전 세계적으로 이상 고온, 폭우, 가뭄, 지진, 해일 등이 빈번하게 발생하고 있다. 그 피해 규모도 앞으로 계속 커질 전망이다. 경제활동의 주체인 기업이 이러한 자연 재해로 인하여 지속적이고 안정적으로 운영되지 못하게 된다면 이는 기업자체는 물론 치 열한 글로벌 경쟁체제 속에서 국가경쟁력향상에 상당한 타격을 줄 수 있다. 하지만 우리나라의 기업은 선진국에 비해 상대적으로 자연재해 발생 시 체계적인 방재시스템을 구축하지 못하고 있다. 본 논문에서는 자연재해저감기술 개발의 필요성과 선진국가의 사례들을 통한 우리나라의 자연재해저감기술이 나아갈 방향성을 모색하고자 한다.

Libraries are public institutions in charge of information distribution. Libraries need to secure sustainability in providing services so that they can contribute to social integration even in disaster situations. The recent spread of the Corona 19 virus has negatively affected the operation of libraries and libraries have suspended services and users' visits to prevent possible infections. This study intends to examine responses of domestic and foreign libraries to the unexpected disasters, and also presents measures to ensure sustainability and considerations in establishing these measures.

The cloud computing is technology which gives flexible and solid infrastructure to IT environment. With this technology multiple computing environment can be consolidated in to a single server so that maximize system resource utilization. Better processing power can be achieved with less system resource. IT manager can cope with increasing unnecessary cost for additional server and management cost as well. This means a enterprise is able to provide services with better quality and create new services with surplus resource. The time required for recovery from system failure will be reduced from days to minutes. Enhanced availability and continuity of enterprise business minimize the codt and the risk produced by service discontinuity. In this paper, we propose framework architecture that is strong against denial-of-service attack.

최근 세계적으로 발생하고 있는 사이버 공격, 안전 불감증 등의 인재 및 지진, 태풍 등 자연재해로 인한 피해가 증가하고 있는 상황이나 이에 대한 예방, 대비, 대응 및 복구에 대한 일련의 체계적인 활동은 미흡한 실정이다. 본 논문에서는 업무 연속성 계획(BCP : Business Continuity Planning)의 정의 및 필요성에 대해 소개하고, 효율적인 BCP에 대해 알아보기 위해 국내외 BCP 현황에 대해 조사 연구하였다. 미국, 영국, 호주, 일본은 각각 정부기관 차원의 체계적인 관리를 통한 시스템을 마련하고 있는 바 그 효과에 대해 검토하여 우리나라 BCP 현황과 비교 분석한 후 우리나라 기업에 효율적으로 적용할 수 있는 방안을 모색해 보고자 한다.

This presentation reviews international cases for earthquakes preparedness in Korean archives. Therefore, this presentation examines how the disaster plan of archives can be applied in earthquake preparedness and pays attention to four cases that could be used to prepare for earthquakes. Four cases are: protection of stacks in Japan, cooperative activities in Germany, unexpected disaster situations and business continuity plan in New Zealand, and risk assessment, cooperative activities, training in cultural heritage sector. If archives review real cases based on fundamental understanding of disaster plan, earthquakes preparedness plan could be established.

본 논문에서는 발전공기업 재난관리담당자의 사업연속성관리 역량 내재화 방안을 연구하였다. 발전공기업은 2001년 전력산업구조개편특별법에 따라 한국전력공사에서 6개 회사로 분사되었다. 국가핵심기반시설인 발전공기업은 핵심업무 중단으로 인한 국민생활과 산업시설 기능 정지를 예방하기 위해 2014년 이후 사업연속성관리체계를 적용하고 있으며, ISO 22301 및 재해경감 우수기업 인증을 취득하였다. 그러나 사회적인 이슈와 국가정책 등으로 발전공기업의 강도 높은 재난관리가 요구되고 있어, 재난으로 인한 핵심업무 중단 발생의 예방, 대비, 대응 및 복구관리를 통한 사업연속성 확보를 위해 재난관리당당자의 역량 내재화가 필요하며, 내재화의 구체적인 추진방안은 사업연속성관리요소 업무반영, 사업연속성관리를 반영한 리더 육성 및 인사제도와 연계 등이다.

본 연구에서는 비즈니스 연속성 경영시스템(ISO 22301)이 현재 선진국에 진입해 있는 대한민국 사회에 당면과제이며 이슈가 되고 있는 중대산업재해 감소에 미치는 영향을 자동차 제조업을 중심으로 분석하고자 한다. ISO 22301은 2012년 처음으로 HLS (High Level Structure)작성되었으며 이를 통하여 조직의 비즈니스에 대하여 비즈니스 연속성을 수립하여 조직에서 발생할 수 있는 비즈니스 중단에 대비하고 있다. 또한 중대재해는 「산업안전보건법」상 산업재해 중 사망자가 1명 이상 발생하거나, 6개월 이상 치료가 필요한 부상자가 2명 이상 발생하거나, 동일한 유해요인으로 직업성 질병자가 1년에 3명 이상 발생한 경우를 말한다(법제처, 2021).

본 논문은 재해경감을 위한 기업의 자율 활동 지원에 관한 법률의 기업재난관리표준에 따라 재해경감활동관리체계를 수립함에 있어 최초 단계인 재해경감활동 준비상태(성숙도) 조사의 효과성을 분석하고자 함이 목적이다. 일반적으로 기관의 준비상태(성숙도) 조사 결과를 바탕으로 재해경감활동의 도입 수준이 결정된다. 그러나 현재 수행되는 준비상태(성숙도) 조사 문항은 문항 간의 중요도를 고려하지 않아 결과에 대한 신뢰성 및 변별력 저하, 재해경감활동관리체계 수행 단계별 차별성이 고려되지 않은 문제점을 야기하고 있다. 이에 본 연구는 공기업 'K사'의 준비상태(성숙도) 조사의 사례에 대해 기존 결과와 조사 문항의 가중치를 반영한 결과의 차이점을 분석하였다. 그 결과 문항 간 변별력 부재로 인한 결과의 신뢰성 부족과 그로 인한 준비상태(성숙도) 조사 대상자의 동일 응답 가능성을 배재할 수 없음을 알 수 있었다.

본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.
