This is to review the reform of the governance for science and technology advanced by the Noh Moo Hyun government. The reform mainly included introducing the vice premiership for science and technology, strengthening the coordinative function of the National Science and Technology Committee over the public R&D budget and programs, and establishing the Office of Science and Technology Innovation under the vice premier for science and technology. The reform aims to improve not only the policy coordinative mechanism but policy discourse mechanism over the enhanced science and technology policy. This paper argues that Noh Moo Hyun Government's reform of the governance for science and technology was not successful. The reason is that the reform targeted mainly to improve the policy coordination among government departments concerning science and technology policy. But it was nearly neglected to make effective the policy discourse mechanism linking the state actors and societal actors.
We can implement IT governance in university IT project by applying framework based on CobiT to university information system. In this paper, the organizational planning process is presented as a procedure to use it strategically at the university organizational level. This is the basic plan to be pursued by the university organization and is the first to be implemented in the Univ IT strategy. Organizational plan carry out the process gradually at the organizational level and 11 items of 4 groups are presented. The result of this organizational plan is to lead the strategic process at the university headquarters. In addition, big picture strategy can be established from Univ IT planning, budget, coordination and evaluation, and it can lead to systematic preparation and management for integrated implementation of IT system.
Urban river have been a key pillar in citizens' lives through the healthy urban environment of ecological nature along with the function of this dimension. On the other hand, conflicts are occurring in terms of conservation and use of rivers in the region along with the expansion of infrastructure due to urban densification. Appropriate agreement and coordination are needed for sustainable streams. This study aims to analyze various opinions through public discussion of residents' proposals through the resident participation cooperation budget. User awareness surveys and expert interviews were conducted on six rivers in Eunpyeong-gu. Through this, stable and sustainable preservation of local and small rivers and appropriate and balanced use measures were proposed.

The present study investigates librarians perceptions of Free Learning Semester, and their commitment to program development for coordination with Free Learning Semester, and whether they currently offer programs for Free Learning Semester. The study results are as follows. First, the results on perceptions of Free Learning semester showed that 54.20% of the librarians who participated in the study were aware of Free Learning Semester, and 80.15% had participated in training related to Free Learning Semester. Regarding the anticipated outcomes of implementation of Free Learning Semester, "Participation in various experiential activities offered through Free Learning Semester" was the most common response, and regarding special considerations in Free Learning Semester, "Need for instituting the dedicated workforce and enhancing their sense of responsibility and expertise" was the most common response. Second, regarding the library program development and provision for coordination with Free Learning Semester, 58.02% thought that the implementation of Free Learning Semester was an opportunity to expand the role of libraries, while insufficient budget was listed as a barrier. In addition, 63.36% stated that they had no experience in providing a program in a library. Finally, the results on the perception on the Free Learning Semester program they want to provide in a library showed that "Human Library" and "Read! Think! Dream!" were the programs they want to provide most, with the mean score of 3.939.
Purpose - This study aims to determine the problems and limitations of the Commercial Area Activation System, which was created by a special law for promoting traditional markets and shopping districts to revitalize and efficiently manage the central commercial area in different regions. We also suggest different options for its improvement. Research design, data, and methodology - We also look into the problems of which is being promoted as a demonstration project, from the aspects of legal text and guidelines. Results - The current commercial area activation system has several problems. First, the establishment of a comprehensive basic plan on the commercial area activation is not a requirement. Second, the benefit principle should be established to prevent the moral laxity of merchants who serve important roles in the main components of the commercial area activation business when they conduct their business. Third, the current special law constrains the commercial management organization, as under the civil law yields a limitation on finding a profitable business model. The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.
The optimal choice of the tax rate and the inflation rate framework is extended to yield relevant interpretations for the optimal fiscal and monetary policy regime in Korea. To study the relationship between the government budget and monetary growth in different environments of policy coordination, two models assuming different degrees of fiscal dominance are developed. By modelling differing institutional arrangements of the fiscal and the monetary authority from an optimal government finance viewpoint, we find the optimal relationship among some important fiscal and monetary variables. By testing the existence of the relationship empirically, we find the characteristics of the optimal policy-mix regime in Korea. The first model-the strong from of fiscal dominance-studies the optimal collection of seigniorage in a period-by-period optimization with standard assumptions on the income velocity of money, deriving a general testable result: the optimal inflation/tax rate ratio co-vary with the marginal revenue ratio. The second model-the weak form of fiscal dominance-studies an implication of the inflationary bias of discretionary monetary policy in the presence of fiscal side distortions. This model shows that the tax rate and the inflation rate can have a positive correlation. Empirical tests of the theoretical results are done for the Korean economy for 1972-1989 period. The test results show that the macroeconomic policy regime in Korea can be characterized by the strong form of fiscal dominance, implying the importance of the government budget in explaining money growth and inflation.

The purpose of this study is to examine the status of RDA adoption in Korea and the perception of university librarians on RDA adoption. For this purpose, the adoption status of two libraries that adopted RDA among domestic libraries was analyzed. In addition, interviews were conducted with eight university librarians, and narrative responses related to the adoption of RDA were collected and analyzed. As a result of the interview survey, the research participants recognized that the concept of RDA is very difficult and abstract, there are few implementation cases where RDA is applied, and that it would be very difficult to adopt RDA due to the personnel and budget conditions of the local library. The RDA adoption method recognized by the research participants is to improve RDA awareness, conduct RDA education, prepare guidelines for constructing hybrid bibliographic records when RDA is adopted, operate an RDA pilot institution, and establish a performance model. In addition, research participants need coordination with companies for implementation, prefer to change a specific point in time rather than batch retroactive conversion, discover success stories, establish RDA-related online channels, build and utilize national authority DB, and use the national budget and system support. In this study, based on the research results, a plan to adopt RDA for university libraries in Korea was presented.
The paper investigates the determinants of female, maternal, and male employment in a comparable setting using an unbalanced panel data of 29 OECD countries from 2000-2013. Our empirical results show that early childhood childcare and education (ECEC) is positively associated with female employment. Furthermore, we find that ECEC does not hurt male employment. We also find that tax rates on the second earner are negatively associated with male employment as well as female employment. The estimated coefficients of ECEC, social expenditure, tax rates, and tertiary education attainment rates in maternal employment regressions are much larger in the absolute value than those in female employment regressions. Policy implications of our analysis are that an expansion of ECEC, a lower tax on secondary earner, and education are key to promote the total employment as well as female employment.
Norwegian technology related to preinvestigations, planning, design and construction of large underground caverns is wellknown worldwide. However, so far this technology is only slightly verified through scientiffic reports and documentation. The "Rock cavern stadium" research program is an interdisciplinary program related to the ongoing building and future use of Gjovik Olympic Subsite which is the largest cavern in the world for public purposes with a span of 61 meters and a height of 25 meters. The estimated budget for this program is about USD 4 million which is made possible through grants from The Royal Norwegian Council for Scientific and Industrial Research as well as through contributions from Norwegian and Swedish companies that are participating. The program is carried out in collaboration with The Foundation for Scientific and Industrial Research at the Norwegian Institute of Technology. The Norwegian Geotechnical Institute and The Eastern Norway Research Center. The research program will continue until the end of 1994 to ensure that input comes from a full period of use in this stadium with different activities like exhibitions, conferences, concerts etc being included as verification through full-scale measurements and observations. The research program has five subtasks. Three of these are related to subjects like Energy consumption. HVAC installations. Fire safety design, Engineering geology and Rock mechanics, Environmental aspects. The fourth subtask is concerned with the collection of basic data, results and experience from these three subtasks to provide a basis for national Norwegian guidelines related to this interdisciplinary subject area. The guidelines will first be presented as a manual for planning and engineering purposes. The realization of this research program is a unique opportunity to enhance the expertise that has been acquired from this cavern stadium. By involving research in this extraordinary project from the excavation and building phase to its subsequent use. this will give the participants know-how and expertise which is very much in demand internationally. The coordination of the international activities between the participants as well as preparation of participations and presentations in international conferences and symposium are included in the fifth task of this national research program.
