The Direction of Public Rental Apartment Supported by Community Service Viewed from the Livable Community - A Qualitative Comparison Study on the Rental Apartment in Seoul and ST. Paul - (살기 좋은 지역 만들기 관점에서 본 생활지원서비스와 연계한 공공 임대아파트의 방향 - 서울 SH공사 아파트와 미국 세인트폴 시 PHA 아파트의 질적 연구 -)

  • The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.

  • The new millennium has started with several innovations driven by fast evolution of the technologies in energy sector. A strong impulse towards the diffusion of new economical efficient technologies regulatory incentives related to energy production from renewable source and a small scale building trigeneration and to promotion of more sustainable environmental-friendly generation solutions, the evolution of electricity markets, more and more binding local emission constraints, and the need for improving the security of supply to reduce the energy system vulnerability. The 24 percentage energy quantify of total energy consumption consumes in commercial buildings and residential houses and the 30% portion of total $CO_2$ emissions covers also in the commercial buildings and residential houses sector. To cope with efficiently this energy sinuation in building sector, Building microgrid or building tooling, heating & power(BCHP) system has been interested in recent day due to meeting thermal and electric energy requirements efficiently and with appropriate energy quality. A multi agent system is a collective of intelligent agents that communicate with each other and work cooperatively to achieve common goals. Also, it is to medicate and coordinate communication between Control Areas and Security Coordinators for teal-time control of the BCHP system and the power pid. In this new circumstance, it is very important to integrate the power and energy delivery system and the information system(communication, networks, and intelligent equipment) that controls it. Therefore, development of smart control modules with open communication protocol and seamlessly interchange the data and information between control network and data network including extranet and intranet give a great meanings. We designed and developed the TCP/IP-CAN IED agent modules and ModBus./LonTalk/(TCP/IP) IED agent ones to configure the multi-agent system based smart energy network of commercial buildings and also intelligent algorithms for inverter fault diagnostics which ran be operated in control level or agent level network.

  • This paper realize power control embedded system with one master of Core-A 32-bit RISC processor and several slaves controling power with synchronized digital signals. Core-A platform is consisted of Core-A processor, AMBA bus, SSRAM, AC97, DMA, UART, GPIO etc. Slave is made by both digital part and analog part. The former generates various power control patterns synchronized with master signal. The latter converts 220V power proportional to 4 bit digital signals. design of Embedded system is executed in Flowrian II, in which software is cross-compiled and hardware is verified by simulation. Embedded system is implemented in FPGA board and CPLD chips as well as PCB board for analog power control.

  • Although CNG is able to meet the current emission standards, it is expected to be impossible to satisfy the requirements of the next EURO-6 emission regulation without an additional after-treatment device. Hydrogen is known to be a gaseous fuel which features the wide flammability limit and the fast reactivity. A certain amount of hydrogen addition to CNG is able to extend the lean combustion range and produce lesser amounts of harmful emissions. In this research, the combustion and emission characteristics of HCNG(mixture of Hydrogen and CNG) fuel were experimented in an 11-liter heavy duty lean burn engine varying hydrogen contents, air-to-fuel ratio and spark timing. The optimization of this HCNG engine for a city bus was performed through the evaluations of oxidation catalyst characteristics.

  • According with annual report by the OECD (Organization for Economic Co-operation and Development), South Korea is at the top of the list of countries with bad air pollution (fine dust particles) and the South Korean government announced the cause to be due to the particle emissions of large and old diesel vehicles. To solve this issue, the government (jointly with related ministries), promoted the "Special Measures for Comprehensive Fine Dust Management Program" as a way to improve environmental pollution by reducing the overall output of fine dust particles emitted by public vehicles. The measure implemented a gas subsidy system to convert eco-friendly vehicles of city and chartered buses throughout the country. In this study, we take a look at the economical evaluation, comparison and analysis of the conversion of diesel vehicles to natural gas (CNG) vehicles. This report represent the basis for the need to expand the funds of the subsidy program and reviews the feasibility of the policy by taking into consideration the social and economical benefits and the effect in the environment when converting diesel fuel to natural gas vehicles through the type-specific fuel conversion scenarios.

A Novel Control Strategy of Three-phase, Four-wire UPQC for Power Quality Improvement

  • The current paper presents a novel control strategy of a three-phase, four-wire Unified Power Quality (UPQC) to improve power quality. The UPQC is realized by the integration of series and shunt active power filters (APF) sharing a common dc bus capacitor. The realization of shunt APF is carried out using a three-phase, four-leg Voltage Source Inverter (VSI), and the series APF is realized using a three-phase, three-leg VSI. To extract the fundamental source voltages as reference signals for series APF, a zero-crossing detector and sample-and-hold circuits are used. For the control of shunt APF, a simple scheme based on the real component of fundamental load current (I $Cos{\Phi}$) with reduced numbers of current sensors is applied. The performance of the applied control algorithm is evaluated in terms of power-factor correction, source neutral current mitigation, load balancing, and mitigation of voltage and current harmonics in a three-phase, four-wire distribution system for different combinations of linear and non-linear loads. The reference signals and sensed signals are used in a hysteresis controller to generate switching signals for shunt and series APFs. In this proposed UPQC control scheme, the current/voltage control is applied to the fundamental supply currents/voltages instead of fast-changing APF currents/voltages, thus reducing the computational delay and the required sensors. MATLAB/Simulink-based simulations that support the functionality of the UPQC are obtained.

TCSC Nonlinear Adaptive Damping Controller Design Based on RBF Neural Network to Enhance Power System Stability

  • In this paper, a nonlinear adaptive damping controller based on radial basis function neural network (RBFNN), which can infinitely approximate to nonlinear system, is proposed for thyristor controlled series capacitor (TCSC). The proposed TCSC adaptive damping controller can not only have the characteristics of the conventional PID, but adjust the parameters of PID controller online using identified Jacobian information from RBFNN. Hence, it has strong adaptability to the variation of the system operating condition. The effectiveness of the proposed controller is tested on a two-machine five-bus power system and a four-machine two-area power system under different operating conditions in comparison with the lead-lag damping controller tuned by evolutionary algorithm (EA). Simulation results show that the proposed damping controller achieves good robust performance for damping the low frequency oscillations under different operating conditions and is superior to the lead-lag damping controller tuned by EA.

Fuzzy Controller design of fuel fired heater for vehicle to control temperature (자동차용 연소식 프리히터의 온도제어를 위한 퍼지 제어기 설계)

  • The fuzzy controller of the FFH(Fuel Fired Heater) used for vehicle is designed in this study. Two of the most important things of the pre-heater are how fast it can be at the set temperature and how to reduce the temperature deviation in the space to a minimum. The temperature deviation of the existed FFH with PI controller for temperature controller was reduced. Also, the fuzzy controller improved the response characteristics, and then the performance was inspected. When setting the temperature in this designed fuzzy controller, it took 12 minutes in the existed PI control method to reach $25^{\circ}C$. However, it took 9 minutes and 20 seconds in the fuzzy control method. Therefore, it is proved that the fuzzy controller is better than the existed one with fast response performance as 2 minutes 40 seconds. The temperature deviation was $2.4^{\circ}C$ in the existed control method but $1.6^{\circ}C$ in the designed fuzzy controller. Accordingly, the temperature deviation was improved too.

  • Regulated peak power tracking (RPPT) systems such as the series structure and the series-parallel structures are commonly used in satellite space power systems. However, these structures process the solar array power or the battery power to the load through two cascaded regulators during one orbit cycle, which reduces the energy transfer efficiency. Also the battery charging time is increased due to placement of converter between the battery and the solar array. In this paper a parallel structure has been proposed which can improve the energy transfer efficiency and the battery charging time for satellite space power RPPT systems. An analogue controller is used to control all of the required functions, such as load voltage regulation and solar array stabilization with maximum power point tracking (MPPT). In order to compare the system efficiency and the battery charging efficiency of the proposed structure with those of a series (conventional) structure and a simplified series-parallel structure, simulations are performed and the results are analyzed using a loss analysis model. The proposed structure charges the battery more quickly when compared to the other two structures. Also the efficiency of the proposed structure has been improved under different modes of solar array operation when compared with the other two structures. To verify the system, experiments are carried out under different modes of solar array operation, including PPT charge, battery discharge, and eclipse and trickle charge.

  • This paper deals with a design and performance analysis of a parallel signal processing system based on TMS320C67x. With an emphasis on the board-level design of the processor unit four models are proposed with different memory configurations and internal bus schemes. Several approaches to parallel processing of 2D FFT are also presented to be used for performance analysis. The performance of four board models are estimated and compared in terms of the time spent for local memory access, inter-processor communication, and inter-board communication. The results of performance analysis show that, when performance and implementation complexity are taken into account, the model with both local and shared memories is the most desirable.
