According to article 11 of the Public Records Management Act of Korea, metropolitan city, special self-governing city, province or special self-governing province should establish archival institutions for permanent preservation and management of records. As a result, the establishment and operation of archival institutions in Korea has been increase, but since it is still in the stage of introduction, the mission and role of these archives have not been specified by archives act. Therefore, we need to establish a proper legal basis to support it. To do this, it explores the archives act in China, Russia and Germany in terms of basic operational policy, collection and transfer of records, management of records, and service of records. As a result, the study presents some implications for the archives act for the management of archives in Korea.

This study was conducted as part of an effort to vitalize policy information services (POINT) of National Library of Korea, Sejong. The authors examined information behavior and policy information service use behavior of policy information users and checked if there are any differences in information behavior by participants' occupations (public officials, researchers, and librarians). We carried out an online survey and collected 331 completed survey responses. Overall, the most frequently used type of material was research report, followed by journal article and monograph, etc. The participants frequently used search engines and policy information services to acquire policy information. Also, 47.7% of the participants were aware of and had usage experience of POINT. Furthermore, we found statistically significant differences in some aspects of policy information behavior and in perceptions toward POINT across participants' occupations. These findings suggest that National Library of Korea, Sejong needs to improve their services based on a better understanding on target users.

There are several ways to implement charter parties in the operation of the vessel. Under the time charter party, the charterer borrows the vessel from the shipowner and uses the vessel to benefit his business. The time charter party's legal relationship can be divided into internal and external relationships. This article deals with an internal relationship. The legal matters between the shipowner and charterer are regulated by the agreement. The NYPE is the most widely circulated type of time charter party. According to the NYPE, navigational matters fall upon the shipowner while business matter falls upon the time charterer. There are vague parts in interpreting NYPE articles. NYPE Art. 8, called the employment clause, is one of them. The Master employed by the shipowner should follow the order of the charterer. Whether the charterer has the right to order the Master of the vessel to follow the navigating route recommended by him was addressed in the Hill Harmony case by the UK Supreme Court. The court was affirmative. Under the Ocean Victory case, whether the time charterer has an obligation to order the Master to go out to escape heavy weather from the berth at the port was at issue. The Japanese lower court decided negatively. There is a tendency that many countries insert default rule in the maritime law to apply it to the case at issue in a case where there is no agreement. It serves the enhancement of legal stability; China, Japan, and Germany are such countries. The author thinks that Korea should follow the above three countries' revision of their maritime law.

It is anticipated that there will be radical disputes over land ownership in the event of the advent of the era of UAM. As such, policy alternative is presented by analyzing and researching relevant laws at home and abroad on the means of legislating 'Regulations on compensation for use of air space above land' in preparation of such occurrence. As the results of the study, it is deemed to limit the range of the land ownership in accordance with UAM operation as follows. First, it is proposed to newly enact regulation to limit the ownership of air space of land owner to the public space above the elevation of 200m as stipulated under the Article 78 of the Aviation Safety Act. Second, as the result of analysis made for the option of making compensation from the perspective of the property right of land ownership and option of not making compensation from the perspectives of public interest and concerns in the event of operation of UAM within the air space below the elevation of 200m, it is deemed that legislative decision is necessary through more extensive studies in the future.

The South China Sea is a significant maritime shipping route with abundant submarine and fishing resources. Over 40,000 ships pass through the South China Sea every year, constituting around 50% of global shipping and 66% of crude oil. In particular, 30% of Korea's import cargo and 90% of energy imports pass through this body of water. The US and China realized the significance of this sea area from early on and are embodying national interest through maritime security at the national strategic level by implementing the 'Indo-Pacific' and 'One Belt One Road' strategies, respectively. Such geopolitical conflicts are manifested in the 'freedom of navigation operations' by the US in the South China Sea. Despite its significance, there is a lack of studies in Korea on the freedom of navigation operations, and most previous studies only focus on analyzing international law and agreements. This article examines the origin and background of the strategic perception of the freedom of navigation operations and derives implications for the peace and security of the Korean Peninsula as the strategic competition between the US and China continues.

A gamma nail has been used to treat intertrochanteric fractures since 1988. Although such cephalomedullary nails have mechanical advantages over extramedullary fixation devices, such as sliding hip screw, their beneficial effects on treating the Arbeitsgemeinschaft für Osteosynthesefragen/Orthopaedic Trauma Association (AO/OTA) 31-A1 and 31-A2 fractures are still controversial. During their 30-year history, many problems have been overcome, and new types of cephalomedullary nails have been introduced in clinical practice. New cephalomedullary nail systems facilitate nailing procedures and enhance the purchase capability of the femoral head by a lag screw. On the other hand, the failure rate still depends on the hands of the orthopedic surgeons. This review article focused on the basic principle of medial support and restoration of a medial buttress during the treatment of trochanteric fractures using a cephalomedullary nail.

Science, technology and innovation (STI) has expanded the activity of actors from the traditional physical territory to the cyberspace. Data-driven platform services and markets advance new discussions on cross-border cooperation and cyber security, as well as discourse on sovereignty in cyberspace. These changes are also affecting the hegemony competition between the US and China. In particular, competition for aid to developing countries that are located along major resource transportation routes, such as natural gas and deep sea resources, is fierce. ASEAN is not only a geopolitical military and security point where the US and China powers collide, but its population of 600 million has great potential for the development of the digital economy due to its data resources. In this regard, this article aims to connect the discourse of liberalism and authoritarianism with data regulation and cybersecurity in international development cooperation, and derive implications for ASEAN integration through this. This study has significance as a convergence study that links international political issues related to big data in terms of global governance.

This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

As appearance of diverse electric power supplies and fuel cells have been emerging, UAVs have capacity to prolong their flight missions. Nowadays, the rotary based UAVs that are commonly distributed on the open market, adapt rechargeable batteries and have around 50 centimeters in width and generally within 30 minutes in hovering flight capacities. UAV's flight time highly depends on the capacity and the weight of its batteries. To cope with the flight time, recharging methods are also being researched. their researches are mainly divided into coupled and decoupled in manner. In this article, we propose the method to refine the position more effectivly and precisely adapting QR Code and 3-D position estimation so that UAVs enable to land on the recharging system successfully.

Background: Digital therapeutics are software medical devices that provide evidence-based treatments to prevent, manage, and treat disease. Digital therapies have recently been shown to be effective in motivating children with cerebral palsy as a tool in neuropsychological therapy. Digital therapies improve postural control, balance and gait in children with cerebral palsy. Therefore, this study aims to investigate the effects of digital therapies on balance and gait in children with cerebral palsy and to provide guidelines for prescribing digital therapies for children with cerebral palsy. Design: A Systematic Review Methods: This study searched for English-language articles published in medical journals from January 2000 to July 2023 using PubMed and MEDLINE based on the year of initiation of the digital therapy. The search terms used in the study were 'digital technology' OR 'digital therapeutic' OR 'mobile application' OR 'mobile health' OR 'virtual reality' OR 'game' AND 'cerebral palsy', 'balance' 'gait' as the main keywords. The final article was assigned an evidence level and a Physiotherapy Evidence Database (PEDro) score to assess the quality of clinical trials studies. Results: The digital therapies applied to improve balance and gait in children with cerebral palsy are game-based virtual reality training and the Nintendo Wii Fit program. Both digital therapy interventions had a significant effect on improving balance in children with cerebral palsy, and virtual reality training significantly improved balance and gait. However, there were no significant improvements in balance and gait within two weeks of treatment, regardless of the type of digital intervention. Conclusion: The study suggests that this data will be important in building the evidence base for the effectiveness of digital therapies on balance and gait in children with cerebral palsy and in advancing clinical protocols.
