In most of the world, the current trend in information technology is for open data movement that promotes transparency and equal access. An opposite trend is observed in China, which has the world's largest Internet population. The country has implemented sophisticated cyber-infrastructure and practices under the name of The Golden Shield Project (commonly referred to as the Great Firewall) to limit access to popular international web services and to filter traffic containing 'undesirable' political content. Increasingly, tech-savvy Chinese bypass this firewall and use Twitter to share knowledge on censorship circumvention and encryption to collectively troubleshoot firewall evasion methods, and even mobilize actions that border on activism. Using a mixed mythological approach, the current study addresses such networked knowledge sharing among citizens in a restricted web ecosystem. On the theoretical front, this study uses webometric approaches to understand change agents and positive deviant in the diffusion of censorship circumvention technology. On policy-level, the study provides insights for Internet regulators and digital rights groups to help best utilize communication networks of positive deviants to counter Internet control.

Purpose - This article empirically investigated the effects of the socio-political factor of censorship preconditioning, and organizational support, mediating performance expectancy of public sector officials' behavioural intention to utilise social media in a post-communist country, Mongolia. Design/methodology/approach - This study collected 212 survey data from public sector organisations in Mongolia. Using the Partial Least Squire (PLS) method, this study analyzed the proposal model grounded on the UTAUT model. Findings - There are still communist footprints in the form of censorship, which remained as a negative precondition factor, and this has an indirect negative influence, and organisational support mediates to enhance performance expectancy. Effort expectancy and social influence factors have direct positive influence on the use of social media systems in the government domain of Mongolia Research implications or Originality - This study empirically investigated the model of public employees' intention to examine the post-communist countries' cultural, social, economic, and political systems, government organisational environment of the former communist sphere. The cultural factors, censorship and organisational support, to the existing IT adoption UTAUT model were also identified to test the situation of a post-communist country, Mongolia. This study contributes to the new theoretical involvement with social media by testing a new social media-based third-party intercommunication channel, including intent to use in the public service for post-communist countries. This study practically provides the guidelines to promote social media usage for public sector in the post-communist situation.

In this paper, we consider two components system which the lifetimes have a bivariate weibull distribution with random censored data. Here the censoring time is independent of the lifetimes of the components. We construct large sample tests for independence and symmetry between two-components based on maximum likelihood estimators and the natural estimators. Also we present a numerical study.

The Koziol-Green(KG) model has become an important topic in industrial life testing. In this paper we suggest MLE of the reliability function for the Weibull distribution under the KG model. Futhermore, we compare Kaplan-Meier estimator, Nelson estimator, Cheng & Chang estimator, and Ebrahimi estimator with proposed estimator for the reliability function under the KG model.

This paper presents the asymptotic relative efficiency of the nonparametric estimator relative to the parametric maximum likelihood estimator of the reliability function under the proportional hazards model of random censorship. Also we examine the efficiency loss due to censoring proportions and misson times.

A test based on quantiles is proposed for homogeneity of several treatments against the simple tree alternatives when the samples are subject to the right censorship. The proposed test is a generalization of Park and Kim(1989)'s one. The size and the power of the test is examined in a simulation study.

This paper shows that {$\^{F}_{c,a}$(u){\|}0 < u < T} converges weakly to a Gaussian process whenever T < $\infty$ and $\~{F}_0({\tau})\;<\;1$.

In this paper we propose a parametric and a nonparametric small sample estimators for the mean residual life (MRL) under the random censorship model using the partial moment approximation. We also compare the proposed nonparametric estimator with the well-known nonparametric MRL estimator based on Kaplan-Meier estimator of the survival function, and present the efficiency of the nonparametric method relative to the Weibull model for small samples.
