This study presents the evaluation of CSM(Capacity Spectrum Method, ATC-40) in developing fragility curves for a sample concrete bridge. The CSM is originally developed as one of the simplified procedures for building structures, while this study adopts the CSM to develop fragility curves of bridge structures. Four(4) different approaches are demonstrated and the fragility curves developed are compared those by the nonlinear time history analysis. Fragility curves in this study are represented by lognormal distribution functions with two parameters and developed as a function of PGA. The sixty(60) ground acceleration time histories for the Los Angeles area developed for the Federal Emergency Management Agency (FEMA) SAC(SEAOC-ATC-CUREe) steel project are used for the bridge analysis. The comparison of fragility curves by the CSM with those by the time history analysis indicates that the agreement is excellent for one of the methods investigated in this study. In this respect. it is recommended that the demand spectrum might be improved according to the guidelines suggested in this study. Overseas construction orders of domestic companies had been increased significantly in a short period from $10.9 billion in 2005 to $64.9 billion in 2012. However experts are concerned that quality of growth will not support quantitative growth. This study suggest concentrate competencies for not only winning in bid but also successful execution of domestic companies. 4 Steps which are Pre-Marketing, Bid-Preparation, Bidding, Contract Phase are defined for competency assessment. After drawing specific tasks by phase, survey asking importance and capability of the tasks to the person in charge of bidding and site was conducted by utilizing Likert 7 point scale. According to the result of IPA analysis, domestic construction companies need to ensure internal competencies; Project risk review, Bid team organization, and external competencies; Client needs grasp, Localization strategy, Cooperation establishment. Hearafter domestic construction companies will be able to utilize the result of the study for setting bidding strategy for winning in bid and improving earning rate.

The aim of this study is to present a prediction model of construction cost for a bridge that has a high reliability using historical data from the planning phase based on a CBR (Case-Based Reasoning) method in order to overcome limitations of existing construction cost prediction methods, which is linearly estimated. To do this, a reasoning model of bridge construction cost by a spreadsheet template was suggested using complexly both CBR and GA (Genetic Algorithm). Besides, this study performed a case study to verify the suggested cost reasoning model for bridge construction projects. Measuring efficiency for a result of the case study was 8.69% on average. Since accuracy of the suggested prediction cost is relatively high compared to the other analysis methods for a prediction of construction cost, reliability of the suggested model was secured. In the case that information for detailed specifications of each bridge type in an initial design phase is difficult to be collected, the suggested model is able to predict the bridge construction cost within the minimized measuring efficiency with only the representative specifications for bridges as an improved correction method. Therefore, it is expected that the model will be used to estimate a reasonable construction cost for a bridge project.

In parallel with the development of ship equipment, bridge systems have been improved, but marine accidents due to human error have not been reduced. Recently, research in nautical bridge equipment has focused on suitable ergonomic designs in order to reduce these errors due to human factors. In a bridge of a ship, there are numerous auditory signals that deliver important information clearly to the sailors. However, only a few studies have been conducted related to the human recognition of these auditory signals. There are three types of auditory signals: voice alarms, abstract sounds, and auditory icons. This study was conducted in order to design more appropriate auditory icons using a sensibility evaluation method. The auditory icons were rated to have five warning situations (engine failure, fire, steering failure, low power, and collision) using the Semantic Differential Method. It is expected that the results of this study will be used as basic data for auditory displays inside bridges and for integrated bridge alarm systems.

The deterioration environments caused by de-icing salt and airborne chlorides in the seashore, evaluated in the "Detailed guideline for safety and management practice of facilities (performance evaluation)", were reviewed in terms of penetrated chlorides into concrete on various road facilities. Target concrete structures, in this study, were 4 concrete barriers in Gangwon area, 3 concrete barriers and 1 retaining wall in Busan area, and 4 bridges in Gangwon-do, Seoul, Gyeonggi-do, and Busan. The deterioration environments were classified into three categories: direct and indirect de-icing salt attack, and airborne salt attack depending on the distance to seashore and the height of pier, and the penetrated chlorides in to concrete were analyzed. The results showed that (1) the regional deterioration environments were clearly classified by de-icing salt sprayed days (snowfall days), (2) the penetrated chlorides increased significantly when leakage occurred through slabs or expansion joints, and (3) the airborne chlorides affected to a height of 20 m concrete in the seashore, Busan. From these, it could be confirmed that the chloride ion penetration properties depend on the exposed aging environment, member location and height, and deterioration status, even on the same structure, so the selection of target members and location is very important in the inspection and maintenance. If the database of penetrated chlorides properties in various deterioration environments is constructed, it is expected that the proactive durability management on concrete structures will be possible in the field.

Recently, the damage caused by natural disasters such as typhoons and localized torrential rains has been increasing rapidly. The Ministry of the Interior and Safety enacted a 「law on safety management of small sized infrastructures」 and local governments have to register small sized infrastructures with the National Disaster and Safety Management System (NDMS) until March 31st every year. Recently, each local government has ordered Safety inspections of small sized infrastructures and maintenance plans and six types of facilities, including small streams, small bridges, farm roads, access roads to village, inlet weirs, and drop structures are being surveyed and digitized into a database. Each facility is being evaluated for risk, and for those deemed hazardous, maintenance plans are being developed. However, since the risk assessment method of small sized infrastructures is not clear so that is conducted through visual investigation by field investigators, risk assessment is conducted in a subjective and ambiguous form. Therefore, this study presented a reasonable and quantitative risk assessment method by providing a quantitative evaluation indicator for small stream, which has the highest disaster risk among other small sized infrastructures, so that small sized hazard infrastructures can be selected to secure transparent evidence for improvement plans and action plans.

Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Nature rehabilitation has become a major theme in river management in South Korea. An analysis and evaluation of the landscape is a crucial step to select the suitable tracts for developing or conserving land use in the process of landscape planning. The purpose of this paper is to establish a hierarchical procedure for the setting of the landscape units on the various scales at which field biologists performed their observations and to select the preserves through by a suitability model for synthesizing the ecological empirical, and biophysical data. An evaluation process needs to be performed according to the landscape scales: site, local, and regional scales, at which the environmental data were collected, analyzed, and synthesized. Introducing of three level scales was crucially necessary for evaluating the various multi level ecological data for zoning of preserves in river corridors. The evaluation level at different scales are hierarchically established into three phases. The first evaluation phase can be performed by the long length units defined by the ranges of stream widths at regional scale. Secondly, each of these long units can be divided into two or more segments according to its landscape homogeneity at local level. Finally the segments at the last phase can be designated according to the location of the reservoir weirs and bridges at site level. The conceptual model components are adopted for collecting, evaluating, and interpreting the biological and abiotic data at site level. Three preserves are selected, having high potentials for being intensely managed as the Ecological Education Areas in the river. Despite a lot of assumption the results are expected to facilitate discussion and decision making about which frameworks of evaluation are desirable and adaptable for integrating the ecological data into the rehabilitation design process in South Korea.

Low-flow mortar injection method grouting technology was selected and the traffic area was preserved as much as possible in order to secure safety for road traffic when the outflow and subsidence of landfill occurred due to ground-water, and etc. In particular, the current existing method was newly improved since there are risks of damage such as hydraulic fracturing at the lower part of the road, spilling of soil particles on steep slopes, and bumps on the road due to excessive injection pressure during construction. This study was carried out at the site of reinforcement work on the road as a maintenance work for the danger zone for collapse of the steep slope of the 00 hill, which was ordered from the 00 city 00 province. The improved low-flow mortar type grouting method adopted a new automated grouting management system and especially, it composites the method for grouting conditions decision by high-pressure pre-grouting test and injection technology by AGS-controlled and studied about grouting effect analysis by using new technology. By applying the improved low-flow mortar type grouting method, it was possible to lay the groundwork for road maintenance work such as the prevention of subsidence of old roads, uneven subsidence of buildings and civil engineering structures, and of soil leakage of ground-water spills. Furthermore, the possibility of application on future grouting work not only for just construction that prevents subsidence of old roads but also for various buildings and civil engineering structures such as railroads, subways, bridges, underground structures, and boulder stone and limestone areas was confirmed.

An underlying assumption of traditional hydrologic frequency analysis is that climate, and hence the frequency of hydrologic events, is stationary, or unchanging over time. Under stationary conditions, the distribution of the variable of interest is invariant to temporal translation. Water resources infrastructure planning and design, such as dams, levees, canals, bridges, and culverts, relies on an understanding of past conditions and projection of future conditions. But, Water managers have always known our world is inherently non-stationary, and they routinely deal with this in management and planning. The aim of this paper is to give a brief introduction to non-stationary extreme value analysis methods. In this paper, a non-stationary hydrologic frequency analysis approach is introduced in order to determine probability rainfall consider changing climate. The non-stationary statistical approach is based on the conditional Generalized Extreme Value(GEV) distribution and Maximum Likelihood parameter estimation. This method are applied to the annual maximum 24 hours-rainfall. The results show that the non-stationary GEV approach is suitable for determining probability rainfall for changing climate, sucha sa trend, Moreover, Non-stationary frequency analyzed using SOI(Southern Oscillation Index) of ENSO(El Nino Southern Oscillation).
