Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.

The majority of previous research on start-ups consist of research on leading variables that affect the entrepreneurial intention related to start-ups established by young people, college students or senior citizens, and the influencing relationships regarding start-ups in the sense of their form such as independent start-ups, franchising start-ups, small business start-ups, etc. It is difficult to find research on entrepreneurial intention targeting office workers. This study investigates the question of how office workers' entrepreneurial mindset affects their entrepreneurial intentions, focusing on mediating role of social capital and moderating role of state-action orientation. We use survey data to empirically test the relationships between the variables in question. This study finds the presence of the positive effect of entrepreneurial mindset on social capital that significantly promotes entrepreneurial intention, demonstrating mediating role of social capital. We understand the existence of moderator, action state, showing that entrepreneurial intention is affected by interaction of entrepreneurial mindset and action state, not entrepreneurial mindset alone. We propose some policy implications based on the results of this study, and lists the limitations of the study.
This study is an overview of the processing of national defense reform in the meantime and to analyze the development of alternative processes are conducted in all the service system operating status of the military regime aims at prese-nting the efficient utilization of natural science and engineering professionals. The purpose of this study was to discuss about the efficient utilization of science and engineering professionals according to the Defense Reform organized as follows. Chapter 2 looked into the concept of conscription system and cause for change, Chapter 3 analyzed utilization of science and engineering professionals and the practices related to engineering and professional workforce. Chapter 4 took to understand the military system improvement based on the derived implications will be presented the role of the relevant ministries. Chapter 5 Conclusion would present a summary of the results discussed above and deploy the argument in the direction. The study conclusions are First, the need to develop alternative military service system in the desired direction to derive a social consensus about the survival of the Selective Service System Status. Second, to establish a provisional Armed Forces to train science and engineering professionals with superior officers and noncom missioned officers and they should be able to contribute to the develop-ment of an individual's development and the national economy. In particular, legal and trial and error and failures of the system was carried out in the past in the process of seeking the required institutional improvements should not make the error to repeat.
This study was designed to develop an online education program of elderly care service for the senior caregivers. Online survey was conducted senior caregivers who attended K cyber university from November 28, to December 15, 2019. Data were analyzed using chi-square, ANOVA and post test by scheffe method. The results showed that needs of the online education program for senior caregivers were significantly higher than nursing assistants. Social workers were significantly higher than the nursing assistants in the elderly care service online education demand. In terms of performance, 'understanding and counseling for the elderly' and 'practice of the elderly play program' were social workers, senior caregivers and nursing assistants. In conclusion, it is necessary to develop a specialized online education contents for each group according to the necessity of elderly professional care and the demand of online education for elderly care service.
This study redesigned the Korean speaking classes to foreign undergraduate students as flipped learning classes and verified their effect on speaking-related emotional variables. In addition, international students' perceptions of what experiences are needed to improve speaking efficacy in Korean were examined. For this purpose, the 'Creative speaking' subject for freshmen was redesigned to flipped learning class and operated for one semester. To analyze the effect of speech-related emotions, a paired t-test was conducted on 26 foreign students' pre-post scores of speech efficacy and anxiety. Also awareness of experiences needed to improve speech efficacy was surveyed and content analysis was conducted. As the result, the speaking efficacy of students after flipped-learning has been significantly improved. This means that flipped learning classes for the Korean speaking are effective for the positive emotions of foreign students speaking Korean. In addition, international students perceived that Korean speaking efficacy can be improved by practicing speaking in Korean, learning with Korean colleagues. Based on these results, several discussions and suggestions were presented.
This article demonstrates that both the Warsaw Convention Systemand the Montreal Convention are not designed for multimodal transport, let alone for "Door to Door" transport. The polemic directed against the "Door to Door" application of the Warsaw Convention systemand the Montreal Convention is predominantly driven by the text and the drafting philosophy of the said Contentions that since 1929 support unimodalism-with the rule that "the period of the carriage by air does not expend to any carriage by land, by sea or by inland waterway performed outside an airport" playing a profound role in restricting their multimodal aspirations. The drafters of the Montreal Convention were more adventurous than their predecessors with respect to the boundaries of the Montreal Convention. They amended Art. 18(3) by removing the phrase "whether in an aerodrome or on board an aircraft, or, in the case of landing outside an aerodrome, in any place whatsoever", however, they retained the first sentence of Art. 18(4). The deletion of the airport limitation fromArt. 18(3) creates its own paradox. The carrier can be held liable under the Montreal Convention for the loss or damage to cargo while it is in its charge in a warehouse outside an airport. Yet, damage or loss of the same cargo that occurs during its surface transportation to the aforementioned warehouse and vice versa is not covered by the Montreal Convention fromthe moment the cargo crosses the airport's perimeter. Surely, this result could not have been the intention of its drafters: it certainly does not make any commercial sense. I think that a better solution to the paradox is to apply the "functional interpretation" of the term"airport". This would retain the integrity of the text of the Montreal Convention, make sense of the change in the wording of Art. 18(3), and nevertheless retain the Convention's unimodal philosophy. English courts so far remain loyal to the judgment of the Court of Appeal in Quantum, which constitutes bad news for the supporters of the multimodal scope of the Montreal Convention. According the US cases, any losses occurring during Door to Door transportation under an air waybill which involves a dominant air segment are subject to the international air law conventions. Any domestic rules that might be applicable to the road segment are blatantly overlooked. Undoubtedly, the approach of the US makes commercial. But this policy decision by arguing that the intention of the drafters of the Warsaw Convention was to cover Door to Door transportation is mistaken. Any expansion to multimodal transport would require an amendment to the Montreal Convention, Arts 18 and 38, one that is not in the plans for the foreseeable future. Yet there is no doubt that air carriers and freight forwarders will continue to push hard for such expansion, especially in the USA, where courts are more accommodating.

The purpose of this study is to investigate the current status of STEAM (Science, Technology, Engineering, Arts, and Mathematics) education in schools by asking a variety of questions including "why and how often they implement STEAM education." This study conducted an online survey on 11,526 elementary, middle, and high schools in South Korea, with the response rate being 56.8% (N = 6,473). To highlight key findings, first, our descriptive analyses suggested that if those that did not respond to the survey were assumed not to have implemented STEAM education, approximately 27.1% (N = 3,127) of all schools in South Korea were believed to have implemented STEAM at best. The highest rate of implementation of STEAM education was found in elementary schools (30.8%), followed by middle (27.4%) and high (17.5%) schools. Second, in contrast with the result for the rate of implementation of STEAM education, high schools showed the highest level of satisfaction. Third, the most important reason for implementing STEAM education within a school was found to be teachers' voluntary efforts or intrinsic motives, followed by support from the provincial office of education. Fourth, the most important reason for not implementing STEAM education was found to be the lack of consensus among teachers. Together, findings highlight the importance of the role of teachers in implementing STEAM education. Offered are policy implications for the better implementation of STEAM education.
This work is for redefining of cultural diversity and suggesting measurement frame by casting light on changing cultural environment according to evolution of digital convergence media. So far, most of studies tend to confuse at using media diversity and cultural diversity and resultingly the concept of cultural diversity is not founded right yet. In communications field, there is a limit to measure cultural diversity which is substantive content because analysis of media diversity is mainly focused on financial measuring and quantitation. Therefore we define digital convergence media culture as metaculture here for analysis of cultural diversity. Additionally, we catagorize and analysis cultural diversity based on this metaculture into pluralism of media activity, diversity of cultural expression, diversity of cultural diffusion and diversity of cultural cognition. These measuration variables of the four categories are factors which can lighten aspects of cultural diversity in digital convergence media environment. Analysis of these factors of the four catagories will suggest a criterion to establish policies to protect cultural diversity. The policy of cultural diversity is to construct a cultural commune in envirnment of meta culture.
