The Energy Efficiency Design Index (EEDI) introduced by the Marine Environment P rotection Committee(MEPC) in International Maritime Organization(IMO) has significantly assisted in regulating CO2 emissions. However, in adverse weather conditions, it can lead to accidents due to slow steaming of vessels and low engine propulsion power. In response to this issue, the MEPC presented guidelines for the minimum propulsion power of the main engine for maintaining the course of vessels in adverse weather conditions. However, the guidelines are only applicable for vessels with a deadweight of 20,000 tons, leaving out small and medium ships. This study evaluated vessels subject to the guidelines of minimum propulsion power and proposed revised guidelines. In addition, relevant cases of marine accidents were investigated with the aim of investigating the minimum propulsion power of main engine for medium and small ships not covered by the guidelines. In order to achieve this, engine propulsion power was analyzed according to the size of the affected vessels. The results obtained from this study could be used as a minimum power criterion that can be considered for ship building to reduce marine accidents in adverse weather for small and medium ships.

This study investigated a total of 22 types (15 types of natural disasters and seven types of social disasters) of disaster and safety data based on the National Daily Situation Report, Disaster Yearbook and annual Disaster Annals issued by the Ministry of Public Administration and Security. Disaster safety data were collected from the daily situation report of MOIS (Ministry of the Interior and Safety). The number of total data cases were 1,760, of which 656 were natural disasters and 1,104 were social disasters. The disasters were then patternized according to their characteristics. The patterning was conducted to set up the disaster and safety data system designed to keep disaster situations under prompt and effective management. The study analyzed the data associated with the activities in the response and recovery stages according to the disaster type. Furthermore, based on the management activities performed with the flow of time following a disaster, this study classified and proposed disaster and safety data patterns to achieve effective disaster management work by analyzing the characteristics of a disaster and safety data and disaster and safety management procedures. Disasters of high similarity were classified by merging and deleting them. This was done to consider the scalability and mutual linkage so that it can be used in the establishment of national statistical data, such as the disaster annual report and disaster annuity.
This study is aimed to figure out the way Yoon Hee-sun perceived the real situations of the society under the Japanese ruling and responded to overcome difficulties in the process of anti-Japanese independence movement. Yoon Hee-sun played an important role as a female activist of the righteous army movement in Kangweon-do and Manchuria. She was a daughter-in-law of Yu Hong-seok, wife of Yu Jae-won, and mother of Yu Don-sang. Three generations of her family had taken the lead in anti-Japanese independence movement. The Yus belonged to a school of 'Hwaseo' and devoted their lives to the independent movement based on the thought of 'wijung chuksa sasang', which means 'defending orthodoxy and rejecting heterodoxy'. They desired to go back to the past and recover as it was rather than building a new society. Therefore, their fights against Japan's invasion were not for establishing a modern nation-state but for recovering the royal authority of the existing order. Both her maiden home and her in-laws belonged to a school of 'Hwaseo' and Yoon Hee-sun couldn't go out of the boundary of her family background. Also, the motivation of her participation in the righteous army movement was based on the confucian values such as loyalty to the king, filial piety and fidelity. In particular, she possessed a high level of self-awareness not only as a wife but also as a woman. On the basis of this, she faced up to reality. For the more effective way of revolt against Japan's invasion, she determined to change the perception of women identified only as a wife of somebody. She thought her duty was to enlighten women through 'education'. As a result, manifestoes and songs supporting the righteous army movement were used as a powerful method.

Through the Ministry of Trade, Industry, and Energy, South Korea is trying to support the "Building Project for Liquified Natural Gas (LNG) Bunkering Ship," centered on the Korea Gas Corporation, while the Ministry of Maritime Af airs and Fisheries is pushing to construct an LNG bunkering terminal at Busan New Port. LNG bunkering ships are essential for supplying LNG fuel from the terminal to the ships, resulting in the need for safety operation procedures. Therefore, in this study, the stability of a coastal LNG bunkering ship operating from Busan New Port to the anchorage in Busan Port was assessed to investigate the need for operational procedures for coastal LNG bunkering ships. Seakeeping analysis of the LNG bunkering ship was performed for each significant wave height by combining the response amplitude operator from the ship motion analysis under the potential flow theory with the actual observed sea data for five years and Texel, Marsen, and Arsloe (TMA) spectrum suitable for the Busan coast. The results showed that the roll and horizontal acceleration were the main risks that affected the navigation seakeeping performance above a significance wave height of 2 m. The operational periods of the LNG bunkering ship ranged from 83.3% to 99.9% of the total observation period.

Potholes on the road directly affect drivers' safety, satisfaction, and vehicle damage. Thus, real-time detection and response are required. Increasing frequency of patrols allows for potholes to be detected and responded to quickly, but this takes much manpower, money, and time. In addition, potholes have different occurrence characteristics depending on the rain conditions, so it is necessary to consider the optimal frequency from an economic and road-service perspective. Therefore, a quantitative analysis was done on the effects of rainfall on the occurrence characteristics of potholes. Information on the persistence, impact of rainfall intensity, and weather information was collected over a long period. Based on the results, a risk-based, optimized, and changeable road-patrol strategy is presented. The analysis results show that the probability of pothole occurrence increases by 2.4 times in rainy weather. Furthermore, the impact continues for 3 days even after the rain stops. The probability of pothole occurrence increases by 0.46% per 1 mm of rainfall, and the occurrence characteristics react sensitively to even a small amount of rain of around 1 mm. It was concluded that road patrol is required at least once every three days for an effect-free period, while twice a day is needed for the "sphere of influence" period to achieve a 95% reliability level.ys for effect-free period, while twice a day for sphere of influence period to satisfy 95% reliability level.

Recently, a large fire occurred in a multi-use facility used by a large number of citizens, including the vulnerable, resulting in a lot of injuries and damages. Although several pilot studies have been conducted to reduce such incidents, the development of advanced disaster response technology using the latest spatial information and IoT technology is still insufficient. In this study, a pilot test bed is built to demonstrate detailed technologies derived through the first stage of realistic fire management technology research for the development of applied technology in the field. In detail, the building conditions and candidate sites of the test bed were first investigated and analyzed to derive satisfactory conditions and candidate target buildings. A second pilot test bed was then selected, and the necessary sensor and facility infrastructure were built to demonstrate the outcomes. Finally, a scenario was produced for technology verification, and a test bed system was developed. The pilot test bed is expected to contribute to verifying intermediate outcomes of realistic fire management research projects, enhancing the quality of the developed technologies.
Purpose: This study aims at preparing an external evacuation system by setting up situation that may occur outside buildings in case of large-scale fire at buildings such as multiuse facilities and presenting appropriate response procedures and action instructions for evacuees and facility managers. Method: Major matters are summarized based on various situations which may occur outside in case of fire and the contents of fire manual. Necessary factors including risk alert standards in the event of fire and the role of building occupants are classified and then important issues are summarized. In addition, the definition of fire-related outside shelters and external evacuation routes are showed, and then the applicability to the shelters and the routes are reviewed for old apartments in Jung-gu among multi-dense facilities. Result: Four stages (attention, caution, alert, serious) for standards of fire risk warning are established with the results of the investigation and analysis, and guidelines for behavior for evacuees, facility owners, residents, managers are summarized and presented. In addition, the concept and role of external shelters are divided into primary to the third shelters, and matters related to the definition of each shelter and the establishment of evacuation routes are presented, and then considered them carefully. Conclusion: This study has highlighted the importance of suggesting a systematic plan to secure the safety for evacuees outside space of buildings with disorder and difficulty to control in the event of fire. Therefore, we are confident that it will be useful in making an integrated manual for inside and outside buildings.
While the frequency of seismic occurrence has been increasing recently, the domestic seismic response system is weak, the objective of this research is to compare and analyze the seismic vulnerability of buildings using statistical analysis and machine learning techniques. As the result of using statistical technique, the prediction accuracy of the developed model through the optimal scaling method showed about 87%. As the result of using machine learning technique, because the accuracy of Random Forest method is 94% in case of Train Set, 76.7% in case of Test Set, which is the highest accuracy among the 4 analyzed methods, Random Forest method was finally chosen. Therefore, Random Forest method was derived as the final machine learning technique. Accordingly, the statistical analysis technique showed higher accuracy of about 87%, whereas the machine learning technique showed the accuracy of about 76.7%. As the final result, among the 22,296 analyzed building data, the seismic vulnerabilities of 1,627(0.1%) buildings are expected as more dangerous when the statistical analysis technique is used, 10,146(49%) buildings showed the same rate, and the remaining 10,523(50%) buildings are expected as more dangerous when the machine learning technique is used. As the comparison of the results of using advanced machine learning techniques in addition to the existing statistical analysis techniques, in spatial analysis decisions, it is hoped that this research results help to prepare more reliable seismic countermeasures.
Based on the service scenario proposed by the existing Kim Tae-wan (2018) who can safely evacuate inmates with the help of a mobile application linked to a fire detection system in the event of a fire, the final purpose of this study is to develop the scenario by incorporating more realistic scenarios with mobile stimuli that can help them escape or act through the Delph In addition, to make the scenarios produced more realistic considering the structure and copper lines of a typical building, expert scenario verification and Delphi technique were applied to exclude unnecessary or impractical aspects of the existing scenarios. The results of the second Delphi survey showed that the primary psychology that could be seen at the time of the fire alarm were doubts, safety concerns and alarm, and the results of the second Delphi survey were analyzed, and the satisfaction of the content adequacy (CVR), convergence, and consensus was derived. Finally, this was applied to create a scenario in which a mobile application was assisted to evacuate the fire response phase. This study will allow the use of methods to increase the evacuation rate of those who are in the event of a fire.
This study is an exploratory study to investigate the concept of student success recognized by college students. In order to listen to students' free thoughts, an open questionnaire was conducted using an online questionnaire and 99 responses were analyzed. The response results were analyzed using CQR-M (Consensual Qualitative Research-Modified). As a result of the analysis, 25 categories were derived from three domains. The frist domain, 'meaning of student success' recognized by college students is with 9 categories: 'academic achievement', 'job competency improvement', 'gaining diverse experiences', 'satisfactory employment', 'setting of desired career path', 'relationship-building ability improvement', 'setting and achievement of own goals', 'self-development', and 'satisfactory college life'. The second domain, 'college environmental factors for student success' is with 7 categories: 'career development support', 'job competency improvement system', 'support for participation in college life', 'opportunities to form human networks', 'learning capability enhancement system', 'expansion of economic support', and 'environment for student convenience'. The third domain, 'psychological factors necessary for student success' is with 9 categories: 'learning ability', 'self-efficacy', 'interpersonal competence', 'self-awareness and improvement', 'job competency', 'self-regulation ability', 'rich experience', 'career awareness', and 'self-esteem'. The frequency and results of each domain were analyzed and presented, the significance and limitations of the study were discussed, and suggestions for subsequent studies were made.
