A Study on the Cases of Place of Payment in International Sale of Goods (국제물품매매에서 대금지급장소조항의 적용사례에 관한 고찰)

  • CISG provides the place of payment at the Article 57 which if the buyer is not bound to pay the price at any other particular place, he must pay it to the seller (a) at the seller's p lace of business or (b) if the payment is to be made against the handing over of the goods or of documents, at the place where the handing over takes place. When the parties have agreed that payment is to be made against the handing over of the goods or of documents, the place where this is to happen according to the contract or CISG is the place of payment. When the parties have not agreed to this, the place of payment is the seller's place of payment. The buyer does not send the money to seller's office, but pays it to the seller's bank account. Where payment is effected by a L/C, such operations shall be governed by UCP and collection of money governed by URC. The payment at the seller's place of payment affects the rate of interest, currency of money and jurisdiction which is interpreted by Brussel convention and Lugano convention. The principle on which the CISG is based, characterizes the obligation of payment as an obligation to be performed at the creditor's place of business. This principle affects the place of damage claims payable to be at the creditor's that place. Payment at the place of business is required, but not inside the place itself.

  • Tobacco use is described as the single most preventable cause of morbidity and mortality globally, with the World Bank predicting over 450 million tobacco-related deaths in the next fifty years. In India, the proportion of all deaths that can be attributed to tobacco use is expected to rise from 1.4% in 1990 to 13.3% in 2020 of which smoking alone will cause about 930,000 adult deaths by 2010. Many studies have shown that counseling from a health professional is an effective method of helping patients quit the tobacco habit. Tobacco cessation needs to be urgently expanded by training health professionals in providing routine clinical interventions, increasing availability and subsidies of pharmacotherapy, developing wide-reaching strategies such as quitlines, and costeffective strategies, including group interventions. The WHO Framework Convention on Tobacco Control (FCTC) emphasizes the vital contribution of participation of health professional bodies, as well as training and healthcare institutions in tobacco control efforts. Dentists can play an important role in helping patients quit using tobacco. One of the key strategies to reduce tobacco-related morbidity and mortality is to encourage the involvement of health professionals in tobacco-use prevention and cessation counselling. The dental office is an ideal setting for tobacco cessation services since preventive treatment services, oral screening, and patient education have always been a large part of the dental practice.

  • From the respect of economics, environmental industry has not defined clearly since environmental services and goods are so broad to focus. Therefore many countries are using their own version of environmental industry. Hence analysis of environmental industry is very limited. In this thesis, based on the definition of Bureau Statistical Office in Korea, economic analysis for the industrial spill effect, production effect, value-added effect has been done by using 1995, 1998 I-O tables published from the Bank of Korea. Even if portion of production from environmental industry in Korea is quite low so far, forward and backward effect has quite impact on the whole industry and show strong intermediate goods. With respect to price effect.

  • After development of order communication system for out-patients using PC and LAN in May 1992, this system had been tested for 2 months. The system also use Host computer(IBM 9221-170) as a data bank and communicats wi th emulation card(3270 emulator. Interlink Inc., Korea). Since September 1992, this system(named YOUSEI-PC) has been running successfully in the Yonsei Cardiovascular Center of the Severance Hospital, Yonsei University College of Medicine. After introducing this system, it enables patients to receive drugs wi thin 30 minutes after prescription and revealed effective system not to reduce waiting time for the patients but also to remove charge-troubling(due to mis-entry of prescription). This system also seems to be effective in terms of office automatism for hospital management. However users, usually physitions, required more friendly and easy system to operate and we thought that the most important one to successfully introduce order communication computer system in the hospital is user interface.

Beyond SARS-CoV-2: Lessons That African Governments Can Apply in Preparation for Possible Future Epidemics

  • Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has placed unprecedented pressure on healthcare systems, even in advanced economies. While the number of cases of SARS-CoV-2 in Africa compared to other continents has so far been low, there are concerns about under-reporting, inadequate diagnostic tools, and insufficient treatment facilities. Moreover, proactiveness on the part of African governments has been under scrutiny. For instance, issues have emerged regarding the responsiveness of African countries in closing international borders to limit trans-continental transmission of the virus. Overdependence on imported products and outsourced services could have contributed to African governments' hesitation to shut down international air and seaports. In this era of emerging and re-emerging pathogens, we recommend that African nations should consider self-sufficiency in the health sector as an urgent priority, as this will not be the last outbreak to occur. In addition to the Regional Disease Surveillance Systems Enhancement fund (US$600 million) provided by the World Bank for strengthening health systems and disease surveillance, each country should further establish an epidemic emergency fund for epidemic preparedness and response. We also recommend that epidemic surveillance units should create a secure database of previous and ongoing pandemics in terms of aetiology, spread, and treatment, as well as financial management records. Strategic collection and analysis of data should also be a central focus of these units to facilitate studies of disease trends and to estimate the scale of requirements in preparation and response to any future pandemic or epidemic.

  • Colombia experiences a population growth in their metropolitan areas through an accelerated urbanization process, a housing deficit and a shortage of urban developable land. To solve these problems, the central government developed a national policy for a large-scale housing city development including supra-municipalities planning instruments such as Macroprojects. However, the amount of housing land supplied by this policy is insufficient and additional policies for shortage housing and qualitative deficit are required, particularly in regions with a high concentration of population. The purpose of the study is to compare urban development systems of Colombia and Korea and explore the possibility of applying guidelines to Colombia through i) comparing the capital region cities of the two countries with an asymmetry context method, ii) comparing both urban planning system founding similarities and differences, and iii) suggesting new urban development challenges in the Bogotá metropolitan area based on Korea's new town experience.

  • According to Electronic Times(2012. 1. 3), "PMO was introduced from 1950s in the USA and as of 2010, PMO participated in 84% of project ordered by public and private sector." And Ministry of public administration and security announced that the Ministry will organize Task Force for arranging "standard for introduction and operation of PMO" for support of project implementation and strengthening specialty of ordering organization, and then, actively launch the Task Force from February, 2012. Thus, necessity of PMO is regarded as natural in some aspect but thesis for doctoral degree written by Kim Gi-yeong(2007) suggested, "performance of several projects begun at the same time cannot be interpreted as high according to whether PMO team exists or not." Martin et al.(2005) asserted, "according to whether PMO team exists or not, but there is no significant difference in other factor." In the contradictory situation, it is necessary to perform more various approaches for performance and necessity of PMO in the academic aspect.

A Study on the Robust Sound Localization System Using Subband Filter Bank (서브밴드 필터 뱅크를 이용한 강인한 음원 추적시스템에 대한 연구)

  • This paper propose new sound localization algorithm that detects the sound source bearing in a closed office environment using two microphone array. The proposed Subband CPSP (Cross Power Spectrum Phase) algorithm is a development of previously Down CPSP method using subband approach. It first split the received microphone signals into subbands and then calculates subband CPSP which result in possible source bearings. This type of algorithm, Subband CPSP, can provide more robust and reliable sound localization system because it limits the effects of environmental noise within each subband. To verify the performance of the proposed Subband CPSP algorithm, a real time simulation was conducted and it was compared with previous CPSP method. From the simulation results, the proposed Subband CPSP is superior to previous CPSP algorithm more than 5% average accuracy for sound source detection.

  • The effects of the Froude numbers on turbulent flow patterns downstream of a non-submerged spur dike were investigated in a laboratory flume. Three-dimensional velocities and water depths were measured using Acoustic Doppler Velocimetry and distance sensors under three Froude number conditions ($Fr_d=0.31$, 0.38, and 0.46). The results show that there are marginal differences in the velocity fields downstream of a spur dike due to the change of the Froude number. However, an increase of the Froude number was found to reduce cross-sectional area in the flow and to increase the strength of the jet-like flow. The jet-like flow was observed to displace the location of the maximum turbulence kinetic energy within a cross section toward the inner bank in the transverse direction.

  • In this study we analyze the performance of overseas subsidiaries of Korean multinationals with localization in sales, purchase, and employment. We use the data of 2,116 overseas subsidiaries in 61 countries between 2008 and 2011 provided by The Export-Inport Bank of Korea. As a result, analysis shows that the effect of localization on the performance is quite different by sectors and countries which the subsidiaries have entered. In the manufacturing sector, increase of local sales has positive effect only in China, while local purchase improves the performance of the subsidiaries in developing counties excluding China. However, the subsidiaries which had made a foray to service sector in advanced countries aquired better performance with localization of sales, purchase, and employment, whereas those in China had no merit except localization of purchase.
