A Critical Approach to 'Business-Friendly' Record Management In Electronic Records Environment (전자기록 환경에서의 '업무친화적' 기록관리 방향성 분석)

  • This article analyzes the direction of 'business-Friendly' record management in electronic records environment which means paradigm shift in record management. In the first place, this article investigates the interrelationship of business, records and record management through natures of electronic records, and analyzes direction of purposes and roles of record management in electronic records environment. After all, this article rebuilds a significance and roles of record management in active stage, and provides theoretical bases for close relation between record management and information management in electronic records environment.

  • Record management, especially in schools as an institution's information centre, needs serious attention from government agencies. Under record management policy, there needs to be practical guidance on record management specific to schools. This paper aims to construct a record management model based on the Eight Indonesian Education Standards to support school accountability in Indonesia. The urgency of this paper in filling the gap in the Electronic Record Management System (ERMS) role is primarily to support school accountability. It is important to include educational laws and regulations in Indonesia to be a foundation in archive management, including preparing the ERMS. This study aims to develop a model of record management in schools. The final stage in this research is to find the final model. The final model is a model that experts and practitioners have validated. A total of 30 records managers were selected for the interviews. Furthermore, the trial was carried out in 30 senior high schools. The research sampling consisted of representatives of archive managers at selected schools from five islands in Indonesia (Kalimantan, Java, Papua, Sumatra, and Sulawesi). Our research findings show that conceptual models meet valid criteria and significantly impact archivist performance in better schools. The practical implication is that the archival management model based on national education standards policies contributes to practical archives and records management to support school accountability.

  • This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

  • There are nearly 700 public agencies which should establish their own record centers in Korea. Until the end of 2005, nearly half of them had established record centers. It is the time, now, to try not only to force establish them continuously but also to choose their substances.   • The purpose of this study is to survey the problems of the record appraisal system based on value of "Business Transaction (Danwi-gwaje)" and suggest a way to solve the problems in Korean government agencies. This study begins with analyzing the many negative cases of creating wrong "Business Transaction" profiles and making discordances between value of records and value of transaction, through data mainly from focused group interviews of six record professionals in central government agencies. It concludes with suggesting a new records appraisal model that assigns the retention periods to multiple entities to solve the problems of the current record appraisal system.

  • Record management metadata schema should have robust structure to represent not only elements innate in records itself but also management elements for the life cycle of records according to business activities. To realize these requirement, Information model for record domain is needed and also Metadata framework supporting semantic refinement and data element specialization required in record management business or applications are required. This study analyse main principles and characteristics of metadata scheme, and then suggested a novel method to develope schema systematically and effectively. This study propose information model and set of core data elements of records management based on ISO 15489 and 230381, and show how to implement the record management framework.

  • According to ISO 15489, records are "information" (ISO 15489-1: 2001, 3.15) that "an organization or individual produces, receives or maintains as evidence or information in the course of carrying out its legal obligations or in the conduct of its business". Records in KS ISO 15489 are also referred to as "information that is produced, received and maintained as evidence and information presented by the organization or individual in the course of performing legal obligations or in the course of business" (Korean Industrial Standards KS X ISO 15489). Based on the definitions, the nature of the legal traits of record is examined, focusing on the evidential elements of the record.

  • The Internet has had a significant impact on the operations of record companies and has transformed the role of music consumers. Active music consumers are regarded as not just consumers but also co-creators and innovators who create value; therefore, firms need to create environments in which they can learn from consumers. Prior studies exist on the effects of the Internet on the music business, including its structure and culture. However, these studies did not focus on exploring how the relationship between record labels and consumers changed, how networked music consumers influence value creation and how record labels are responding, and the difficulties from using and the drawbacks of interactive media and new business models in the music market. This study investigates these issues through interviews.

  • This study came up with a comparison analysis between the average results of Whole National Cooperatives and Kyonggi cooperatives from 2000 to 2005. 15 Kyonggi Agricultural Cooperatives which are nearly the same in the aspects of size and local conditions, - Songpo, Shindo, Ilsan, Jido, Migum, Dongduchon, Bucheon, Ojeong, Naksaeng, Seongnam, Suwon, Kunja, Banweol, Ansan, Suji- are selected as comparable ones while the cooperatives of Kwangmyung, Kungpo, Anyang, Euiwang represent as Kwachon neighborhood cooperatives. The analysis result proposes some desirable ideas to activate the business of local cooperatives as follows. First, the top limit of allotting profits seem to require having the lower adjustment which takes into account the interest rates. Second, the system allotting the profits in proportion to the record of the use should be improved. Third, In order to activate the business of semi-members, allotting profit system in proportion to the record of the use should be established.

  • This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.
