In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

The purpose of this study is to examine how corporate names are treated in the OPACs in Korea, and to find out how well the authority control is implemented. A corporate body often has different names and different forms of names which should be properly linked in the OPACs. Without the help of either references or internal links among such names and forms of names in the OPACs, users are likely to fail in getting the right results, In this study, the OPACs from the five major libraries, the National Assembly Library, KISTI, Yonsei University, the National Central Library, and the KERIS were examined. Major common findings include (1) the lack of consistency in applying cataloging rules, (2) the lack of proper authority control in treating corporate names, and (3) the lack of references or links among names and variant forms of names. Because of the small scale of this study, more comprehensive and thorough study seems to be needed. However, the overall improvement of cataloging practices and application of authority control is strongly suggested, based upon the findings.

Name Authority Control is useful not only to manage author information but also to gather other names of authors in order to provide access points in libraries and other institutes. The purpose of this study is to find problems through comparing and analyzing Literature Translation Institute of Korea Author Database, Korean name authority records of national libraries in the U. S., Japan and Korea. The results of the study are as follows. First, Literature Translation Institute of Korea Author Database missed some useful information about Korean writers in translated books in other countries. Second, the name authority file of Library of Congress and National Diet Library did not include the variant names, dates of authors' birth and death date, and filled out incorrect variant names with some birth and death dates. Third, English and Chinese character variants of Korean authors were not found in the National Library of Korea. To solve these problems, revisions of Korean author database, open access to National Library of Korea name authority file, and a strong participation of VIAF were suggested.

Despite repeated efforts to develop a methodological foundation for assembling collaborative authority data in South Korea, issues such as the establishment of a standard authority model and standard authority construction as well as the reconfiguration of existing entities in authority building have prevented such research from generating a cooperative push for nation-wide authority data and progressing toward concrete implementation. The formulation of a collaborative and well-utilized collection of national authority data accordingly calls for 1) a practical approach to supporting both established authority data contributors and newly organized avenues of mutual participation in authority building, 2) committed involvement on the part of national institutions capable of providing the project with sustained assistance, and 3) a standard identification system which allows multiple organizations to merge their data. This study addresses the challenges of the current environment by taking stock of the key components necessary for the creation of collaborative authority data and using a Semantic Web-based interoperable VIVO ontology model to propose a viable national authority data framework.

This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.

There are three kinds of algorithms(2-ARE, mu-synthesis, LMI) for controller design using closed-loop shaping method. This paper provides the summary of background theory of three algorithms and $H_{\infty}$ controller design results for spacecraft attitude control using the three controller design tools of Matlab$^{TM}$ Toolbox for comparison. As a result, it reveals that LMI design method is more reliable as well as easier than others for spacecraft attitude control design. Comparison results are as follow: 2-ARE method and LMI method provide almost same results in robust stability, robust performance and control authority level. But 2-ARE method is more sensitive than LMI method with respect to proper design of weighting functions: 2-ARE method is more difficult than LMI method in weighting function design. The design result of mu-synthesis method shows worse performance and requires bigger control authority than others.

This thesis implemented security systems of voice awareness which is higher accessible than existing security system using biological authentication system and is inexpensive in module of security device, and has an advantage in usability. Proposed the security systems of voice awareness implemented algorithm for characteristic extraction of inputted speaker's voice signal verification, and also implemented database of access control that is founded on extractible output. And a security system of voice awareness has a function of an authority of access control to system.

An Orphan Sources Control program controlled by a web based information system in Korea has been developed to satisfy the national demand on a total management of and integrated radiation safety. There are, currently, three approaches going on to control and manage the orphan sources in Korea. First, Korean regulatory authority has been conducting scrutinizing investigation on and thoroughly monitoring the possession of unlicensed radioactive sources from the late 1990s. Second, the regulatory authority will fully operate an information system on radiation safety to effectively trace and monitor all radioactive sources in the country by the mid 2001. Finally, the regulatory authority strongly advises steel mill companies to closely scrutinize and inspect the scrap metals when they attempt to reutilize metals to prevent from being contaminated by uncontrolled sources through the scrap monitoring systems.

Attitude command response type required for enhanced handling qualities of helicopter can be implemented by mechanical automatic flight control system with SAS actuators which have limited authorities. However, the early saturation of SAS actuator hinders the helicopter from following the attitude command for large stick command. Auto-trim controller can delay SAS actuator's saturation by utilizing trim actuators and allows the attitude command response type for larger stick command. This paper describes the control law for limited authority system of helicopter with auto-trim. Limited authority system is applied to BO-105 linear dynamic model and simulation is performed along with handling quality analysis.

Archival authority records support users in accessing and understanding archival information. The creator of the archives, on the other hand, is also the creator of other informative materials, including published products, and the users want to access information in a seamless manner. Moreover, the authority record has common attributes with the authority records for bibliographic control as well as its distinctive characteristics. Therefore, this research aims to link legacy authority records for constructing and expanding archival authority records and provide the expanded archival records to the Web environment, including Wikipedia, for data sharing. Finally, some issues and suggestions for further research based on the findings that resulted from experimental linking and sharing are discussed.
