a study on the development of the conceptual design for the bicycle transmission by TRIZ. At first the problem of the transmission of commercial bicycles was analyzed. The problem was defined as "the variable sprocket pitch diameter with respect to the tension change of chain". The conceptual solutions were derived by Su-Field Model Analysis, IFR(Ideal Final Result), SLP(Smart Little People), and Contradiction Matrix. The here developed sprocket prototype shows the automatic change of sprocket pitch diameter with the tension change of chain.

  • Continuously variable transmission (CVT) mechanisms considered here is a V-belt drive with two variable-diameter pulleys and effective diameters. One pulley was set by a mechanical link while the other was spring-loaded to provide automatic correspondence. The center distance between the two variable-diameter pulleys was fixed. Experimental studies were executed to analyze efficiencies as change of its speed ratio.

  • This work presents an advanced and systematic approach to analytically design the optimal parameters of a two parameter second-order internal model control (IMC) filter that satisfies operational constraints on the output process, the manipulated variable as well as rate of change of the manipulated variable, for a first-order plus dead time (FOPDT) process. The IMC parameters are designed to minimize a control objective function composed of the weighted sum of the error between the process variable and the set point, and the rate of change of the manipulated variable, and to satisfy the desired constraints. The feasible region of the constrained IMC control parameters was graphically analyzed, as the process parameters and the constraints varied. The resulting constrained IMC control parameters were also used to find the corresponding industrial proportional-integral controller parameters of a Smith predictor structure.
