Research on Cloud Computing-Based SME Informatization Platform Policy (정부의 클라우드 컴퓨팅 기반 중소기업 정보화 플랫폼 정책 연구)

  • In this paper, we proposed the necessary government policies for the SME's informatization as the computing environment evolves towards cloud computing. We started with the review of the current SME's computing environment and limitations of current policies, and then addressed the new roles, visions, and missions of the government for the SME informatization. Based upon these arguments, we proposed the mid-term vision and designed the architecture for the cloud computing-based services for SMEs. The major contribution of this paper is to extend the enterprise-based informatization strategies to the context of the government policies so that the government can adopt our arguments as guidelines for the future policies.

ROAD CROWN, TIRE, AND SUSPENSION EFFECTS ON VEHICLE STRAIGHT-AHEAD MOTION

  • During normal operating conditions, a motor vehicle is constantly subjected to a variety of forces, which can adversely affect its straight-ahead motion performance. These forces can originate both from external sources such as wind and road and from on-board sources such as tires, suspension, and chassis configuration. One of the effects of these disturbances is the phenomenon of vehicle lateral-drift during straight-ahead motion. This paper examines the effects of road crown, tires, and suspension on vehicle straight-ahead motion. The results of experimental studies into the effects of these on-board and external disturbances are extremely sensitive to small changes in test conditions and are therefore difficult to guarantee repeatability. This study was therefore conducted by means of computer simulation using a full vehicle model. The purpose of this paper is to gain further understanding of the straight-ahead maneuver from simulation results, some aspects of which may not be obtainable from experimental study. This paper also aims to clarify some of the disputable arguments on the theories of vehicle straight-ahead motion found in the literature. Tire residual aligning torque, road crown angle, scrub radius and caster angle in suspension geometry, were selected as the study variables. The effects of these variables on straight-ahead motion were evaluated from the straight-ahead motion simulation results during a 100m run in free control mode. Examination of vehicle behavior during straight-ahead motion under a fixed control mode was also carried out in order to evaluate the validity of several disputable arguments on vehicle pull theory, found in the literature. Finally, qualitative comparisons between the simulation results and the test results were made to support the validity of the simulation results.

The Study on the Donhwang Manuscript[敦煌本] "Sanghallon(傷寒論)" (돈황본(敦煌本) "상한론(傷寒論)"에 관한 연구(硏究))

  • It is generally called that the Donhwang Manuscript[敦煌本] "Sanghallon(傷寒論)" is all the series of documents relating to the "Sanghallon(傷寒論)", included in one of the testaments, which was, in 1900, originally found in the Janggyeong hole[藏經洞], Makgo cave[莫高庸], Donhwang(敦煌), Gamsuk province[甘肅省]. The consecutive numbers of the Manuscript are S 202 and P 3287, the former is called the "Sanghallon(傷寒論)" A-Manuscript[甲本] and the latter consists of the "Sanghallon(傷寒論)" B-Manuscript[乙本] and the "Sanghallon(傷寒論)" C-Manuscript[丙本]. The Donhwang Manuscript is a type of a hurt book, but not a complete form of a book. As the research conducted, it has been proven that the Donhwang Manuscript "Sanghallon(傷寒論)" has the academic values as mentioned below. First, it is highly valuable to inter-related study and revise the "Sanghallon(傷寒論)". Second, it is one of circumstantial evidences to have various kinds of versions of the "Sanghallon(傷寒論)". Third, its findings somehow wipes out arguments concerning with identifying authors of the "Sanghallon(傷寒論) Sanghanrye(傷寒例)" and the "Sanghallon(傷寒論) Byeonmaekbeop(辦脈法)". Fourth, it has turned out that the existing "Geumgweokhamgyeong" is not a forgery, but one of imparted versions of the "Sanghallon(傷寒論)" In conclusion, it could be acknowledged that the discovery of the Donhwang Manuscript "Sanghallon(傷寒論)" enables to arrange and revise the "Sanghallon(傷寒論)", and it has provided researchers with critical evidences about ascertaining many kinds of different versions of the "Sanghallon(傷寒論)". Moreover, we can also find the great contribution of this findings which could clarify various non-proven arguments within many experts and researchers.

Evaluation Standard for Safety of Autonomous Cars: UL 4600 (자율주행자동차를 위한 안전성 평가 표준: UL 4600)

  • This paper describes UL 4600, a new international safety standard to ensure safety of autonomous cars. Conventional vehicular safety standards such as ISO 26262 and ISO/PAS 21448 suffer from large limitations to be applied to autonomous cars, but UL 4600 exploits new approaches to be applied to autonomous cars. Conventional standards define various technological aspects to ensure safety and require manufacturers to certify these aspects. On the contrary, UL 4600 requires manufacturer to explain and prove why autonomous cars are safe. In UL 4600, (1) under specific environments where the system is designed to operate with, (2) claims should be defined to guarantee given safety, and (3) arguments should be suggested to satisfy given goals, and (3) evidences should be presented to prove given arguments. UL 4600 is technology-neutral since it does not require specific designs nor technologies. So UL 4600 only requires manufacturers to prove given safety goals regardless of methods and technologies. Also UL 4600 admits various cases of autonomous car field operations into the standard via feedback loop. So UL 4600 effectively maneuvers various dangers unknown at the time of standard establishment.

Consideration of Issues on the Naming Application of Hunminjeongum Hangul Pronunciation (훈민정음 한글발음의 성명학 적용 논점 고찰)

  • The study aims to examine the rationality of the naming system with five properties of Korean pronunciation, which is used by most Korean name writer currently. A phonetic naming system is based on the premise that when a name is called, the sounds will have an audible effect on the speaker and the listener, and this phenomenon would ultimately have a good or bad influence on the owner of the name. The phonetic naming system is to name it by using five elements' coexistence and conflict of Korean pronunciation, and there are many progressing arguments that represent 'The Principles of Creation of Hunminjeongeum', 'The Historical Origin of Phonetic Naming System' and 'The Relevance of Modern Korean' etc. In the process of determining the validity of these arguments, distortion between the principles of creation of Hunminjeongeum and naming, a weak historical basis of the phonetic naming system, errors and problems in the usage of five elements of pronunciation, and fallacy of modern Korean phonology appear. For these reasons as above, the Korean phonetic naming system is concluded to be unreasonable, which claims not to be in line with the intention of creating Hunminjeongeum.

  • There has been global efforts to prevent the further spread of the COVID-19 and get society back to normal. 'Contact tracing' is a crucial way to detect the infected person. However the contact tracing makes another concern about the privacy violation of the personal data of infected people, released by governments. Therefore Google and Apple are announcing a joint effort to enable the use of Bluetooth technology to help governments and health agencies reduce the spread of the virus, with user privacy and security central to the design. However, in order to provide the improved tracing application, it is necessary to identify potential security threats and investigate vulnerabilities for systematically. In this paper, we provide security analysis of Privacy-Preserving COVID-19 Contact Tracing App with STRIDE and LINDDUN threat models. Based on the analysis, we propose to adopt a verifiable computation scheme, Zero-knowledge Succinctness Non-interactive Arguments of Knowledges (zkSNARKs) and Public Key Infrastructure (PKI) to ensure both data integrity and privacy protection in a more practical way.

A Qualitative Study on the Use of Fallacies in the 2022 Korean Presidential Debates (20대 대선 후보 TV토론에서의 오류 사용에 관한 질적 연구)

  • The present study aims to explore how fallacies, arguments that seem valid but are not, appear in 2022 South Korean presidential debates. It qualitatively analyzes the candidates' remarks in the first and last presidential debates (240 minutes) using 20 formal and informal fallacy concepts as a theoretical framework. Results show that the three candidates used 23 informal fallacies from 15 categories, including the straw man, red herring, begging the question, complex question, hasty generalization, appeal to the masses, and you too. The candidates relied on fallacies to defend their image and electoral agenda from adversary attacks and to contaminate their opponent's image and agenda. The arguers, who struggled with tough questions, frequently made fallacies as pseudo-arguments to avoid the situation without lying and violating election laws. This study indicates that the fallacy system can be a framework for analyzing crucial political content. Moreover, it warns against the abuse of fallacies in TV debates.

Semantic Role Labeling using Biaffine Average Attention Model (Biaffine Average Attention 모델을 이용한 의미역 결정)

  • Semantic role labeling task(SRL) is to extract predicate and arguments such as agent, patient, place, time. In the previously SRL task studies, a pipeline method extracting linguistic features of sentence has been proposed, but in this method, errors of each extraction work in the pipeline affect semantic role labeling performance. Therefore, methods using End-to-End neural network model have recently been proposed. In this paper, we propose a neural network model using the Biaffine Average Attention model for SRL task. The proposed model consists of a structure that can focus on the entire sentence information regardless of the distance between the predicate in the sentence and the arguments, instead of LSTM model that uses the surrounding information for prediction of a specific token proposed in the previous studies. For evaluation, we used F1 scores to compare two models based BERT model that proposed in existing studies using F1 scores, and found that 76.21% performance was higher than comparison models.

A Study on the Precedents Changing Related to Using Medical Devices of Korean Medicine Doctors (한의사 의료기기 사용과 관련된 판례 및 기존 연구 분석과 경향 변화)

  • Objectives: The aim of this study was to examine the debate on the use of medical devices between Western Medicine and Korean Medicine, as this is one of the greatest conflicts in Korea's medical profession. Judicial precedents and interpretations of authority serve as regulations because medical affairs law states that Korean Medicine practices are ambiguous. Method: We conducted a search in the Korean RISS, OASIS, and DBPIA databases using several keywords associated with medical devices, Korean Medicine, and Korean Medicine Doctors. The search period was until November 5 2021. The retrieved papers were classified according to the selection and exclusion criteria by checking the title, abstract, and text. For precedents, searches were done regarding comprehensive legal information, etc., and in the case of non-disclosure precedents, we requested access to the precedents by web-court requests. Results: A total of 80 documents were found as a result of the search, and 13 publications were included in the study. The selected publications were classified and analyzed by this research team into Korean medicine, Western medicine, and legal or state agency research. In the existing literature and judgments, the arguments that played a major role changed depending on the time the judgment was made. "Social conventions", "curriculum", "academic principles", and "health and hygiene dangers" were the key arguments. Conclusions: Further studies will be needed that can comprehensively arrange the existing literature and clinical results, and continuous study will be needed to verify that the use of medical devices by Korean medicine doctors is helpful for prognosis and accurate treatment of their patients.

  • Beyond the rapid normalization process of patents in software industry, complex legal evolution and rigorous economic arguments underlie the crucial environmental transformation of the industry. In this article, we trace the evolutionary history for the theory and practice of patents in software industry from both legal and economic perspectives. First, we study the legal disputes and cases in light with the underpinnings of patent policy transformation, and then delve into the economic backrounds of the pros and cons for software patents, with special focus on the generic economic peculiarities of software industry. The fact that historical and practical policy and law in Korea have been largely affected from those of USA, and relative deficiency in the law, economics and management literature are the main motivation of the study, and we hope this study to contribute to the decision making of policymakers as well as law and business practitioners.
