대리인증경로관리는 대리인증경로구축과 대리인증경로검증을 함께 지칭하는 개념이다. 휴대폰과 같이 한정된 컴퓨팅 파워를 갖는 클라이언트는 상대적으로 높은 계산능력이 요구되는 인증경로관리기능을 스스로 처리하지 않고 서버로 위임하여 경량화된 클라이언트를 지향할 수 있다. 본 논문에서는 대리인증경로관리 프로토콜의 하나인 SCVP에 대해 RFC 3379에서 정의한 대리인증경로관리 프로토콜 평가기준을 적용하여 그 적합성 여부를 살펴본다. 아울러 개선된 SCVP를 제안하여 평가기준을 만족하지 않는 사항을 보완하는 동시에 프로토콜의 안전성과 확장성을 증대하고자 한다.

A major effect of electronic commerce on the Internet is that it reduces transaction costs and creates an efficient market. Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.

There are many kinds of risk in int'l trade by internet network, such as credit risk, mercantile risk, contingency risk, exchange risk, physical risk and the risk on internet network. Especially, risk management against credit risk and the risk on internet network are very important. The former is conventional but more important these days. The latter is a new risk that has been incurred owing to the int'l trade by internet network. The system of risk management against the former are firstly, to surely research credit of counterpart by internet, secondly, to certify the entity by password or fingerprint, thirdly, to pay the price under a letter of credit, fourthly, to use the system of int'l trade such as bolero, trade card, finally, to use the authority of electronic trade services. The system of risk management against the latter are firstly, to install the firewall on the own computer network, secondly, to entrust the management own computer network to the network security services firm, thirdly, to electronically communicate with counterpart through the certification authority, finally, to insure against the own network risk with the security insurance company.

The objective of this study has two folds. The first is to investigate current global certification system and the second is to suggest some possible solutions for expanding global e-trade networks. Both research and industrial communities recognize the importance of global certification problems in connection with global e-trade payment because global e-trade volume continue to grow. But not many research results have been reported to the communities in identifying some barriers against active global certification systems. This paper intents to suggest some possible solutions for improved global certification system and the results are summarized as follows: First, strict certification structure has to be relaxed by considering diverse mutual certification methods in global e-trade practice. This paper provides some comparative results about mutual certification methods among different nations. Second, numerous business models have to be derived such that they can be applied to other global certification applications than global e-trade. Third, global certified networks have to be expanded beyond mutual certification level. Once the certified structure among different nations have been established then diverse certified authority channels have to be implemented. Finally, since Korea has already established very good public certification infrastructure within the nation this platform has to be positioned in the center of global e-trade networks. This paper has of course to accept a critique such as this study provided limited results to generalized global e-trade certification model, and therefore empirical study for assessing robust model should be pursued in the future.

This article discusses and analyses several issues regarding to the Electronic Signature and the Electronic Certification. The objects of the analyse are the each paragraphs of the Korean Electronic Signature Act of 1999 and that of the Korean Electronic Transaction Basic Act of 1999 in comparing to the paragraphs of the Electronic Signatures in Global and National Commerce Act' (E-Sign) of 2000, U.S.A. and that of the Draft UNCITRAL Model Law on Electronic Signature of 2000. The main issues discussed herein are the scope of the electronic signature, the definition of the electronic signature, permission of services to the non-authorized certification service providers, the effect of the electronic signature, the liability of the concerning parties of the electronic signature including liability of the certification service providers, that of the subscribers and that of the relying parties. This paper also discusses the problems of the possibility of issuing the electronic negotiable commercial papers, the validity of the electronic signatures done by electronic agents, the authority certificate, mutual certification of the foreign certification service providers, the permission of the electronic notary service, the problems of the consumer protection and the possibility of issuing electronic insurance policy, etc. The writer concludes by suggesting some measures that will activate the use of electronic signatures under the korean circumstances.

Nowadays, the demand of civil application of an UAV has been being increased all over the world. And many projects are going on to develop a new regulatory system for an UAV to access a national airspace. Especially, to fly UAV over the non-restricted airspace as a standard airworthiness standard, many authority funded research institutes and associations are studying regulatory environment. For the UAV to access civil airspace, the certification system of the aviation regulation have to allow this. FAA of US, CASA of Australia and European authorities are now issuing an experimental airworthiness certificate to a civil UAV. This is the first step of issuing a standard airworthiness certificate. And many people believe that civil UAV can fly over a NAS if some technical issues are resolved. In this study, I would like to present an international trends of a civil UAV regulation system, reliability trend of unmanned aerial system and would like to bring up a our regulatory environment and suggest an UAV regulatory policy.

The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.

Among the Barrier Free (BF) certification evaluation items for public facilities, at which position the standard for the effective height of the stair railing handle should be calculated is not clearly determined. Because of this, not only the evaluation standards of the certification authority and the evaluation committee are different, but disputes are occurring between the ordering organization, the design company, and the construction company. Therefore, the stair railing installation standard laws for public facilities were analyzed and through a case study of institutions that obtained the BF certification, problems were analyzed. The results of problem analysis reveal the following. 1) The standards of the Ministry of Health and Welfare and the Ministry of Land, Infrastructure, and Transport were different. 2) The effective height calculation standard was ambiguous, and disputes occurred frequently. To solve this problem, we proposed improvement plans for calculating the height of the stair railing that can comply with laws while ensuring safety.

In this paper, analysis of airworthiness requirements which require flight test to show compliance and flight test method as means of compliance to those requirements are provided. For unusable fuel test, sufficient discussion between certification authority and applicant is required to select test conditions. For hot weather fuel system operation test, preservation and heating of test fuel should be done carefully not to adversely affect to test result.
