International community's efforts to mitigate sea turtle bycatch and status of implementing relevant measures by Korean tuna longline fishery

  • Longline fishery targeting tunas and tuna-like species is known to produce a significant amount of catch not only for the target species, but also for ecologically related species like sharks, marine turtles, sea birds and marine mammals. Recognizing this seriousness, tuna related regional fisheries management organizations (t-RFMOs) have established conservation and management measures (CMMs) to reduce bycatch and/or interaction with ecosystem vulnerable species including sea turtles and are obliged to implement bycatch mitigation measures and guidelines on safe release to their member countries. Along with development and strengthening of those measures, various case studies have been conducting to verify the effectiveness of bycatch mitigation for ecologically related species. This study examines the background and progress on developing CMMs of t-RFMOs and regulation programs of the United States related to sea turtles, which have recently become one of the main issues, and reviews case studies on sea turtle bycatch mitigation measures to find out the effectiveness of reducing bycatch rate and impacts to the fisheries. In order to respond the consultation process on certification determination with the United States, it was confirmed the current status of implementation on related measures conducted by Korean tuna longline fishery based on scientific observer data and survey for captains. Even though all Korean tuna longline fleets belong to the deep-set longline fishery (100-300m), which is not subject to the obligation of those mitigation measures, they are voluntarily implementing both measures, use of circle hook and whole finfish bait, regardless of which RFMO's Convention area they operate. And the national regulatory and management programs for sea turtle bycatch prevention adopted by Republic of Korea seems to be comparable in effectiveness to that of the United Stated. However, Korea needs to take preemptive measures in establishing sustainable fisheries, including the protection of the marine ecosystem and environment, as stronger requests are anticipated to be made by the international community on this matter.

Flood Inundation Analysis in Urban Area Using XP-SWMM (XP-SWMM 모형을 이용한 도심지역 침수해석)

  • Current domestic research is to demonstrate the effectiveness and efficiencies of flood prevention measures through one-dimensional numerical analysis and this study's object is to help water managers to make the efficient decisions by applying the two-dimensional urban run off model XP-SWMM model in the flooded area and comparing with the flood prevention measures. Statistics were analyzed, based on the data collected from Cheongju Weather Service from 1967 to 2011 for 45 years. 50 years Flood frequency simulations of water flow capacity analysis of the target area for flooded areas $539,548m^2$, inundation depth 1.0 m, was analyzed by inundation time of 48 minutes. When comparing with the constructions of bypass road and underground storage facilities to increase the water flow capacity of A1 small drainage areas as flood protection, if you install a batching target underground detention basin with a capacity of $13,500m^3$, it is expected that the flood by rainfall with frequency of 50 years will be resolved completely. In preparation for extreme weather in the future flood mitigation measures, underground storage tank installation is considered a better efficient way.

Trends and Factors of Ozone Concentration Variations in Korea (우리나라의 오존도 변화 추이와 주요 인자)

  • Major trends of ozone concentration variations in Korea were investigated by using observation data from around 100 stations for the period of 1991∼1997. In addition, important regulating those variations were inferred. Three measures such as the number of days exceeding 80ppb, the 95th percentile of daily maxima, and the annual average concentration were used for the analysis of multi-scale ozone concentration variations. Three areas in the southwest (Sosan, Mokpo, and Cheju) of which monitoring has been operated since 1995 showed the highest annual average concentrations over; this was noted because of the high annual average in the Yosu area in the early 1990s. Large increases in annual average concentrations were observed along the relatively cleaner areas connecting Kangnung and Kwangju(northeast to southwest), in contrast to polluted areas connecting Seoul and Pusan(northeast to southeast). Both the number of exceedance days and the daily maximum concentration were nearly constant in the Greater Seoul Area in spite of interannual flucturations associated with year-to-year changes in air temperature. Within the Greater Seoul Area, all three measures usually showed the same trend; they decreased in the middle and west and increased in the east and northeast. All three measures including the number of exceedance days increased largely at Sillim where the average concentration was high but no exceedance days were recorded in the early 1999s, Nationwide ozone concentration variations appear to be determined by the competitive influence of long-range transport and local urban emissions, Within the city including the Greater Seoul Area, changes in emission which accompany changes in population and in the number if vehicles ( in the process of urban development) were found to be important components of ozone concentration variations.

  • For those with disabilities, the residential area is the primary place to adapt the disabilities. Since the quality of the area gives a critical impact on their quality of life, it is essential to finding the measures to create the residential environment that supports their independence. In this regard, this study aimed to compare and analyze the interior elements of the houses that hinder the independence of the physically handicapped in the rural and urban areas, and conducted a survey on a total of 80 physically challenged in Seoul and Yeongwol (40 for each area). As a result, the respondents answered that the houses where they are currently living are hindering their independence regardless of area, and there were regional differences in the level of inconvenience with the size of living room, size of utility room, location of room, lighting and heating environment, ventilation system, deteriorated wallpapers and finishing materials, threshold and floor level difference and humidity control. This study has significance by providing the realistic measures to improve the housing environment of the physically challenged living in the rural and urban areas to be customized to them to increase their quality of life.

  • In the industrial field, various type of fuel have been used for product processing facilities. Recent for 10 years, the usage of natural gas (NG) was gradually increased. Because it has many merits; clean fuel, no transportation, storage facility and so on. There are common safety concept that strict explosion protection approaches are needed for facilities where explosive materials such as flammable liquid, vapor and gases exist. But some has an optimistic point of view that the lighter than air gases such as NG disperse rapidly, hence do not form explosion environment upon release into the atmosphere, many parts has a conventional safety point of view that those gases are also inflammable gases, hence can form explosion environment although the extent is limited and present. In this paper, the heating equipments (Hot Oil Heater) was reviewed and some risk management measures were proposed. These measures include hazardous area classification and explosion-proof provisions of electric apparatus, an early gas leak detection and isolation, ventilation system reliability, emergency response plan and training and so on. This study calculates Hazardous Area Classification using the hypothetical volume in the KS C IEC code.

  • Collapses of cutting area have frequently occurred due to heavy rainfall caused by the recent unusual weather patterns. Collapses of cutting area have the most crucial influence on the damaged property and casualties. Therefore, formulating and preparing an effective measures and control system is urgent. For this reason, in this study, we researched formation investigation method of location-based cutting area for an efficient management of cutting area. We conducted comparative and analytic research on the hand GPS method and DGPS method which is GPS augmentation system, using SBAS signals. The results of the research showed that there was difficult in discerning the accurate shape of cutting area when the existing method was used; however, the detecting the shape of four sides and accurate location was possible when DGPS was used. Consequently, it is possible to establish a preventive measures for cutting area, which considers the condition of the surrounding environment of cutting area because the polygon based management of incision cliff is attainable, apart from the existing control point based approach.

  • This paper presents a case study on the excavation of a long tunnel(16.2km) named as "Sol-An tunnel", which connects between Mt. Dongbaek station and Dokye station in the Young-dong Railroad. This site is located in a complex geological region with faults, cavities and coal measures as sedimentary rocks area. It occurred geotechnical problems unexpectedly by running water when tunnelling in limestone area within those geological structures. This tunnel caused surface settlements through the decrease of ground water level and soil washed-out affecting by cavities and faults within limestone formation. This paper presents a analysis of source through a close investigation and measures. And also, does preventive measures about returns of settlements reflected by properties of limestones.

Characteristics of and Prospect for Population Distribution in Korea (인구분산 및 이동의 특성과 전망)

  • The purpose of the paper is to examine the nature of population distribution during the past 25 years; to evaluate effect of population redistribution policies which have been adopted by the government; and to suggest desirable future policy directions. The distinctive features of population distribution during the period of 196O~85 can be summarized as progress of rapid urbanization, decrease of absolute number of rural population and heavy concentration of population in the Seoul metropolitan area which have resulted in population maldistribution among regions. The problem of population concentration in the selected one or two large urban centers was first recognized by the government as early as in 1964. Since then numerous policy measures have been adopted to reduce the population concentration into the Seoul metropolitan area and thus to guide a sound population redistribution among regions. The overall assessment of various policies on population redistribution, however, revealed that the effect of the policy efforts has not been great as they originally anticipated. Various reasons can be cited for the failure of the past policies. Among them the followings were frequently mentioned; lack of integration among policy measures; weak linkage between relocation and accommodation; and non-existence of single authority for overall implementation of the polices. Based on the past experiences the followings are suggested in pursuing future policies. First, the short-term objective or target should be clearly defined. Second, policy measures have to be designed to go with rather than against market forces. Third, indirect incentives or aids are more effective than direct controls or regulations. Fourth, local participation has to be secured in every phase of policy formulation and implementation.

Partial AUC and optimal thresholds (부분 AUC와 최적분류점들)

  • Extensive literature exists on how to estimate optimal thresholds based on various accuracy measures using receiver operating characteristic (ROC) and cumulative accuracy profile (CAP) curves. This paper now proposes an alternative measure to represented the specific partial area under the ROC and CAP curves. The relationship between ROC and CAP functions is examined using differential equations of the new defined partial area under curves. In addition, the relationship with the optimal thresholds under conditions of various accuracy measures for the ROC and CAP functions is also derived. We assume there are two kinds of distribution functions composing the mixed distribution as various normal distributions before finding the optimal thresholds. Corresponding type 1 and 2 errors are also explored and discussed under various conditions for accuracy measures.

Effect of an Osteoporosis Prevention Health Education for Women in an Urban Area (골다공증 예방건강교육 효과에 관한 연구 - 대도시 일부 지역사회 여성을 대상으로 -)

  • Purpose: This study was conducted to evaluate the effects of an osteoporosis prevention health education on know ledge, health beliefs, self-efficacy and preventive health behaviors of women in an urban area. Methods: A one- group pre-test-post-test design was conducted to identify the effects of an osteoporosis prevention health education. The study was conducted between April and November 2008, and recruited 98 women in Seoul. All participants completed the pretest and posttest measures with self-administered questionaire: Osteoporosis Knowledge Test, Osteoporosis Health Belief Scale, Osteoporosis Self-Efficacy Scale and Osteoporosis Preventive Health Behaviors Survey. Results: The result of the paired t-test revealed statistically significant difference in the perceived susceptibility and perceived benefits of osteoporosis and osteoporosis preventive behaviors between pretest and posttest measures. However, the difference in knowledge and self-efficacy between the pretest and posttest measures was not statistically significant. Conclusions: These finding indicate the need for further health education to increase osteoporosis knowledge, health beliefs, self-efficacy and osteoporosis preventive health behaviors and provide guidance for developing effective osteoporosis prevention health education strategies.
