Effects of Collective Promotion on the Attainment of Goals of Basic Education in English-Speaking Primary Schools in Cameroon

  • This study aims at investigating the effects of collective promotion on the attainment of literacy, numeracy, and essential life skills by primary school pupils and also to find out if the policy of collective promotion meets its objective of minimization of wastage in basic education. The study used written tests for pupils in the final class (Level II, class 6) to collect data in some selected English-speaking primary schools in Meme Division of Cameroon. Descriptive statistics and a one way ANOVA were used for analyzing data. The results revealed that the policy of collective promotion negatively affects the attainment of literacy, numeracy, and essential life skills of pupils in Kumba, Meme Division. Teachers who assisted in the study through personal communication with the researcher argued that collective promotion in basic education does not achieve its objective of minimizing wastage of educational resources; neither does it positively improve the literacy, numeracy, and essential life skills of pupils. This study recommends that the policy of collective promotion can be revisited and that focus be placed not only on minimizing wastage of resources but also on investing on quality education system so as to equip the would-be leaders of tomorrow with skills, knowledge, and attitudes which will make them functional and responsible citizens in their society.

Deforestation and Forest land Use in Côte d'Ivoire: Policy and Fiscal Instruments

  • This paper investigated policies that drive the sustainable management of Ivorian forest which disappear at an annual rate of 250000 hectares. Based on an inter-temporal model for optimum allocation of forest land to three competing uses, the article found that sustainability depends on the incentive structure, of which forest taxes and fees are a key, though obviously not the sole, component. The study proposed to increase the area fee level by accounting for environmental externalities generated by forest harvesters and farmers. The paper showed that the area fee is a decreasing function of the forest natural rate of regeneration and the reconversion rate of agricultural surfaces. Finally, at the given forest natural rate of regeneration and the reconversion rate of agricultural surfaces, the model argued that the area fee need to be progressive (arithmetic progression) in the context of ecological equilibrium break while it should remain constant in normal situation.

Determinants of the Performance of Government Assistance to R&D Activities

  • The technological innovation is considered as an important factor and there is a positive externality in developing technology in the form of technology spillover. In this context, it is argued that government should play an active role in advancing technology development and several means have been introduced. This study attempts to analyze manufacturing firms' evaluation for the performance of government assistance programs to their R&D activities. Considering that the performance evaluation takes the form of a count outcome, we apply several kinds of count data models. Some interesting findings emerge from the analysis. For example, we found that a firm's sales amount, dummy for the firm's having an R&D department, dummy for the firm's being a venture one, and the number of the firm's innovative activities have positive relationships with the degree that the firm evaluates government assistance as being useful.

  • 우리나라는 1960년대 이후 산업화 및 도시화 과정에서 발생한 낙후지역을 해소하기 위해 다양한 지원사업을 추진해 왔으나, 일부 성과에도 불구하고 적잖은 한계를 노정하였다. 이에 따라 최근 그간의 낙후지역 지원사업을 4개 지역(도시지역, 농산어촌, 성장촉진지역, 특수상황지역)으로 통폐합하고, 그 중에서도 낙후도가 심한 지역을 '성장촉진지역'으로 지정하여 육성하는 정책을 시행하게 되었다. 이 연구는 성장촉진지역 육성정책이 성공하기 위해서는 성장촉진지역을 유형화하고 그 특성을 분석 한 뒤, 지역 특성에 알맞은 차별화된 정책 및 사업의 추진이 중요하다는 인식에서 기 선정된 70개 성장촉진지역을 유형화하고 이에 따른 지역 맞춤형 낙후지역 정책을 모색하고자 하였다. 연구결과, 우리나라 성장촉진지역은 공간적 특성과 사회경제적 구조의 차이에 따라 4개 유형으로 구분할 수 있으며, 효과적인 육성을 위해서는 각 유형별로 차별적인 정책을 추진할 필요가 있음을 파악할 수 있었다.

성호학파에서 다산 정약용(茶山 丁若鏞) 역학(易學)의 성립과정(III) -이익, 신후담의 역학에서 정약용의 역학으로 - (Xinghuxuepai process of the formation of the Dasan Jeong Yak-Yong' Yi Xue(易學)(III) - From Li Yi, Shen Hou Dan' Yi Xue to Jeong Yak-Yong Yi Xue)

  • 성호학파에서 다산역학이 어떠한 과정을 거쳐서 성립되었는지를 살펴 보았다. 다산의 역학은 성호와 하빈으로부터 호체와 효변의 방법을 물려 받았고, 다산은 이러한 1가지 방법으로 "주역"을 아우를 수 없다고 생각하였다. 이에 역리사법이라고 하는 4가지 방법을 제시하였고, "독역요지"를 통해 18가지 방법으로 보완하였다. 이에 다산의 역학이 성립하게 되는 과정을 차례차례 살펴보았다. 성호학파의 종장(宗匠)인 성호 이익으로부터 다산은 호체의 방법을 물려받았다. 그럼에도 불구하고 다산은 호체의 방법은 주자에게서 왔다고 하고 있다. 이러한 다산의 주장은 정조의 학술정책에서 비롯된 것으로 보인다. 다산은 "주역"을 해석하는 방법으로 하빈으로부터 효변의 방법을 물려받는다. 그러나 다산은 효변을 주자의 뜻이라고 하고 있다. 이 부분은 정조의 학술정책 때문에 어쩔 수 없는 그런 것이다. 다산은 성호로부터는 호체의 방법을 물려받았고 하빈으로부터는 효변을 물려받았지만 다산은 역리사법이라고 하는 4가지 핵심적인 방법을 제시한다. 다산의 현대적 관점은 모기령과 비슷하게 역학사상을 전개했다는 점이 여러 연구자들에게 있었다. 그러나 이러한 관점은 다산 스스로가 서하의 경학관을 비판한 것에서 알 수 있듯이 비슷하다고 보기 힘들다.

Universities in India's National System of Innovation: An Overview

  • The status and functioning of Indian universities is explored in the Indian context from an NSI perspective. Whilst NSI is the main guiding post, the very social and economic context of Indian situation reflect the theoretical underpinning of this paper. The First part serves as a background to knowledge institutions and university sector in India. Basically, it identifies the main actors and agencies of India's NSI, namely, public research system comprising national laboratories, main science and technology agencies and councils and the university system. Given the focus of the paper on Indian universities in a macro historical perspective, the Second part is devoted to trace the growth and structure of university sector in terms of three phases, namely, 1940s to 1980; 1980 to 1990; and the era of liberalization after 1991. The Third part of the paper is devoted to knowledge production and knowledge diffusion. There are some important findings coming out of the quantitative data. It is argued that Indian production of doctorates is falling behind countries like China. Further, Indian universities are yet to achieve Humboltian goal. Finally, the paper has a concluding section which concerns with the current and future challenges facing Indian universities and their role in India's NIS.

정보격차의 요인과 정보격차 해고를 위한 정책적 원칙 (Factors Causing Information Gap and Policy Principles to Bridge the Gap)

  • 정보화가 진행되어감에 따라 정보격차는 더욱 크게 발생한다. 이 논문에서는 정보격차의 요인으로 경제적 빈부차, 정보의 상품화, 그리고 정보수단의 사유화, 정보폭증을 들고 있다. 이러한 요인에 의해 필연적으로 발생하는 정보부자와 빈자간의 정보격차의 해소를 위해서는 정책적인 노력이 있어야 하며 이러한 정보정책은 민주주의의 원칙에 의거하여 이루어져야 한다. 이 논문에서는 민주주의의 원칙에 따라 공정하고 공평한 정보에의 접근과 정보이용이 이루어질 수 있도록 정보의 공공영역이 확보되어야 하며, 이를 위해서 공공도서관과 공공교육, 공론의 장의 역할과 기능이 확대되어야 함을 주장한다.

항공운송인의 책임제한의 철폐 (The Collapse of Warsaw Liability Limitation)

  • Air transportation industry was established on a basis of liability limitation from the outset. Many treaties, however, had to be drafted since 1960' s to meet the need of the Unites States, who argued full compensation without limitation like other torts cases, but most of them were in vain. The Japanese Initiative in 1992, though being aimed to lower a level of compensation in air crash cases to that of other transportation accidents, showed a way to the U.S. how to solve the issue. Instead of obtaining an multilateral agreement through ICAO, the U.S. persuaded IATA to organize intercarrier consensus for voluntary waive the limitation. IATA succeeded in adopting Intercarrier Liability Agreement in 1995, in which carriers agreed not to use Warsaw limitation and accepted strict liability up to 100,000SDRs. Through a series of negotiation to implement the Intercarrier agreement, US DOT tried to insert a domicile standard provision to the agreement which enable US victims to be compensated according to the law of the U.S. regardless of the situation. IATA opposed the intent aggressively. The U.S. set back to the starting point remaining issues for further discussion. The liability limitation under the Warsaw system is being collapsed. It is the result of a simple logic; liability limitation cannot be maintained without appropriate compensation.

사회문제 해결형 인문사회-과학기술 융합연구의 특성과 발전 방향 (The characteristics of science, technology and society studies for societal challenges and policy issues)

  • 이 글은 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 정리하고 그것을 활성화하기 위한 방안을 다룬다. 먼저 현재 이루어지고 있는 사회문제 해결형 인문사회-과학기술 융합연구의 사례를 살펴볼 것이다. 복잡한 사회문제를 해결하기 위한 인문사회-과학기술 융합연구 사례와 기술이 가져올 수 있는 사회적 문제를 사전적으로 성찰하고 개선하기 위한 연구를 검토할 것이다. 이어서 사회문제 해결형 융합연구를 범주화하기 위한 틀로서 <2유형>(Mode 2) 연구를 제시하고 이를 바탕으로 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 살펴본다. 이 특성을 기준으로 사회문제 해결형 인문사회-과학기술 융합연구의 역할과 발전방향을 모색한다.

The Use of Feed-forward and Feedback Learning in Firm-University Knowledge Development: The Case of Japan

  • The problem Japanese universities face is exactly the same as that of German universities: no international recognition in world rankings of universities despite their high levels of postwar economic and technological developments. This was indeed one reason why world-class Japanese firms, such as Toyota and Sony, have avoided working closely with Japanese universities for R&D partnership and new technology commercialization. To resolve this problem, the Japanese government has continuously implemented aggressive policies of the internationalization, privatization, liberalization, and privatization of universities since the onset of the economic recession in 1989 in order to revitalize the Japanese economy through radical innovation projects between universities and firms. National projects of developing medical robots for Japan's ageing society are some of the ambitious examples that emphasize feed-forward learning in innovation. However, this paper argues that none of these programs of fostering university-firm alliances toward feed-forward learning has been successful in promoting the world ranking of Japanese universities, although they showed potentials of reinforcing their conventional strength of introducing $kaizen$ through feedback learning of tacit knowledge. It is therefore argued in this paper that Japanese universities and firms should focus on feedback learning as a way to motivate firm-university R&D alliances.
