중국의 해외구매대행 현황과 문제점에 관한 연구 (A Study on the Status and Problem Concerning Overseas Shopping Service)

  • With the steady growth of our nation's economy, the purchase power of our domestic citizens has continuously enhanced. In recent years, online overseas shopping has rapidly warmed up, increasing number of Chinese people have started to purchase overseas products via internet. According to China's current legislation, the imported goods are divided into goods and items based on "profitability standard", and regulated by different rules of clearance supervision and import duties. Goods can't pass through custom and pay duties in the form of items, and the import duties burden of goods is generally much heavier than that of items. Goods of entrusted overseas shopping pass through custom and pay duties in the form of items, but goods of profitable purchasing are goods, not items. Therefore, the profitable-purchasing behavior is smuggling. Although goods of unprofitable purchasing are items, unprofitable-purchasing behavior may also constitute smuggling. The author concludes that causes of smuggling crime are: huge market demand for overseas goods, lack of customs supervision, law blank of petty foreign trade, and public's misconception of entrusted overseas purchasing are the major factors. The author proposes the corresponding preventive measures against the crime, such as to establish an one-stop service system in online Shopping Mall, to modify the Passengers' Baggage Declaration Form, to establish a relatively simplified clearance system of small cargo, to establish a relatively reasonable import duties of petty trade.

  • The increasing needs for higher cargo capacity in the container vessels' fleet has led to ship builder's demand for higher power output rating engine to meet the propulsion requirement, thus, leading to the development of super large two stroke low speed diesel engines. This large sized bore engines with more than 12 cylinders are capable of delivering power output up to more than 100,000 bhp at maximum continuous rating. The thrust variation force due to axial vibration occurring in propulsion shafting of these ships are transmitted to ship structure via thrust bearing. This force may vibrate the super structure of ship in the fore-aft direction and the fatigue strength of crank shaft can be decreased by additional bending stress increase in crank shaft pin and journal. In this paper, the axial vibration of propulsion shafting system on the 14RT-flex96C super large diesel engine with 14 cylinders is identified by theoretical analysis and vibration measurement.

  • Vessels in the world merchant fleet generally operate in either liner or bulk trade. The supply and the demand trend of general cargo ship are both on the ebb however those trend of tankers and containers are ins light ascension. Oil tankers are so far the largest single vessel type in the world fleet and the tanker market is often cited as a texbook example of perfect competition. Some shipping statistics in recent years show that there has been a radical fluctuation in spot charter rate under easy charter's market. This implies that the proper scheduling of tankers under spot market fluctuation has the great potential of improving the owner's profit and economic performance of shipping. This paper aims at developing the TS-DSS(Decision Support System for Tanker Scheduling) in the context of the importance of scheduling decisions. TS-DSS is defined as a DSS based on the optimization models for tanker scheduling. The system has been developed through the life cycle of systems analysis design and implementation to be user-friendly system. The performance of the system has been tested and examined by using the data edited under several tanker scheduling has been tested and examined by using the data edited under several tanker scheduling scenarios and thereby the effectiveness of TS-DSS is validated satisfactorily. The authors conclude the paper with the comments of the need of appropriate support environment such as data-based DSS and network system for successful implementatio of the TS-DSS.

세계 민간 항공기 시장 동향과 전망 (The Trend and forecast of Civil Aircraft market)

  • 금융위기로 불거진 불경기와 불확실성에서 기인한 국제 유가의 변동은 세계 항공기 시장에도 심각한 영향을 끼쳤다. 항공 수요의 급감과 운영비용의 증가를 가져왔으며, 이에 따라 항공기 수요의 특성과 양에 있어서도 변화가 발생하였다. 2000년대 중반의 경기 회복기조 속에서 항공기 주문과 인도가 급증하였으나, 2009년에는 주문량이 급감하였으며, 신형 항공기의 인도와 항공수요 급감에 따라 중고항공기 및 임대 시장 그리고 MRO 시장도 축소되었다. 이렇게 위축된 항공기 수요는 2009년 하반기 세계 항공물류 및 승객 수송의 회복으로 다시 반등을 보이고 있으며, 향후 수요는 단일 통로기가 광동체기의 수요를 인도할 것으로 보인다. 현재, 시장의 반등이 단기적으로 끝날지 지속적으로 이어질 지에 대해서 확답을 내릴 수는 없으나, 장기적으로는 지속적인 항공기 수요의 증가가 이어질 것으로 예상되며, 이러한 수요는 아시아, 아프리카 등의 신흥시장의 성장에 힘입을 것으로 기대된다.

  • Because of environmental regulations in emissions control area, the demand for ships to use LNG as fuel is increasing. Orders for domestic shipbuilders to produce LNG carriers are steadily increasing. However, major appliances such as spray pump, main cargo pump and others have been relied on imports. Therefore, development of pump motor using at cryogenic temperature is necessary. Operating temperature of an induction motor is at $-163^{\circ}C$. At this low temperature, the resistivity of a motor coil is quite different from normal ones, and so does the torque characteristics of motor. This paper presents a designing method of a cryogenic induction motor for LNG pump. The variation of resistivity of motor coil is considered in the design process. The heat source such as core-loss, hysteresis-loss and copper-loss are analyzed to prevent the LNG evaporation which may cause the motor failure.

한국의 공항운영 현황과 민영화에 대한 법적 고찰 (A Review on the legal aspects of Airport Operation and Privatization in korea)

  • In this paper, the types of airport operation are categorized four groups in context of ownership and operational management; full government ownership and operation; government ownership with privatization of selected service; government ownership and private management; private ownership and operation. The term,"Privatization" has a different definition when it is used in different contexts and cultures. In this paper, the definition of"Privatization" in the context of airport, is that the movement of an entity from the government sector to the private sector. To keep pace with the remarkable growth in the air traffic volume of passengers and cargo, more and more mega-international airports have been built or are under construction. As the air transport demand is expected to increase at an even greater rate in the 21st century, the need for new conception airport is merging to solve the current problems such as airport congestions and flight delays which will be essential factors to decide whether the competitive airports or not. Presently, we researched the type of the operational management to strengthen the competitiveness for Korea's airports. Specifically, It is focused on the government ownership with privatization of selected services. It seems to be evaluated as government ownership and private management when it is actively utilized within Korea Airport Authority's law or Inchon International Airport's public corporation law. To make more competitive airport in 21st Century, however, it is desirable to seek for the method to gradually evaluate to private ownership and operation.

한국의 통관서비스 효율성 분석에 관한 연구 (Efficiency Analysis on Customs Clearance Service of Korea)

  • In year 2011 export volume of South Korea surpassed 500billion USD and overall trade volume has exceeded one trillion USD. South Korea is ranked at 7th in the world by its export volume. Such an expansion of the trade volume leads to growth in customs clearance service demand. However, there are only handfuls of studies on the efficiency of customs clearance service which customs broker provide. If the efficiency in this study is not absolute, it shows relative efficiency to decision making unit. In this research survey was conducted targeting members of Korea Customs Brokers Association. Based on the survey improvement plans to enhance efficiency of customs clearances are as follows. First, rationalize the customs broker fee. Second, setup batch processing system to improve efficiency of the work process. Third, develop new area of task such as FTA and AEO certification. Forth, raise service quality by improving professionalism of customs brokers. Fifth, work efficiency of the office in the capital area will increase. Sixth, when inspecting import export cargo, customs broker should attend at the scene by their choice. Meanwhile, difference analysis on competent customs, type of office, and duration of the business was done but all the aspects were rejected. Such aspects does not influence on its effectiveness.

Marina Development Impact on the Tranquility of Small Coast Harbor

  • Due to the increased demand for safety and security requirements on the port infrastructure, the harbor tranquility is one of the important parameter in the mooring basin of harbor. It relates keenly to berthing/unberthing and cargo handling works but also it is an important indicator to get the minimum water area as the safe refuge. Hupo harbor is a national coastal harbor located in east coast of Korea and a development plan for a new marina near the entrance is being carried out including berth layouts, breakwater extensions, 300m marina berths, dredging and land reclamation works. The new plan will impact on calmness of the existing port. Therefore, it is necessary to analyze in complex the variation of wave height and direction caused by wave refraction, diffraction, shoaling and reflection from the incident waves from outside the harbor. In order to check the calmness inside a harbor, the numerical models are being used currently need fundamental reviews according to the difference of results which depend on their respective features. In this study, hence, it was introduced the validity of numerical models by comparing the computational results with the hydraulic model experiment. The current investigations contribute to the existing development recommendations and provide further solutions for port planning.

  • 운송 시장은 각 화물별 수요에 맞는 서비스를 제공하기 위해 계속해서 변화해 왔다. 현재 액체류의 운송에는 탱크 컨테이너가 많이 활용되고 있는데, 이 탱크 컨테이너 운송 시장은 지속적으로 성장하는 추세에 있다. 이에 따라 탱크 컨테이너에 맞는 핸들링 수요 역시 늘어나고 있다. 본 연구에서는 현재 탱크 컨테이너 운송 시장의 전반에 대한 사례분석을 토대로, 운송 프로세스 및 관리 방안에 있어서의 개선점을 제시하고자 한다. 이에 본 논문에서는 정보 단절이 생기는 구간을 없애고 정보의 연속성 확보 및 위험물 관리 효율성 제고를 위해 통합 시스템이 필요함을 시사하고 있다.

EDMS를 이용한 인천국제공항의 대기오염 배출량 산정과 주변지역에 미치는 영향 평가 (Assessment of Air Pollution and Estimation of Emission from Incheon International Airport by EDMS)

  • Air traffic increased 12% annually in Korea since 1988 after the Olympics, this rate is two times than the rate of the world average. In order to accommodate fast growing aviation demand, Incheon International Airport is operated at Yongjong Island since March, 2001. The Incheon airport project will continue till 2020. After the final phase in 2020, Incheon International Airport will handle 100 million passengers, 530,000 flights and 7 million tons of cargo annually. In this study, air pollution from aircraft and other sources are calculated and assessed in Incheon International Airport area by EDMS(Emission and Dispersion Modeling System), which is a combined emission and dispersion model for airport. EDMS could also be considered power plant, incinerator and aircraft support equipment such as ground support equipment, aerospace ground equipment, auxiliary power units. And EDMS is recommended as preferred model for air quality assessment of the airport area by U.S. EP A. The result of this study shows that NOx emission from aircraft and support utility is estimated as 27,000 - 35,000 ton/yr and Namdong-Gu area in Incheon city is affected as 30-60 ppb by the NOx emission from these sources in 2020, the final phase of Incheon international airport construction.
