Background: This paper describes a simple-to-use and reliable screening tool called Critical Task Exposure Screening (CTES), developed by a chemical company. The tool assesses if the exposure to a chemical for a task is likely to be within acceptable levels. Methods: CTES is a Microsoft Excel tool, where the inhalation risk score is calculated by relating the exposure estimate to the corresponding occupational exposure limit (OEL) or occupational exposure band (OEB). The inhalation exposure is estimated for tasks by preassigned ART1.5 activity classes and modifying factors. Results: CTES requires few inputs. The toxicological data, including OELs, OEBs, and vapor pressure are read from a database. Once the substance is selected, the user specifies its concentration and then chooses the task description and its duration. CTES has three outputs that may trigger follow-up: (1) inhalation risk score; (2) identification of the skin hazard with the skin warnings for local and systemic adverse effects; and (3) status for carcinogenic, mutagenic, or reprotoxic effects. Conclusion: The tool provides an effective way to rapidly screen low-concern tasks, and quickly identifies certain tasks involving substances that will need further review with, nevertheless, the appropriate conservatism. This tool shows that the higher-tier ART1.5 inhalation exposure assessment model can be included effectively in a screening tool. After 2 years of worldwide extensive use within the company, CTES is well perceived by the users, including the shop floor management, and it fulfills its target of screening tool.
The purposes of this research are : to analyze biotop type and carry out conservation value assessment in study areas, Daegu Science Park national industrial complex; to supply basic data for the landscape ecological planning; and to improve the application of assessment model with the development of Biotop Value Assessment Tool (B-VAT). The result is as follows. First of all, the field survey showed 434 species of flora and 220 species of insecta. According to the result of biotop type analysis in the biotop classification system with field survey, 13 biotope groups and 63 biotope types were classified. In the map of biotop type classification, readjusted farmland biotop(FA) was prevalent and forest biotop(E) was shown to the southeast side of the site. Next, according to the first assessment with B-VAT, total 19 biotop types including natural river(BA) with abundant plants had I grade and total 16 biotop types such as vegetable garden adjacent to river(BC) had V grade. In terms of the second assessment, we analyzed total 30 areas, total 82 areas, respectively, which had special meaning for the conservation of species and biotop(1a, 1b) and which had meaning for the conservation of species and biotop(2a, 2b, 2c). This research will be a basic data, which can solve the damage problem systematically and control it landscape-friendly with biotop classification and assessment which we developed. In particular, we expect that biotop value assessment tool(B-VAT) with GIS will be a great contribution to popularity compared with the value model by complicated algorism such as adding-matrix, weight and equal distribution. In addition, this will save the time and improve the accuracy for hand-counting.
본 연구에서는 중학생들의 과학 창의적 문제 해결능력을 측정하기 위해 타당도와 신뢰도가 높은 검사도구를 개발하였다. 먼저 과학 창의적 문제 해결 능력에 대한 조작적 정의를 바탕으로 3차원 평가 틀(과학내용, 과학 탐구 기능, 사고력)을 개발하였으며, 이 평가 틀에 맞추어 평가 문항을 개발하였다. 현장 과학 교사들의 검토를 거쳐 예비 검사에 투입할 3과제로 구성된 4개 문항을 확정하였고, 예비 검사 결과를 바탕으로 각 문항의 구체적인 채점 기준과 배점을 결정하였다. 완성된 최종 검사 도구는 내용 및 평가 기준에 대한 과학 교육 전문가와 현장 교사들의 타당도 검증을 거친 후 중학교 1, 2, 3학년 320명에게 투입되었으며, 채점 결과를 바탕으로 채점자간 신뢰도를 검증받았다. 채점 결과 문항 난이도와 변별도 역시 적절한 것으로 나타났다. 앞으로 본 연구에서 개발한 평가 틀과 평가 기준을 활용하여 다양한 학교 급에 적용할 수 있는 다양한 수준의 과학 창의적 문제 해결 능력 평가도구의 개발이 지속적으로 이루어져야 할 것이다.
Background: The emergence of new infectious diseases threatens public health, increasing socioeconomic damage, and national risks. This study aimed to develop an evidence-based risk assessment tool to quickly respond to new infectious diseases. Methods: The risk elements were extracted by reviewing the risk assessment methods of the World Health Organization, United States, Europe, United Kingdom, and Germany, and the validity and priority of elements were determined through expert meetings and Delphi surveys. Then, the scale and level for each risk element were defined and a final score calculation method according to the risk evaluation result was derived. The developed risk assessment tool was verified using data at the time of domestic transmission of an emerging infectious disease. Results: In case of spread of actual infectious diseases, priority is determined based on the criticality of the elements in each area of transmissibility and severity, from which the weighted score of the risk assessment is derived. Then, the risk score for each element was calculated by multiplying the average value of the risk evaluation by its weight and the evaluation risk assessment score for the two areas was calculated. At last, the final score is plotted in a matrix where the x-axis indicates the transmissibility and the y-axis the severity and plotted on the coordinate plane for time series use. Conclusion: With respect to transmissibility and severity, this risk assessment method to respond to new and re-emerging infectious diseases enables rapid and evidence-based evaluation by quantitatively and qualitatively assessing various risk elements.
The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.
This research is to restructure the public assessment of housing management in a standardized fashion, and a self-administered questionnaire survey was employed for data collection and analysis. In doing so, all the assessment tools nationwide were identified and assembled to extract the items included in the survey form. The survey form was mailed out to local officers in charge of housing management and professional housing managers in the nation, and the responses were statistically analyzed in order to structure the standard assessment tool of housing management. This research classified 3 main areas (General Maintenance, Operation and Community Living) in evaluating the housing management performance, and identified 35 essential items and 52 optional items. The 35 essential items were drawn from the 16 categories of the 3 areas (11 items of 5 categories for General Maintenance, 7 items of 4 categories for Operation, and 17 items of 7 categories for Community Living), and the rest 52 optional items were from the 16 categories of the 3 areas (24 items of 7 categories for General Maintenance, 26 items of 7 categories for Operation, and 2 items of 2 categories for Community Living). While all the items in the research are quantifiable, it's suggested that qualitative measurements be complementarily utilized in the assessment not only to explore the best practices of housing management but also to refine and modify the standardized tool in response to various environmental changes. As the public assessment of housing management is context-sensitive and critically related to local housing profile, the continuous implementation of the assessment will facilitate shifting the housing paradigm from production and consumption to management and reproduction.
Railway risk is evaluated by a method of linking event trees and fault trees as the general PSA(Probabilistic Safety Assessment) model for the risk assessment of complex systems. Accident scenarios causing undesirable events are modeled by event trees comprised of several accident sequences. Each branch located in the accident progression of the event tree is modeled by an fault tree or can be represented by some value too simply. We usually evaluate the frequency of the whole sequence by adding them after calculating the frequency of each sequence at a time. However, since there are quite a number of event trees and fault trees in the railway risk assessment model, the number of sequence to evaluate increases and preparation for the risk assessment costs much time all the more. Also, it may induce errors when analysts perform the work of quantification. Therefore, the systematic maintenance and control of event trees and fault trees will be essential for the railway risk assessment. In this paper we introduce an integrated assessment method using one-top model and develop a risk assessment tool for the maintenance and control of the railway risk model.

The efficiency and accuracy of handwriting measurement could be improved by adopting digital image processing. This study developed a computer-based Korean Handwriting Assessment tool. Second graders participated in this study by performing writing tasks of consonants, vowels, words, and sentences. We extracted boundary parameters for each letter using digital image processing and calculated the variables of size, size coefficient of variation (CV), misalignment, inter-letter space, inter-word space, and ratio of inter-letter space to inter-word space. Children were also administered traditional handwriting and visuomotor tests. Digital variables from image processing were correlated with these previous tests. Using these correlations, we established a three-point scoring system that computed test scores for each variable. We analyzed inter-rater reliability between the computer rater and human rater and test-retest reliability between the first and second performances. The validity was examined by analyzing the relationship between the Korean Handwriting Assessment and previous handwriting and visuomotor tests. We suggested the Korean Handwriting Assessment to measure size, size consistency, misalignment, inter-letter space, inter-word space, and space ratio using digital image processing. This Korean Handwriting Assessment tool proved to have reliability and validity. It is expected to be useful for assessing children's handwriting.
Objectives: The aim of study was to develop a standard clinical oriental medicine evaluation instrument for chronic obstructive pulmonary disease (COPD). Methods: We appointed 10 respiratory professors of oriental medicine as the advisory committee. The committee was organized and met several times to discuss the patterns of syndrome differentiation (辨證) and its items based on clinical symptoms of COPD patients and review of published literature. Then the committee investigated the importance of items by e-mail and decided the weight and final weight, respectively. Results: According to the answers and conferences, we determined the Korean oriental medical assessment tool for COPD comprised of the 7 type of patterns of syndrome differentiation which have 9 items with the mean weight and final weight of each item, respectively. Conclusions: This Korean oriental medical assessment tool for COPD was newly developed through expert consensus. We expect to apply this tool to subsequent research as its validity and reliability is further confirmed.
Purpose: The aims of study were; (1) to evaluate the validity and sensitivity of a fall-risk assessment tool, and (2) to establish continuous quality improvement (CQI) methods to monitor the effective use of the risk assessment tool. Methods: A retrospective case-control cohort design was used. Analysis was conducted for 90 admissions as cases and 3,716 as controls during the 2006 and 2007 calendar years was conducted. Fallers were identified from the hospital’s Accident Reporting System, and non-fallers were selected by randomized selection. Accuracy estimates, sensitivity analysis and logistic regression were used. Results: At the lower cutoff score of one, sensitivity, specificity, and positive and negative predictive values were 82.2%, 19.3%, 0.03%, and 96.9%, respectively. The area under the ROC was 0.60 implying poor prediction. Logistic regression analysis showed that five out of nine constitutional items; age, history of falls, gait problems, and confusion were significantly associated with falls. Based on these results, we suggested a tailored falls CQI process with specific indexes. Conclusion: The fall-risk assessment tool was found to need considerable reviews for its validity and usage problems in practice. It is also necessary to develop protocols for use and identify strategies that reflect changes in patient conditions during hospital stay.
