A study on the impact of carbon tax on carbon dioxide emission, energy use and green growth: Focusing on Finland and 4 others (탄소세 도입이 탄소배출량과 에너지 사용 및 경제성장에 미치는 영향에 관한 연구: 핀란드 외 4개국을 중심으로)

  • In this study, a vector error correction model is considered to analyze the correlations among carbon emission, energy use and economic growth using countries adopted carbon tax such as Finland, Netherland, Newzealand, Sweden, and United Kingdom in the short-run dynamics. In order to examine the effect of a carbon tax on the carbon emission specifically for Finland, New zealand and Sweden in the cointegration coefficients among variables, the economic growth equation has the statistically significant negative value(positive values for Netherland and UK). This implies that in the case of the deviation from a long-run equilibrium all variables except carbon emission and energy use are adjusted toward decreasing. After introducing a carbon tax, all variables for Finland, New zealand and Sweden appear to be negative and positive values for the other countries. The evidence that the carbon emission and energy use have been decreased is very weak in the short-run for Finland, New zealand and Sweden but the economic growth is on the decrease after a carbon tax. However, the empirical results show that the increase in carbon emission leads to the decrease in production for Netherland and UK. This implies that for reducing the carbon emission, these countries need to provide more aggressive policies.

  • In this study, it investigates the highly controversial issue "low carbon car subsidy". Through the policy's intent, purpose, and necessity, it aims to present alternatives for automotive industry development. Introducing the low carbon car subsidy will bring a huge change to the vehicle purchase practices by changing vehicle purchase cost. It expects that this change will reduce greenhouse gas emission from vehicles. For successful settlement of the system, it shall set up the target sections for subsidy and levy appropriately in order to get the nation's consensus. Additionally, it has to conduct sufficient reviews the measures such as adjustment to the existing auto tax, divided payments of burden charge, etc before enforcing the system. In terms of the automobile industry, it must do their level best in technical development in order to meet the carbon dioxide emission level of imported cars until the enforcement. Also, the government has to strengthen its support to the industry.

Analysis of the Economic and Environmental Effects of Upstream Carbon Tax: Focusing on the Steel Industry (상류부문 탄소세 도입의 경제적·환경적 효과 분석: 철강산업을 중심으로)

  • Compared to the EU, which legislates the Carbon Border Adjustment System (CBAM), the United States' carbon border adjustment policy movement is still relatively slow. Recently, however, a related bill has been proposed in the United States, and research institutes have been presenting research results on how to introduce an upstream carbon tax rather than an emission trading system and carry out carbon border adjustment based on it. Therefore, in this study, we looked at the economic and environmental effects of introducing this type of upstream carbon tax and carbon border adjustment in Korea. If an upstream carbon tax of KRW 30,000 per ton of CO2 is applied to the net supply of domestic fossil energy, the expected carbon tax revenue is approximately KRW 22.9961 trillion, equivalent to about 5.7% of the total revenue of the Korean government of KRW 402 trillion in 2019. In addition, the carbon dioxide content of the steel sector, calculated based on the energy supply and demand status of the steel sector, which emits the most greenhouse gas emissions in Korea and has a considerable amount of overseas exports, was 106.22 million tons of CO2. On the other hand, assuming that the upstream carbon tax of 30,000 won per ton of CO2 embodied is directly passed on to the production cost of the steel sector, the carbon tax burden in the steel sector is estimated to reach approximately KRW 3.1865 trillion. Even after deducting KRW 1.1599 trillion in export refunds estimated by using the share of exports of steel products, the net carbon tax burden on steel products for domestic demand amounts to KRW 2.0266 trillion, which is analyzed to act as a factor in increasing the price of steel products.

  • Carbon dioxide is a major cause for which accelerates Global Warming. Therefore several countries are working on the project recommended to use a bicycle instead of the car when you move to the nearby destination in an effort to reduce the emissions of carbon dioxide. In this paper, It was developed to measure the greenhouse gas reduction using Bluetooth Sensor Node by riding a bicycle instead of a car and management system in order to authenticate the riding record. The developed application provides various information such as individual bicycle mileage, greenhouse gas reductions, bicycle riding path, the number of planted ginkgo trees. This proposed system is expected to be helpful to green house gas emission reduction because the usage rate of bicycle will increase if government combine ways to offer people rewards such as pin money or tax breaks for people who take advantage of the bicycle with the project.

  • This paper analyses the Night Thermal-storage Power Service(NTPS) from the perspective of sustainability. It investigates the economic, environmental and social aspects of NTPS, thereby reveals that NTPS triggers the inefficient use of fuel, the increase of carbon dioxide emission and the increase of cross subsidy between consumers. This paper also analyses NTPS from the perspective of energy security. It investigates how NTPS makes LNG demand volatile in winter, thus threatens our energy security. According to the analysis, NTPS directly violates two basic principles of national energy policy; Sustainability and Energy Security. To solve these problems, not only the harmonized adjustment of Heating Oil Tax and Electric Power Rates is needed to curb the rapier increase of NTPS, but also another separate policy is necessary for converting the electric heating system based on NTPS into the one based on Heating Oil.

A study on Estimation of CO2 Abatement Cost in Korean Offshore Fishery (우리나라 근해어업의 CO2 배출 저감비용함수 추정)

  • This study has attempted environmental economic analysis on the cost structure of offshore fisheries based on fishery management data published by the Fisheries Research Institute to examine the effect of the environmental policy on the fisheries for the effective implementation of the Paris Convention. Under the assumption that both fisheries and carbon dioxide are simultaneously produced, the cost structure of offshore fisheries were analyzed. Cost function in a translog form was estimated and SUR (Seemingly Unrelated Regression) model was used for the analysis. Here, $CO_2$ emission of offshore fishery was calculated by using National Federation of Fisheries Cooperatives' data on supply of tax exemption oil (2003~2016). The cost function estimation showed that there is a weak disposition between catches and $CO_2$ emissions during the sample period, and the marginal abatement cost (MAC) is estimated at 1,457 won per year. In addition, for the same period, when 1% of $CO_2$ per horsepower is to be reduced MAC increases by 2.2%, and when 1% of $CO_2$ per 1 ton of catch is to be reduced, MAC increases by 1.4%.
