소규모 개발사업에 대한 토환경영향성평가 적용에 관한 연구 - 경기도 화성시 소규모 개발 사례를 중심으로 - (A Study on the Application of Regional Environmental Assessment to Small Area Development -The case of small area development in Hwasung-City, Gyunggi-Do-)

  • The study area investigated in this research is Hwaseong city, Gyeonggi-Do where small scale development is currently in progress. For the last three years, we carried out the environmental and ecological assessment by using data from The Ministry of Environment and Han River Basin Environmental Office. Most of development works in Hwaseong city, Gyeonggi-Do are small scale developments which are related with factory and distribution complex based on individual laws and regulations. However, environmental and ecological assessment is not being sufficiently reflected beforehand. Especially, because the development takes place mainly in the outskirts of the city, the fine forest is continuously being damaged. We analyzed changes in green zone caused by the developments. As a result, the percentage of original green zone was decreasing while the percentage of artificial green zone was increasing. We should maintain the percentage of the original green zone in order to conserve natural environment. In the past three years, the damage of the DGN (Degree of Green Naturality, 7) area that has high conservative value was little, but, there was serious damage in the area of DGN 6. In order to conserve natural environment, political and institutional investigation should be seriously carried out for mitigation of environmental and ecological damages.

환경영향평가서에 나타난 개발사업의 생태면적률 검토 연구 (Analysis of Biotope Area Ratio in the Environmental Impact Statements)

  • 본 연구는 환경영향평가의 생태면적률의 인구, 지역, 사업 유형, 총 사업면적에 따른 경향성을 분석하였다. 생태면적률은 총대지면적 중 생태적 기능이 있는 토지면적의 비율로, 생태계 보존과 개발된 단지에서 생활하는 시민들의 건강과 삶의 질에 중요한 요소이다. 현재 환경영향평가에서는 가중치가 고려된 생태면적과 총 사업면적의 비로 생태면적률을 산출하며, 각 사업 유형 별로 최소 목표 생태면적률을 제시하여 최소한의 생태면적을 확보하도록 하고 있다. 경향성에 대한 평가는 도시의 개발, 산업입지 및 산업단지 조성, 관광단지 개발, 폐기물처리시설 및 분뇨처리시설의 설치 사업 등 총 4가지 사업에 대하여 총 55개의 표본을 근거로 하였다. 본 연구는 경향성을 분석한 결과 인구에 대한 고려가 반영된 척도, 사업빈도와 지역 전체를 고려한 생태면적률 조정, 그리고 최소달성치 달성 여부에 대한 규제 강화를 통해 현 제도를 개선해야 한다는 결론을 얻었다. 본 연구 이후로 더 많은 수의 데이터를 포함한 광범위한 연구와, 구체적 제도개선에 대한 연구가 후속되어야 한다.

AHP 기법을 활용한 훼손지 평가항목의 중요도 분석 (Analysis of Importance of Damaged Area Assessment Indices using Analytic Hierarchy Process)

  • Urbanization and industrialization have caused increasing damage to national lands, and ecological restoration has proceeded without any specific assessment of this damage. The purpose of this study is to select indices to assess damaged areas through literature review and panel discussions, and to derive the importance of damaged area assessment indices by analyzing them through the Analytic Hierarchy Process (AHP). This study has derived, via literature review, six types of damage and a total of 18 related assessment indices. A total of 51 responses were collected from surveys and given to experts, and an AHP analysis conducted. As a result of the analysis, "Landform change (0.268)" was of the highest importance, with associated damage types as follows: "Soil contamination (0.193)", "Vegetation damaged (0.149)", "Surface soil loss (0.143)", "Change in soil physiochemical property (0.125)", and "Vegetation decline (0.122)". The analysis determined that the item of the highest importance in the overall assessment of damage was "Slope occurred area (0.100)", and that "Conductivity (0.022)" was of the lowest importance. This study can be presented as a criterion in determining the type and degree of damage in setting priorities for future ecological restoration projects.

Satellite-based Assessment of Ecosystem Services Considering Social Demand for Reduction of Fine Particulate Matter in Seoul

  • Fine particulate matter (PM2.5) has been the biggest environmental problem in Korea since the 2010s. The present study considers the value of urban forests and green infrastructure as an ecosystem service (ES) concept for PM2.5 reduction based on satellite and spatial data, with a focus on Seoul, Korea A method for the spatial ES assessment that considers social demand variables such as population and land price is suggested. First, an ES assessment based on natural environment information confirms that, while the vitality of vegetation is relatively low, the ES is high in the city center and residential areas, where the concentration of PM2.5 is high. Then, the ES assessment considering social demand (i.e., the ESS) confirms the existence of higher PM2.5 values in residential areas with high population density, and in main downtown areas. This is because the ESS of urban green infrastructure is high in areas with high land prices, high population density, and above-average PM2.5 concentrations. Further, when a future green infrastructure improvement scenario that considers the urban forest management plan is applied, the area of very high ESS is increased by 74% when the vegetation greenness of the green infrastructure in the residential area is increased by only 20%. This result suggests that green infrastructure and urban forests in the residential area should be continuously expanded and managed in order to maximize the PM2.5 reduction ES.

순간전압강하 평가를 위한 Area of Severity 구현에 관한 연구 (A Study on the method to determine an Area of Severity for Voltage Sag Assessment)

  • Voltage sag phenomenon is known as one of the important problems that brought huge economic losses in the modern industry. The voltage sag assessment is to predict an annual expected sag frequency (ESF) at concerned consumers caused by fault in the system. An area of severity (AOS) assessment is defined as a set of the fault positions that can result in the voltage sag bigger than certain level for multi-concerned buses simultaneously. This paper introduces how to determine a method for evaluating the voltage sag performance based on the AOS assessment.

  • An area of severity (AOS) assessment is defined as a set of the fault positions that can result in the voltage sag bigger than certain level for sensitive buses simultaneously. Using the AOS assessment, the location of devices for compensating voltage sag can be determined as the site expected to less voltage sag at the sensitive bus. The energy storage system based on the control strategy emulating the traditional synchronous generator can contribute the fault current with fast response. Therefor are of venerability (AOV) can be reduced. The energy storage system installed by the AOS assessment has function which can experience relatively less voltage sag in addition to the conventional role of energy storage.

GIS 공간유형분석 모형을 이용한 경관 규모 생태계의 평가기법 (Landscape Scale Ecosystem Assessment Modelling Using Spatial Pattern Analysis of GIS: A Case Study of Yongin, Korea)

  • The objective of this study were to develop landscape scale ecosystem assessment model, and apply the model for the assessment of the state and change of ecosystem of the study area, Yongin, Korea. Since natural ecosystem of the site has been deteriorated significantly during recent extensive residential development, it is essential to correctly assess ecosystem of the study site. Traditional ecosystem assessment mainly utilizing intensive field survey requires high cost, but the outcome rarely represents spatial pattern of the regional ecosystems. Ecosystem assesment of landscape scale based on landscape ecology can resolve most of the shortfalls of the traditional approach. The research method can be summarized as follows. First, extensive literature review on such topics as spatial pattern of ecosystem, ecosystem assessment of landscape scale, ecological analysis was carried out. Second, a model for the ecosystem assessment of landscape scale emphasizing spatial pattern of ecosystem was developed. This model evaluates three indicators; ecological integrity and biological diversity, watershed integrity, and landscape resilience of 11 watersheds in the study area. Finally, ecological assessment utilizing two sets of indicators, enhancement of and disturbance of ecosystem stability, was carried out. This assessment method is based on Environmental Monitoring and Assessment Program´s Landscape component(EMAP-L) of EPA(1994). The results of this study are as follows. First, the ecosystem assessment of landscape scale of the study area of Yongin, Korea, showed that escosystems of Tanchun01 and Chungmichun01 watersheds had the worst state in the study site in 1991. On the other hand, the ecosystems of Jinwechun01, Kyunganchun02, and Bokhachun01 watersheds had the most stable ecosystem in 1991. Second, ecosystems of Tanchun01, Shingal reservoir, and Kyunganchun01 watersheds were evaluated to be the worst state in the study site in 1996. And, ecosystems of Jinwechun01 and Gosam reservoir watersheds had the most stable ecosystem. Third, ecosystem of Tanchun01 watershed which incudes Suji residential development project site changed the most drastically between 1991 and 1996. The ecosystem of the watershed the most drastically deteriorated due to it´s proximity to Seoul and Bundang new town.

수소충전소 성능평가 장비 안전성 평가 연구 (Risk Assessment for Performance Evaluation System of Hydrogen Refueling Station)

  • This study performed qualitative and quantitative risk assessment of equipment for evaluating the protocol of hydrogen refueling stations and suggested measures to improve safety. Hazard and operability study was performed for qualitative risk assessment, and Hy-KoRAM was used for quantitative risk assessment. Through a qualitative risk assessment, additional ventilation devices were installed, simultaneous venting of the storage container was prohibited, and the number of repeated refilling of the evaluation equipment was identified to manage the number of fillings of the container. Through quantitative risk assessment, the area around the device was set as a restricted area when evaluating the station, and measures were suggested to reduce the frequency of accidents.

정량적 위험성 평가를 통한 고속도로 휴게소 수소 충전소 안전 가이드라인 연구 (A Study on Safety Guidelines for Hydrogen Refueling Stations at Expressway Service Area using Quantitative Risk Assessment)

  • The use of clean energy based on the hydrogen economy is increasing rapidly due to the greenhouse gas reduction policies and the increase in the need for hydrogen. Currently, South Korea government have been considering a plan to construct hydrogen refueling stations at expressway service area for the purpose of supplying hydrogen vehicles. In the case of a hydrogen refueling stations, a quantitative risk assessment (QRA) must be performed because it includs and uses a high pressurized hydrogen storage tank. In this study, QRA was conducted using societal risk and F-N curve by the consequence assessment (CA) of jet fire and explosion according to the population density, capacity of the high pressurized hydrogen storage tank and frequency assessment (FA) data to the general hydrogen refueling stations systems in expressway service area. In the cases of jet with a leak diameter of 7.16 mm, regardless of expressway service area location, the societal risk was over 1E-04 that was acceptable for as Low As reasonably practicable (ALARP) region (workforce), but unacceptable for ALARP region (public). In the cases of gas explosion, all expressway service area satisfy ALARP region. In the case of the population density is over 0.0727, QRA for constructing the hydrogen refueling stations, must be conducted.

대학수학능력시험 수학 영역의 변화를 통해 살펴본 고등학교 수학 평가의 방향 탐색 (Exploring the direction of Assessment in Korean High School Mathematics through College Scholastic Ability Test Mathematics Domain Changes)

  • 본 연구는 1993년부터 시행된 대학수학능력시험 수학 영역의 변화를 살펴봄으로써 향후 수학 영역 체제의 개선 방향을 탐색하고 우리나라 고등학교 수학교육에서의 평가 방향 정립을 위한 시사점을 도출하고자 하였다. 이를 위해, 대학수학능력시험 수학 영역을 시험 체제, 내용 영역, 행동 영역을 중심으로 분석하고 다음과 같은 결과를 얻었다. 첫째, 시험 체제는 시험 시간, 문항 수 외에 평가 요소와 문항 유형 등에도 영향을 미쳤음을 확인하였다. 둘째, 내용 영역 분석을 통하여 교육과정과 평가 영역의 관계성을 확인하고, 평가 영역 설정의 중요성을 확인하였다. 셋째, 행동 영역 분석을 통하여 특정 행동 영역에서 문항 유형의 고착화 가능성을 확인하고, 평가 문항의 유형에 대한 지속적 변화의 필요성을 확인하였다. 이를 바탕으로 대학수학능력시험 수학 영역에서의 시대적 요구와 변화를 반영할 수 있는 평가의 방향과 그에 따른 제반 사항에 대하여 논의하였다.
